· 1. RESERVATION OF WOMENs WARD FOR GENERAL ELECTION - 2020:-

The DG.DE, Delhi Cantt. vide letter No. 76/38'/ord.election/C/DE/201n dt. 21.11.2019 & Dte DE Pune vidc letter No. 1530/Gen./Election/2019-20/ dt. 21.11.~019 directed for completion of process of reservation of wards as per Cantonment Elector:1l-Roll Rules, 2007 (C.E.R -2007). Thel'efore , to consider the matter for reservation of wards for women , through

lottery, a paper publication was m ade on 12.12.2019 in Dainik Bhaskar, Rajasth an Patrika

& Dainik Navjyoti.

As per C.E.R 2007, the wards which were reserved for women is last general elections of 2015, should be excluded while drawing lots for reservation of women wards for elections 2020. Further as per the Uazettee of India, Pal't - II- section 4 No. 01 dt. 11 Feb., 2015 only one ward is reserved for S.C i. e. Ward No. IV and the C.B.R No. 01 rlt.06.12.2019. also

resolved to reserve the same for general elections 2020 shall also be exclu cled from lottery for

women wards.

Thus, the remaining wards i.e. Ward No. I, II, III & VIII are considererl for res~rvation of three women wards, for general elections 2020. Relevant papers, including C.E.R 2007 are placed on table. The Board to take appropriate decision.

RESOLUTION :" Matter considered along~ith file. President, Cantonment Board,

Nasirabad drawn lottery in the presence of media and general public for reservation of wards for women, for general election - 2020. In first drawal Ward No. \'III, fell as women reserved ward. In second drawal Ward No. III went as women reserved ward and in third draw, Ward No II is drawn as woman reserved ward. Thus out of I, II, III & VIII wards, Ward No. II, III & VIII declared as women reserved wards. The Board approved the same.

2. CONSTITUTION OF SCREENING COMMITTEE UNDER RULE 8 (ll(C) OF CFSR 1S37

The DGDE Vide letter No.76/38/CFSR-l937/EN/C/DE/19(FMS-66543 l dt. 22.10.2019 & PDDE vide lette1· No.8073/Estt./X:VJI/DE (FMS-38628-C dt. 24.10.2019 & 17.11.2019 directed for constitution of a screening committee as provided under section 8(1) (C) of CFSR 1937/56(i) (i) of F.R for considering/reviewing the cases of Cantonm1mt Fund Servants who has attained th e age of 55 years or has completed 33 years qualified services. The screening committee shall be consisting of PCB, CEO, one elected membt>r is nominated by Dte. DE the Command. The Dte. DE, SC vide lette1~ No. 8073/Estt./XVII/DE (FMS-38628-C)

dt. 04.12.2019 nominated Shri. S Prabakaran, Dy. Dir., DE, SC, Pune as member of the said committee.

The CFSR 1937 Rule (8) is placed on table alongwith letters of DnDE/PDDE stated nbovc for nomination of one.elected and one nominated member for the sa id committee.

The Board has to take a decision on it. It is also directed by PDDE, SC that a list of all 8Uch employees who have attained the age of 55 (Fifty Five) years or completed 33 years of qualified se1·vice may be placed below the screening committee before 24 Dec. 2019.

Auction proceeding conductf>d on 16.12.2019 at 11:00 AM in the office of Cantonment Board. This was 3rd attempt for auction.

Four pen:mns participated in auction proceeding and deposited earn~st money@ 20,000/­each in Cantt. fund through Cantt. 4 -B Recepit.

Highest bid amount offered by Sh. Faizan Hussain Qureshi @ Rs. l ,52,000/- only for 2019-20 and he uei-iu8iLeJ. Lhe amounL in CanLt. Fund vide Cantt. 4 - D ll•Jceipt No. 013507 dt. 16.12.2019.

Relevant report of T.R.S alongwith file is placed on the table for approval.

RESOLUTION :· Considered and resolved that highest bid amount offe1·ed by Sh. Faizan Hussain Qureshi @ Rs. 1,52,000/- only for one year from the elate of issuance of permission letter is approved. Further, resolved while issuing permiss ion letter, specific condition be mentioned therein that the highest bidder will not allow crf>ating nuisance, so as to cause epidemic or any dispute amongst general public. Necessary P''rmission be given accordingly duly incorporating all terms & conditions to highest bidder.

