Key Successes
Due to the characteristics of the community in Dong Nai including the great distance between the national roads and Dong Nai hospitals, the local community support the first aid model of HI
Sustainability : the network is managed and coordinated by Red Cross volunteers
Challenges
No coordination system of the ambulances which leads to tardiness/lack of service (no hotline)
Potential for volunteers to be perceived as the cause of the accidents by hospital staff
Recommendations
All volunteers are issued with official emergency identification cards
Volunteers should be recognized by the government
