Introduction
This manual is intended to furnish Providers of continuing nursing education with theguidelines necessary to apply for approval of a provider-directed/provider paced continuingnursing education activity through the Delaware Nurses Association (DNA).
The Delaware Nurses Association approves programs for continuing nursing education
through its Continuing Education Committee. This committee is made up of volunteer DNAmembers who have experience in nursing education and a baccalaureate degree or higherin nursing.
Purpose
The purpose of the Continuing Education Committee is to:
Furnish Providers of continuing nursing education in Delaware with a peer reviewmechanism to assure the provision of quality continuing education for nurses.
Work with Providers of nursing continuing education to maintain adherence to the AmericanNurses Credentialing Centers Commission on Accreditation criteria and that of theDelaware Nurses Association.
GoalsProvide a continuing education peer review approval system which complies with continuingnursing education criteria of the American Nurses Credentialing Centers Commissionon Accreditation.
Through consultation, encourage the development of quality continuing nursingeducation activities.
Philosophy
Nursing is the diagnosis and treatment of human responses to actual or potential healthproblems. It is both a science and an art. Nursing is seen as holistic, encompassing thepromotion of health, prevention of disease, restoration of health, and the care of the ill andthe dying. Nursing is a dynamic profession manifested by expanding roles and
responsibilities. Rapid scientific and technological advances and continuing social changesrequire continued learning.
Nursing professional development, the lifelong process of active participation in learningactivities to enhance professional practice, builds upon educational and experiential bases toenhance nursing practice and thereby maintain and improve quality health care.
Continuing education refers to those professional learning experiences designed to enrichnurses contributions to quality health care and their pursuit of professional career goals.Through continuing education, nursing competencies can be maintained and expanded tomeet the increasing health care needs and expectation ofthe consumers.
Standards
As a constituent member of the American Nurses Association (ANA), DNA uses the nationalvoluntary system established by ANA. This system is based on a peer review process inwhich members of the nursing profession, using designated standards and criteria, reviewand approve educational activities and Providers. This process is based on the NursingProfessional Development: Scope and Standards (ANA 2010)
The national system is administered by the American Nurses Credentialing Center (ANCC)Commission on Accreditation (COA). The Commission on Accreditation is responsible fordeveloping and administering the operational policies, procedures and criteria that govern

both the accreditation and approval processes and accredits approvers and Providers ofcontinuing nursing education.
Delaware Nurses Association is accredited as an approver of continuing nursing educationby the American Nurses Credentialing Centers Commission on Accreditation.
As an accredited approver, DNA may approve continuing nursing education applicationsfrom within the US Dept of Health and Human Services Region 3 area. Region 3 consists ofDelaware, Pennsylvania, Maryland, West Virginia, Virginia and the District of Columbia.However, organizations that market more than 50% of its activities to nurses in multiplenoncontiguous regions, regardless of marketing methods, are not eligible for Providershipthrough DNA. Rather the organization must apply directly to ANCC for approval as aProvider of continuing nursing education.
Criteria and acceptable evidence provided by the American Nurses Credentialing Centers(ANCC) Commission on Accreditation and the Delaware Nurses Association must be usedby all Providers of continuing education in nursing to achieve approval.

Continuing Education Policies
Appl ication
Applications for approval of continuing nursing education will only be accepted on currentDNA approved forms. Forms from other accredited bodies will not be accepted. Theapplication and accompanying forms/documents must be typed. Handwritten forms will notbe accepted.
To ensure the application process progresses smoothly, follow the guidelines set forth in thismanual. Please do not submit additional information outside of what is requested in theapplication unless instructed by the reviewers to do so.

Three (3) copies of the application and the appropriate fee must be received in the DNAoffice at least 45 days before the date of the educational activity.

Late Fee: Fee is doubled for applications received between 30 and 44 days before the dateof the educational activity. Late applications will only be accepted if two peer reviewersare available.

