The 15th Council of Europe Meeting of the Workshops for the implementation of the European

Landscape Convention on ldquoSustainable landscapes and economy on the inestimable natural and human

value of the landscaperdquo is being organised by the Council of Europe ndash Democratic Governance

Secretariat of the European Landscape Convention ndash in cooperation with the Landscape Conservation

Division of the Ministry of Forestry and Water Affairs of Turkey within the context of the Work

Programme of the European Landscape Convention

Introduction

As an international intergovernmental organisation created in 1949 and whose headquarters are located

in Strasbourg (France) the Council of Europe has 47 member States Albania Andorra Armenia

Austria Azerbaijan Belgium Bosnia and Herzegovina Bulgaria Croatia Cyprus Czech Republic

Denmark Estonia Finland France Georgia Germany Greece Hungary Iceland Ireland Italy Latvia

Kingdom Its main objectives are to promote democracy human rights and the rule of law and to seek

common solutions to the main problems facing European society today

The European Landscape Convention was adopted by the Committee of Ministers of the Council of

Europe on 19 July 2000 in Strasbourg and opened for signature of the Member States of the Organisation in

Florence (Italy) on 20 October 2000 with the aiming to promote European landscape protection

management and planning and to organise European co-operation It is the first international treaty to be

exclusively devoted to all aspects of European landscape The Convention applies to the entire territory of

the Parties and covers natural rural urban and peri-urban areas It concerns landscapes that might be

considered outstanding as well as every day or degraded landscapes To date 38 Council of Europe

Member States have ratified the Convention Andorra Armenia Azerbaijan Belgium Bosnia and

Herzegovina Bulgaria Croatia Cyprus Czech Republic Denmark Finland France Georgia Greece

Hungary Ireland Italy Latvia Lithuania Luxembourg Moldova Montenegro Netherlands Norway

Poland Portugal Romania San Marino Serbia Slovak Republic Slovenia Spain Switzerland

Sweden ldquothe former Yugoslav Republic of Macedoniardquo Turkey Ukraine and the United Kingdom

Two states have signed the Convention Iceland and Malta

Organised by the Council of Europe on a regular basis the Meetings of the Workshops for the

implementation of the European Landscape Convention are an opportunity to present new concepts

and achievements in connection with the Convention and represent a genuine forum for sharing

practices and ideas Special emphasis is given to the experiences of the state hosting the meeting

Organisers

The Council of Europe would like to thank the Landscape Conservation Division of the Ministry of

Forestry and Water Affairs of Turkey for its co-operation and hospitality

Objectives

The European Landscape Convention refers several times to the economical dimension of the landscape

It states that the member States of the Council of Europe signatory of the Convention considered that the

aim of the Organisation is ldquoto achieve a greater unity between its members for the purpose of safeguarding

and realising the ideals and principles which are their common heritage and that this aim is pursued in

particular through agreements in the economic and social fieldsrdquo

Therefore the member States

ndash expressed their concern ldquoto achieve sustainable development based on a balanced and harmonious

relationship between social needs economic activity and the environmentrdquo

ndash noted that ldquothe landscape has an important public interest role in the cultural ecological environmental

and social fields and constitutes a resource favourable to economic activity and whose protection

management and planning can contribute to job creationrdquo

ndash noted that ldquodevelopments in agriculture forestry industrial and mineral production techniques and in

regional planning town planning transport infrastructure tourism and recreation and at a more general

level changes in the world economy are in many cases accelerating the transformation of landscapesrdquo

Moreover for the purposes of the Convention ldquorsquolandscape managementrsquo means action from a

perspective of sustainable development to ensure the regular upkeep of a landscape so as to guide and

harmonise changes which are brought about by social economic and environmental processesrdquo

Parties to the Convention undertake therefore ldquoto integrate landscape into its regional and town planning

policies and in its cultural environmental agricultural social and economic policies as well as in any

other policies with possible direct or indirect impact on landscaperdquo

the preparation of the 8th Council of Europe Conference on the European Landscape Convention (26-27

for Culture Heritage and Landscape (CDCPP) and Council of Europe Conference on the European

