What is EvaluationA structured process of assessing the success of a project in meeting its goals and to reflect on the lessons learnedAn evaluation should be structured so that there is some thought and intent as to what is to be captured, how best to capture it, and what the analysis of the captured data will tell us about the programme.Anyone who has never made a mistake has never tried anything new Albert Einsteindefinition- There are many definitions of evaluation in the literature and websites. For the purpose of this guide, we will define evaluation as .5WHY EVALUATETo assess whether a programme has achieved its intended goalsTo understand how the programme has achieved its intended purpose, or why it may not have done soTo identify how efficient the programme was in converting resources (funded and in-kind) into activities, objectives and goalsTo assess how sustainable and meaningful the programme was for residentsTo inform decision makers about how to build on or improve a programme.Evaluation is not about finding out about everything, but about finding the things that matter.- Conducting an evaluation is considered good practice in managing a programme.-The monitoring phase of programme evaluation allows you to track progress and identify issues early during implementation, thus providing an opportunity to take corrective action or make proactive improvements as required.- End of programme evaluation allows you to judge the success of the activities you undertake, and therefore provides accountability to those that fund programme. It also allows you to repeat activities that have been demonstrated to work, and you can improve on, or let go activities that do not work.

Evaluation is not just about demonstrating success, it is also about learning why things dont work. As such, identifying and learning from mistakes is one of the key parts of evaluation6 Types of evaluation Formative EvaluationTakes place in the lead up to the programme, as well as during the programme in order to improve the programmedesign as it is being implemented (continual improvement).Formative evaluation often lends itself to qualitative methods of inquiry. Types of evaluation Summative evaluationTakes place during and following the programme implementation, It is associated with more objective, quantitative methods.

-Evaluation can be characterised as being either formative or summative -formative evaluation looks at what leads to an intervention working (the process), whereas summative evaluation looks at the short-term to long-term outcomes of an intervention on the target group.

-Goals-based evaluation does not question whether the selected goals are valid, nor whether appropriate measures of effectiveness are being assessed.-Recent behaviour change and research and evaluation practice proposes the use of goals-free evaluation.9

HUMAN DEVELOPMENT PROGRAMME(HDP)In phase 1, inmates will be categorised as hardcore or non hardcore. Hardcore drug offenders will undergo recidivist module while non hardcore drug offenders will undergo education and guidance module under this program.

The recidivist module includes: sub Module Self development Classes and physical training (marching)Sub Module Self Assessment values of freedom, human concept, the concept of responsibility. Sub Module self determination intensive training to strengthen inhabitants through physical training.Sub Module Self Management - understand and practice the concepts of prison management. Sub Module Spiritual for Muslim Basic knowledge of Islam Sub Module Moral- Non Muslim. Sub Module Social Skill- interaction skill , think before action skill etc. Sub Module Criminal Behavior- understand life without crimeSub Module Citizenship responsibility to the country While Education and Guidance Module includes:Sub Module Self development Classes and physical training (marching)Sub Module Self development Classes and physical training (marching)Sub Module Self Assessment values of freedom, human concept, the concept of responsibility. The period for inmates to undergo this phase 1 is 2 months. In this TC concept, group of rehabilitation programmes focuses on the concept of family occupants among repeated drug offense, beside setting up in a save environment that encourage a learning process changes in self-development through interactions with friend without any forms of chemical substance. Resident also can run their feeling in a safe condition whereby the motto of the TC, Man Help Man To Help Himself can be achieved. The concept also highlight on feeling and modification of behavior. The period for the inmates to undergo TC is 6 to 12 months.

For Muslim and Mualaf inmates

Focusing on Fundamental knowledge on Islamic

Application and praction in a way of Islam life For non hardcore Muslim drug offenders which are in the phase 2 program, they undergo Halaqah module. Until Jun 2014 for this year, 3,912 muslim inmates had gone through this module. Period of undergoing this module is between 6 to 12 months also.

When the offenders finish the phase 2 program they will be access and promoted to the phase 3 on skill development. In this phase 3, they will be working in a several workshop such as sewing, batik painting, laundry, pastry and bread, landscaping etc.The objective of this phase 3 is to provide certification through vocational skillsand to build networking for career prospects

PHASE 4 In phase 4 of this programme for pre release inmates normally one year before their date of release, inmates will undergo several activities such as community service, work outside prison, message from prison and other activities to provide them ready to return to the community.
