    II. PROJECT INFORMATION1. Project Location: Figure 1 illustrates the location of the proposed intersection

    improvements and the adjacent Fremont High School that will directly benefit from the

    improvements. The proposed improvements are located at the following intersection:

    3. Project Description:

    The proposed High Street-Courtland Avenue-Ygnacio Avenue Intersection Improvements

    focus on crossing and access improvements for pedestrians and bicyclists.

    Project Purpose:The purpose of the improvements is to improve the ability for pedestrians

    and bicyclists to get through this intersection safely, particularly those accessing Fremont

    High School and the adjacent bus stops.

    Project Need:The westbound leg of Courtland Avenue is offset, stop-controlled, and closely

    spaced to the signalized intersection of High-Ygnacio-Courtland. Westbound vehicles dart

    across High Street, often ignoring pedestrians using the crosswalks. Pedestrian crossings are

    and west legs. Southbound right turning movement speeds onto Courtland Avenue from

    High Street will be reduced by the corner bulb-out at the channelized right turn lane.

    Perpendicular curb ramps will be installed to updated ADA standards. Bicycle detectors will

    be installed on all approaches to the signalized intersection. Bus transit operations will

    improve with the installation of a bus bulb-out on the southwestern corner of High Street.

    Project Scope of Work: Figure 2 illustrates the scope of the proposed project by calling out

    the specific proposed improvements. The following provides a brief written summary of the

    proposed improvements. The funds obtained for this project would be used for PE and

    construction phases of project development.

    Install a raised median on the north leg of High Street to prevent westbound

    through and left vehicle turning movements from Courtland Avenue.

    III. SCREENING CRITERIA

    1. Demonstrated Needs of the Applicant

    The primary purpose of the proposed project is to improve walking and biking access at the

    High Street-Courtland Avenue-Ygnacio Avenue intersection for all users, including Fremont

    High School students, transit passengers, and residents. Both High Street and Courtland

    Avenue west of High Street are high vehicle volume roadways that provide connections to

    the two major freeways of I-80 and I-580. Pedestrian crossings at this intersection are

    complicated by the five-legged orientation of this intersection, four legs of which are

    signalized while the westbound Courtland leg is only stop-controlled. Pedestrian, bicycling,

    and motorist safety will be enhanced by preventing through vehicle movements from

    westbound Courtland Avenue and slowing right turning movements from southbound High

    Network). Improvements such as those described above at the High Street-Courtland

    Avenue-Ygnacio Avenue intersection are integral pieces to improving connectivity for access

    to transit stops, schools, and local businesses in the area.

    Q1. POTENTIAL FOR INCREASED WALKING AND BICYCLING, ESPECIALLY

    AMONG STUDENTS, INCLUDING THE IDENTIFICATION OF WALKING AND

    BICYCLING ROUTES TO AND FROM SCHOOLS, TRANSIT FACILITIES, COMMUNITY

    CENTERS, EMPLOYMENT CENTERS, AND OTHER DESTINATIONS; AND

    INCLUDING INCREASING AND IMPROVING CONNECTIVITY AND MOBILITY OF

    This intersection serves as a direct connection to Fremont High School, residences, transit stops

    and a church. It also serves as a conduit to trunk line transit stops on Foothill Boulevard,

    neighborhood retail on Foothill Boulevard and High Street, including the popular Mi Pueblo

    supermarket, and the Courtland Creek Greenway. Figure 3 shows the various destinations in close

    proximity to the intersection.

    will result from these improvements (about 20%) but not a significant increase in biking as no

    bikeways are proposed.

    As four-lane roadways, High Street and Courtland Avenue can be a notable barrier to walking or

    biking, especially for school-age children and/or parents with school-age children. The slight grade

    on High Street also can cause higher-than-posted vehicle speeds. The proposed improvements will

    render a more intuitive intersection that will calm traffic at the neighborhoods gateway.

    Q2. POTENTIAL FOR REDUCING THE NUMBER AND/OR RATE OF PEDESTRIAN

    AND BICYCLIST FATALITIES AND INJURIES, INCLUDING THE IDENTIFICATION OF

    Historic crash data from 2003 through 2006 shows one reported vehicle-pedestrian collision and no

    reported bicycle-vehicle collisions at the High Street-Courtland Avenue-Ygnacio Avenue

    The proposed improvements for the High Street-Courtland Avenue-Ygnacio Avenue intersection

    were identified as part of the Foothill-High-Melrose Streetscape Master Plan, published in 2009.

    The public participation process included:

    Four Technical Advisory Committee meetings, which included representatives from AC

    Transit and several city agencies: public works engineering; transportation services division;

    Central City East redevelopment district; electrical services; parks and recreation; bicycle

    and pedestrian program manager; storm drain, sewers, and underground; city arborist;

    aides to council members from 2 districts.

    Stakeholder interviews with prominent community members Jeanne Nixon, Randall Hughes,

    and Teryl McGriff.