4. ENGAGEMENT OF RETIRED T.R.S. SHRI AJAY MATHEW, FOR SHORT TERM OF 03 MONTHS .:

It is intimated to Board that Triennial Assessment of property ta~ in r/o Nasirabad Cantt. was due for yeai· 2015 to 2018. The DGDE & PDD_J!:; d:ixected for carrying out the same, which is mandatory as per Cantonments Act. In order to get the work done in speedy manner, retired T.R.S Mr. Ajay Mathew was en gaged by C.E.O w.e.from Pl st Nov. 2019 for a period of 03 months. Shri. -Mathew is competent to handle/guide the office/C.E.O and worked hard in getting the assessment mode and hearing u/s 76 of CA is ongoing before C.E.O. The' work of triennial assess~ent including issuances of bills of property 1 ax is likely to be completed by 31 Jan, 2020. The relevant papers are placed on the table.

The Board is requested to consider and approve engagement of Mr. Ajay Mathew at monthly h onorarium of Rs. 10,000/- w.e.from 01 Nov., 2019 to 31 Jan. 2020 i.e. for 03

months. The honorarium is much below the minimum wages and he is agrne to Mr. Mathew.

RESOLUTION :M Considered and resolved that engagement of Sh. Mathew retired T.R.S for a short-term period w.e.from 01.11.2019 to 31.01.2020 is approved. He may be paid monthly honorarium of Rs. 10,000/- only.

To note the contents enumerated in aforesaid letters in conformity with guidelines issued - by M.o.D I.D. No. 2 (2)/2018-D (Q & C) dt. 10th December, 2019 regmding "Repairs to

buildings in Cantonment areas".

Relevant letters are placed on the table for noting of Board.

RESOLUTION:~ Noted the contents and guidelines issued by MoD Further, resolved

that publicity may also b~ given in local newspaper to this effect.

6. SUSPENSION FRQM SERVICES _ QF BOARD: _SMT. _S.P _fil!ARMA LAND &

RECORD Su.£DT.:

'T'o inform the Board that Dte. DE.SC Pune is continuously pressing hard for processing of renewal/determination of pending lease cases since the year-2014 to t ill date. Requisite staff has also hef'n provided to Smt. Sharma, and 17 lease· cases were 1 o be submitted in P.D.D.E office by 11.12.2019. Further, she was instructed to prepare at l(!ast 20 other lease cases, which were to be placed before ensuing Board Meeting. But despite the urgency she is availing C.L/E.L/leave on medical grounds. So may sh ow cause notices ha\ e also been served. upon her, but no improvement.

Recently she proceeded on leave on medical ground w.e.from 05.12.2019 to. 13.12.2019 without submitting medical sick cer tificate and a mail on 09.12.2019 that she will be on medical leave and remained absent un-authorisedly. P.D.D.E. office is re~ularly monitoring these cases.

Dte. DE. SC. Pune is regularly monitoring th ese cases and vide their L.No. 3044-B/MoL/DE/SC/L/Gen/2014/Il/ dt. 01.12.2016 directed to take appropriate action against her who is wasting thP t imP ~mil resourceR of Boarrl which showR lack of inti-1·eRt in completing thC' duty/work assigned to h er. She also left the P.D. office on 24.11.2016 "' ithout permission.

Havin g regards to overall circumstances, service of negligent emp loyee is n o longer usefull to administration, who is harassing and embarrassing to high <'r authorities and creating inconvenience to general publi.c. For the save of name a nd famP of admn. /Board it has become necessary to chop-off dead wood ·by placing him under su spension.

RESOLUTION :- Matter considered. Resolved that since this 1s the first time, irregularities h ave came before board, one opportunity may be given to Smt. Sharma, Land & Record Supdt. to improved in disch arge of her legitimate duty and work more sincerely, with devotion and with responsibility as land work directly effect general public. A warning lette1· be served upon her to t he above effect. Neve'rtheless, she does not. imprnve h er work, then matter be placed before ensuing Board to arrive at a firm decision in r he matter.

In compliance of afores3:id resolution, the office of CEO has already snrved n9tice under . Sub-section (1) to section 248 of the Cantonments Act 2006 on Shri. Jain. to stop erection of building and to demolish erection completed. However as resolved in resolution _dt. 31. 10.19

Mr. Jain could not submit reply before Board and two meetings have alreaily held.

Now, Sh. Jain preferred an Appeal before the G.O.C.- In.- Chi 1~f. S.C. Pune on 11 .12.2019. Board may take a decision to forward the same to GoC - In- C Southern Command Pune. The member - secretary also pointed out that Mr. Jain has filed on Appeal and the same has not been heard by Appellate authority what should be the viewed of Board on u/a construction on class "C" land. The Vice President and other members assured that­status quo to be maintamed by both the parties till decision of Appeal by (,oc -in- C.

RESOLUTION :- Matter com;idered alongwith file . Resolved that status-quo be maintained by both the parties, till further decision by Appellate authority. The CEO to forward Appeal to GoC- in-C through PDDE.
