PROCESS DOCUMENTATION: I.E.C. PROGRAM (December, 16-31, 2014) INTRODUCTION Information when provided to educate the masses if communicated successfully brings about a lot of change in attitude & behavior of masses. Therefore Information, Education & Communication plays a vital role when a program aims at bringing about attitudinal change of society. Participatory Irrigation Management is a paradigm shift in irrigation water management in Uttar Pradesh, therefore requires an attitudinal change in the mind set of the stake holders. The prime stake holder, the farmer has a mindset that canal maintenance is the sole responsibility of irrigation bureaucracy and he is on its mercy. He is not eager to come out of this attitude. Irrigation Water Management is a multi-disciplinary activity but the Irrigation bureaucracy, the next stake holder, has an attitude of putting engineering solution to all water management related problems. Here lies the problem which requires the intensive campaign to unlearn the myths both have in their minds and then to grasp the real position. Keeping this in mind & taking lessons from first phase of U.P.W.S.R.Project, the Project Activity Core Team (PACT) decided to educate the prime stake holders so that attitudinal change could be brought about to understand the provisions of the project in a changed perspective. The PACT leadership identified State Institute of Rural Development, Bakshi Ka Talab, Lucknow, an experienced institute in the area of I.E.C. having completed IEC programs of many projects like MNREGA, NLRM etc successfully. The institute submitted a comprehensive road map of launching I.E.C for the project in phase 2 area of U.P.W.S.R.P. FURTHERANCE OF THE PROGRAM:- After completing about 1688 villages in 16 districts of phase- 2 areas, awareness program in villages of districts Raebarielly, Lalitpur and Barabanki falling in canal command has been completed. The vehicles running in these districts have been withdrawn and moved to other districts where more villages have to be covered. Also more vehicles along with their staff are going to be spared in near future. These vehicles will be utilized in other districts where number of villages exceeds 300 like Kanpur Nagar, Mainpuri & kaushambi districts.

Monitoring of awareness program has been intensified. Persons deployed with vehicles

in awareness program are being monitored continuously on telephone and sites are being

visited regularly by officers from headquarters. Details of conversation with village opinion

leaders, farmers present in program is being reproduced against each district.

Also officers from headquarters had visited the places of awareness program. Dr

Vardani Additional Director & coordinator UPWSRP visited program in districts of Fatehpur,

Kaushambi and Amethi whereas Dr Ashok Kumar Assistant Director & co-coordinator UPWSRP

visited districts of Etah & Kasganj. The findings of visit are as under;

As suggested in two days workshop with awareness program workers it was found that

presence of seenchpal from irrigation department helps in gathering masses in the program.

Irrigation department was requested to direct seenchpals to attend the meetings but it has

been observed that seenchpals are rarely attending the program. At one or two places where

seenchpals are attending program they use it for their purpose for preparing voter lists. So

irrigation department may utilize this opportunity for contacting opinion leaders in villages and

creating an environment for voter list preparation. Irrigation department should be got aware

of it.

voters. A good move.

Phoolpur was the village

on 31st whereas Kushna

was the village on 24th.

5 Firozabad 108 32 140 Program is gathering

more than 100 farmers in

the district as tracked on

18th ,24th & 31st . Mai

Bhadokhar and Bhadan

were the villagestracked

on 18th where the village

pradhan Sri Vinod Kumar

told that they are

convinced and will adopt

it. On 24th Umesh of

village Nagla Pancham

told that there are 125

farmers are present and

will forward the message.

On 31st Sri Hrideyesh of

village Surajpur Ujjaini

informed that there are

more than 200 persons

are present in the

meeting. He appreciated

the program.

