MESSAGE FROM THE PRESIDENT
Good Morning and Welcome to the Annual General Meeting of the Western Division Group of Councils here in Balranald. To the Delegates, guests and sponsors I hope you all enjoy yourselves over the next day and a half and hope you go away with a little more information on matters that concern you. I can’t believe that t is 12 months since we met at Wentworth, an awful lot of water has gone under the bridge since then. Our CEO, Ruth Fagan resigned last March, Carrathool, Lachlan and Moree Plains Councils pulled out citing that’s the State Government didn’t consider them as part of the west. Brewarrina, for reasons of their own, also decided not to go ahead with us. Even so, I believe we are a force to be considered. Last year the Deputy Premier informed us that the Far West Initiative was finished and it was up to us to come up with a solution. Over the next few months, and with a lot of work, a proposal was put together and presented to the Deputy Premier in Sydney. This was for the Western Division to become a Joint Organisation and a request for $200,000 every year for 4 years to employ a manager. He was very keen. However, when he visited a couple of councils in the north he stated that we were not united. Thus nothing has happened. Therefore it is a decision for this conference, decide to fold or keep the Western Division Councils going. I would like to acknowledge the work that Carol Holmes, Executive Assistant, Balranald Shire and the Acting General Manager; Bob Stewart has done in getting this conference together. I would like to also t hank our Executive for their support over the last 12 months; Cr Dave Gallagher, Broken Hill Council

CONFERENCE LOCATION
The Conference will be held in the Theatre Royal, Market Street, Balranald. The Theatre Royal Balranald was finished and opened in 1933, having taken 7 Years to build. The Theatre Royal was part of the O’Halloran Theatre Chain owned by Frank O’Halloran. In October 1933 the first “Royal Talkies” were screened and were a huge Attraction having over 200 People at the first screening. From 1933-1962 the Theatre Royal showed Movies and was the place to have a great time holding Balls in aid of the Comfort Fund and the Returned Services League as well as the Hospital Auxiliary, both Schools, tennis Club, Golf Club and Race Club. An Official Dinner for The Governor Mr and Mrs Lawson was held at the Theatre Royal in 1935. Many a young Lady made her official Debut in to Society at the Theatre Royal. The Supper Rooms at one time were used as a Ladies Fashion House “The House of Jerrom”. The Shop next Door was, in the early 70’s, a Fish and Chip Shop to cater for the Patrons watching Movies. In later Years the Theatre Royal was an Indoor Sports Stadium, the Theatre was falling in to disrepair. Local People decided to restore the Theatre and a Committee was formed and funds were granted to restore the Theatre Royal to its former splendour. Today there is just a small part of the “Best Dance Floor outside of Melbourne” remaining. However the Acoustics in the Hall are amazing as shown by “ Kiss Me Kate” which played to a packed House 8 Years ago. Now once again Wedding Receptions, Balls and Theatrical Shows are held from time to time in The Theatre Royal. The front of the building features original window fittings and the initials TR are imprinted in to the glass. Inside there is a large stage area, dressing rooms, electronic drop down movie screen, a bar area, foyer and dance floor.

SUNDAY February 25, 2018 – WELCOME RECEPTION
The welcome reception will commence with registrations to the Conference at Theatre Royal,
Market Street, Balranald from 3-4pm.
4pm a bus will be leaving the Discovery Centre and taking delegates to GoFarm, Almond Farm
for a tour and discussions on the production of almonds in our district.
From the farm delegates we will continue our journey to the historic Kyalite Pub to enjoy a
delicious 2 course dinner, with drinks provided.
Publicans, Ken & Vicki Barnes became the proud owners in 1989. Ever since has been an ongoing
restoration program. As near as practical the hotel has been restored to its original appearance.
Today customers can relax with an ice cold drink and 'read' the pub walls. You will find a full photo history of the pub, complimented with hunting weapons and tools of trade used by our original Bushmen.
The Pub was built before daily newspapers, before radio or TV. Before customers watched live news and sporting events on the other side of the world. Imagine what the Kyalite's first customers would have said if they were told this would come to pass.
Bus will be departing Kyalite at 9.30pm and returning delegates to Balranald.
