It has been an astonishing year at Purdue. While universities

across the country are facing significant declines in state

support and dramatic cut-backs as the result of the staggering

economy, Purdue is bucking the trend in a big way.

F R O M T H E H E A D

The State of Indiana is investing in higher education with an increase in state funding, and Purdue

is using this state commitment and the very generous gifts of alumni and friends to rapidly and

significantly expand its facilities and faculty. This has given Purdue a very enviable competitive

advantage relative to our peer institutions. And, if we can continue to hold this advantage, it

will ensure that we reach our goal of turning a great university into a preeminent university.

Against this backdrop, 2003 will be remembered as a banner year for Civil Engineering

at Purdue. There were many great milestones and achievements during the year including:

A generous gift from Christopher (BSCE ’77, MSCE ’79, Ph.D. ’83) and Susan Burke (BS ’78), of

Rosemont, Illinois, established a new chaired professorship in the School. Such professorships

provide valuable endowment funding that enable Purdue to attract and retain outstanding faculty

and students.

As part of a challenge to bring more chaired professorships to Purdue, Mr. William Bindley

(BS ’62, Honorary Doctorate ’97), of Indianapolis, will match the Christopher and Susan Burke

Chair bringing another endowed professorship to Civil Engineering.

Edward Curtis (BSCE ’49 ), and Jewel Spayth (BS ’47), of Beaumont, Texas generously pledged

$1M to establish a chaired professorship for visiting professors, so that Purdue’s School of Civil

Engineering can attract outstanding scholars from other universities to visit and teach during

their sabbatical leaves.

The October completion and dedication of the Robert L. and Terry L. Bowen Laboratory for

Large-Scale Civil Engineering Research is an exciting milestone for Civil Engineering at Purdue.

Funded entirely by the contributions of alumni and friends, it is simply the best structural and

materials testing facility in the World. This incredible facility will significantly expand Purdue’s

already formidable structural and materials research program.

The School has added four new faculty to its ranks, including outstanding senior faculty mem-

bers from other universities as they are attracted to the unprecedented growth and expansion

at Purdue. And, there will be more faculty to come. Civil Engineering is participating extensively

in the eight signature areas defined by Purdue’s Schools of Engineering. These signature areas

will add an astonishing 75 new faculty positions to Engineering in the next 5 years and Civil

Engineering will play a key role in this expansion.

Externally funded research expenditures in the School of Civil Engineering reached record

levels in the 2002-03 academic year with a solid 13% increase over the previous year. Given

the economic conditions, this is indeed an impressive achievement.

These are just a few of the many things that are helping to make Civil Engineering at Purdue

the world’s preeminent civil engineering program. Developing new ways to expand the undergrad-

uate and graduate programs, revising and updating the undergraduate curriculum, administrative

restructuring, new faculty incentives, and new ways of recruiting outstanding students are some

of the other initiatives that the School is in the process of implementing.

The goal is preeminence. With the continued support of alumni and friends and the hard work

of faculty, staff and students this goal is well within our grasp.

Dulcy Abraham, Construction Engin-eering and Management and Doug Sutton

were two of the seven professors from theSchools of Engineering that were enteredinto the Book of Great Teachers on August28, 2003. This Book “honors the accom-plishments of Purdue’s best faculty and recognizes their long-term contributions to the University.”

The book, a bronze-and-walnut wall display in the west foyer of the PurdueMemorial Union, honors outstanding teaching faculty who have demonstratedsustained excellence in the classroom. The 42 professors are the first group to be inducted since the Book of GreatTeachers was unveiled in 1999 with thenames of 225 current and former faculty.Honorees include past winners of universitywide teaching excellence awards and thosenominated by students, alumni and col-leagues. It is an honor for the School ofCivil Engineering to have Dulcy Abrahamand Doug Sutton join this elite group.

Professor Dulcy Abraham becomes soenthusiastic about a topic that her students’initial reaction is “wow, she really loves herjob.” Teachers that really have passion forwhat they are teaching help spark passion in the students.