6 Fatehpur 103 48 151 The district having more

than 900 villages to serve

is being served by two

teams. The program was

tracked on 24th in villages

Jafrabad, where 60

farmers were present. In

village Koraiya farmers

told that they are ready to

adopt it. In tracking 2nd

team in village Paradan

where 60-70 farmers

are convinced. In village

told that they are ready to

clearance of minor in

time. Also the village was

tracked on phone where

Sri AjaiSingh told that

Puppetiar is traversing

through village and 50-60

farmers have yet

gathered. On 18th also

program was tracked

when sri Rajeev Kumar of

Niyamatpur told that 60

persons have reached at

site & others are coming.

Seenchpal & DIRD persons

have yet not arrived. On

31st when program was

tracked in village

Amoghpur Babhnan from

where sri Rajnikant

farmer told that about 50

farmers are gathered.

complained of abandoned

minor. Program was

tracked on 24th from

where Nafees the village

pradhan of Nissan Kheda

told that about 120

collected.

9 Kanpur Nagar

106 31 137 World bank Team along

with PACT officers and

SIRD officers visited

village Kamalpur on 12th

Dec. where 70-80 farmers

were gathered in the

program. The program

was also tracked on 24th

Dec. from where Sri

Virendra Kumar Dohre of

village Kakwan told that

program is very good. It

will relieve farmers from

running post to pillars &

we are ready to adopt it.

The 2nd program on 31st

Dec. could not be

performed as some

miscreant elements

disrupted the program.

From first village farmers

were asking when the

samities will be formed.

10 Kanpur Dehat

105 62 167 The district is being

served by two Raths. On

18th October the program

was tracked in village

Bairy sabaha from where

Sri Sunny Joshi asked how

the samities will be

formed, they want to

form it. On 24th December

Village Babulahi was

trcked from where Sri

Vinay Kumar told that 60-

70 farmers are watching

the film. Sri Deepak of

Mahamtabad also

informed presence of 70

farmers. Village Makka

Purwa was also tracked

from where sri Manoj

Kumar appreciated the

program being watched

by 60 farmers and told to

adopt the program.

11 Kannauj 108 32 140 The village Prempur of

Kannauj was visited by Dr

Ashok Kumar on 24th Dec.

The second village tracked

was Bahadarpur Nisoh urf

Sajnipur from where sri

Ramesh Chandra Ji told

that they will adopt the

program watched by 60

farmers. On 31st Village

Ladaita was tracked. Sri

Udaiveer singh of the

village having a mobile no.

7607229121 assured that

they had understood the

program well and will

adopt it. Sri Udaiveer

singh told that around

100 farmers have been

gathered.

12 Kaushambi 115 32 147 The program was tracked

on 24th in village

Ashrafpur Dhakai from

where village pradhan Sri

Pawankumar informed

that about 60 farmers are

present in meeting

Seenchpal is preparing

voter list. Dr Vardani,

visited village Jugrajpur

and found more than 100

farmers in meeting. On

31st the program was

again tracked from where

Sri HariMohan Tripathi

told that there are about

100 farmers are present

in the meeting and they

will be happy if this

program is started earlier.

13 Lalitpur 101 - 101 The district has been

saturated.

14 Mainpuri 111 32 143 The program was tracked

in village Vidhna from

where Sri Avdhesh Kumar

farmer told that program

is running well and the

person is telling good

things regarding irrigation

being watched by 80

farmers. We will adopt

this. Sri Ajab singh of

village Nagla Sarai

informed that there are

about 50 farmers present

in the meeting we will

adopt the procedure

mentioned in literature .

On 24th Dec. program was

tracked at village Nagla

Sumer from where Vinod

assured to adopt the

program. Sri Dineshkumar

from village Ghiror told

that Puppetier is rounding

in village and about 60

farmers have reached as

yet.

15 Oraiya 106 32 138 Awareness program was

tracked in village Jalalpur

Fafoond on 18th where 90

farmers were gathered.

Sri Omprakash Pradhan

told that they are ready to

form the committee. On

24th Village Teekampur

where 100 farmers were

gathered and village

Fatehpur where 96

farmers were gathered

were tracked. On 31st

village Needarpur where

52 farmers were gathered

was tracked.

16 Raebarielly 80 - 80 The district is saturated.