Review Process
Applications are mailed to two volunteer Nurse Reviewers within one week of receipt. TheNurse Reviewers critique the application to ensure compliance with ANCC standards. Theprimary reviewer will communicate directly with the designated primary contact forclarification of the application or to request additional information/corrections.
Upon final approval, a formal approval letter will be sent electronically to the designatedprimary contact. The letter will include the approval expiration date and DNA approvalcode number to be included on all marketing materials and certificates.
If the application has been denied, the Continuing Education Committee Chair/Co-Chair or
designee will communicate with the designated primary contact. The communication willstate the specific deficiencies.

Approval Period
An individual continuing nursing education activity as submitted may be repeated as often asdesired during the two-year period of approval. If substantial changes are made to theprogram, it is considered a new program and the application process mustbe followed.
For example, if the speaker(s) changes but the content remains the same, an updated bioform(s) must be submitted to DNA and there is no additional charge. However, if the contentchanges in any way, then a new application plus the applicable fee must be submittedfor review.
Retroactive Approval
Approval must be granted prior to presentation of provider-directed/provider paced orprovider-directed/learner-paced educational activities. No approval or review will occur afteran educational activity has taken place.
The exception to this rule is in the case of pilot studies. Participants in a pilot study assist indetermining the length of time required for completing an educational activity in order tocalculate the number of contact hours to award. Those participants may be awarded contact
hours once the number is determined.
Withdrawal of Application
Applicants may withdraw from the approval process at any time. The applicant must notifythe DNA office or the primary Nurse Reviewer in writing of the decision to withdraw theapplication. If the review process has not begun, the application fee, minus a $25administrative fee will be refunded to the applicant. Once the application has started in thereview process the application fee is non-refundable. Copies of the application will notbe returned.
Resubmission for Renewal
To renew a program or Providership, the applicant must submit the appropriate application
on current forms and comply with current criteria, along with the applicable fee. Renewalapplications will not be accepted on outdated forms.
Review Actions
The DNA Continuing Education Committee may take the following actions upon completionof its review:
Approval: Application met the criteria and is granted approval for the specifiedlength of time
Deferred: Applicant has missing materials and is granted a specified time to submit itemsbefore determination of a final review action
Denial: Applicant did not meet approval criteria

Revocation of Approval
Approval may be revoked as a result of any one of the following:
1. Failure to remain in compliance with ANCC and DNA criteria and policies.
2. Investigation and verification of written complaints or charges by consumers or others.
3. Refusal to comply with requests for data or an investigation by the Continuing EducationCommittee.
4. Refusal to comply with quality assurance of continuing nursing education activities.
5. Misrepresentation.
Revocation is effective on the date the letter of notification is received by the organization. Allstatements regarding approval status must be removed from publications, certificates, andpublicity upon receipt of notification of revocation of status.
Appeals Process
If the applicant is denied approval, the applicant may appeal the decision in writing. Theapplicant must submit a written request for appeal to the DNA Continuing Education
Committee within thirty (30) days of receipt of the denial letter.
An Appeals Committee will be appointed by the Chair or Co-Chairs of the ContinuingEducation Committee. The Appeals Committee will consist of DNA nurse peer reviewers whohave not reviewed the application. The Appeals Committee will review the application andnotify the applicant of the decision in writing within thirty (30) days of receipt of theappeal request.
If the applicant is not satisfied with the decision of the Appeals Committee, a written appealmay be submitted to the DNA Executive Committee (or the designees) within thirty (30) daysof its notification from the CE Appeals Committee. Any member of the Executive Committeewho is also a member of the DNA Continuing Education Committee or who has a conflict ofinterest will be replaced by another member of the DNA Board of Directors.
Upon receipt of a request for a second level appeal, the DNA Executive Committeeschedules a meeting within thirty (30) days and notifies the applicant and the ContinuingEducation Committee in writing. The CE Committee Chair or Co-Chairs and the applicantmay be present at this appeal meeting. No additional materials may be submitted. A decisionis rendered by the DNA Executive Committee and sent to the Continuing EducationCommittee and the applicant in writing, no later than fifteen (15) days following the meeting.This decision is final.
In the event that the applicant chooses to have legal representation at any stage of theappeal, DNA must be notified of this intent in writing prior to the meeting.