Abraham, associate professor of civil engineering at Purdue for four years, saidbeing at Purdue is her calling. “Teaching, research and service all together makes anice whole for me,” she said. Abraham’swarm smile, positive attitude and high energy keep her students going for theentire class. “She is very enthusiastic, animated and enjoys what she is doing,”said Zeid Haj-hassan, senior in the Schoolsof Engineering.

Abraham said when she can show the students that the topic is exciting and interesting, it reflects in the students’ work. (Photo and story from the PurdueExponent, August 28 publication.)

Doug Sutton has been part of the CivilEngineering faculty since 1961. He has positively impacted the lives of thousands of students over the last 42 years. What isclassic about Professor Sutton’s teachingstyle is that he expects nothing more fromhis students than he gives himself. He isdedicated to teaching, conscientious abouthis responsibilities to Purdue, pays extremeattention to detail and expects the samefrom his students.

He challenges his young civil engineers-to-be not only to do their best, but to pushthemselves to solve the most difficult prob-lems. He does not accept excuses for poorwork, but rather allows the students tobuild their self-confidence by completingrewarding assignments. (Photo from Journaland Courier, August 28, 2003.)

How a teacher has an impact on theirstudents does not matter. What matters isthat at Purdue there are numerous teacherswho have had a profound impact on theirstudents. Whether it is for their uniqueteaching style, or caring attention outsidethe lecture hall, the names and actions ofthose in the Book of Great Teachers will be remembered for years to come. CivilEngineering is especially proud to have 2 teachers of this year’s 42 inductees to Purdue’s Great Book of Teachers.

Purdue University is already earning dividends on the new Robert L. and Terry L. Bowen Laboratory

for Large-Scale Civil Engineering Research, a high-tech facility that was dedicated Friday, October 3,

2003. Even though the $11 million lab is brand new, word of the facility has circulated within the

academic community. Purdue has been using it to attract top engineers — including the lab’s new

director — specializing in research to make structures safer, more durable, longer-lasting and

earthquake-resistant.

“Engineers will tell you that it’s often critical to test large structures because analyzing small-

scale models doesn’t always yield precise information about how the full-size versions will

perform in the real world,” said Purdue President Martin C. Jischke. “Now we have the world’s

lab is a tremendous research tool

and an educational gem,” Katehi said.

“It will attract top researchers, the

brightest students, as well as public

and private funding.”

In August Kreger finished a three-year

stint as director of UT’s large-scale

testing lab, the Ferguson Structural

Engineering Laboratory, and has been

at the university for two decades. He

will join Purdue in January as a professor

of civil engineering and director of the

Bowen lab.

Fred Mannering, head of the School of

Civil Engineering, said news is spreading

all over academia that Purdue is opening

the new structural facility. “There are

some incredible people applying for

open faculty positions,” Mannering said.

“It’s an opportunity of a lifetime to work

in a brand new lab of this scale with all

the latest equipment. I think it’s safe

to say it will be the world’s premier

structural and materials testing lab.”

About five other universities in

the United States, including UT, have

facilities that could be considered

comparable to the Bowen lab but are

not as modern as the Purdue facility.

“The sky’s the limit in this new build-

ing,” Kreger said. “It creates tremendous

opportunities for conducting ground-

breaking research projects incorporating

large-scale structural components

most modern, well-equipped lab for

large-scale testing.”

The dedication took place during

a ceremony from 11 a.m. to 1 p.m.

at the lab, located south of campus

and just west of U.S. 231. Purdue

alumnus Robert Bowen and his wife,

Terry, provided a $3.25 million gift to

the Purdue Research Foundation toward

the new lab, which was built with

private funding from about 50 donors.

Robert Bowen earned a Bachelor of

Science degree in civil engineering at

Purdue in 1962 and later founded Bowen

Engineering Corp. The company, located

in Fishers, Indiana, focuses on munici-

pal, utility, industrial and environmental

construction. The Bowens live in

Indianapolis.

“You spend a lifetime building a

corporation, an organization, and work

hard to make it a success,” Bowen said.

“When all is said and done, you consid-

er it a privilege to give something back

to the place where you gained the

training and education that made

it all possible.”

