TOA is nationally recognized for its work with public finance and impact fees, having successfully completed more than 100 impact fee studies throughout Florida and the southeast. TOA has pioneered advancements in the structure and theory of public finance through annual participation in national committees. No impact fee study or ordinance completed by TOA has ever been successfully challenged through any legal process or court system. Smart Growth Impact Fee and Smart Growth Policy Issues and Methodology
In the late 1980s, TOA introduced the concept of functional population to calculate the demand component of several impact fee program areas.
TOA has developed a significant trip characteristics database containing over 200 studies and 40 land uses. This information is used in not only transportation impact fee methodologies, but also in other impact fee program areas.
TOA has developed an impact fee credit concept that is sensitive to the rate of development growth.
TOA has developed a Smart Growth application to impact fees, which gives the policy makers the ability to differentiate fees by land use and/or by geographic area based on the jurisdiction’s economic development and growth management goals.
