    considered as LRS, SRS or HRS in the

    New Inspection Regime

    Only a tool to help the user and has got no

    legal effects

    Generic ( Type, Flag, Age, Class andCompany ) and Historic parameters are

    used to make this calculation

    GENERIC PARAMETERS:

    Type of ship

    Age of ship

    Flag of the vessel: Black or Grey or White; andtype of risks category: VHR, HR, MR etc

    Performance of Recognised Organization ( RO ),ie Class.

    Is the RO, EU recognised? Is the Flag IMO audited ?

    ISM performance of Company ( Operator )?

    At least one Paris MOU inspection ? Y/N

    All inspections with 5 or less deficiencies?

    Number of detentions

    All of these parameters are considered for

    last 36 months

    Scoring and Result

    All of the above generic and historicalparameters are given different scores asapplicable

    LRS: Each of the above parameters eitherqualifies or disqualify for LRS category. If any ofthe parameters disqualify LRS criteria, ship willnot be considered as LRS

    HRS: If HRS score is more than or equal to 5,ship will be considered as HRS

    SRS: A ship which is neither HRS nor LRS, willbe considered as SRS

    LRS CRITERION

    Any type of vessel can qualify

    Any age can qualify

    Flag State must be in white list

    Flag State has to be IMO audited

    Performance of RO (Class) to be high

    RO to be EU recognised.

    Companys performance to be high Deficiencies per inspection to be < 5

    No detention of vessel in last 36 months

    HRS CRITERION HRS scores are given for each of the criteria

    Score for Tankers, Chemical Tankers, Gas carriers, Bulkcarriers and Passenger ships is 2, for other vessels,score is 1

    Age > 12 yrs is given score 1

    Black Flags with Very High Risk, High Risk or Medium toHigh Risk are scored 2, Black Flags with Medium Riskare scored 1

    RO with very low performance is scored 1

    Company with very low performance is scored 2 2 detentions in 36 months will score 1

    If sum of all of above is more than 5, ship will beconsidered as HRS

    COMPANY PERFORMANCE

    CALCULATOR Company performance : Very Low, Low, Medium or High.

    Performance obtained by: Detention index and deficiency index

    If both of these indices are below average, company performance isHIGH

    If both of these indices are above average, company performance isVERY LOW

    Medium and High fall in between

    Following considered for fleet vessels:

    * Number of non ISM deficiencies

    * Number of ISM deficiencies

    * If any refusal order for access in MOU region.

    DETENTION INDEX Detention ratio is no. of detentions per

    inspections in %age

    If more than 7.27%, index is above average

    If less than 3.27%, index is below average

    Index is average if this ratio lies in between

    3.27 t0 7.27%.

    No. of deficiencies per inspections

    If more than 5.97%, Index is above average

    If less than 1.97%, index is below average

    PERFORMANCE OF RO

    Detentions related with the statutory

    surveys carried by Class is considered

    ABS, DNV, Germanischer Lloyd and

    Registro Italiano Navale are considered

    highest performing

    Albania, IS (USA) have shown lowest

    performance

    REFUSAL OF ACCESS

    (BANNING) If the ship flies a black listed flag it will be

    banned after more than 2 detentions in the

    last 36 months;

    If the ship flies a grey listed flag it will be

    banned after more than 2 detentions in the

    last 24 months.Any subsequent detention after the 2nd banning will lead

    to a ban, regardless of the flag.

    REFUSAL OF ACCESS

    (BANNING)A time period until the banning can be lifted will be

    introduced which is as follows:

    3 months after the first ban;

    12 months after the second ban;

    24 months after the third ban;

    permanent ban.To lift the 3rd ban more stringent conditions are applied

    which have to be fulfilled before the 24 months has elapsed.

    REPORTING OBLIGATIONS

    IMPORTANTThe 72 hour pre-arrival (ETA72) is now

    widened to all ships with a HRS profile and

    also to each bulk carrier, chemical tanker,

    gas carrier, oil tanker and passenger ship

    older than 12 years eligible for an

    expanded inspection. Eligibility forexpanded inspection can be consulted on

    www.parismou.org after 1 January 2011.

    GUIDELINES FOR PSCOs

    PSCOs will need to implement the PSCrequirements of the ILOs MLC ( MaritimeLabour Convention ) 2006, which maycome into force in 2011

    PSCOs will be trained further and willfollow Rulecheck

    Rulecheck is an electronic tool to checkapplication of legislation

    RELATIONS WITH OTHER

    REGIMES

    CICs (concentrated inspections

    campaigns) with Tokyo MOU to continue

    Information sharing regarding the

    inspection reports with Mediterranean

    MOU, Riyadh MOU, Black Sea MO,

    Caribbean MOU, USCG will take place

    AS AN OPERATOR WE SHOULD

    Continue high level of maintenance and

    standard as per AESM policy.

    Anticipate the inspection based on above

    criteria.

    Remind / Inform the Master well in

    advance to prepare the vessel

    accordingly.
