Purpose and NeedPurpose :The primary purpose of the proposed project is to provide improved connectivity and accessibilitybetween 196th Street to State Road 38 and US 31 to Grassy Branch Road. The secondary purpose is toaddress the anticipated safety concerns of the offset intersections at Grassy Branch Road andAnthony Road with State Road 38.

Need: Lack of access to developing areas of Westfield Ongoing and planned development between US 31 to Grassy Branch Road and 196th Street to State Road

38Lack of system continuity Connectivity between points of origin and destinations within the City Identified on the 2013 Westfield Thoroughfare Plan

Future safety concerns Undesirable offset intersection on State Road 38, between Grassy Branch Road and Anthony Road

Project Description•Three Alternatives Considered:

1. E1 – Upgrade existing 196th Street east to Grassy Branch Road. Upgrade existing Grassy Branch Road north to 203rd Street. Realign Grassy Branch Road north of 203rd Street to tie into State Road 38 at Anthony Road.

2. E2 – New roadway starting at 196th Street north towards 202nd Street where it will swing east, cross 203rd Street, and tie into State Road 38 at Anthony Road. Realign Grassy Branch Road north of 203rd Street to tie into the new roadway south of State Road 38 intersection.

3. E3 – New roadway starting at 196th Street north across 202nd Street and will tie into State Road 38 at MacGregor Park Road.

Maintenance Of Traffic (MOT)• Limited to work occurring along Grassy Branch Road and at the intersection of SR 38 and Anthony Road

• Road closures and the MOT will occur in two phases

• Phase One: Grassy Branch will be closed from 203rd Street to SR 38 in order to remove this section of Grassy Branch RoadDetour will use 196th Street, Moontown Road, and SR 38 for a total length of 2.6 miles

• Phase Two: Closure of Anthony Road at the intersection with SR 38Detour will use SR 38, US 31, and 216th Street for a total length of 1.75 miles

• Access to all properties will be maintained during construction
