1. INTRODUCTION

1.1. Preamble

Environmental protection and sustainable development have been the cornerstones

of the policies and procedures governing the industrial and other developmental

activities in India. Ministry of Environment, Forests & Climate Change (MoEF & CC)

has taken several policy initiatives and enacted environmental and pollution control

legislations to prevent indiscriminate exploitation of natural resources and to

promote integration of environmental concerns in developmental projects, one such

initiative is the notification on Environmental Impact Assessment (EIA) of

developmental projects issued on 27.1.1994 under the provisions of Environment

(Protection) Act, 1986, subsequently this notification was revised as Environmental

Impact Assessment (EIA) Notification S.O.1533 (E) of 14th September 2006, the entire

EC process was reengineered and also highlighted the need to introduce specific

sectors/categories under the sectors such as industry and infrastructure and also

included new sector for certain criteria’s of construction projects including new

townships, settlement colonies, commercial complexes, hospitals and office

complexes to obtain environmental clearance, further this notification was amended

subsequently.

This proposed project falls under item 8(b) – Townships & Area development

project. As per the recent amendment to EIA notification, dated 09/12/2016, the

item 8 of schedule has been amended & Building/construction projects/area

development projects & Township projects are categorised as A & B. As per the

amendment the Proposed Expansion project falls under category B1 (Built up area

≥1,50,000 Sqm and <3,00,000 Sqm). The proposed TOR has been prepared as per EIA

guidance manual for Building, Construction, Township and Area Developmental

Projects prepared by Administrative Staff College of India, Hyderabad dated

February 2010.

We would also like to bring to your kind notice that the proposed project has

already obtained Environmental Clearance, as on dated 30/09/2013 (Ref. No. SEIAA

158 CON 2012) from SEIAA Karnataka, the detailed EIA studies had been carried

out and the same had been submitted to SEIAA for obtaining EC, now in view of the

present market conditions the residential units have been modified slightly in terms

of the size of the flats, hence the No. of residential units increased from 434 to 498

Nos. , however the total built up area (BUA) has decreased from 1,81,380.69 Sqm to

1,80,074.93 Sqm. All the remaining features have slightly changed. The overall

impacts on Environment has no significant impact, whereas the pollution load in

terms of water requirement & subsequent waste water generation from the proposed

project will be slightly increased from 433 KLD to 440 KLD, the total municipal solid

waste generation has decreased from 2.35 MT/d to 2.076 MT/d, so the suitable

mitigative measures will be undertaken for complying the same. The detailed

comparative statement is enclosed. Also the proposed expansion is a mixed use

development comprising of Residential & Commercial buildings. Considering the

above aspects we request honourable SEAC & SEIAA for exempting our project

proposal from the detailed EIA study and permit us to carry out only EMP study for

obtaining EC for our proposed expansion/modification project.

Applicable Environmental Regulations and Standards

The proposed project site comes under Bengaluru Development Authority (BDA).

With respect to prevention and control of environmental pollution, the proposed

project is governed by the following Acts and Rules of MoEF.

Water (Prevention and control of Pollution) Act, 1974 as amended in 1978

and 1988.

Air (Prevention and control of Pollution) Act, 1981 as amended in 1987.

Environmental (Protection) Act, 1986 amended 1991 and Environmental

(Protection) Rules, 1986 and amendments thereafter

Hazardous and Other Wastes (Management and Transboundary Movement)

Rules, 2016.

E-Waste (Management) Rules, 2016.

The Noise Pollution (Regulation & Control) Rules, 2000 and as amended in

2002, 2006 and 2010.

As per the EIA notification, dated 14/09/2006 and followed by subsequent

amendments.

Stating that for any project or activity specified in category ‘B1’ in the item 8 of

schedule i.e. building/construction projects/area development projects and

townships crossing the built up area of ≤ 1,50,000 Sqm and < 3,00,000 Sqm,

(according to new amendment (S.O 3999 (E)) to EIA notification 2006 on 9th Dec.

