    Challenges

    CD is new for everybody, including PPMU and hosting agency DPI

    PPMU is learning; CD cel tries to have relevant team members on

    board (discussions, training, exchange...)

    Result: need for many extra international/vietnamese TA;

    After ITA leaves: Long term contracts with VN faciltators should

    ensure continuation, but requires commitment of PPMU

    Difficulty to find good Vietnamese CD trainers/facilitators

    Positive: linking project actors to varied Vietnamese expertise
