Wright County Board of SupervisorsMay 12, 2014

Chairman Rasmussen called the regular meeting of the Wright County Board of Supervisors to order at 9:00 a.m. Members present were Rasmussen, Helgevold, and Watne. Minutes of the previous regular meeting of May 5, 2014 were read and approved. Approve claims for payment. Jim Lester, Emergency Management Coordinator, requested that the board give him authorization to sign the Emergency Medical System Development Grant paperwork. This grant is estimated to be $6,200 to cover the costs for new and continuing education for EMT’s. The amount grantees receive ultimately depends on other applicants requests across the state of Iowa. Motion by Watne and seconded by Karl to approve Jim Lester to sign the grant applications with the Department of Health. Motion carries unanimously. Adam Clemons, Wright County Engineer, presented 2 names of potential hires for the secondary roads department. One person will work out of the Eagle Grove facility as a Patrol Operator and the second will work out of the Clarion Bridge shed facility as a Heavy Equipment Operator. Clemons stated that they had about 30 – 40 applicants and this was a tough decision. There was then a motion by Watne and seconded by Rasmussen to approve the hire of these two applicants pending pre-employment physicals and background checks with the approved Union starting wage. Motion carries unanimously. Clemons stated that they had a pre-construction meeting for the Hwy #3 DOT project. There is a tentative start date of May 19th and is estimated to last 160 days. It will consist of 25 miles of road from Clarion to Humboldt. Supervisor Rasmussen again brought up a concern for dust control for landowners on the gravel roads near the French Church Bridge on C70. Knowing that the official detour route is on paved roads, drivers who are knowledgeable of the area may take a short cut across gravel to shorten their trip. Rasmussen proposed providing defined, limited support along the gravel road route to those landowners affected by the dust. This would split the cost of the dust control with the landowner with a

maximum of $175.00 expense to the county. Adam Clemons argued that support would be problematic if it was not applied equally across the county and that this proposal was against his recommendation. No action was taken at this time. Brad Leckrone, County Social Services MH/DD Director, updated the board on the regionalizing of the Mental Health program. Now, they are looking to regionalize the Case Management services. With this change, the position of the Case Management Supervisors would be eliminated and Leckrone would like to reassign one of his employees to a new position called the Resource Specialist. This person would have 3 essential duties; 1. Grant writing and research. 2. Ensuring timely renewal of licenses and certification of employees and providers. 3. Coordinate employment access for people with disabilities. There was then a motion by Watne and seconded by Helgevold to approve the lateral move of Melissa Hill to the Resource Specialist position. Motion carries. Don Reffer with B & W Control Specialist presented the estimated cost of spraying the drainage ditches in Wright County. Spraying is done on a three year rotation in Wright County. Motion by Watne and seconded by Rasmussen to accept the estimate of $61,000 for brush control. Motion carries. Aaron McHone, executive Director with UnityPoint Health Berryhill Center, gave an annual update on their program. Currently, Berryhill Center has a person that comes to Clarion office in the Professional Building one day a week. McHone stated that Berryhill recently hired three new psychiatric providers in Fort Dodge and will be focusing more on “behavior health”. A new program they are starting is the Integrated Health Home. This is a patient-centered medical home delivery model that ensures that patients receive comprehensive, continuous care with the goal of obtaining maximized health outcomes. Chairman Rasmussen called the regular meeting of the Wright County Supervisors to order at 9:00 a.m. Members present were Rasmussen, Helgevold, and Watne. Minutes of the previous regular meeting of May 12, 2014 were read and approved. Approved claims for payment. Adam Clemons, Wright County Engineer, introduced the new employee, Jody Eisentrager, who will be the sign truck driver working out of the Clarion facility. Clemons then gave an update on construction projects. Motion by Rasmussen and seconded by Watne to approve the Cigarette and Tobacco permit for Casey’s General Store in Dows and have the Auditor sign. Motion carries. Held continued discussion on the 28E agreement with Iowa Specialty Hospital. The purpose of the agreement is to provide for the medical support of needy Wright County residents by reimbursing Iowa Specialty Hospital for a portion of its expenses relating to out-of-county ambulance transfer services. Reimbursement for services provided to those needy residents who have no insurance to cover such services, from whom no other financial resources are reasonably available to cover the cost of the services provided, and who are unable to establish a payment plan with Iowa Specialty Hospital. Wright County shall

reimburse the hospital for up to fifty percent of its actual cost for any qualifying ambulance transfer. Such reimbursement shall be limited to a maximum of $600.00 per individual claim. Motion by Watne and seconded by Rasmussen to approve the 28E Agreement providing for financial support of ambulance services between Wright County and Iowa Specialty Hospital – Clarion and Belmond campuses. This 28E will be forwarded to Iowa Specialty Hospital for their approval. Held a bid letting for DD #131 on televising the tile. There was only one bid submitted. Motion by Watne to approve the bid for televising the tile. Motion dies for lack of second. This bid was higher than the engineers estimate and for what the board would like to see. There was then a motion by Rasmussen and seconded by Helgevold to reject the bid and put out for bids again due June 9, 2014. Motion carries. hearing for the budget amendment for Wright County 2013-2014 fiscal year for 9:45 a.m. on May 27, 2014. Motion carries. Motion by Helgevold and seconded by Watne to approve the fireworks permit for Alissa Jessen pending approval from the City of Eagle Grove Fire and Police Chief and request that all fireworks permit requests that are within the city limits be submitted to city council for approval from now on.