Recognition of Approval
Providers of continuing nursing education activities must identify the source of their approvalon all appropriate communication and marketing materials (for example, brochures,advertising, and certificates).
For continuing nursing education activities the following approval statement must be on
the certificate.
This continuing nursing education activity was approved by Delaware Nurses Association, anaccredited approver by the American Nurses Credentialing Centers Commissionon Accreditation.
The approval statement must stand alone and without additional wording. In other words, thestatement must start and end on a line separate from other text. Applicants may not use theDNA approval statement on certificates and marketing materials until approval hasbeen granted.
Examples of Incorrect Statement Usage
Example 1:
Nursing Credits:This continuing nursing education activity was approved by DelawareNurses Association, an accredited approver by the American Nurses Credentialing CentersCommission on Accreditation.
Correction: There should be no additional text added to the statement.
Example 2:
This program does not have commercial or sponsorship support.This continuing nursingeducation activity was approved by Delaware Nurses Association, an accredited approver bythe American Nurses Credentialing Centers Commission on Accreditation.For moreinformation, please call (123) 456-7891.
Correction: The statement must stand alone with a space before and after and withoutaddition text.
Example 3:
This program will be held at the Grand Facility in Somecity, Delaware and will includecontinental breakfast and lunch.This continuing nursing education activity was approved by Delaware Nurses Association, anaccredited approver by the American Nurses Credentialing Centers Commission on
Accreditation.For more information, please call (123) 456-7891.
Correction: A blank line must be included before and after the statement.

Co-Providing Continuing Nursing Education Activiti es
Approved Providers and Individual Activity Applicants may co-provide educational activitieswith other organizations. The co-providing organization may not be a commercial interest orsponsor. The Approved Providers and Individual Activity Applicants Nurse Planner must beon the Planning Committee and is responsible for ensuring adherence to the DNA policy and
ANCC accreditation criteria.
Approved Providers and Individual Activity Applicant is referred to as the Provider of theeducational activity. The other organization is referred to as the Co-Provider(s) of theeducational activity. In the event that two or more of the organizations are ApprovedProviders, one will act as the Provider and the other the Co-Provider of the continuingeducation activity.
The Provider of the educational activity is responsible for obtaining a written Co-ProviderAgreement, signed by an authorized representative of the Co-Provider. The agreementshould address the following:
Name of Approved Provider or Individual Activity Applicant acting as the Provider The name(s) of the organization(s) acting as the Co-Provider(s) Statement of responsibility of the Provider, including the Providers
responsibility for:o Determining the educational objectives and contento Selection of content specialists and presenterso Awarding contact hourso Recordkeeping procedureso Evaluation methods and categorieso Management of commercial support or sponsorship
Name and signature of the individual legally authorized to enter into contracts onbehalf of the Provider
Name and signature of the individual legally authorized to enter into contracts onbehalf of the Co-Provider(s)
Date the agreement was signed
Other items that can be included in the agreement are such things as which organization willbe responsible for:
Printing Registration Physical location Audio Visuals Food Conference supplies
The agreement should outline the responsibilities of the parties involved. Keep in mind thatthe Provider is responsible for the DNA policy and ANCC accreditation criteria.

Commercial Support and Sponsorship
The Planning Committee will determine if the activity will have sponsorship/commercialsupport, what precautions will be taken to ensure the content integrity and the method to fullydisclose to the activity participants any support or resolutions to conflicts of interest. See the
Appendix for additional information on Standards on Disclosure and Commercial Support.
ANCC defines a Commercial Interest Organization as any entity producing, marketing,reselling, or distributing healthcare goods or services consumed by or used on patients or anentity that is owned or controlled by an entity that produces, markets, resells, or distributeshealthcare goods or services consumed by or used on patients. Exceptions are made fornonprofit or government organizations, non-healthcare related companies andhealthcare facilities.
Commercial Support is financial or in-kind contributions given by a commercial interest thatare used to pay for all or part of the costs of a continuing nursingeducational activity.
Sponsorship is financial or in-kind contributions from an organization that does not fit thecategory of commercial interest and that are used to pay for all or part of the cost of theeducational activity.
Organizations providing commercial support or sponsorship may not provide orco-provide an educational activity.
Content integrity of the educational activity must be maintained in the presence ofcommercial support or sponsorship. The Provider developing the educational activity isresponsible for ensuring content integrity.
Commercial Interest Organizations may not exhibit, promote or sell products or services atany point (introduction, during, after) in the educational activity, regardless of the format ofthe activity.
To maintain content integrity, slides, handouts and the like should be void of any logos andproprietary information. If the educational content, for example, is focusing on the treatment
of a specific disease, medications/treatments discussed should be from more than onepharmaceutical company (Commercial Interest Organization). This is to avoid any bias orperceived bias/conflict of interest by the learners.
Commercial Support and Sponsorship Agreements can be found on the DNA website. Theseforms meet all ANCC requirements and allow the user to insert personalized information.

