Enterprise Resource Planning SystemCDN Egeria is an integrated IT system that supports the

repository, which defines the relations between data
stored in a warehouse, is one of the most important el-
ements of each system. The Comarch MetaSource tool is
used by Comarch specialists to create a repository and
effectively manage business metadata. The presentation
layer, the most visible part of a system built on top of
the data warehouse, provides users with the informa-
tion necessary for effective management. Data stored
in the warehouse is periodically loaded, consolidated,
unified and aggregated. It can then be accessed by any
reporting or analytical tool. This enables customers to
react quickly to changes in their environment. Moreo-
ver advanced analytical data mining systems enable
organizations to form diagnoses of their present state
based on historical data.
Comarch Content Management SystemThe Comarch Content Management System, together
with an interactive web portal and e-administration
systems, is the basis for implementations of e-govern-
ment solutions. The system interacts with Comarch Doc-
uments & Workflow Management and features official
journal functionality, which gives citizens convenient
and free access to public information. The built-in en-
gine for processing administrative procedures ensures
that citizens and businesses can easily submit formal
documents, sign them with electronic signatures, mon-
itor the progress of pending cases and easily exchange
information about administrative decisions. The system
enables the automatic bidirectional exchange of infor-
mation with e-flow systems from different institutions
and allows for different mechanisms of petitioner identi-
fication and classification. It is possible to integrate the
portal with PKI services and information kiosks.

Comarch Security ManagementTo solve security problems, we have created Comarch
Security Management. This system is capable of cen-
tralized collection and analysis of security auditing
data (logs) originating from all safety lock systems, ap-
plications, network devices and system software. It also
fosters institutional security through the complete in-
tegration and centralization of event management as
well as the real-time analysis of incoming events and
attack detection within protected systems. Comarch
Security Management has been implemented at the
Ministry of Finance.

IT System Supporting the Common Agricultural PolicyThis project covered detailed analysis, design, develop-
ment and implementation of an IT system to support
the Agricultural Market Agency. The Agency’s activities
center on the execution of the EU Common Agricultur-
al Policy regulations in Poland.
This complex solution consists of several modules
and includes:• a subsystem that registers participants;
• subsystems that support CAP mechanisms such as inter-
vention activities (including purchase and sale), private
storage aid, the trade regime (import and export licenses),
export refunds and levies, production quotas, etc.;
• a financial and accounting system for CAP mechanisms
that is compliant with EAGGF requirements;
• a financial and accounting system that manages state
reserves, administration and other issues not related
to CAP;
• a security subsystem that includes control over the
observance of CAP requirements.

SIMIK – System for the Ministry of FinanceSIMIK is a system that enables monitoring and financial
control over the process of allocation and use of Struc-
tural Funds, the Cohesion Fund and other European Un-
ion funds in Poland.
The main functionalities of the system are:
• managing European resources for projects co-financed
by the European Union,
• monitoring financial ratios and the effects of projects
implemented as part of the Community Support
Framework and Operational Programs,
• supplying the European Commission with required
reports on the implementation of Structural Funds
and the Cohesion Fund in Poland,
• monitoring and managing projects from proposal
submission through the subsequent stages of project
management,
• controlling and evaluating the finances of project
support.

SIMIK is a system that enables monitoring and financial
control over the process of allocation and use of Structural
Funds, the Cohesion Fund and other European Union
funds in Poland.

TREZOR – Financial Information Management System for the Ministry of FinanceThe main objective of this solution was the creation of
a system for the rational allocation of budgetary funds
and the improvement of management processes for han-
dling budgetary liquidity and accounting.
The main modules of the system were built based on Or-
acle Financials; however, dedicated Comarch solutions
have also been implemented in order to fully meet the
specific requirements of the Ministry of Finance.
Implementation of the system resulted in the optimi-
zation of the communication process and improved in-
formation flow between budgetary units and the Min-
istry of Finance, thus enabling effective control over
budget execution.

SINDBAD – Analytical IT System for Tax Information and Fiscal Consolidation
This complex system, designed for the Department of
Financial Policy, Analysis and Statistics at the Ministry
of Finance, is comprised of the following modules:
• an analytical system that integrates state budget
revenue data gathered from various thematic data
warehouses and IT systems,
• an excise duties and customs thematic data warehouse.
The system’s main functionalities include gathering the
financial data necessary for analyses, generating anal-
yses and reports using sophisticated econometric and
statistical tools as well as data mining.
SINDBAD supports the following activities of the
Ministry of Finance:• modeling the tax system and quantifying the economic
consequences of changes to it,
• economic analyses of state budget revenues,
• enhancing the budgeting and public finance consolida-
tion processes,
• generating reports and analyses based on global
metadata.

