Board of Directors

Activities & Accomplishments:

• Awarded contract to Stillwater Engineering for site testing and bulkhead

design at the Seaside marina.

• Approved the selection of S&W to replace the Seaside walkway.

• Produced a revised Welcome Package document for new owners.

• Selected Larry Shreffler to fill the remainder of Sally Burner’s term on the

Board of Directors.

• Agreed to have the Fire Wise task force apply for Winding River to become

a Fire Wise community.

• Approved an updated proposal to fix the odor on River House Rd.

• Approved a request to use reserve money to replace the hot water heater

at the Beach Club.

• Signed a contract with Senter and Weigand to replace Seaside boardwalk.

• Modified storm water permit for the POC.

• Approved change orders for the POC pool repairs and for a new POC pump

house door.

• Welcomed Carmella Munday as our community administrative assistant.

• Selected David Nay as Emergency Management Director.

• Approved Landscape Committee request to change CWP green fence to a

more park-like setting

• Agreed that CWP HVAC units encroaching on WR property could be

addressed the next time the units are replaced.

• Agreed to have a “Fire Wise Day” at the next open board meeting.

• Agreed to update to POC guidelines regarding no use of tennis or bocce

courts when the other has a scheduled tournament.

• Sent River Note informing community members they should not trespass

on Hewett property.

• Created an ad hoc committee to address speeding in Winding River with

Bruce Tingle as chair.

• Began the process of establishing the Nominating Committee to

recommend people to run for next year’s board positions.

ABCPOA

Activities & Accomplishments:

• Met with Ann Hardy, Brunswick County Manager, to discuss the proposed

sales tax increase

• Continued to work with the NC Department of Insurance concerning

insurance rate increases

• Initiated a fire safety study of hydrant pressure/flow in our communities

• ABCPOA representative attended county budget hearings

• ABCPOA representative attended CAI Legislation Action Committee

meeting

• Issued a report on the insurance industry’s Consent to Increase (rate

increase) practice

• ABCPOA representative attended SE region DOT meeting

• Sent invitations to Candidates Night to 23 state and local candidates

Future Plans:

• Finalize planning for our 2014 “Candidates Night” on October 21

• Establish an outreach committee to expand awareness of the ABCPOA’s

activities

• Investigate sharing of information between our member communities

about common items which might include cost experience for road

resurfacing, pool resurfacing, bulkhead replacement and health club

equipment replacement

Beach Club Committee

Activities and Accomplishments

• The committee members, along with volunteers from the beach club

helpers list spent many hours to prepare the pool and beach club amenity

for the 2014 season. (They did a great job!)

• All of the new wood surfaces on the upper deck, walkways, and stairs were

treated with an oil based clear sealer to help protect the wood from the

environment. ( 20 gallons were used )

• The building was power washed.

• As required by the county health inspector, ventilation was added in the

chemical storage closet which is located in the pump room.

• The emergency management plan for the beach house was reviewed with

the committee, with the emphasis on the upcoming hurricane season.

• Maintained HVAC filter and inspection program.

• Identified a contractor, and obtained board approval, to replace the hot

water heater located in the beach club attic area.

• Counter top repairs to both the ladies and men's bathrooms were made.

These counter tops and sinks will need to be replaced in the near future.

• The committee reviewed the status of 2014 special projects, along with a

discussion pertaining reserve projects that are necessary to maintain

the beach club amenity.

• The west gate, leaving the pool area to the ocean, access control device

was completely replaced to prevent against operational failures that were

experienced by many.

Other active projects :

• Boundary fence on east side of the beach club property to be replaced. The fence company and Holden

Beach are trying to get together to identify a structure to be installed in front of the fence to prevent damage to

the new fence prior to installation.

• Develop scope of work that will be used to request contractor bids for painting the beach house and railings.

• Window shutters on the building are falling apart and need to be replaced. The galvanized hardware used on

each of the shutters has corroded causing the wood to fall apart.

• Continue working with CAMA and an engineering firm to identify a design that will add two additional parking

spots to the parking lot.

• Men's and ladies bathroom renovation project.

• Railing repairs and possible replacement.

Caring Visitors Committee

Our committee meets the last Monday of every month.

Our future plans include serving the residents of the Winding River

We have not spent any of our budget as of this quarter.

