International Practice on
Independent
Building Works Inspection
For example in Australia, an independent party conducts the Practical Completion Inspection or PCI.
The inspection of the construction work of a new house is undertaken just prior to the owner taking back control of the property from the builder/ contractor.
PCI is a reconciliation of the major construction items with a focus on the finish of key building items/ elements in the construction.
The purpose is not to replace the existing QA/QC activitiesconducted during the various construction stage inspections, given construction time restrictions and the fact that many of the construction items are no longer visible at the PCI stage.
What are the benefits of PCI to
the Australia’s building industry &
general public?
PCI is conducted between the owner, the builder/ contractor & the
third party (inspector) with the goal to review the key construction
elements of the building along with the final finishes that have been
achieved.
Results in Australia have shown that, for many owners, considerable
satisfaction can be obtained through having an independent
building inspector acting as their advocate, to ensure that the
construction has in fact reached a stage where handover is
imminent, subject to resolving of any issues identified during the PCI.
The construction of a new building works project may be a
complicated process, thus an independent building inspection is
crucial to ensure that all works have been completed to an
acceptable standard before the owner accept completion.

CONSTRUCTION INDUSTRY STANDARD (CIS 7): Quality Assessment System (QAS) for Building Construction Works (Arch/ External/ Struc/ M&E Works)
INTRODUCTION
The CIS 7 standard was developed by CIDB Malaysia in conjunction with major Public Sector Agencies, related Industry & Consumer Associations and Leading Construction Professional Bodies to specify the requirements for the quality assessment of building construction works.
OBJECTIVE
The CIS 7 standard was designed & developed to achieve the following:
1. To outline on what constitutes as acceptable levels of workmanship quality of the building works in the construction industry.
2.To enable industry stakeholders to measure workmanship quality of building works.
THE USE OF CIS 7
The use of any standards is voluntary & compliance with this document does not in itself confer immunity from legal and contractual obligations.
To compliment normal construction drawings & specifications for building construction works and may not be used independently as a working specification.
The qualified person (QP) is at all time responsible & liable to ensure that the quality of the construction works conforms to the approved standards, practices, specifications and drawings, as specified in the construction contract.
THE USE OF CIS 7
If this standard is specified in the construction contract, the process for determining if it is a ‘defect’ should refer to (in the following order):
1. The contract, drawings, specifications & schedule of quantities if relevant.
2. The building consent & supporting documentation supplied to the Local Council.
3. Manufacturers’ specifications and installation instructions.
4. The building contractors’ defect tolerance schedule where its use was agreed to in the contract.
5. Any relevant Construction Industry Standard (CIS) or Malaysian Standard (MS).
Assessment Scope of
CIS 7 Standard
➢sets out mainly the workmanship quality of Arch, External, Struc and M&E Works for general building works.
➢Arch & External Works assessments are conducted upon project completion but before vacant possession (VP) or handing over to project owner/ end user, while Struc and M&E Works assessments are conducted during the construction stage.
