CERTIFICATE BY PLANNING BOARD.
It is certified that the proposal of the College for development of undergraduate education has been
finalized by the Planning Board of the college. The college has the necessary financial resources and
managerial ability to meet the expenditure over and above the UGC grant, if required, to complete the
projects within the Twelfth Plan period in accordance with the terms and conditions prescribed for the
purpose and submit necessary statement of accounts and other documents including Utilization
Certificate as required by the Commission. The assistance sought from the Commission is not for the
purpose of fulfilling the conditions of affiliation laid down by the University.
It is also certified that the SKM’s Jashbhai Maganbhai Patel College of Commerce is affiliated to the
University of Mumbai and is included under Sections 2(f) and 12 B of the UGC Act and fulfills the

BACKGROUND OF THE COLLEGE
SKM's JASHBHAI MAGANBHAI PATEL COLLEGE OF COMMERCE
The Sanskardham Kelavani Mandal (SKM) was instituted in the year 1959 by
men of vision. Driven by the desire to effect social transformation through
education, these benevolent individuals with an acute sense of social
responsibility brought up the first centre of learning in the year 1962 on the
huge 2.09 acre campus. Today the campus boasts of 5 educational institutes
which undertake the noble task of imparting knowledge to about 4000
students.
The J.M. Patel College of Commerce is one of these educational institutes. The
College gives top priority to academic performance, as any centre of learning
should. In matters of discipline, attendance, etc. of students, it is guided by the
Statutes and Ordinances of the University of Mumbai from time to time. The
College holds the view that no education is complete until the students are
imbibed with the spirit of social commitment. It therefore encourages students
to exercise their social conscience through various initiatives, including the
NSS and Extension Activities of the University. Students actively and
voluntarily enroll themselves for NSS and Extension work which is under the
purview of the NSS department and Department of Lifelong Learning and
Extension (DLLE) of the University of Mumbai respectively. There are two
N.S.S. units and N.S.S. volunteers are highly committed to various community
development programmes. Students are encouraged to enroll with nearby
colleges having N.C.C. unit.
Students are also advised to involve themselves with various Associations of
their choice and desire.

Rotaract Club of J.M. Patel College carries out various social awareness and
community welfare activities. The College offers Earn and Learn Scheme for
needy students. A qualified counselor is in charge of the Personal Counseling
Centre. The Placement and Career Guidance Cell offers career growth
opportunities to students.
J.M. Patel College of Commerce, founded in the academic year 1988-89 by the
Sanskardham Kelavani Mandal, is permanently affiliated to the University of
Mumbai.
Some salient features of the College are listed below:
It is recognized under section 2(f) & 12 (B) of the UGC Act 1956.
It has been reaccredited with CGPA of 2.79 at Grade B by the National
Assessment & Accreditation Council (NAAC) in January 2011.
The College offers three year integrated programmes in B.Com, B.Sc.
(I.T.), B.M.S. and M.Com in Advance Accountancy.
It has large well-ventilated classrooms providing conducive ambience for
learning.
It has a highly configured IT laboratory.
ABOVE ALL, it has a qualified and competent faculty.

JUSTIFICATION
Library is the centre of all intellectual thinking, rethinking and rekindling of
knowledge process. Present libraries are „hybrid libraries‟ to cater to the needs
of all kinds of users. There has been increasing focus on qualitative service
with authentic library resources both print as well as online.
Technological developments have enabled serious consideration of vital
learning environments through which students and teachers are given access to
a range of e-resources, tools and interactive facilities.

NAAC insists on access to e-journals and online databases. The UGC also
supports the access to online electronic information. Keeping this in view
SKM‟s J. M. Patel College Library subscribes INFLIBNET‟s N-LIST
programme to serve its users interested in using e-resources. This has enhanced
educational reform by enabling teachers and learners to shift from traditional
approaches to teaching and learning.
SKM‟s Jashbhai Maganbhai Patel College Library is also interested to
subscribe e-journals and online databases along with the books, journals and
other reference sources. A close examination of the existing collection
revealed that there are several gaps in the collection of books/journals which
needs to be upgraded. Some of the subjects are in need to make stronger in its
collection. The demand from students and faculty members is multifaceted and
keeps increasing every day. Insufficient library fund is severely restricted the
services of the library.
Library plans to meet its objective by;
Acquiring and organizing relevant information resources (print resources
like books, journals, reports and digital sources like online databases, e-
journals, etc.)
providing moderate access to information; and
Assisting users to identify, locate, obtain and evaluate information.

LIBRARY FUND REQUIREMENT
The existing stock analysis of library shows that the urgent need to develop
library books section which consists of reference books and standard reference
sources. Since the inception of college, the library collection with various types
of collection has been built with the library fees. But due to increasing cost of
standard reference resources it has been felt that the collection needs strong
enhancement for reference books. Therefore to meet the demands of the
students the Library proposes to purchase books of the following subjects:
Books and Journals which will be acquired using the UGC fund for the
following Departments.

