• Phase 2 – GFP Property Transfer– Launched 16 July 2018
• Phase 3 – Property Loss and Plant Clearance – Starting Fall 2019 through 2020

Consolidates GFP capabilities into single tool
GFP Module Phase 3 Concepts• Reuse the Contractor’s GFP on-hand data to build inventory schedules for
clearance, transfer, and to ID loss including at the item level for serially managed items
• Create harmonized tool for Services, Agencies and DCMA– Does not replace the role of Plant Clearance Officer– Creates a role for the Procuring Office in the property loss/disposition process
• Establish data exchanges to support current (and sometimes required) paper/letter comms
• Capture completed Case as data in Contract file• Provide visibility to accountable systems when GFP items leave DoD inventory• Exploit DLA screening to consolidate DoD screening into a central location
increasing potential reutilization
52019 Procure-to-Pay Training Symposium
Phase 3 Implementation Plan• Part 1 – Nov 2019:
– CAP Pre-screening• Enable contractors to request CAP be bought back or become GFP • Receive determination
– Property Loss• Refresh DCMA eTool• Streamline processing• Enable Service, ODA, DCMA adjudication• Incorporate electronic data exchange
• Part 2 - 2020– Plant Clearance
• Refresh DCMA eTool• Enable pre-population, validations and better reporting and case file accessibility
62019 Procure-to-Pay Training Symposium
Policy Changes• DFARS 252.245-7002 Reporting Loss of Government Property
– The Contractor shall use the Defense Contract Management Agency (DCMA) eTools software application for reporting loss of Government property
• DFARS 252.245-7004 Reporting, Reutilization, and Disposal– the Contractor shall complete SF 1428, Inventory Schedule B, within the Plant
Clearance Automated Reutilization Screening System (PCARSS)• Likely to be combined with the current GFP Reporting clause DFARS
252.211-7007• Update DoDI 4161.02 Accountability and Management of
Government Contract Property– Reflect the GFP Module processes

Current Environment
Closed Plant Clearance documents will be stored within EDA as a part of the Contract documents. DCMA and DPC are currently working to secure
the appropriate roles for DCMA PLCO’s to begin storing case files in EDA. EDA is accessible by external
users. This process will be automated with the GFP module Phase 3.
Future Environment
Closed Plant Clearance documents can be provided at the request of the DCMA customer. Please provide the contract number and date range for documents
required -OR- the plant clearance case file numbers if known.
Send requests to: [email protected]
Interim Solution
Benefits of GFP Module Phase 3• Establishes DoD Enterprise capability• Provides asset visibility to Accountable Property
Systems of Record (APSRs)• Formalizes contractor requests (GFP - FAR 52.245-1(j)(1)(i);
buy back - 52.245-1(j)(1)(i) & (ii))
• Exploits DLA’s Disposition Services capability• Uploads Case Files to EDA for Audit supporting
documents