Landscape Convention ndash representatives of local and regional authorities universities professionals

public and private governmental and non-governmental organisations working in the fields of landscape

environment heritage culture economy and sustainable territorial development The number of

participants is limited to 250

Cappadocia is known as Katpatuka by the Assyrians the holy land famous for its horses mules and

sheep Frequent volcanic eruptions of Erciyes and Hasan Mountains covered considerable parts of this

triangle with tufa which is a thick layer of mud and ashes Erosion by rain snow and wind created fairy

chimneys surrealistic shapes of cones needles pillars and pyramids often topped by an ingeniously

balanced slab The lunar landscape of the formations with an improbable range of colours can create a

very impressive effect on the viewerrsquos resembling the Grand Canyon in Arizona Some of the manmade

caves are still in use as houses to the local people The region was important for the Christian world as

early as 1st century AD The old churches and chapels carved into rock formations date back to 6th to

11th century The frescos of these churches are impressive indeed The communal monastery life was

born in the region with the arrival of St Basil in 4th century Cappadocia is mentioned in the gospel of

St Paul among other references Christians and Muslims shared the region until the population

exchange between Greece and Turkey which took place in 1924 Cappadocia region is one of the most

interesting regions of Turkey It witnessed an immense population growth during the early Christian

era Thousands of churches and monasteries were built in this area according to the necessities of the

monastic life the rules of which the clergyman Basilius a native of Cappadocia had determined in 4th

century AD

Visiting includes Uccedilhisar Guumlvercinlik (Pigeons Valley) Avcılar (Hunters valley) Goumlreme Open Air

Museum where the oldest rock church dating back to the 4th century is located but no frescoes are

earlier than the 9th century The most amazing attraction of Cappadocia is the Underground City of

Kaymaklı which was completely carved in volcanic tuff in the 7th century AD by the local Christians as

sanctuaries in order to seek refuge resemble labyrinths with their innumerete rooms narrow tunnels

and ventilation systems They were able to live in these cities for months at a time undetected Final

visiting will be to the workshop of a famous potter Mr Chez Guumlray and have a private lecture followed

by demonstration of other potters There is also a possibility to see a private Pottery Museum

The 15th Council of Europe Meeting of the Workshops for the implementation of the European

Landscape Convention on ldquoSustainable landscapes and economy on the inestimable natural and human

value of the landscaperdquo is being organised by the Council of Europe ndash Democratic Governance

Secretariat of the European Landscape Convention ndash in cooperation with the Landscape Conservation

Division of the Ministry of Forestry and Water Affairs of Turkey within the context of the Work

Programme of the European Landscape Convention

The Meeting will take place in Hotel Perissia Mehmet Dinler Bulvarı 25 Urgup Nevşehir Turkey


An optional study visit for the official delegates of the member States of the Council of Europe

speakers in the Programme and other participants subject to availability will be organised on

30 September 2014 (Entrance Hall of the Hotel at 830 am)

Introduction

As an international intergovernmental organisation created in 1949 and whose headquarters are located

Kingdom Its main objectives are to promote democracy human rights and the rule of law and to seek

common solutions to the main problems facing European society today

The European Landscape Convention was adopted by the Committee of Ministers of the Council of

Europe on 19 July 2000 in Strasbourg and opened for signature of the Member States of the Organisation in

Florence (Italy) on 20 October 2000 with the aiming to promote European landscape protection

management and planning and to organise European co-operation It is the first international treaty to be

exclusively devoted to all aspects of European landscape The Convention applies to the entire territory of

the Parties and covers natural rural urban and peri-urban areas It concerns landscapes that might be

considered outstanding as well as every day or degraded landscapes To date 38 Council of Europe

Member States have ratified the Convention Andorra Armenia Azerbaijan Belgium Bosnia and

Herzegovina Bulgaria Croatia Cyprus Czech Republic Denmark Finland France Georgia Greece

Hungary Ireland Italy Latvia Lithuania Luxembourg Moldova Montenegro Netherlands Norway

Poland Portugal Romania San Marino Serbia Slovak Republic Slovenia Spain Switzerland

Sweden ldquothe former Yugoslav Republic of Macedoniardquo Turkey Ukraine and the United Kingdom

Two states have signed the Convention Iceland and Malta

Organised by the Council of Europe on a regular basis the Meetings of the Workshops for the

implementation of the European Landscape Convention are an opportunity to present new concepts

and achievements in connection with the Convention and represent a genuine forum for sharing

practices and ideas Special emphasis is given to the experiences of the state hosting the meeting