2016) TOR to be issued from honourable SEAC, based on the approved TOR, EIA

studies will be conducted which also includes an Environmental Management Plan

for the mitigation of these impacts. The applicable standards for the proposed

project will be discussed in detail in the EIA report.

2. PROJECT DESCRIPTION

2.1 Goal and Objectives.

Bengaluru has been the fastest-growing city of India since the past few decades. IT

has been the major growth driver and is responsible for aggressive real estate

development in the city. Being the IT hub of India, Bengaluru has a multi-cultural

population with good social infrastructure, excellent educational institutes and

constantly upgrading physical infrastructure.

Bengaluru is the third-largest hub for High Net worth Individuals (HNIs). It is

estimated to be home to over 10,000 individual dollar millionaires. Bengaluru has a

large base of expatriates who live and work in the city. The residents are well

travelled, cultured and have sophisticated tastes.

There has been increased demand for high-end residential apartments & commercial

office space in the city, particularly in the Central Business District (CBD), Secondary

Business District (SBD), also in the outskirts of the city like Kanakapura road, south

Bengaluru. We expect consumer demand for high-end mixed development projects

in these sub-markets to be steady over the short term.

2.2: Description of Proposed Project.

M/s. Total Environment Building Systems Private Limited is now embarking on an

ambitious project to develop residential cum commercial units at Sy. No.33/1, 33/2

(P) & 32/1 (P) of Thalaghattapura Village, Uttarahalli Hobli, Bengaluru South Taluk

Karnataka. This project will be developed on a plot of land measuring 50,079.75 Sqm

(i.e., 12 acres 15 gunthas).

The total number of apartments in the proposed building will be 498 units having

B+G+18 floors in BLOCK A, 2B+STILT+30 floors in BLOCK B and 2B+Ground+4

Floors in BLOCK C for commercial purpose. The development will offer its

occupants, tenants, owners and visitors state of the art infrastructure, professional

facility management, high and ready connectivity, uninterrupted power supply and

advanced telecommunications along with a host of value added services.

2.3 Project Site and Surroundings

The proposed project site falls under the Residential Zone according to the BDA

CDP Plan, the site is easily accessible by major roads, the Kanakapura road is the

major road connecting the project site, and the NICE express highway ring road is

just adjacent to the site. The project site is surrounded by similar developmental

projects.

Presently the project site is under development and phase 1 buildings are existing

with well developed green area & other amenities.

2.5: Site Selection

Environmental impacts of construction and operation are established during the

early phases of site selection and planning. Site selection, planning and design form

an important stage in the development of the project and will determine their

environmental impacts throughout the construction & operation stage of the

proposed project.

Following procedures are considered during site selection

From the project there should not be any negative impact to the existing bio

diversity & ecosystems of the site.

From the project there should not be any disturbance to the heritage &

cultural values, such as protected monuments.

Geographical latitude and microclimatic factors such as wind loads & solar

access will be assessed.

Natural topography & landscape will be given clearly.

Based on the infrastructure & utilities available the site is selected.

Site is selected in light of a holistic perspective of land use, development

intensity, social well-being and preservation of the environment.

Proposed land use will conform to the approved Master Plan/ Development

plan of the area. If there is no approved plan, consent from appropriate

authority will be taken & will be submitted for Environmental Clearance.

2.6: Manpower Requirement

The project will provide direct employment to about 200 workers during initial

construction phase and may reach upto 500 workers during peak construction phase.

3. ENVIRONMENTAL PARAMETERS

3.1: Introduction

This section includes the following subsections for each environmental parameter.

a) Anticipated impacts

This study will be carried out for the following different Environmental facets in

relation to building construction:

c) Air

d) Noise

e) Biological

f) Socio-Economic

3.1.1. Baseline study

The existing environmental setting will be considered to establish the baseline

conditions which are described with respect to climatic conditions, air quality, water

quality, soil characteristics, ecology, socio-economic profile, land use and noise.