Disclosures to Participants
Learners must be informed of required disclosures prior to the start of an educational activity.If the activity is a live activity, participants must be informed of disclosures prior to theinitiation of the education activity (in opening remarks or in printed conference materials). Ifthe disclosures are provided verbally, an audience member must document both the type ofdisclosure and the inclusion of all required disclosure elements. Required disclosures maynot occur at the end of an educational activity.
In enduring materials, such as print or web-based activities, disclosures must be visible tothe learner prior to the start of the educational activity. Required disclosures may not belocated at the end of an educational activity.
Required Disclosures (for all educational activities)
Learners will be informed of the
Purpose and/or objectives of the educational activity Requirements for successful completion which may include but are not limited to:
o Required attendance time at activityo Successful completion of post test (e.g., attendee must score X%
or higher)o Completed evaluation formo Return demonstration
Presence or absence of conflict of interest from the planners, faculty, presenters,authors and content reviewers.
o If conflict of interest is present, disclosure of the name of the individual andthe commercial interest and the nature of the relationship is required
Required Disclosures (if applicable)
Learners must be notified of the following:
Accreditation status does not imply endorsement by the Provider of the educationalactivity, or ANCC/DNA of any commercial products discussed/displayed in
conjunction with the educational activity. Commercial support from a commercial interest that has provided financial or in-kind
support for the educational activity, including how the content integrity is maintainedand bias prevented.
Sponsorship from an entity that provided financial or in-kind support for theeducational activity, including how the content integrity is maintained andbias prevented.
In-kind support is non-monetary support. Examples of in-kind support could be marketingassistance, use of meeting room, event registration assistance, or printing ofconference materials.
Expiration of Enduring Materials
Educational activities provided through an enduring format such as print or web-based, musthave an expiration documenting how long the contact hours will be awarded. This date mustbe visible to the learner prior to the start of the educational content.
The period of expiration of enduring materials should be based on the content of thematerials but cannot exceed two years.

Documentation o f Completion
During the planning phase, the Planning Committee is responsible for determining howparticipants will successfully complete the activity. Successful completion for both live andenduring materials should be consistent with the purpose, objectives and teaching/learningstrategies. The criteria for successful completion are based on the format of the educationalactivity and should indicate what constitutes asuccessful completion.
A document or Certificate of Completion is awarded to participants who successfullycomplete the requirements for the individual education activity. The document/certificatemust include:
Title and date of the educational activity Name and address of the Provider of the educational activity (web address is
acceptable) Participants name Number of contact hours awarded. The contact hours may also be identified as
pharmacological contact hours, if applicable. Accreditation/approval statement

Activity file records must be maintained in a retrievable file (electronic or hard copy)accessible to authorized personnel for six (6) years. Records must be kept in a safe andsecure manner. Required record keeping components include complete and corrected(if applicable):

Completing the Educational Activity Application
A complete application consists of multiple documents, some that are provided by DNA andsome that must be supplied by the provider/applicant. The DNA provided forms meet all ofthe ANCC criteria. As the Provider of the educational activity, be mindful of the requiredelements for each required document as outlined in the Continuing Education Manual.
The DNA provided forms can be accessed via the DNA website. The following forms areavailable and are required for a completed application:

Planning Form for Educational Activit ies
The following information is for completion of the Educational Planning Form for both live andenduring materials.
Verify Eligibility
Continuing educational activities are programs that enhance the practice, education,administration, research, or theory development of the professional nurse. These programshelp professional nurses pursue their professional career goals, improve the health of thepublic and are not employer specific.
In-service educational activities are those programs which allow the professional nurse toacquire, maintain, and/or increase competence in fulfilling assigned responsibilities specificto the expectations of the employer. In-service programs are not eligible for continuingnursing education credits.
As an accredited approver, DNA may approve continuing nursing education applications (forindividual programs) from within the US Dept of Health and Human ServicesRegion 3 area. Region 3 consists of Delaware, Pennsylvania, Maryland, West Virginia,Virginia and the District of Columbia.
Organizations that market more than 50% of its activities to nurses in multiple noncontiguousregions, regardless of marketing methods, and are considering Providership must applydirectly to ANCC for approval as a Provider of continuing nursing education.
Contact Information
The administrative contact person is the individual who contributes to the overall functioningof the applicants organization/department in a substantive,measurable way.
The Nurse Planner must have a current RN license with a baccalaureate degree or higher innursing who is actively involved in all aspects of planning, implementing and evaluating theCNE activity. The Nurse Planner is responsible for ensuring that appropriate educationaldesign principles are used and processes are consistent with ANCC requirements.
The Nurse Planner actively works with the Planning Committee to validate the need for eacheducational activity, develop objectives, content and teaching methods for the targetaudience of nurses. In addition, the Nurse Planner is responsible for reviewing content andensuring completion of all forms related to the educational activity.
The Nurse Planner is responsible for evaluating real or potential conflict of interest andresolving these issues, if applicable.
A Biographical and Conflict of Interest Form must be completed by the Nurse Planner andincluded in the application.
One or both contacts may be selected as the primary contact person. However, keep in mindthat any questions/concerns related to the content of the activity must be answered by theNurse Planner.

Title, Activity Type and Date
The name of the applying organization must be included on all marketingand educational materials.
The title of the activity should be the same title used in all of the marketing andeducational materials.
Provider-Directed/Provider Paced
The Provider controls all aspects of the learning activity including the learning objectivesbased on needs assessments, the content of the learning activity, the method by which it ispresented and the evaluation methods. Examples: live activities and live webinars.
Provider-Directed/Learner Paced
The Provider controls all aspects of the learning activity including the learning objectivesbased on needs assessments, the content of the learning activity, the method by which it ispresented and the evaluation methods.
The learner determines the pace at which the learner engages in the activity.
Enduring materials are non-live CNE activities such as electronic, printed, or written
materials that endures over time. The learning experience can take place at any time orplace rather than a specified time and place.
If the date of the program has not been determined when completing the application forapproval, include a date that is close to the date being considered. When a date has beenfinalized, notify the Delaware Nurses Association.
Assessment of Learner Needs
The Nurse Planner is responsible for evaluating the assessment data and working with thePlanning Committee to develop objectives, content, and teaching methods for the targetaudience of nurses.
The Planning Committee must have at least two individuals with one being the Nurse
Planner and one having the appropriate subject matter expertise. This committee isresponsible for the planning of the educational activity.
Identify Target Audience
The target audience is the group for which the educational activity has been designed. Thetarget audience may be made up of more than one category of learner.
Types of Needs Assessment Method
Assessment data is used to identify and validate a Gap in knowledge, skills or practice thatthe educational activity is designed to improve or meet. This data is then used to formulateobjectives and purposes that address the current need of the learning audience related totheir practice or professional development.
Needs assessments can be done through various methods such as but not limited tosurveys, educational evaluation results from previous programs, or trends in literature.