Communications Committee

Jim Ilardi, Chair

During this quarter the Communications Committee processed and sent out 104

RiverNotes. It is also noteworthy that about 10 requests for RiverNotes to be sent

out were denied, as these requests did not pertain to activities or events tied to an

official committee or approved Interest group. The individuals requesting the

RiverNote were always informed why the request was deemed inappropriate.

New content continues to be added to the website. Under the Interest group tab,

the Bocce Interest group now has a web page that members and the entire

community can view to see the latest news. Updates and revisions to other Interest

groups pages were performed routinely during the early spring months. In addition

to the Interest group page updates revisions were completed and posted to the

website for the Resident Directories, RiverNews, Social Events Photos, News From

The Board and meeting minutes for nearly every board committee.

New Residents continue to move into the Winding River community and as a result

the communication committee databases need constant updating and monitoring.

Email directories, the Resident Directory and the RiverNews mailing list all must be

updated whenever a new resident moves in or when a resident moves out. This

continues to be a challenge for the committee. Residents and Property owners

make changes to their contact information daily. The new Administrative Assistant,

Carmella Munday, has been instructed in the process that we use to get new

residents listed in the appropriate directories. As of this date this process is working

well.

Within the Communication Committee members have taken on new

responsibilities. Steve Most continues to process all Committee based RiverNote

Requests. Carollyn Espinoza is currently processing all other RiverNote Requests

until Sept. 15th due to Donna Robey Sullivan taking a leave of absence from her

duties. Carollyn also has taken over the task of updating the Resident Business

listing, Property for Sale, Rentals and Items for Sale/Wanted listings. Sylvia Knapp

continues to work with the Resident directory and performs quarterly updates on

these documents. Jim Ilardi continues as the Web site administrator and also sends

RiverNotes out when other members are out of town.

Covenants Committee

Rusty Burch & Bob Collins, Co-Chairs

Activities & Accomplishments:

• Hearings – Eleven Hearings in April. Seven resulted in sanctions, with

others being granted reprieves due to corrective actions taken by the

property owners.

• Continuous review of monthly inspection activities and issues with

Community Manager.

• Drafted new “Home and Infrastructure Standards”. Document submitted

to ARB and the Modifications for their additions/edits and forwarded BOD

for approval and distribution to the community.

• Clarified the “two letter” compliance process.

• Met with BOD to discuss Home and Infrastructure Standards, compliance

inspection procedures, wording of the current “Courtesy Letter”

notification, lack of Compliance reviews in Seaside and inconsistent

Compliance audits in Winding River, statute of limitations for longtime

residents on certain issues, use of Rivernotes to remind residents of key

home owner responsibilities, issues with satellite dishes lacking foliage

screening or placed in full view and without Modifications Committee

approval, need for timely cleaning and maintenance of Community

infrastructure (fences, guard houses, road/street signs), ambiguous parking

rules and rear yard “curb appeal” considerations.

Plans for next quarter:

Infrastructure Committee

Activities & Accomplishments:

Ponds:

• Repaired the fountain in pond 1A

• Sent the aerator in pond 4A to supplier for repair

Swales:

• Repaired storm water drainage system to eliminate odor on Riverhouse Rd.

• Started repair on 5 swales

• Evaluated 404 areas to develop a maintenance plan

• Changed supplier to Green Up

Roads/Curbs:

• Rejected bid to evaluate road system. It was too costly and did not provide

new information beyond what we already know about the condition of the

roads.

• Participated in Adhoc Committee on Roadway Safety, particularly speeding

Other Infrastructure:

• Started replacing boardwalk at Seaside.

• Painted Gazebo at Seaside

• Searched for suppliers to fix and wash fence on Zion Hill.

• Repaired lights at monuments

Signs

• Inspected signage and approved a plan to paint and clean as necessary

• Added 6 stop signs to improve roadway safety

• Upcoming projects for the last half of 2014 beyond normal annual repair

Landscape Committee

Lee Burton, Chair

Activities & Accomplishments:

• Hosted a spring Landscape Volunteer Day. 86 volunteers labored to clear

debris from the community saving over $9,000 in contractor labor costs.

• Received BOD approval to seek recognition as a Firewise Community and

hosted our first Firewise Day in conjunction with the Sunset Harbor/Zion

Hill Fire Chief and the NC State Forestry Service.