Baseline data describes the existing environmental status of the identified study area

with reference to the prominent Environmental attributes. Hence baseline

Environmental status is the most important study based on which probable impacts

from the proposed projects can be predicted. Hence it is necessary to ascertain the

baseline data of the above mentioned environment facets.

3.1.2. Study area & period

The study area considered for the proposed project is an area covering 5 km radius,

with project site as centre, clearly delineating the location of various monitoring

stations (air, water, soil & noise) which are superimposed on the Topo maps with

location of habitation. Baseline Environmental data will be collected for two months

considering winter season (February & March 2017) excluding the rainy season to

assess the Baseline Environmental condition of the Study area, which will be

compared with already available secondary environmental data for the project

locality to propose Environmental Management Plan. The Baseline Monitoring of the

parameters will be carried out as per CPCB guidelines within the project study area.

3.2. Land environment

The first feature which influence the development of a project is the existing land use

pattern of the neighbourhood of the project, whether the proposed development

conforms to the development for that area or not.

The detail study of the land environment will include the following study areas.

Study of land use pattern, habitation, cropping pattern, forest cover,

environmental sensitive places etc, employing remote sensing techniques (if

available) and ground truth and also secondary data sources.

Study about trend of change in land use pattern, if any, with reasons thereof

for the last 10 years based on remote sensing techniques data and its

extrapolation to future 10 years with and without the project.

3.2.1. Landuse pattern

The use of land is determined both by physical factors such as topography, climate,

and soil types as well as human factors such as population density, technological

capability, culture & tradition etc. Land use has a major impact on natural resources

including water, soil, nutrients, plants and animals. “Land Use” in the urban

planning context means the use to which zones of land are put to. It could be

residential, commercial, industrial, parks and open space, play ground, traffic and

transportation etc. The use to which land should be put to must be optional. This can

be done only if the existing land use is estimated.

3.2.1.1. Existing Land Use Pattern.

The proposed land use designated in the Revised Master Plan (RMP) – 2015 of BDA

(Bengaluru Development Authority) for Bengaluru South Taluk is enclosed as

Annexures. The proposed project site falls under category of “ Mixed use

development area” according to the BDA master Plan 2015.

3.2.2. Geological Setting.

The geological setting of the proposed project site will be studied in detail

considering all the parameters and will be provided in the EIA report.

3.2.3. Physico- Chemical characteristics of the Soil

Soil samples will be collected from the Baseline soil monitoring locations and will be

analysed to know the soil characteristics, the results will be provided in the EIA

report.

3.2.4. Ground Water Table.

The detail study of the ground water table will be carried out for the study area and

it will be detailed out in the EIA report. This includes the study of depth of the

ground water table, yield of bore wells, details of surface run off, evapotranspiration

and the ground water recharge through rain fall.

3.2.5. Anticipated Impacts

The expected impacts on the land environment during construction & operation

phase are as follows which will be studied in detail in the EIA report.

Disturbance to soil substrata during site preparation.

The anticipated impacts on air environment will be mainly due to

Point source emissions.

Air emissions from the increase in traffic during the operation stage of the

3.4.2. Mitigation Measures.

Mitigation measures are to be proposed during the construction stage as well as the

operational stage of the project. Some of the proposed measures will include;

Mitigation measures to lower the emissions during loading, un-loading,

transportation and storage of construction materials.

Mitigation measures to lower the point source emissions.

Mitigation measures to lower the emissions from automobile.

Use of public mode of transportation should be promoted.

Landscape development

3.5. Noise Environment

Noise levels will be monitored for the study area in order to establish base line

status. The anticipated noise sources from the proposed project are mainly due to

generators, construction equipments, pumps and due to vehicular movement. Sound

pressure levels of these identified sources will be collected and their cumulative

impact on the noise environment will be determined and proper mitigation

measures will be adopted. Sound Pressure Level (SPL) has been measured at 6

sampling locations in the study area.

project on the biological environment will be predicted and the proper mitigation

measures will be adopted.

There will be no interference due to the proposed project on any floral and faunal

species of the study area, as the project site is designated as High tech zone with

Solid wastes from construction sector can be categorized into two phase i.e., during

construction & during operation, which includes construction & demolition wastes,

municipal waste, Hazardous and E - waste generated from the proposed project. The

quantity of solid waste generated and their management will be projected in detail

4. SPECIFIC STUDIES

4.1. Building Materials and Technologies

Energy efficient/ alternative Building materials and technologies will be used for the

proposed project, which will reduce the total embodied energy of the building

materials required for the construction. The details of the low embodied building

materials and technologies used in the project will be detailed in EIA report.

4.2. Energy Conservation

The Project Proponents will adopt energy conservation measures, which includes the

following methods.

Use of non-conventional energy (Solar energy, Wind energy).

Maximum use of local resources and skill.

Sustainable transportation.

Use of Energy efficient devises wherever possible.

4.3. Traffic Management

A detailed traffic survey will be conducted before construction, during construction

& after construction. In order to gather the information about the existing traffic load

in the project vicinity. The Kanakapura main road is considered for the traffic study.

This section will include the following traffic studies.

Traffic volume during construction phase.

Traffic volume during operation phase.

Present & future traffic volume in Bellary road.

General Traffic Management measures.

5. ENVIRONMENTAL MONITORING PROGRAMME.

The Environmental monitoring for the proposed project will be taken up for the

below parameters and it will be scheduled as given in the below table. This

monitoring program will be conducted within the project site, which will be detail

out in the EIA report. Field studies will be conducted to determine existing

6. DISASTER MANAGEMENT PLAN.

6.1. Introduction

Rapid development of the city has posed wide-ranging hazards threatening safety

and health of people. Accidents may adversely affect the environment and the

people living in the vicinity. These accidents can be minimized to a great extent by

proper procedures, handling and training. But it may be difficult to reach zero risk

or absolute safety level. Whenever such incidents do occur in order to prevent loss of

lives and damage to property, it becomes necessary to take immediate steps to

control the situation. This can be achieved through a planned advance preparation to

face such a situation with respect to both on site and off site emergencies.

6.2. On-Site Management Plan

The On-Site plan will be circulated to all concerned members of emergency teams. It

is essential that all concerned familiarize themselves with the overall on-site

emergency plan and their respective roles and responsibilities during an emergency.

They should also participate regularly in the mock drills that will be conducted so as

to keep themselves and the emergency organization in a state of perpetual

preparedness at all times to meet any emergency.

6.2.1. Objectives, Scope and contents of On-site Emergency Plan

Objectives of Emergency Planning are to maximize the resource utilization and

combined efforts towards emergency operations and would broadly cover the

following.

1. To localize the emergency and if possible eliminate it.

2. To minimize the effects of accidents on people and property.

3. To take remedial measures in the quickest possible time to contain the incident

and control it with minimum damage.

4. To mobilize the internal resources and utilize them in the most effective way.

5. To get help from the local community and government officials to supplement

internal manpower and resources.

provided.

Important Information

The primary purpose of the on-site emergency plan of DMP is to control and contain

the incident and so to prevent if from spreading. It is not possible to cover every

eventuality in the plan and the successful handling of the emergency will depend on

appropriate action and decisions being taken on the spot. Other important aspects

needing to be considered include the following:

6.3. Emergency

A major emergency in any situation is one, which has the potential to cause serious

injury or loss of life, which may cause extensive damage to the structures in the

vicinity and environment and could result in serious disruption to normal operation

both inside and outside the layout premises. Depending on the magnitude of the

emergency, services of the outside agencies may also be required for supplementing

the internal effort to effectively handle the emergency and to contain the damage.

The Management has to take effective steps to assess, minimize and wherever

feasible eliminate the risks to a large extent. Accidents may still occur and it is

necessary to be fully prepared to tackle all such emergencies if and when they occur.

It is likely that the consequences of such emergencies will be confined to the units

concerned or may affect outside. If the consequences are confined within the plant

boundary, it is then termed as On Site Emergency and will be controlled by Chief

Emergency Controller.

In order to generate the plans it is necessary to first determine the kinds of accidents

leading to an emergency that can occur in the layout. The most widely used

technique in practice is based on experience accumulated over many years and

safety audits.

A. Methodology

The considerations in an emergency planning include the following: -

C. Identification and Assessment of Hazards

This stage is crucial to both on-site and off-site emergency planning and requires

systematic identification of all possible emergencies that could arise in the plants.

These should range from small events, which can be dealt by plant personnel

without any help from external agencies to the largest event that would require

outside help. To tackle such emergencies effectively, it is essential to have clear-cut

action plan. Experience has shown that for every occasion that the full potential of an

accident is realized, there are many occasions when some lesser event occurs or

when developing incident is made safe before reaching full potential.

D. Infrastructure at Emergency Control Center

Emergency control centres should therefore contain the following

An adequate number of external telephones; if possible, one should accept

only outgoing calls, in order to bypass jammed switchboards during an

emergency.

An adequate number of internal telephones

Radio equipment

A plan of the works, to show:

Areas where there are large inventories of hazardous materials.

Sources of safety and first aid equipment.

The fire-fighting system and additional sources of water.

Site entrance and roadways, including up-to-date information on road Traffic.

Assembly points.

Vehicle parking and rail sidings.

Additional work and layout plans detailing alternate routes and affected

areas, during an emergency.

Note pads, pens and pencils.

A nominal role of employees.

A list of key personnel, with addresses, telephone numbers, etc.

The emergency control centre should be sited in an area of minimum risk. Suitable

location from where clear view of the plant is possible or the control room can be

designated as Emergency Control Center. All the Site Controller/ Incident

Controller Officers, Senior Personnel would be located here or have access to the

ECC.

E. Emergency Medical Facilities

Stretchers, gas masks and general first aid materials for dealing with chemical burns,

fire burns, etc., would be maintained in the medical centre as well as in the

Emergency Control Room. A range of medicines should be maintained in the ECC/

Medical Center. Breathing apparatus and other emergency medical equipment

should be provided and maintained.

The Medical Center should display poster for treating burns and first aid. Some

medicines and facilities to be kept in the medical centre are suggested. The list is

indicative and the qualified doctors of the medical centre should use their

professional judgment for medical treatment.

F. Health and Safety Measures For the workers

a. Buildings and structures: No walls, Chimneys, Galleries, Stairways, Floor,

Platform, Staging or structure whether of a permanent or temporary character shall

be constructed in such manner as to cause risk or bodily injury.

b. Provision of crawling boards etc: No person shall be required to stand to pass

over or work on or near by any roof of ceiling cover with fragile material through

which he is liable to fall, in case it breaks or gives away the distance for more than 3

meters without use of sufficient number of suitable ladders, duck ladders or

crawling boards which are securely support.

c. Service platforms: Whenever practicable and demanded service platforms and

gangways will be provided for overhead shafting, and where required by him these

will be securely fence with guard rails and toe boards.

d. Belts, etc: All belts will be regularly examined to injure that the joints are safe and

the belts are proper tension.

e. Helmets: Helmets will be provided to the workers for safe guarding themselves

against any head injuries.

f. Machinery: No machineries are equipments will be Situated, Operated or

maintained in such a manner as to cause risk of bodily injury.

g. Methods of work: No process of work will be carried out in such a manner as to

cause risk of bodily injury.

h. Electricity: No electricity installation shall be provided during construction so as

to be dangers to human life or safety.

G. Emergency action Plans

a. Emergency Action Plan for Cylinder Fire:

1. When filled container containing LPG is involved in fire, internal pressure if

not relieved, shall build up above 70KG/SQCM and ultimately rupture the

container. Rupture weak by direct flame impingement. Ruptured containers

can be propelled at distance by jet action.

2. If container’s pressure is not raised upto 70KG/SQCM leakage from

screwed valve joint can occur due to different expansion of steel and brass.

3. Ignition of the escaping gas would aggravate the fire but release of fire

reduces the possibility of rupture.

4. No attempt should be made to extinguish the burning gas but the container

under fire and other containers in vicinity should be kept cool by water

spray.

5. If the gas leakage does not ignite, the container should be approached from

up and removed to the place of safety away fro, the source of ignition.

b. Emergency Action Plan for Electric Fire:

1. Disconnect the affected areas electric supply.

2. Attempt to extinguish fire with the help of Co2, DCP

3. If fire is not extinguished, extinguish by spraying water with fog nozzle

after ensuring complete isolation of electric circuit.

c. Emergency Action Plan for Office Fire:

1. Disconnected electric supply of the affected area.

2. Attempt to extinguish the fire with the help of Co2, DCP and sand.

3. If large fire, use hydrant system.

4. Attempt to save the record.

5. Attempt fire extinguisher.

d. Emergency Action Plan for Oil Fire:

1. Attempt to extinguish small fire with the help of DCP

2. If the fire is not controlled, use water foam to blanket the fire and

further action is to be taken

e. Emergency Action Plan for Medical Aid:

i. Emergency Action Plan for Electric Shock Casualties:

Electric shock results in Irreversible damage to brain cell begin followed by

deterioration of the organs.

Rescue and first aid:

Do first aid quickly and without fuss and panic

Switch off the supply if this can be done at once.

If not possible use a dry stick, dry cloth or other non-conductor to separate

the victim from electrical contact.

The rescuer must avoid receiving shock himself by wearing gloves or

using a jacket to pull the victim.

Always keep in mind that delay in rescue and resuscitation may be fatal.

Every sound counts.

ii. Artificial Respiration: Give artificial respiration if breathing has stopped. There

are several methods of artificial respiration, if the victim is nit injured over the face,

try mouth to mouth.

a) Mouth to mouth Method:

If there is obstruction to breathing, remove it with your fingers if it in

mouth. Several sharp blows between shoulder blade may help to is lodge

an obstruction.

Lie casually on his back, put something under his shoulder to raise them &

allow his head to fall backwards. The head should be, if possible be a little

lower than the trunk. Remember that speed is essential.

Kneel at the causalities head and grasp his arms at the wrists then cross

them firmly over the lower chest. This movement should force air out of

his lungs. Press with the hands crossed on the lower part of the chest and

maintain pressure for two seconds.

Release this pressure and pull out his arms with a sweeping movement

upwards and outwards above his head and backwards as far as possible.

This movement should cause air to be drawn in to his lungs. Retain the

arm in this position for three seconds.

Repeat these movements rhythmically about twelve times a minute

checking the mouth frequently for obstructions. Each cycle will thus take

give seconds- two seconds for chest pressure and three seconds for arm

lift.

With the causality on his back there is danger of aspiration of vomit,

mucus or blood re-entering the system. This risk can be reduced by

keeping his head extended and a little lower than the trunk.

If an assistant is available, he can press the causality lower jaws so that the

chin is jutting out.

The assistant should also ensure that the mouth is kept open as far as

possible and head is tilted to one side.

When natural breathing begins, your movement should be adapted to

correspond to it.

If burns are present, cover them with a dry sterile dressing

Handle the causality gentle

Do not allow people to crowd around and block fresh airflow

Arrange to remove the injured to the care of a doctor as early as possible.

f. Natural Hazards

i. Emergency Action Plan for Tornado/High Winds:

a. Weather reports shall be monitored from broadcast warnings regarding

threatening conditions.

b. If the tornado has been sighted or effect is felt, following steps should be taken

by plant personnel.

Persons shall be notified over public address system or through siren.

Emergency services shall be alerted for assistance.

Plant personnel should be advised to assemble in the administration

building basement, staff room, recreation room and rest rooms.

All safety systems should be kept on alert and all nonessential utilities

should be put off.

c. After the status is restored, personnel should inspect all the facilities for

resource, first aid and damage control activities, damage assessment and clean

up, restoration and recovery.

ii. Emergency Action Plan for earthquakes

When first tremors are sensed during an earthquake, all personnel should

evacuate buildings and assemble at safe place away from structures, walls

and falling objects. Emergency shutdown should be declared.

Emergency services should be contacted for assistance.

After the status is restored, personnel should inspect all the facilities for

rescue, first aid and damage control activities, damage assessment,

cleanup, restoration and recovery.

g. Emergency Action Plan for Bomb Threat

When bomb threat call is received the following measures are to be taken.

Inform the message to the highest local police authority and seek their

assistance for patrolling and security need.

Inform Controller of Explosives the details and nature of the anonymous

message and read operations.

Request the Local Fire Brigade to position at least on fire tender at the

Location immediately.

Keep the Concerned Dept. at the Regional Level informed with the

developments at regular intervals.

Alert the Local Govt/Pvt. Hospitals and seek their help for providing

Ambulances, if necessary.

In The Location Premises:

Keep the Fire Hydrant System/all Fire Fighting and Personnel protective

Equipment in readiness.

Every one entering the Location must be frisked at the Gate/check all

Hand Bags, Parcels etc., for suspected explosive/dangerous objects.

Have thorough inspection of the Location for any suspected dangerous

object.

Materials and other Boxes to be brought in to the Location must be

deposited at Gate for minimum curing period of 48 Hrs.

Organize Employees Vigilance cell for round the clock observation of our

Premises.

If the Suspected object is found:

In case of finding of suspected Article, do not disturb its position, but the area

around it should be cordoned off to a distance of 100 meters and more

depending upon the gravity of situation.

Adequate Staff or Police Squad posted to prevent any unauthorized entry into

the enforced cordon.

Contact Controller of Explosives immediately, who on reaching the Site will

decide suitable action for defusing and disposal of the suspected object.

Evolution of thick billowing smoke is an indication of impending explosion

and in such a case, with draw or evacuates all personnel from the spot, which

has been identified.

As a general measure regulate the movement of the outsiders inside our Premises

and restrict their entry with permits.

6.4. Fire Protection System in the proposed Residential apartments

It is propose to provide one wet riser –cum down comer system in each wing. Each

riser shall be 150mm internal diameter and of G.I.C class pipe. From each riser

double hydrant outlets shall be provided at each landing. Hose reel hose of

minimum 12mm size and of adequate length to reach the farthest point of the each

floor shall be provided with a shut off branch having a nozzle of 5mm size.

The hose reel pipe shall be connected at each landing by means of an adaptor.

Minimum 2 external hydrants at suitable location with adequate space between

them shall be provided from the system.

Also proposed to provide the following fire protection systems in the buildings

1. Manually operated electrical fire alarm system with call boxes near each

staircase landing.

2. Automatic sprinkler system with 665 sprinklers heads at basement parking

area.

3. Public address system with two way communication. Facility

4. Portable fire extinguishers as per the requirement.

Also following fire safety measures will be incorporated while constructing the

building.

1. Out of the allowed setbacks of 10m all around the building, setbacks to the

extent of 6.00m all around from the building line should be with a RCC slab

of 200mm. thickness to carry the load of 22500 Kgs being the weight of a fire

unit. This drive way all around the building shall always be kept free and

clear. It would be advantageous to the builders and the users to elevate this

portion by apportion by a few inches and even provide for a different color,

so that people are aware that this is the emergency route for fire fighting

vehicles, ambulances etc. The total setbacks shall be at even levels without

any structure and projection upto height of 4.5 m. These setbacks shall be

always kept free from any construction or utilization like garden, landscaping

etc.

2. All the stair cases shall be constructed with non combustible materials and

should be completely enclosed at each landing to prevent travel of smoke &

fire from lower floors to upper floors. Enclosures to staircases should be

provided with self closing smoke stop swing door fitted with door closing

devices at the exit to the lobby. These doors should have atleast half an hour

fire resistance capacity. The staircase area should be without glazing or glass

brick walls to avoid reflections. Any area of dwelling or storage should not

open directly to the stair case.

3. The shear walls enclosing the lift shafts shall be of 90mm thickness and have a

fire resistance of not less than 0.2 sq.mts clear are immediately under the

machine room. Lift motor rooms should be preferably located at the top of the

shaft and separated by the enclosing wall of shaft or by the enclosing wall of

shaft or by the floor or the machine room. Landing doors of lift enclosures

shall open into a ventilated lobby having one hour fire resistance. Lift car

doors should be of metal, automatic and should have fire resistance capacity

of one hour. Staircase area covered with smoke stop door.

This is to prevent the travel of smoke & fire from lower floors to upper floors.

The lift machine rooms shall be separate and no other ma chimney shall be

installed there in. Each lift should be connected to an alternative source of

power generator. Grounding switches, at the ground floor level to enable the

fire service personnel to ground all the lift cars and use them as “FIRE LIFT”

in an emergency shall be provided. All the lifts, extended to the basement

shall be terminated at ground floor level or the lift lobby at basement level

shall be enclosed & pressurized with positive pressure.

4. Service ducts shall be enclosed by walls of 100mm thickness to have at least

two hours fire resistance capacity. A vent opening at the top of the service

shafts shall be provided between one fourth and one half of the area of the

shafts. The electrical distribution cables and wiring shall be laid in a separate

duct. All the ducts should be sealed at every alternative floor with non

combustible metal doors having at least two hours fire resistance capacity.

5. Water mains, telephone lines, intercom lines or any other service lines should

not be laid in the duct meant for electrical cables.

6. The inspection panel doors and other openings to the shafts should be

provided with air tight doors of at least two hours fire resistance capacity.

6.5. NATURAL RESOURCE CONSERVATION

Energy conservative materials will be used in the construction. The excavated earth

will be managed properly and also water conservative methods will be adopted

during the construction phase of the project. The detail of this will be given in the

EIA report. During operation stage of the project; many natural resource

conservation techniques will be followed such as rain water harvesting facilities, use

of non convention energy sources, reuse of STP treated water etc. This will be

discussed in detail in the EIA report.

7. PROJECT BENEFITS

The proposed project is a development of Residential, Retails and Commercial units.

Due to the development of the proposed project, there will be improvement on both

the existing physical and social infrastructure of the project surroundings. These

benefits will be highlighted in the EIA report.

8. ENVIRONMENTAL MANEGEMENT PLAN.

The detailed EMP will be formulated to mitigate the residual impacts arising due to

the development of the proposed project. Budgeting of the EMP will be included in

the EIA report. In the EIA report, the planned EMP of the proposed project will

include the following aspects of discussion in detail.

Sewage treatment plants (STP) will be established to treat the generated

wastewater to the tertiary level and after the treatment it will be reused for

flushing of toilets, gardening etc.

The treated sewage from the STP would be conforming to the stipulated

standards.

The spent oil from the DG sets will be stored in High Density Polyethylene

(HDPE) drums in isolated covered facility and disposed off as per the

Hazardous Wastes (Handling & Management) Rules, 2003. Spent oil from

DG sets will be disposed off through registered recyclers only.

automatic fire alarm and fire detection and suppression system etc.,
