Abstract More than 1,200 sawmills produce the bulk of U.S. and Canadian softwood lumber. The maps and tables in this report show the location and size of these mills by State and Province. Analysis of timber inventories in relation to use shows a close correspondence between pricing and use intensity. In some Southern States, the intensity of use is approaching recent growth levels. Lumber capacity grew by 13% between 1995 and 2000. The fastest growth occurred in some Canadian regions, while the least growth took place in the western parts of the United States and Canada. In 2001, capacity appears headed for a decline as at least 18 sawmills closed as a result of poor market conditions.

Preface This report updates Profile 1999: Softwood Sawmills in the United States and Canada, which was published in October 1999. Profile 2001 provides current information on the more than 1,200 sawmills in the United States and Canada that are primarily engaged in the sawing of softwood lumber. The mills are characterized by location, ownership, and approxi-mate capacity.

A data gathering effort of this size on an activity of private commerce so widely dispersed in ownership and geography is virtually impossible to accomplish error-free. We are indebted to many individuals for bringing to our attention outdated or incorrect data and informing us of changes that have occurred since the original report. This version incor-porates those contributions as well as data on changes in sawmill ownerships resulting from mergers, expansions, new constructions, and permanent closures. We believe we have an accurate tally of the most significant operations, but the possibility remains that data for some mills are outdated. The original idea for this project was conceived by David McKeever of the Forest Products Laboratory, who initially attempted to assemble data on sawmills. Steven Bean of the Southern Forest Products Association jumpstarted the work by providing lists of active southern softwood mills. Much of the remaining information was obtained from directories of wood-using industries published by regional U.S. and Canadian forestry departments. Introduction This report provides an overview of the size, geographic dispersion, ownership, and capacity of the softwood lumber industry in America and Canada from 1995 to 2001.

Among the major industrial groups, the softwood lumber industry is one of the most disaggregated. As of January 2001, more than 1,200 sawmills in the United States and Canada concentrate exclusively, or at least in large part, on producing softwood lumber. There are other softwood lum-ber sawmills, but they are too small to make a significant difference to the overall output and size of the industry. Thus, this report focuses on large permanent operations that make up the bulk of the industry. Table 1 summarizes the capacity and production of these plants.

Additionally, for the States and Provinces, information is provided on the capacity and production of panel and pulp-ing operations. Adding these data to the lumber production figures provides a rough estimate of timber drain. This can be contrasted with timber inventory estimates to gauge the relative physical scarcity or abundance of softwood in a given region. For the United States only, inventories of softwood timber within counties are indicated by shaded backgrounds on the mill distribution maps using the latest USDA Forest Service timber inventory data. This allows for a visual assessment of timber abundance relative to the plants that utilize the timber.

The following text describes the data, the methods used to obtain them, and recent events that affected industry capacity from 1995 to 2001.

Data The core of this report is a listing of sawmill by location and capacity for the years 1995 to 2001, which appears in the Appendix. These data were obtained from a diverse set of sources, as described in the preface. Much of the challenge in compiling this list revolved around expressing the data in comparable units of measurement. Unfortunately, there is no general pattern of operation in sawmilling. Most large mills operate on a two shifts per day basis, but some run three shifts and many others make use of only one, often because of timber unavailability, lack of skilled labor, or other con-straints. Shifts also range from the standard 8 h per day to 9 or 10 h and often vary as a result of market conditions. The capacity data reported here reflect the normal historical mode of operation of sawmills. Thus, in many cases the physical potential of the mills could theoretically be higher.

Mills in the United States report their capacities in board feet. In this report, board feet have been converted to cubic meters using the international convention of 2.36 m3 per thousand board feet. This conversion can be misleading because the actual dimensions of many lumber items are smaller than their nominal sizes. In such cases, the true cubic volume conversion of nominal board feet to cubic meters is substantially less (1.5 to 1.7 compared with 2.36). Thus, the metric capacities reported will tend to overstate actual physi-cal volumes. However, for purposes of estimating capacity utilization rates, where production is compared to capacity, this is of no consequence because the errors cancel.

To check the accuracy of our capacity estimates for States and Provinces that were built up from the capacities of the individual mills, we compared the totals with lumber produc-tion data reported by the U. S. Bureau of the Census, Statis-tics Canada, and the Western Wood Products Association. In about 90% of the cases, these numbers fell within 15% of each other.

This report also contains typical sawtimber prices across regions. Again, placing these on a comparable footing was an issue. In the United States, sawtimber prices are generally reported per board foot, log scale. Because a variety of

log scales are used, we converted board feet to cubic meters using the following conventions.