Qualified Planners
Use the Biographical and Conflict of Interest Form to complete this requirement of theapproval application. A Biographical and Conflict of Interest Form is required for eachplanner and faculty/presenter/author/content reviewer.
Planning Committee
The Planning Committee must have at least two individuals with one being the NursePlanner and one having the appropriate subject matter expertise. This committee isresponsible for the planning of the educational activity. Planning members may also includecontent experts and other individuals participating in the planning of the educational activity.
All planning participants are required to submit a Biographical and Conflict of Interest Form.
The Nurse Planner is a registered nurse with a baccalaureate degree or higher in nursing.This individual is responsible for evaluating the assessment data and working with thePlanning Committee to develop objectives, content, and teaching methods for the targetaudience of nurses all within the ANCC criteria and standards.
Content reviewers may be used during the planning phase or prior to the delivery of the
content to learners. The purpose of the content reviewer is to evaluate the quality of thecontent, potential bias, and any of the aspects of the activity thatrequire evaluation.
All others involved in planning the educational activity must be identified and submit aBiographical and Conflict of Interest Form.
Include name, credentials, degrees, and role of the individuals in the Planning Committeetable. Include a Biographical and Conflict of Interest Form with the application for eachperson listed.
Evaluation and Resolution o f Conflict of Interest for Planning Committee Members
It is the role of the Nurse Planner to evaluate each of the Planning Committee members
Biographical and Conflict of Interest Form to identify any conflict of interest or potential bias.If a conflict or bias exists, the Nurse Planner must take steps to resolvethese issues.
A conflict of interest is an affiliation or relationship of a financial nature with a commercialinterest organization that might bias a persons ability to objectively participate in theplanning, implementation or review of the educational activity.

Faculty/Presenters/Authors
Faculty/Presenters/Authors must have documented qualifications that demonstrate theireducation and/or experience in the content area they are presenting. Expertise in subjectmatter can be evaluated based on education, professional achievements and credentials,work experience, honors, awards, professional publications, etc. The qualifications mustaddress how the individual is knowledgeable about the topic and how expertise has beengained. Faculty/Presenters/Authors do not have to be nurses, but nurses should addressnursing care and nursing implications, as applicable.
The expertise of the faculty/presenters/authors must be documented based on the abovecriteria on the Biographical and Conflict of Interest Form. Simply listing a speakersemployment or credentials does not adequately document the speakers expertise and willnot be accepted in the application.

Conflict Resolution

Effective Design Principles
Use the Educational Planning Form to complete the speaker requirement of the approvalapplication. A form is required for each speaker of an educational activity unless there aretwo or more speakers for one educational session. Then one Educational Planning Form forthe session is acceptable. Biographical and Conflict of Interest Form is required foreach speaker.
Purpose
A Gap in Knowledge, Skills and/or Practice is identified through the needs assessmentfindings and leads to the development of the Purpose. The Purpose statement is a writtenoutcome of what the learner will be able to do at the conclusion of the education activity. (i.e.The purpose of this activity is to enable the learner to.)
The Purpose Statement is done for each education activity (session) and the overalleducational activity. The faculty/presenter/author is required to complete the PurposeStatement located on the Educational Planning Form.
The Purpose for the activity must be clearly stated and supported by the objectives
and content.
Educational Objectives
Specific objectives for the learning activity are developed collaboratively by the Planners andthe faculty/presenter/authors (if applicable) and must relate to the Purposeof the activity.
Objectives are statements that are measurable or observable and include specificinformation about the outcome(s) for the learner. These statements describe the knowledge,skills and/or practice changes that should occur upon successful completion of theeducational activity. Keep in mind that well written, clear objectives not only provide clarity forthe learner, they also guide evaluation of learner outcomes.
Blooms Taxonomy has classified the levels of objectives. The knowledge level deals withthe most basic form of cognition-facts and information. Comprehension challenges thelearner to use the facts, and for application the learner uses facts at a deeper level. Thehigher levels of taxonomy include analysis, synthesis, and evaluation. It is those higherlevels that should be the goal in providingprofessional education.

Evaluation
One of the most important components of effective evaluation is data provided byparticipants. If properly designed and utilized, the evaluation can provide information aboutthe overall activity as well as specific components. To generate evaluation data that can beused to determine effectiveness of an activity, future educational activities and provideevidence for any necessary changes or improvements, a clearly defined method ofevaluation should be developed as part of the planning process.
The evaluation components and method of evaluation should be relative to the desiredoutcome of the educational activity. The table below describes the two methods of evaluationand how they relate to the Gap Analysis.

