Welcome to the National Logistics Forum, an open exchange between logistics policy officials, senior government leaders and industry to address the challenges associated with the current fiscal constraints and their impact on support for the Warfighter.

Mr. Kratz is the Vice President and Managing Director, Logistics and Sustainment, Lockheed Martin Corporation, responsible for coordinating Lockheed Martin’s logistics and weapon system sustainment efforts. Mr. Kratz leads Lockheed Martin’s logistics strategic planning, performance based logistics efforts, logistics technology development, logistics human capital development, and cross-corporate logistics business initiatives. Mr. Kratz also guides Lockheed Martin’s Automatic Identification Technology implemtation, including RFID and UID.

Mr. Kratz also serves as the Chairman of the National Defense Industrial Association (NDIA) Logistics Division. He was appointed to the position in May 2011.

Past Experience (last 10 years)

Assistant Deputy Under Secretary of Defense

Previously, Mr. Kratz served as the Assistant Deputy Under Secretary of Defense (Logistics Plans and Programs), within the Office of the Deputy Under Secretary of Defense (Logistics and Materiel Readiness). He was responsible for guiding the DoD’s logistics transformation to meet the operational requirements of the 21st Century. Mr. Kratz oversaw DoD’s long-range logistics planning to meet the requirements of the Quadrennial Defense Review (QDR) and Joint Vision 2020. He led the core analytic team on supply chain logistics for the QDR and prepared DoD’s inaugural Focused Logistics Roadmap. Mr. Kratz led DoD’s implementation of Total Life Cycle Systems Management and Performance-Based Logistics, including acquisition logistics policy development, career development, and oversight of major weapon systems. Mr. Kratz was the Defense Standardization Executive, chair of the NATO Life Cycle Management Group, and co-chair of the Focused Logistics Functional Capabilities Board and the Joint Logistics Group.

Focused on weapon systems acquisition, acquisition reform and information resource management. Mr. Kratz let TASC’s horizontal integration effort on weapon system support and directed TASC’s support to the OSD Acquisiton Reform Office and the FAA Acquisition Policy Office including policy development, metrics, cost/benefit analyses, and best practices assessments. Mr. Kratz directed detailed acquisition strategy analyses for numerous weapon system programs.

The 448 SCMW is responsible for sustaining 36 weapon systems; 27 engine lines; Space and Command, Control, Communications & Intelligence (C3I) systems; ICBMs; and nuclear-related equipment worldwide. They provide Supply Chain Management life cycle support to include developing enterprise demand/supply plans, developing/implementing sourcing strategies, executing the supply plan, and executing design engineering authority cognizant to customer requirements for assigned engines, aircraft, space, and missile commodities. Supply chain management processes are achieved with 2,743 supply chain professionals

managing buy and repair of more than 101,000 repairable stock numbers valued over $42 billion; they oversee $1.1 billion in new buys and $3.8 billion in contractor and military repairs annually. The Wing is also responsible to provide sustainment for more than 45,000 equipment and vehicle stock numbers with inventory in excess of $30 billion. The 448 SCMW was selected as the winner of the 2012 DoD Award for Excellence in Supply Chain Operations for their submission “The Air Force Sustainment Center – Increasing Warfighter Readiness and Reducing Costs Through AFSC Commodity Sourcing Program.” This initiative produced a number of strategic buy and repair initiatives together with corporate/long-term contracts that improved support and reduced costs, including an improved landing gear coating process with Boeing that resulted in $430k annual savings; the Honeywell Secondary Power Logistics Solution contract which yields 5% cost savings worth $18M; and the A-10 Avionics repair contract that reduced NMCS hours from 19.6K to zero.



THE LOGISTICIAN EMERITUS AWARD The Logistician Emeritus Award is presented to an individual who has demonstrated outstanding competence and has made a substantial contribution in the field of national security logistics while serving in a governmental position. The award was established by the Logistics Management Division in 1980 as a means of recognizing deserving individuals.

MS.DEBRATUNEDebra K. Tune retired from the United States Air Force on Oct 3, 2012 with 35 years of government service. She was a member of the Senior Executive Service. She retired as the Principal Deputy Assistant Secretary of the Air Force for Installations, Environment and Logistics, Office of the Assistant Secretary of the Air Force for Installations, Environment and Logistics, Washington, D.C. She acted for and assisted in executing the responsibilities of the Assistant Secretary for matters in the formulation, review, and execution of plans, policies, programs, and budgets for installations, energy, environment, safety and occupational health as well as weapon systems logistics support, supply chain, and depot maintenance policy.

Mrs. Tune began her civilian career at Robins Air Force Base, GA in 1977. After completing a career development program in the Directorate of Distribution, Mrs. Tune served in various management positions throughout the Warner Robins Air Logistics Center at branch, division and directorate levels in program management, supply chain, and depot maintenance. She also served as Deputy Director of Logistics at Wright-Patterson AFB, Ohio. Prior to her current position, she was Deputy Assistant Secretary of the Air Force for Logistics, Washington, D.C. She was appointed to the Senior Executive Service in August 2000.

EDWARD M. GREER AWARDThe Greer Award is presented annually to an industry individual in recognition of noteworthy contributions or meritorious service to the Department of Defense in the area of integrated logistics support engineering and its implementation in maintenance and product support. The award was established in 1956 by Greer Hydraulics, Inc., to stimulate thought and develop programs which will benefit industry and the public. The award program encourages solutions to troublesome maintenance problems or to the development of integrated logistics support planning techniques to be employed in their solution. The award is presented in honor of its originator, Edward M. Greer.

MR.MARKR.SCHROEDER,RAYTHEONCOMPANYMark Schroeder is the Program Manager for Maritime & Littoral Systems Performance Based Logistics (PBL) Programs supporting the Surveillance and Targeting Systems business area of Raytheon Company’s Space and Airborne Systems (SAS) business.

Mark has over 18 years of program management and business capture experience with performance based contracts. Prior to his position as Program Manager for the AAS-44 PBL and the APS-137 PBL programs, Mark was the Program Manager for F117 IRADS TSPR contract with Lockheed Martin holding this position from 2000 to 2005. Mark has served as the Program Manager for the AAS-44 PBL Program for the Navy’s H60 FLIR weapon system

from 2004 to present. As the Program Manager working with FRCSE, he established Raytheon’s 1st PBL with a Public Private Partnership (PPP). The success of the AAS-44 PBL’s PPP resulted in the program receiving Raytheon’s 1st DoD PBL Award in 2006. While managing the AAS-44 PBL Program, Mark was integral in Raytheon’s award of its first maritime radar PBL program for the APS-137 Radar in support of the Navy’s P-3 Orion aircraft and managed this PBL Program from 2006 to 2008. Currently, Mark is engaged in the pursuit of a Multi-Sensor EO/IR PBL in support of the Navy’s H-60 Armed Helicopters and Rotocraft FLIR PBL in Support of the USAF CV22, Marine MV-22 and the Marine CH-53E.

Prior to joining Raytheon in 1981, Mark held various positions in the United States Army, as commissioned officer in the Infantry. Mark holds a BA from Virginia Tech and an MBA from Amberton University.