Where prices were reported in terms of the Scribner log rule, long log basis, as is the case on the West Coast, we used a conversion factor of 5.3 m3 per thousand board feet. Where log prices were reported in the Scribner scale, short log basis, as is the case in most of the South and Interior West, we converted those values on the basis of 4.7 m3, reflecting the greater accuracy of the scale resulting from less omission of taper-related volume. In some States, the unit of measure used is the International ¼-in. scale. This is the most accu-rate of the board foot log scales and was converted to cubic meters using a conversion factor of 4.5 m3.

To obtain timber prices for southern States, we relied pri-marily on the price reporting guide Timber Mart South (2000). A similar report, Timber Mart North (2000), was used for the Lake States. For other northern States, we con-sulted forestry departments, extension bulletins, or depart-ments of revenue. By contrast, for western states, where extensive forests are owned and managed by State or Federal agencies, we obtained price data from State or Forest Service timber sales reports. In Oregon and Washington State, recent Federal timber policies have led to a change in the quality of offerings, making those prices unrepresentative of the main-stream market. For these regions we used delivered prices, as reported by the consulting firm Log Lines (Arbor Pacific 2000). Moreover, as western timber tends to be larger and hence more valuable than eastern and northern trees, we used a specific grade of log (#2 sawmill), which is more comparable to the smaller sawtimber utilized elsewhere.

Industry Capacity A discussion of softwood lumber industry capacity over the period 1995–2001 cannot take place without consideration of the influence of the 5-year agreement regulating the im-ports of Canadian lumber into the United States. Under this agreement, implemented in April 1996, volumes in excess of 14.7 billion board feet (35 million m3) per year were subject to a tariff of $50 for the first 650 million board feet (1.5 million m3) followed by $100 for amounts beyond that.1 (This tariff applied only to the four major lumber producing Provinces of British Columbia, Alberta, Ontario, and Quebec. The smaller lumber producing Provinces were exempt). The regulation in effect raised the cost of lumber at the margin by $100 per thousand board feet; if buyers wanted an extra volume over and above the quota, they essentially had to pay the added cost, not only for the

increment but for all lumber. This generally happened during the first 4 years of the agreement because a strong economy resulted in robust lumber demands.

The price of Canadian spruce dimension lumber, around $250 in 1995, rose substantially in the first year of the agreement to more than $350, and stayed the same in 1997. By 1998, the markets had adjusted somewhat and the price retreated to about $290. In 1999, however, under the impact of a continued strong construction market, the price re-bounded to near $350. Prices for U.S. species followed similar trends (these values are actual reported prices, without any adjustment for inflation).

Such prices considerably increased the profitability of lum-ber production. The industry ploughed much of these pro-ceeds back into its operations in the form of new plants and expansion of existing plants. The data reveal that overall softwood sawmill capacity in Canada and America expanded by 13% between 1995 and 2000, with a big surge taking place in the years 1997 through 1999 (Table 2).

The regional data indicate that responses to these conditions varied. Softwood lumber mills in the U.S. North and the Canadian regions east of the Rockies, many of which were exempt from export limitations under the softwood lumber agreement, all expanded faster than the average. Mills in the U.S. South increased at about par while those in the U.S. West and British Columbia, which experienced higher

than average log costs and weak demand from their Japanese markets, increased by only about 6%—well below the norm.

These substantial capacity expansions required equally substantial expansions of demand, a condition that failed to materialize in 2000 when rising interest rates and slowing housing construction capped demand at a level slightly below that of the previous year. As excess capacity devel-oped, prices began a long and sustained fall. They dropped to as low as $180 for spruce by the end of 2000, below costs of production for even the most efficient operations. Mills belatedly began to curtail their output. Between June and December, during the course of at least 230 curtailments, about 2.6 billion feet of production (6.1 million m3) was taken off the market. As low pricing conditions continued to prevail, at least 18 mills were permanently closed (Table 3). As a result, preliminary data for 2001 show a drop in capac-ity even though several new greenfield mills are slated to come on line. Not included in the capacity deletions were more than 80 plants that were “indefinitely” curtailed.

Part of the overproduction in the face of weak demand and slumping prices was attributed by market participants to the effect of the softwood lumber agreement. Fearing that an-other agreement would replace the one expiring in 2001, Canadian mills shipped to the maximum of their allotments to assure, within the limits of a potential new quota, as high a share for themselves as possible. The available data bear this out (Table 4).

