1) Create a pre-assessment plan for suppliers, prior to inviting them to a sourcing project. Pre-qualification is essential, and suppli-ers must be able to meet an organization’s standards and go through a supplier quality audit procedure.

2) Map supplier capabilities clearly and directly to customer requirements.

3) Create well-documented technical and commercial requirements to be spelled out in a total cost RFQ with explicit quality expec-tations, lead-time requirements, and switching costs.

4) Establish source inspection teams and material testing centers. This effort should be led by the organization’s local procurement professionals.

5) Provide logistics support and help suppliers in consolidation of freight.

6) Create a communication and collaboration plan between various buyer divisions and local procurement offices on supplier-related issues.

7) Establish goals, targets, and guidelines for local procurement teams that map to an overall low-cost country sourcing strategy. These might include the number of new suppliers introduced from low-cost regions, volume sourced, etc.

8) Create a cross-functional team to examine the extended supply chain issues and risks that low-cost country sourcing creates. This team should examine all potential cost scenarios—from both a demand and supply perspective—that low-cost country sourc-ing could bring (e.g. safety stock, supply disruption, demand fluctuation, etc.)

Supplier Services

Supplier Accreditation Each customer requires each of their suppliers to go thru an accreditation process wherein several documents, interviews, and

visits are to be conducted. The entire process is very tedious and lengthy that most procurement departments tend to short cut

the process and later on suffer the consequences.

TransProcure has summed up and selected the common and most highly effective accreditation procedures to validate the suppli-

ers’ capabilities. We have consolidated all these inputs into one Pre Qualification Questionnaire (PQQ). For each supplier that has

completed the PQQ, TransProcure will then further investigate in detail all the necessary factors in order to complete accreditation.

(ICTSI) is a leading Philippine company involved in the man-

agement, operation and development of container ports and

terminals worldwide. After gaining success in 2000, ICTSI

decided to embark on its e-Procurement private exchange

and then, chose TransProcure to get the job done.

TransProcure assisted ICTSI to ensure the successful imple-

mentation of Ariba® Contracts™ and Ariba® Enterprise Sourc-

ing™ for RFx and contract management. Through the techno-

logical procurement expertise of the TransProcure team,

ICTSI was able to host over 40 bidding events via RFQs

(reverse for quotations), and reverse and forward auctions as

of mid-July 2003. It has also enabled and monitored seven

blanket purchase orders and contracts.

“Early sourcing events resulted in savings of up to 24 per-

cent, however we wanted to reap continuous savings so we

incorporated the sourcing solution to our daily purchasing

practices,” explained ICTSI Purchasing Manager Antonio

Coronel.

Coronel added that as a result of implementing the sourcing

solutions, ICTSI was able to earn average savings between

14-22 percent from each sourcing event and was able to

achieve payback over a year ahead of schedule.

ICTSI reported a total of 26.88% savings on sourcing events

that took place in the first quarter of 2003. Because of the

San Miguel Corporation (SMC) is Southeast Asia’s largest