• Conducted an inspection of the irrigation system and made necessary

repairs. Two enhancements were made near the front entrance ponds and

the butterfly park so that we no longer draw water from the ponds for

irrigation, but rather use the water directly from the well to water our

plant materiel.

• Designed and landscaped the area around the bocce court.

• Replaced most of the plant materiel that was damaged by the severe

winter weather throughout the community - - with the most damage

incurred at the Beach House and the River House.

• Installed our summer flower selection of white, pink and red

begonias; white/pink variegated caladiums; angel wings; and angelonias in

the 28 flower beds throughout the community.

• Finished the first round of the new vacant lot maintenance program as

required by the Community Landscape Standard that requires ALL vacant

lots to be mowed four times during the growing season.

Our 3rd Quarter OY 2014 plans include:

• Enjoying the summer beauty of Winding River.

• Installing a 'POC Park' between Clearwater Place and the POC parking lot.

• Re-competing the multi-year landscape contract in accordance with WR

policy. Bids have been solicited from four companies including our current

service provider - GreenUp.

• Administered several follow-up tasks for bocce courts, including landscaping changes, staining wooden

sides of court & addition of seating around courts.

Exercise Facility

• Analyzed and approved main building reservations, including requests from interest groups for 2nd half

support.

• Completed draft of emergency procedure revisions

• Published Celebration of Life Guidelines and Bocce Guidelines

• Revised & published tennis and bocce guidelines to include decision on concurrent play during practice

sessions for league

• Completed training committee members on AV support, wall opening, and pool contamination

• Brought in plumber to locate and repair elusive leak in water line to River

• Policed Corral grounds to remove trash and debris.

• Implemented weed control program in Corral.

• Implemented process to post River House marina slip reservations on WRP

website.

• Awarded contract for design of replacement bulkhead at Seaside marina.

• Paint guide stripe along River House marina launch ramp to assist in

backing down ramp.

• Receive, review, and approve design for replacement bulkhead at Seaside

Social Committee

Donna Burns & Chris Bomar, Co-Chairs

Activities & Accomplishments:

March 14 “Spring into Fashion” - Fashion Show at the POC chaired by Gayle

Kutyla & Kathy Malinowski. Three vendors from Southport, Fresh Produce,

Ropa & Shoe fly, generously donated their fashions for the day and door

prizes to our WR community. Eight Social Committee members volunteered

their time as models. Gayle Kutyla, Kathy Malinowski, Jean McVeigh, Nancy

Chesterton, Marge Banchansky, Carolyn Espinoza, Chris Bomar & Donna

Burns. The Grille catered several types of sandwich wraps, a pasta salad, a

fresh tomato salad, and key lime pie for desert. It was a great success with

142 women in attendance. Everyone enjoyed the fashions & food!

April 6 “The Free Blues Concert” chaired by Maria Parillo. The band consisted

of Al DiMarco, a Winding River resident along with Snake Malone & The Black

Cat Bone - a 6+ member group and resemble a Chicago style blues band

featuring a 3 member horn section. They played a variety of rhythms and

tempos. We had 140 people in attendance and applause was constant

throughout the performance. Everyone complimented the band at the end of

the evening. Several residents inquired if we could have this event again.

April 9 the annual Dog Riverhouse Walk chaired by Chris Bomar. Total SC

expenses totaled $75.51. The turnout was not as good as last year due to

inclement weather, but the donation drive was a success. The Brunswick

Animal Shelter and Lt. Thomas Tolley (Animal Protective Services) was very

grateful for all the donations. In total, $171 in cash and checks were collected

along with 100+ lbs of dry pet food, 20+ cans/packages of wet pet food,

boxes/packages of pet treats, several very large bags of towels, blankets,

River residents visited with the Easter Bunny. The ages ranged from 16 months to 9 years. The children were

divided into 4 groups for activities that included bunny and basket crafts, games, an egg hunt and stories by our

own Bunny, Ellen Levinson. A good time was had by all.

Plans for next quarter:

On June 14 we are hosting our annual Summer Sipper to welcome all new residents.

On June 27 we are having an outdoor concert (weather permitting) with The Brunswick Concert Band on the lawn

of front of the fitness center.

On July 4 we are sponsoring a Munchkin Parade at the RH.