“The new lab was a major factor in

attracting its new director, Michael E.

Kreger, a professor in the Department

of Civil Engineering at the University

of Texas, Austin,” said Linda P.B. Katehi,

the John A. Edwardson Dean of

Engineering at Purdue. “The Bowen

quake-resistant structures — this

includes material and how structures

respond to seismic events;

Design of secure structures and

civil infrastructure, such as bridges,

high-ways and other structures;

Analysis of the fire- and blast-

resistance of structures and

materials;

Structural-health monitoring —

the ability to detect damage and

deterioration to schedule maintenance

and eliminate catastrophic failures;

Multiple applications of new

sensor and nano-technologies —

to provide “intelligent structural

systems” that improve the safety

and durability of our nation’s infra-

structure.

“A portion of the research in the

new laboratory will be funded by the

Indiana Department of Transportation

and will be used to improve transporta-

tion infrastructure in the State — giving

Indiana a significantly safer and more

cost-effective transportation system,”

Mannering said.

that more accurately represent actual

structural behavior.”

Kreger specializes in research to

improve the durability and strength

of structural concrete, primarily for

bridges, and to make structures more

earthquake-resistant. The 46-year-old

native of Dixon, Illinois, holds bachelor’s,

master’s and doctoral degrees in civil

engineering from the University of

Illinois at Urbana Champaign. He studied

there under the supervision of Mete

Sozen, an internationally respected

structural engineer who was then

a professor at Illinois and is now the

Kettelhut Distinguished Professor

of Structural Engineering at Purdue.

The new lab will contain powerful

hydraulic presses, cranes and other

equipment to test parts and materials

for buildings, bridges and other struc-

tures. With more than 50,000 square

feet, it provides up to 6 times more

space than is currently available at

Purdue for large-scale testing. The lab

will attract research dollars from private,

federal and state sources, generating an

additional revenue stream to support the

facility, Mannering said. Although the lab

is part of the School of Civil Engineering,

it is an interdisciplinary facility that will

attract researchers from across the

Schools of Engineering and Purdue.

Research conducted in the lab will

This past spring, May 2 and May 3,

the Purdue University Concrete Canoe

Team competed in its second regional

competition. Over fourteen Purdue

ASCE members worked long hours

to design and build a lightweight

concrete canoe.

The 2003 Great Lake Regional

Competition was hosted by the

University of Evansville in southern

Indiana and was sponsored by the

American Society of Civil Engineers

(ASCE) and Master Builders, Inc. The

competition was broken into four

main components: a technical design

paper, an oral presentation, a final

product score on the canoe, and the

results of the canoe races. The canoe

race competition was composed of

several different heats. Despite a

slight problem with the boat turning

to the left, Purdue was able to place

» 1st Women’s Sprint

» 3rd Coed Sprint

» 3rd Women’s Slalom

These terrific finishes were able

to help bring Purdue to a fourth

overall placement in the Great Lakes

Regional Competition. With this large

improvement from the 2002 regional

competition, where the canoe took on

water at high speed and sank, Purdue

is determined to make even more

improvements in the 2004 regional

competition and move on to the

national championship.

in Indiana, I have visited Chicago and Southern California. All Purdue alumni I meet are eager

to learn more about the happenings at their school; they are intensely loyal and generous with

their financial support.

After spending fourteen years in higher education

development — seven of those at another land-grant

institution, many alumni I meet are curious about my

first impressions of Purdue. In many regards, the

transition has been smooth, but two differences have

made a major impression on me: this university,

engineering at Purdue and the School of Civil

Engineering are complex and just plain big. The other

striking reality is that I am now serving a world-class

institution.

This world-class quality, coupled with land-grant

costs to students, makes me proud and honored to

be representing the School. To provide access to all who have talent and are willing to work

regardless of their financial means is, of course, a primary land-grant mission. I believe Purdue

exemplifies this mission like no other institution.