Participation Verification
The Planning Committee must determine how participation will be verified. Theattendance/participation may include but is not limited to:

Recordkeeping requires that the Planning Committee determine the method to collect boththe participants name and a unique identifier.
Attach a sample of the form used to record participants and unique identifiers.
Contact Hours
Contact hours are determined in a logical and defensible manner. Contact hours areawarded to participants for those portions of the educational activity devoted to the learningexperience and time spent evaluating the activity.
One contact hour is equal to 60 minutes of organized learning, which is either didactic orclinical experience. Activities must last a minimum of 30 minutes. No fewer than 0.5 contacthours may be awarded for an educational activity.
Opening remarks, breaks and meals are not included in the calculation of contact hours.
If rounding is desired in the calculation of contact hours, the Provider must round down to thenearest 1/10th or 1/100th (e.g. 2.758 should be rounded to 2.75 not 2.80). Educationalactivities may also be conducted asynchronously and contact hours awarded at theconclusion of the activities.
Time frames must match and support the contact hour calculation for live activities.
To be designated a pharmacology contact hour, the educational activity content must includeinformation on the treatment of, diagnosis of or cover the utilization of pharmacologics.Expert faculty must have content expertise in pharmacology. To meet the ANCCpharmacotherapeutic hour requirement, content must specifically addresspharmacotherapeutics. The procedure for determining pharmacology contact hours are thesame as above.
For enduring materials (print, electronic, web-based) the method for calculating contacthours must be identified. This may be done through but not limited to pilot study, historicaldata, or complexity of the content.

3.2A Provider cannot be required by an entity with a commercial interest to accept advice orservices concerning teachers, authors, or other education matters, including content, fromthe entity as conditions of contributing funds or services.
3.3 All commercial support associated with a continuing nursing education activity must begiven with the full knowledge and approval of the Provider.
Written Agreement Documenting Terms of Suppor t
3.4 The terms, conditions, and purposes of the commercial support must be documented in awritten agreement with the entity that includes the Provider and its educational partner(s).The agreement must include the Provider, even if the support is given directly to theProviders educational partner or a Co-Provider.
3.5 The written agreement must specify the entity that is the source of commercial support.
3.6 Both the entity and the must sign the written agreement regarding the support to beprovided/accepted.
Expenditures for an Individual Providing Continuing Nursing Education
3.7 The Provider must have written policies and procedures governing honoraria andreimbursement of out-of-pocket expenses for planners, teachers, and authors.
3.8 The Provider, the Co-Provider, or designated educational partner must pay directly anyteacher or author honoraria or reimbursement of out-ofpocket expenses in compliance withthe Providers written policies and procedures.
3.9 No other payment shall be given to the director of the activity, Planning Committeemembers, teachers or authors, Co-Provider, or any others involved with thesupported activity.
3.10 If teachers or authors are listed on the agenda as facilitating or conducting apresentation or session, but participate in the remainder of an educational event as a learner,

their expenses can be reimbursed and honoraria can be paid for their teacher orauthor role only.
Expenditures for Learners
3.11 Social events or meals at continuing nursing education activities cannot compete with ortake precedence over, the educational events.
3.12 The Provider may not use commercial support to pay for travel, lodging, honoraria, orpersonal expenses for non-teacher or non-author participants of a continuing nursingeducation activity. The Provider may use commercial support to pay for travel, lodging,honoraria, or personal expenses for bona fide employees and volunteers of the Provider, Co-Provider, or educational partner. This element applies only to nurses whose official residenceis in the United States.
Accountabil ity
3.13 The Provider must be able to produce accurate documentation detailing the receipt andexpenditure of commercial support.
Standard 4. Appropriate Management of Associated Commercial Promotion
Commercial exhibits and advertisements are promotional activities and not continuingnursing education. Therefore, monies paid by commercial interests to Providers for thesepromotional activities are not considered to be commercial support. However,accredited/approved Providers are expected to fulfill the requirements of Standard 4 and touse sound fiscal and business practices with respect to promotional activities.
4.1 Arrangements for commercial exhibits or advertisements cannot influence planning orinterfere with the presentation, nor can they be a condition of the provision of commercialsupport for continuing nursing education activities.
4.2 Product-promotion material or product-specific advertisement of any type is prohibited inor during continuing nursing education activities. The juxtaposition of editorial and advertisingmaterial on the same products or subjects must be avoided. Live (staffed exhibits,presentations) or enduring (printed or electronic advertisements) promotional activities mustbe kept separate from continuing nursing education.
Printadvertisements and promotional materials shall not be interleafed within the pages ofthe continuing nursing education content. Advertisements and promotional materials mayface the first or last pages of printed continuing nursing education content as long as thesematerials are not related to the continuing nursing education content they faceand are notpaid for by the entities with commercial interests in the continuing nursing education activity.
Computer-based advertisements and promotional materials shall not be visible on thescreen at the same time as the continuing nursing education content and not interleafedbetween computer windows or screens of the continuing nursing education content
Audio and video recording advertisements and promotional materials shall not beincluded within the continuing nursing education. There will be no commercial breaks.
Live, face-to-face continuing nursing education advertisements and promotionalmaterials shall not be displayed or distributed in the educational space immediately before,during, or after a continuing nursing education activity. Providers shall not allowrepresentatives of an entity with commercial interests to engage in sales or promotionalactivities while in the space or place of the continuing nursing education activity.
4.3 Educational materials that are part of a continuing nursing education activity, such asslides, abstracts, and handouts, shall not contain any advertising, trade name, or a product-group message.

4.4 Print or electronic information distributed about the non-continuing nursing educationelements of a continuing nursing education activity that are not directly related to the transferof education to the learner, such as schedules and content descriptions, may include productpromotion material or product-specific advertisement.
4.5 A Provider shall not use an entity with a commercial interest as the agent providing acontinuing nursing education activity to learners, e.g., distribution of self-study continuingnursing education activities or arranging for electronic access to continuing nursingeducation activities.
Standard 5. Content and Format without Commercial Bias
5.1 The content or format of a continuing nursing education activity or its related materialsmust promote improvements or quality in health care and not a specific proprietary businessinterest of an entity with a commercial interest.
5.2 Presentations must give a balanced view of therapeutic options. Use of generic nameswill contribute to this impartiality. If the continuing nursing education educational material orcontent includes trade names, when available trade names from several companies shouldbe used, not just trade names from a single company.
Standard 6. Disclosures Relevant to Potential Commercial Bias
Relevant financial relationships of those with control over continuing nursingeducation content.
Disclosure of information about Provider and faculty relationships may be disclosed verballyto participants at a continuing nursing education activity. When such information is disclosedverbally at a continuing nursing education activity, Providers must be able to supply ANCCwith written verification that appropriate verbal disclosure occurred at the activity. Withrespect to this written verification:
A. A representative of the Provider who was in attendance at the time of the verbaldisclosure must attest, in writing:
that verbal disclosure did occur; and itemize the content of the disclosed information (Standard 6.1) or that there was nothing
to disclose (Standard 6.2).
B. The documentation that verifies that adequate verbal disclosure did occur must becompleted within one month of the activity.
6.1 The accredited/approved Provider is responsible for ensuring that learners are aware ofany relevant financial relationship(s), to include the following information:
The name of the individual
The name of the commercial interest(s), and
The nature of the relationship the person has with each commercial interest
6.2 For an individual with no relevant financial relationship(s), the learners must be informedthat no relevant financial relationship(s) exist.
Commercial Support for the Continuing Nursing Education Activity
The Providers acknowledgment of commercial support as required by Standard 6.3 and 6.4may state the name, mission, and areas of clinical involvement of the company or institutionand may include corporate logos and slogans, if they are not product-promotional in nature.

6.3 The source of all support from entities with commercial interests must be disclosed tolearners. When commercial support is other than monetary support, the nature of the supportmust be disclosed to learners.
6.4 Disclosure must never include the use of a trade name or aproduct-group message.
Timing of Disclosure6.5A Provider must disclose the above information to learners prior to or at the time of thebeginning of the educational activity.