JUSTIFICATION
1) Installation of CC TV camera in classrooms and in some other vital locatios
in the campus will help to curb and gain control on certain undesirable
activities among students. This will help the administration to function more
efficiently and prevent harassment including ragging of students. Currently all
classrooms are fitted with ceiling mounted LCD projectors and with internet
connection. These installations can be maintained and protected from damage
with the help of CC TV. CC TV will also help us to monitor and prevent
unwarranted entry of outsiders into the campus and in the building.
2) The College has 60 seating capacity Seminar Room. The seminar room is
equipped with audio-video facility. To enhance multimedia facility in the
seminar room we propose to install flat screen television. For necessary
accessories a small storage box also will be essential.
3) In addition to conventional notice boards the college proposes to install
LCD TV at the entrance of the college building for displaying important
notices from time to time.

D) IMPROVEMENT OF EXISTING PREMISES (CAPITAL)
JUSTIFICATION
1) College proposes to install water purifier and water dispensers on floors of
the college building for students.
2) The College building consists of ground plus two floors. The building was
constructed during the year 1990-91and the electric wirings are as old as the
building hence poses threat to students and staff. It has been decided to
replace old wiring with new covered copper wiring and to install Residual
Current Circuit Breaker) RCCB in each floor.

JUSTIFICATION
A) Leadership training programme for members of Students‟ Council,
sports persons, NSS volunteers in particular and students in general will
be conducted over a period of three years. These trained students can
conduct training programme for other students studying in the campus.
B) Most of the students are first generation learners. English speaking is a
major problem of these students. As per the suggestion of NAAC Peer
Team the college will conduct soft skills programmes for next 3 years.
Training programme /workshops will be also conducted for the
non-teaching staff. This will include course on soft skills/etiquettes.
Workshop on College/University/UGC/Government related issues to
update their knowledge from time to time to serve better and better to
students.
C) Course on research methodology will be also conducted which would
benefit teachers doing research and to those who intends to do research.
D) The college has nine (09) permanent aided teaching staff and one (01).
Librarian. Apart from academic responsibility teachers are required to
share administrative responsibilities in the day to day work of the college.
Hands on training on latest technology, training on managerial and
administrative skills will be conducted for Principal and Heads of the
Department from time to time.

JUSTIFICATION
There are two toilets for the girl students, one on the ground floor and the other
on the second floor. The girls‟ common room is also equipped with a toilet.
Considering the growing number of girl students in our college, it is necessary
to improve the facilities provided to them. Data for last five years is as follows:

The provision of hygiene and sanitation ensures the rights of students to
acceptable hygiene practices, safe water supply, latrines and a healthy
environment in general. Healthy and clean environment facilitates more
effective learning and has opportunities for increased college enrolment,
retention and attendance for girls. Keeping this in mind it is proposed to
renovate all the three toilets. Minor renovation of toilets includes tiling work,
painting, fixing wash basins, water taps and mirrors. The total cost will be
approximately ` 1.5 lacs.

The girls‟ common room is situated on the second floor. The common room is
a place for the female students to relax, study and to have informal discussions
in free time available. It is proposed to purchase chairs and tables for girl
students to study in the common room during free time. A notice board is also
required, so that notices, important articles and other relevant information can
be displayed for the students‟ reference.

The college has appointed a qualified personal counselor for students. The
counselor visits once a week. The Placement Cell of the college is also active
and doing its best to train students and prepare students to face interview. The
college has started soft skills course only for students who aspire to gain
placement through the placement cell. Companies /Organisations like ICICI
Prudential, First Source Solutions, Andromeda, South Indian Bank, Sharp
Automation System, Robogenesis, Fortune HR and Venus Constructions have
selected students either for full time employment or for part time employment.

The Cell proposes to organise workshops or seminars on Personality
Development, Interpersonal Relationship, Communication Skills, Interview
Skills and Presentation Skills to enable the “All Round” development of
students. Job Placements and training programmes for our students will enable
the students to develop applicable skills in the competitive job market.
Resource persons from various industries or institutions concerned will be
invited for impart training to the students.
Career Counselor will be also invited to counsel the students as they have
scientifically designed aptitude tests that can help students discover potential.
Most students do not know what they are good at; hence aptitude tests will be
helpful in orienting students to choose the right direction to choose a career
matching to their aptitude. To enhance professionalism among students and
represent themselves effectively in the market, „soft skills training‟ has been
identified as the key factor. Training in the areas such as Communication
skills, Email etiquette, telephone etiquette, listening skills will transform the
students and inculcate an attitude that is required to represent the organization
to the global business world.

B) Internet connection is must in the present day. The college is
committed to provide free internet facility to students and staff.
The college is equally concerned and fully aware about misuse and
menace of internet facility. Therefore it has been decided to provide
internet facility through FIREWALL so that the college can keep full
control on the access and supply.
C) College intends to purchase two colour laser printers. Of these one
will be kept in the college library mainly for the use for students and the
other one for office and staff.