ISKOS – IT System Supporting Fiscal ControlThe main objective of the system was facilitation of EU
standards adoption by Polish tax authorities in terms of
tax collection and tax control. This project also aimed
at improving the activities of Polish tax authorities
through:
• the implementation of a new activity management
structure,
• more efficient tax collection,
• the unified application of tax regulations,
• the use of electronic tools to coordinate cooperation
within tax and customs authorities.
It improves and unifies central and local reporting, en-
hances the efficiency of the fiscal control office proce-
dures and provides standard management information
for Ministry of Finance executives.

Sea Fishery Information SystemThis IT system is designed to support sea fisheries man-
agement in Poland in compliance with the requirements
of the EU Common Fisheries Policy. It consists of the fol-
lowing three subsystems:
• the Vessel Monitoring System, which uses satellite
navigation, facilitates fishing vessel traffic control
and collects data about their activities at sea,
• the Fishing Vessel Register, which is compatible with
existing EU registers; the main purpose of the register
is harmonization and rationalization of procedures in
the collection and transfer of information about the
parameters and identification markings of fishing
vessels,
• the Quota Management System and Statistics the
basic goal of which is to monitor the fishing capacities
and activities of the Polish fleet, as well as to collect
statistical data concerning prices and employment in
the fisheries sector.

The fiscal control IT system implemented at the Ministry
of Finance as well as in a number of regional fiscal control
offices is a fully-integrated solution that satisfies the
functional requirements of fiscal control procedures
and support tasks defined in the provisions of the Fiscal
Control Regulations.

Gateway Portals for Regional GovernmentThe main objectives of the development and deploy-
ment of a regional e-government portal were to sup-
port communication and information flow between cit-
izens and public institutions as well as to promote and
facilitate regional economic growth.
The portals consist of several modules, each with dif-
ferent content and functionalities including manage-
ment of administrative procedures. Integration with
workflow and content management solutions ensures
that the content of portals is separate from their tech-
nology and that documents can be easily submitted to
the systems directly from their websites. This results
in the creation of a common information market that
helps enhance the creation of the infrastructure neces-
sary in the information age as well as cooperation be-
tween regional institutions.

e-Learning Solution – Economic Education PortalThe goal of this e-learning project was to enable citizens
to acquire solid and professional economic knowledge.
The innovativeness of this solution is its real-time train-
ing as well as its availability at any time, in any place.
The system consists of a technologically-advanced in-
ternet portal, managed by Comarch CMS (Content Man-
agement System) and featuring: dynamic information
services, calculators, strategy and skill-testing games,
multi-linking, quizzes, multimedia presentations, cross-
word puzzles, a database of educational documents,
a user registration mechanism and e-Learning cours-
es. Courses were created based on theoretical content
provided by the National Bank of Poland with the ad-
dition of graphical elements, tests and self-study com-
ponents. The NBP portal is considered to be the largest
economic e-learning portal in Europe.

Czech Trade InspectionThe objective of the contract was to design and devel-
op a database that strengthens the exchange of infor-
mation between the Ministry of Industry and Trade, the
surveillance body of the Czech Trade Inspection and
customs authorities.
Ministry of Justice of SerbiaThis project involved the development of a database sys-
tem that gathers legislation and case law information
and makes it available to legal practitioners through its
deployment in courts, prosecutors’ offices as well as in
the Ministry of Justice.
Ministry of Justice of MacedoniaThe project was designed to reduce backlogs, improve
judicial quality and optimize the efficiency of the judi-
ciary through the development and implementation of
a legal information database system and a judicial in-
formation system.
National Revenue Agency in BulgariaThe contract covered the development and implemen-
tation of a VAT Information Exchange System (VIES) and
included integration with relevant EU systems and the
training of an IT team, end-users and tax administra-
tion managers.
Albanian State PoliceThis project featured the implementation of the Re-
source Management Information System, an integrated
solution largely based on Oracle EBS modules. Its goal
was to increase the effectiveness of the Albanian police
force, thereby strengthening the rule of law and the ef-
fectiveness of the public sector in general.
Department of Information Services of the State of WashingtonThis project comprised the implementation of Comarch
billing and network management solutions.
Public Revenue Office in MacedoniaThe objective of the project was the design, development
and implementation of a modern and reliable informa-
tion system constituting an efficient management tool
for the Macedonian taxation authorities.
Cyprus Agricultural Payments OrganizationThis project covered the development, installation and
maintenance of a management system for certain meas-
ures and sub-measures of the Rural Development Plan
2007 - 2013 for the Republic of Cyprus.