So, what are our goals as we enter the fourth year of the biggest private fundraising campaign

in Purdue’s history? First, let me share with you what you, our alumni, have accomplished in the

campaign’s first three years. The Robert L. and Terry L. Bowen Laboratory for Large Scale Civil

Engineering Research is indeed an impressive facility. We are so grateful to the many alumni,

friends and corporations who have helped make this project a reality.

The School of Civil Engineering also has the first alumnus and alumna who have “stepped

up to the plate” in response to the Bindley Challenge. We are so very proud of and grateful to

Christopher B. and Susan S. Burke who have made the fourth endowed professorship in the

School of Civil Engineering possible. It is the first at Purdue to be matched with the resources

of Indianapolis entrepreneur and Purdue graduate, Dr. William E. Bindley.

Clearly, the focus of the campaign for Civil Engineering has been facilities and the completion

of the Bowen Laboratory. With another $19.1 million left to be raised in the next four years to meet

our overall goal of $33.7 million, our focus will turn to undergraduate and graduate scholarships/

fellowships as well as endowments for faculty support.

In order to be the best of the best, the School of Civil Engineering must be able to attract and

retain the brightest students as well as the most talented faculty. President Jischke’s goal is to

recruit 300 additional faculty to Purdue in the coming years while replacing those who retire. The

only way for Purdue to compete for top talent with the heavily endowed private institutions is to

offer top candidates endowed professorships. Funds from these endowments are used to enhance

the scholarly activities of the recipient and sometimes added to their compensation packages.

Initially, funds from the professorship could be used to help with the start-up costs of a new

recruit. Later, the recipient of the chair has access to a permanent source of funds that can be

used for graduate student stipends, equipment, or other expenses that other funding sources

may be unable to fund.

Dr. Mannering and I, as well as other members of our faculty, look forward to seeing you in the

coming year. I hope to meet as many of our alumni as possible on an individual basis. My goal in

these meetings is to increase or help strengthen your connection to your alma mater. I will listen to

your thoughts and ideas on how to make the School of Civil Engineering at Purdue the best in the

nation.

When the time is right, I hope to encourage your financial support for one of our priority

areas or projects. There may also be a giving vehicle that would benefit you in your tax and estate

planning. Whatever the case, I am grateful to be representing your alma mater. I am looking

forward to meeting as many of you as possible in the years ahead.

Associate Professor Inez Hua was selected as a Faculty Fellow for the 2003 NASA FacultyFellowship Program at Ames Research Center. This program sponsored faculty research duringthe summer at various NASA facilities. Of 150 awardees, Hua was one of only 26 invited to Ames. The fellowship program had 734 applicants.

Assistant Professor Phillip S. Dunston, civil engineering, has been awarded the NationalScience Foundation (NSF) Faculty Early Career Development (CAREER) grant for hisresearch in “Mixed Reality Science and Technology for Architecture Engineering andConstruction.” Through the CAREER program, the NSF, in all areas of research that it supports, awards the most prestigious grants offered by any federal agency for untenured faculty. This program recognizes and supports the early career-development activities of those teacher-scholars who are most likely to become the academic leaders of the 21st century.Awardees are selected on the basis of creative career-development plans that effectively integrate research and education within the context the university’s mission.

Also currently working with NSF grants are Associate Professor Antonio Bobet andProfessor Julio Ramirez “Performance Based Seismic Evaluation of Underground Structures”.This research investigates the failure of the Daikai subway station during the Kobe earthquakein 1995. The problem is relevant because the Daikai Station is the first underground structurenot crossing an active fault that has collapsed during an earthquake.

Another NSF grant has enabled Antonio Bobet along with Vincent Drnevich and Marika

Santagata to investigate “Soil Treatment with Thixotropic Fluids: An Autoadaptive Designfor Liquefaction Prevention”. The objective of the work is to investigate the introduction ofbentonite suspensions into fine sands to reduce the liquefaction potential of the soil.Liquefaction of sandy soils may occur during an earthquake and may cause severe damage or even failure to structures such as buildings, bridges, etc.