    Benefit/Cost Ratio

    The calculated benefit/cost ratio for the High Street-Courtland Avenue-Ygnacio Avenue intersection

    improvements is 4.13 for the total project cost and the program requested funds.

    The project cost estimate was developed using unit costs and quantities for materials anticipated

    to be used to construct the proposed improvements. The total estimated cost is $1,128,000.00 to

    construct the project. A detailed breakdown of the cost estimate is attached to this application.

    The benefits associated with the project were estimated using information from the report

    Evaluating Active Transport Benefits and Costsby Todd Litman (available at http://vtpi.org/nmt-

    tdm.pdf). This report contains a number of user benefits associated with shifting modes from

    driving to walking and biking (e.g., improved fitness and health) as well as the benefits associated

    with reduced vehicle use (e.g., pollution reduction). The values in Table 16, Table 17, and Table 18

    As shown in Table 2, Fremont High students and Alameda County residents would benefit from

    opportunities for increased physical activities to address obesity, physical fitness and asthma health

    issues. Increased walking and biking for transportation purposes at the High Street-Courtland

    Avenue-Ygnacio Avenue intersection can help achieve increased level of fitness and also ingrain

    longer term healthy habits.

    C. Community Participation

    DC&E facilitated three public meetings during the planning

    process for the Foothill/High/Melrose Streetscape Design.

    The feedback from the community at these meetings directly

    influenced the final design of the Preferred Alternative

    Master Plan and full memorandums of the meeting are

    included in Appendix B.

    1. Community Workshop #1

    On Wednesday, May 30, 2007 the first Foothill/High/

    Melrose Streetscape Design Community Workshop was

    held at Horace Mann Elementary School in the vicinity of

    Node 2 of the project area. DC&E facilitated a meeting with

    members of the community-at-large, City staff members and

    several members of the TAC. The primary purpose of this

    meeting was to ascertain the concerns of the commthe project area and begin to develop consensus for t

    of the street as a whole.

    03 COMMUNITY PARTICIPATION

    Three different design alternatives were presented to thecommunity at the meeting. The primary identity of each

    alternative was based on its dominant, repeated design fea-

    ture, and these were: Alternative 1: Widened Sidewalks;

    Alternative 2: Medians and Alternative 3: Pedestrian Refuge

    Islands. Each alternative was then sub-divided into the two

    main project nodes: Node 1 being the High Street Corridor

    and Node 2 focusing on the Melrose Commercial District.Each node of each alternative was then assigned a conceptual

    design identity to supplement the form-based identity of the

    alternative. These conceptual identities, such as Courtland

    Creek Greenway and Fairfax Antiques District were

    based on suggestions from community members at the first

    community meeting.

    were encouraged to provide feedback, and these comments

    Dear Mr. Blackwell:

    On behalf of the City of Oakland Bicycle and Pedestrian Advisory Committee (BPAC) I am very pleased to

    recommend all of the Citys proposed projects for the Active Transportation Program funding, which

    includes both the Safe Routes to Schools set aside, as well as projects eligible for general Active

    Transportation Program funds. The BPAC reviewed the City of Oaklands proposed Active Transportation

    Program submissions on Thursday, May 15, and agree that the proposed project fulfills the needs of

    critical improvements that benefit the most dangerous intersections around schools, closes critical gaps

    that improve walking and bicycling experiences of the most vulnerable roadway users, and meets the

    challenge of improving access to some of our most socio-economically disadvantaged communities.

    The projects proposed are as follows:

    Lake Merritt/Bay Trail Bicycle Pedestrian Bridge

    This multi-use trail project will provide a critical missing link between a rejuvenated Lake Merritt with

    the waterfront Bay Trail. It will provide an alternative to dangerous and often illegal crossings of train

    tracks and busy roadways. And for the first time will allow both recreational and commute accessbetween downtown and waterfront neighborhoods at the very center of the City. The request is for

    design development and right of way phases of this multi-million dollar project.

    Laurel Access to Mills, Maxwell Park and Seminary Ave Active Transportation Plan

    This project will complete the design and construction of a multi-use path along a very busy arterial

    street and underneath a freeway, opening safe access from disadvantaged Oaklands flatlands

    neighborhoods to neighborhood commercial area, Mills College, and the Laurel district. This is both a

    bike and pedestrian project that has strong community support.

    Safe Routes to Schools Projects

    These projects will improve safety in the vicinity of Oakland public schools, encouraging more students

    to walk and bike to work. All of these projects specifically benefit neighborhood schools, but also serve

    the general Oakland population by calming traffic and adding pedestrian bulbouts, sidewalks and plazas

    in areas of high vehicle/pedestrian conflict. Several of these projects are in disadvantaged

    neighborhoods.

    We believe all of these projects will provide important benefits to the citizens of Oakland, and are

    pleased to endorse them. BPAC looks forward to working closely with the City of Oakland to fulfill the

    mission of the Active Transportation Program. Thank you for your support of sustainable and

    multimodal development in our community.
