Summary Through a partnership between David Salvesen at UNC- CH’s Institute for the Environment and Rebecca Kihslinger at the Environmental Law Institute, this study examines post-flood property acquisition programs in communities in North Carolina, New Jersey, New York, Minnesota and Wisconsin as case studies for the effectiveness of buyout programs.