From June to December, when prices reached very low levels, production in Canada declined by almost 4%, but shipments to America declined by only 2%, with most of the decrease occurring in December. Thus, the unresolved dis-pute seemingly worked counter to the intentions of the agreement by constraining mills to ship more product than what market price signals called for. As a consequence of these cross currents, considerable consolidation of owner-ships occurred from 1998 to 2000. Although the larger firms got bigger, this remains a highly disaggregated industry with the top 50 producers accounting for only 60% of the total capacity (Table 5). In Table 5, each company is credited with only those plants it wholly owns. Plants that are par-tially owned by a company are not listed under the partial owner’s name but are treated as separate entities.

As the year 2001 progresses, the industry is in the process of adjusting its capacity to the realities of its markets. Prices are below production costs and supply management is a key issue; high-cost plants have been curtailed, some for a short period, others indefinitely. Some plants that had both high costs and lacked the resources to ride out the slump have been shut permanently. Others are using the period of market weakness to make cost-reducing and efficiency-boosting improvements in anticipation of a return to normal condi-tions. Overhanging all participants is the uncertainty of the

unresolved question of what comes after the softwood lum-ber agreement expires in April 2001.

Timber Costs Data on recent timber costs in the United States contained in the appendix tables are summarized in Table 6. The table also includes ratios of timber drain to gross inventory. Timber drain is defined as the summation of lumber, ply-wood, panel, and pulpwood consumption, as shown in the appendix tables. Gross inventory is the Forest Service esti-mate of live and dead timber as measured in the course of State inventories.

In recent years, the utilization of timber in relation to the available inventory has been high in many southern states. Prices for sawtimber have likewise been high, and they generally stayed at those levels in the year 2000 despite the slump in product prices. Prices on the stump have generally ranged around $70/m3 and delivered timber costs around $90/m3.

An examination of timber costs in relation to drain/inventory ratios by State in the eastern United States shows a general correspondence of timber prices to drain/inventory. (Figs. 1 and 2). States with higher drain/inventory ratios, such as Alabama, Mississippi, Georgia, and North Carolina, tend to have the highest timber costs, whereas States with low utili-zation rates, such as Missouri, Michigan, Wisconsin, and Tennessee, have substantially lower timber costs. This is evident in the charts that contrast drain/inventory against price.

In the U.S. West, timber prices have declined substantially in the past 3 years. In coastal Oregon and Washington, where prices for #2 sawmill logs were in excess of $120/m3 in the early 1990s, prices have declined to levels comparable to those in the South of around $90/m3, delivered basis. The decline can be traced to reduced export demands from Japan and from a shrinking plywood industry evident in lower plywood capacities.

According to data from the accounting firm of Price Water-house Coopers (1999), log costs in coastal British Columbia have dropped, from approximately $90 (US$) in the mid-90s to $65 in 1999. Coastal producers were hurt by slow demand in Japan coupled with loss of market share to Euro-pean producers. Likewise, log costs in interior British Co-lumbia dropped from near $60 in the mid-90s to $45 in 1999. Costs of timber on the stump were on the surface much lower than those in most States, but direct compari-sons are inappropriate as Canadian buyers have additional reforestation and silvicultural obligations compared with their U.S. counterparts.

Discussion Since 1995, 73 sawmills have been permanently closed. They ranged from small independent mills producing as little as 5,000 m3/year to large-scale operations producing nearly 400,000 m3. During this same time, 20 operations have appeared, ranging from new greenfield sites to conversions of existing mills from hardwood to softwood. Many saw-mills have upgraded to increase their throughput efficiency. New scanning and sawing technology, in particular, have made possible the exploitation of timber hitherto considered too small to process profitably for lumber. This development has especially benefited the eastern Canadian Provinces by enabling the diversion of a large part of their timber resource from pulpmills to sawmills. As a result of these changes, a net increase of 13% in capacity occurred between 1995 and 2000.

In 2001, however, current information points to a decline in capacity. The explanation for the turnaround is found in recent lumber price and cost data. Lumber prices fell steadily during most of 2000, but costs, particularly timber costs, declined little, if any. The resulting squeeze led to the shut-tering of 18 mills in 2000 and early 2001, a number likely to climb as 2001 unfolds.

Awaiting resolution in 2001 is the issue of the expiring Canadian–U. S. softwood lumber agreement. Plans for in-vestments, mergers, and expanded capacity are on hold awaiting the resolution of that issue.

In summary, the market for North American softwood lum-ber lies in a cyclical trough. Timber and other manufacturing costs are high in relation to lumber prices and a process of adjustment to a new equilibrium is underway. The present challenge for the industry and its consumers is to not allow too deep an attrition in capacity. A capacity implosion now would set the stage for shortages and skyrocketing prices later when the cycle turns upward. Ultimately, the duration of unprofitable pricing conditions will determine the extent of the attrition.
