The meeting was called to order at 3:03 p.m.

2. ADOPTION OF MINUTES

Moved by R. Dyck, seconded by T. Bullock, that the minutes of the Public Safety Advisory Committee meeting held March 25, be adopted. PSAC 003-2015 CARRIED.

3. PRESENTATIONS

.1 Meeting Schedule 2015

The Chair reviewed the 2015 Committee Meeting schedule and the committee members approved. PSAC 004-2015 CARRIED.

The Chair revised the agenda to include a Powerpoint presentation regarding Committee Orientation and reversed the order of New Business items for the Bylaw Enforcement update to proceed ahead of the Fire Rescue Service update.

.1 Powerpoint presentation from the Chair regarding Committee Orientation

The Chair gave a brief presentation to provide the committee members with an overview and introduction of for the Public Safety Advisory Committee from Council’s perspective. She reviewed the committee structure, the strategic vision for the City, the role of the Public Safety Advisory committee members, the Official Community Plan update, and how members can keep in touch. The committee members requested to be added to the City’s distribution list for all future “New Releases”. The Deputy City Manager asked the committee members to consider important topics regarding public safety therefore, theme days or delegations could be set up.

Moved by K. Allen, seconded by D. Balzer, that the PowerPoint presentation by the Chair, be received for information. PSAC 005-2015 CARRIED.

Committee Member C. Turi entered the meeting at 3:14pm.

.2 Verbal Report from the Manager of Bylaw Enforcement regarding Bylaw Services

Activity and Discussion

The Manager, Bylaw Enforcement provided the committee with an overview of Bylaw Services including the legal context, organization structure, top issues, common property use infractions, non-moving traffic infractions, areas which are not in Bylaw Jurisdiction, and recently added nuisance fees. The committee members asked questions regarding statistics, including infraction trends, non - compliant file procedures and details including the bylaw infraction process time from start to finish. The Chair and Deputy City Manager asked the committee members to consider the bylaw issues in our community which are currently taking place and the Manager of Bylaw Services can speak on these issues at a later meeting.

Moved by K. Allen, seconded by D. Balzer, that the Verbal Report and PowerPoint presentation by the Manager of Bylaw Enforcement, be received for information. PSAC 006-2015 CARRIED.

including Committee Discussion

The Fire Chief provided the committee with an overview of the Fire Rescue Service functions including operations, training, fire prevention, public information, and emergency preparedness. The committee discussed the challenges and opportunities particularly pertaining to the Official Community Plan (OCP), BC Ambulance Service Resources, and Medical Marijuana Operations. The committee discussed inviting a representative from the BC Ambulance Service to speak to the committee about the challenges in detail. The Deputy City Manager will look into setting up this delegation.

Moved by K. Allen, seconded by D. Balzer, that the verbal report from the Fire Chief, and Powerpoint presentation, regarding the Abbotsford Fire Rescue Service 2014 Annual Report, be received for information. PSAC 007-2015 CARRIED.

Moved by R. Dyck, seconded by K. Allen, that the Regular meeting of the Public Safety Advisory Committee held April 22, 2015 be adjourned. (4:58 p.m.) CARRIED.

Reducing Crime between 2008 and 2014

In 2014 the Abbotsford Crime Rate showed a decrease of 33% from 2008. However, the 2014 Crime Rate has also shown an increase from 2013 by 7%.

2013 Six fatalities – 2 Pedestrians, 1 cyclist

(single cycle incident) – 3 occupants

(two involving alcohol) 2014 Seven fatalities

– 2 pedestrians, 1 skateboarder (single board incident) – 4 occupants (one involving alcohol)

● One MVI fatality scored as a homicide

Target was a10% reduction in Injury MVI’s – Achieved a 5.8% reduction