Vince Drnevich is also beginning work on another NSF project with a total budget of just over $200,000 and a two-year duration. The title of the project is Advance Analysis of Electromagnetic Waves for Intrinsic Soil Properties.” Professor Drnevich will work withRobert L. Nowack (Earth and Atmospheric Sciences) to investigate estimates of intrinsic soilproperties such as water content, density, conductivity, specific surface area, and macroscopicsoil fabric are being made by time domain and frequency domain analyses of Time DomainReflectometry (TDR) signals from probes placed in the soil.

Transportation related research has always been a major activity within the Schools of Engineering. The Indiana legislature recognized the value of research in building and improving roads as far back as 1937. That was the year the Joint Highway Research Project (JHRP) was created as a cooperative research endeavor between the then Indiana State Highway Commission and Purdue University. Authorized by state statute on March 11, 1937, JHRP’s functions were mandated as follows:

make basic studies of materials used in highways;facilitate economical design, construction, and maintenance of county and state highways;investigate traffic, safety, and other items as desired and agreed upon;provide advanced instruction in the fundamentals of highway engineering and related research; andprovide practical experience in construction and maintenance procedures in the use of highway materials.

Since its inception, JHRP has continuously conducted meaningful research and relevant extension activities in accordance with its goals. Today it is a national model for the successful partnership of government, academia, and the private sector, combining their efforts in a mutually rewarding research program.

Over the years the state highway agency evolved into the Indiana Department of Transportation (INDOT) as its mission changed to encompass all modes of transportation. To align itself more fully with INDOT’s mission, JHRP’s name was changed as well, in July of 1997, to the Joint Transportation Research Program(JTRP), thus enabling a broader range of research at INDOT’s disposal. Over the last three years JTRP hasseen significant growth under the leadership of Professor Kumares Sinha, the Olson Distinguished Professorof Civil Engineering and Advisory Committee Chair and Chief Engineer of INDOT, Richard Smutzer.

Dr. Jeong W.Yu was awarded the 2002Eric Pas Award for the best disserta-tion in Travel Behavior Research by the International Association for TravelBehavior Research (IATBR) at their10th International Conference inLucerne, Switzerland, in August 2003.The dissertation is titled DeployableHybrid Probabilistic-Possibilistic DriverRoute Choice Models for Real-timeNetwork Control using InformationProvision Strategies (completed inDecember 2002). was installed as president in November, 2003 of ASCE.

Installation ceremonies were held at the ASCE Civil

Engineering Conference and Exposition held in Nashville,

Tennessee.

“Women have long been breaking barriers and making

astounding contributions to the engineering profession,

so it seem implausible that only in the 150th years of

ASCE’s founding a woman has been elected president., “

said Galloway. “Yet, I do not view my election as a mile-

stone, but instead a validation on how far we have come in

accepting people for their abilities and skills, strengthening

our profession.”

An internationally recognized leader in civil engineering

and construction, Galloway has served on several private

and nonprofit boards, including the Purdue University

Engineering Alumni Board, the International Activities

THE CAMPAIGN FOR PURDUE—CIVIL will enable the School of Civil

Engineering to continue its tradition of excellence and fulfill its promise

to become the nation’s top civil engineering program. The school’s

success depends upon the contributions of all of its stakeholders—

corporate partners, faculty, students and their parents, state and

national constituents, and all 11,000 alumni. We

invite you to contact us as you consider joining

us in the effort to achieve our goals.

There are many ways for you to contribute to

The Campaign for Purdue—Civil. You can increase

your current levels of annual giving or make an

outright gift, such as cash, property, gifts-in-kind,

or appreciated securities. You can make a planned

gift or a multi-year pledged commitment. Deferred

gifts can have significant tax and planning benefits

for you and your family. If you choose to establish

an endowment, your gift will be invested in perpetu-

ity and the annual income generated will be used to

support the University needs you selected. Your gift

can be targeted to a certain area, or it can be unrestricted, a fund

which allows the school to seize and participate in new opportunities.

Every donation from our alumni and friends is crucial to achieve

our vision. Every gift counts and will make a difference. For more

information about your opportunity to be a part of the school’s

pursuit of excellence, please contact:
