The amazing people of Cariboo North

Thank you to all of those who came to my constituency office open house on December 10 and brought donations for the Salvation Army. It was great to see so many of you.

Over the last few weeks we have had the opportunity to witness so much good in our community.

Whether it was our welcome home for our local heroes, Paul and Terry Nichols with their Veteran Ride Across Canada to our non-profit organizations and volunteers, such as the Salvation Army and Good Cheer, we are so blessed to live in a region with such caring people.

Our business community helps bring our community together, through community events like the First Annual Santa Extravaganza and Moonlight Madness.

The recent Barkerville Victorian Christmas was also a big success, attracting locals and visitors alike. Kiley, my constituency assistant, and I have attended other fantastic community events, such as the McLease Lake community auction and dinner, as well as a monthly seniors lunch in Kersley prepared and served by local students.

Thank you for giving me the privilege of serving as your MLA this past year. I wish you a Merry Christmas with your family, friends and loved ones.

B.C. Liberal Party executive director Laura Miller has resigned and returned to Ontario to face criminal charges stemming from deletion of government email records belonging to the Ontario government.

Miller was deputy chief of staff to former Ontario Liberal premier Dalton McGuinty in 2013. She and former chief of staff David Livingstone have been charged with one count each of breach of trust, mischief in relation to data and “misuse of a computer system to commit the offence

of mischief,” the Ontario Provincial Police said in a statement Thursday. The charges relate to email records that were sought by opposition parties after the Ontario government abruptly cancelled two planned gas- red power plants that were facing strong local opposition. Miller

and Livingstone were accused of bringing in Miller’s partner, computer technician Peter Faist, to erase hard drives in McGuinty’s of ce that contained the records. Miller left the Ontario government when McGuinty retired and came to B.C. to work for the B.C. Liberal Party.

Miller posted a

statement on her Twitter account Thursday, saying she has retained lawyer Clayton Ruby to defend her. She said the charges come after she led a complaint against two OPP of cers over their investigation into the handling of the gas plant documents investigation.

There will be no more political staff deleting email records in ministry of ces, Premier Christy Clark promised Wednesday.

Clark said she ac-cepts all of the recom-mendations made by Information and Privacy Commission-er Elizabeth Denham and a follow-up study by a former commis-sioner to preserve email records that could be requested under freedom of information law.

“The practice of ‘triple deleting’ will be prohibited, minis-ters and political staff will continue to retain sent emails and a new policy and speci c training will be devel-oped,” Clark said. “As soon as practicable, public servants will be made responsible for the searching of records responsive to information requests on behalf of ministers and political staff.”

Denham reported in October on inves-tigations into three complaints, and determined in at least one case that emails had been intentionally deleted in an effort to avoid public release. She also condemned the practice of po-litical staff such as Clark’s deputy chief of staff to delete all of their sent emails at the end of each day.

A political staffer in Transportation Minister Todd Stone’s of ce resigned when Denham’s report came out. She said he denied under oath de-leting another staffer’s emails related to meetings with remote communities on safe transit options for

Highway 16 between Prince George and Prince Rupert.

NDP leader John Horgan said giving non-partisan public servants responsibility for records searches is an important step, but the government needs to legislate a “duty to document” policy decisions of government.

Clark told reporters Wednesday that step will be taken once legislation is prepared to build on existing requirements.

The government brought in former information and privacy commissioner David Loukidelis to recommend new practices. Among his

recommendations was to adjust government email systems so even deleted records are kept long enough to be captured in month-ly computer backups, to allow later exami-nation in cases where they may be the last location kept.

Loukedelis said it not practical for any government to keep all email records, and attempting to ar-chive such a massive volume of data would not only increase costs but would harm the public’s ability to get timely access. And any attempt to vet each email to determine if it should be kept would cause government to “grind

to a halt.”B.C.’s Chief In-

formation Of cer reported that the B.C. public service now receives 284 million email messages each year, and sends out another 86 million.

“To suggest, as some have, that all informa-

tion should be kept is akin to suggesting it is good household management for homeowners never to throw away rotten food, grocery lists, old newspapers, broken toys or worn-out clothes,” Loukidelis wrote.

It’s hard to believe that a full year has passed since Council was sworn in to begin our four-year term. We accomplished much this year, thanks to Council’s collaborative and collegial approach to the many important issues we tackled.

First and foremost, we modernized and streamlined Council’s procedures and governance structure. Our Council meetings are now on Tuesday nights and our agendas are much more focused, making our meetings more productive. The effectiveness of our Council meetings stems in part from the hard work of our three standing committees: Financial Sustainability and Audit Committee (FSAC); Policy and Bylaw Review Committee (PABCOM); and, Executive Committee (ECom). These Committees meet in the open, allow Council members to really dig in to the City’s business, and enable Council to provide strategic leadership to City staff on an ongoing basis.

Just as importantly, we’ve put the City on the path of fiscal sustainability. This foundational work was essential before we could start to wrestle with other sustainability issues confronting our community. We also had to get the City’s costs under control and address its long-standing infrastructure deficit in order to create the financial room to take on new challenges and take advantage of new opportunities. Council did this work with minimal disruption to City programs and services and minimum impact on staffing.

Council’s proposed new fiscal framework for 2016-2019 (freezing industrial taxes at 2015 levels for the next three years and increasing taxes only on commercial and residential ratepayers through 2018) will result in residential ratepayers contributing more to the City’s overall revenues -- about an extra twoonie/month each of the next three years. At the end of this three-year period of incremental taxes, Quesnel will still continue to enjoy one of the lowest municipal residential property tax rates in the province! We’re hopeful the three-year tax freeze on industrial ratepayers will help us to attract investment in this sector and help stabilize our industrial workforce during this transition period.

The third major initiative of Council was to cleanup and modernize our policies and our bylaws so we can begin to concentrate on creating new bylaws and policies that will shape our community into a dynamic and progressive place to visit, to live in and to invest in. We’ve already begun this process by banning smoking in public places, restricting panhandling activities (particularly in the downtown core), and prohibiting vehicle idling on public roads and parking lots.

A fourth major theme of Council this year was to refresh Council’s (and, consequently, taxpayers’) relationship with outside agencies and organizations. We streamlined all of Council’s external committees and appointments, and we also dramatically reduced Council spending on third-party initiatives. As a general principle, Council believes that your taxes should be spent on services, programs and infrastructure in a manner that provides the ‘most benefits to the most taxpayers.’

NDP leader John Horgan sat down with Tom Fletcher for a year-end interview in his Victoria office Dec. 10. Here are excerpts. For the full version, see the Opinion tab at [your paper’s website].

TF: In the recent federal election, national NDP leader Thomas Mulcair rejected the Trans Pacific Partnership sight unseen, endorsing letters from Unifor and CUPE saying this is a bad deal. Is your party seen as against Pacific Rim trade?

JH: No, I don’t think so, and what I said at the time was that I support trade. We’re a trade-centred province. We’re looking across the ocean at the largest market the world has known, and I support getting our products to higher-priced markets.

But having said that, the B.C. Liberals embraced TPP without even having seen it.

TF: The NDP and unions have historically been protectionist. Do you see any need to modernize the B.C. party?

JH: When it comes to trade, I think we have

modernized. And who was the first premier to go on a trade mission from British Columbia? It was Dave Barrett. And now there has been a succession of premiers make regular visits to other markets to try to stimulate economic activity here at home.

TF: Your party supports the carbon tax now, but not the revenue neutral approach. Do you support increasing the rate?

JH: I’ve looked carefully at the report tabled by the premier’s [advisory] group, a vast array of British Columbians, and there was a lot of water put into the wine to get to the position they got to. What I’m comfortable with is that the date that they’ve selected for a ramping up

of the carbon tax is 2018, which will be a year after the next provincial election. So if I’m successful and form a government, I’ll have time to look at tax policy broadly to see if we can make improvements in the carbon tax.

For me, and I think for most British Columbians, the model that Alberta has adopted of taking revenues and driving them into industries, or activities like transit, that will reduce emissions over time.

TF: Natural gas price and volume continue to go down, along with commodities generally, and supply of oil and gas keeps going up. What’s your take on the prospects for LNG after the year we’ve had?

JH: Not good. I’ve always said price will determine whether investors drop down multi-billions of dollars in a far-away place to provide a product that is not developed here. Brownfield opportunities have moved very quickly in the U.S. Changing LNG import facilities to export facilities is a whole lot easier and cheaper than starting

from scratch.Getting to the coast is a

challenge for fossil fuels, and the last LNG price point I saw delivered in Asia was $5.70 a unit. You’re not going to make money at that price, even with rock-bottom prices here in B.C.

TF: We’ve just had a couple of announcements as part of the government’s Jobs Plan, $100 million in financing for tech startups, which your critic was pleased about, and an agriculture and food strategy. Are we going to see more Jobs Plan advertising in the new year?

JH: It’s the Christmas season, the federal election is over, there are two sets of ads running now. I think these ads are self-promotion. These are not informing the public on information that they really need.

If it’s just smiling people with hardhats on, I think we’re going to have something to say about that.

It’s been a six-year journey to reach the final report of the Truth and Reconciliation

commission, but this shouldn’t be considered the end of the trail.The thousands of pages chronicling

decades of suffering from victims of the residential school system came at a great cost, both to those that had the courage to stand up and tell their tale, along with all those who never even had the chance.That investment of courage is,

in itself, enough to say this report shouldn’t be like so many others and left to gather dust on the shelves, referenced occasionally in court decisions and scholarly articles.The report represents so much

more. It’s a foundation to build a new relationship on.Justice Murray Sinclair, the head

of the Truth and Reconciliation Commission, summed it up when he said the change would not be immediate; that it will take years, possibly generations.Prime Minister Justin Trudeau

called it a “new path, working together toward a nation-to-nation relationship based on recognition, rights, respect, co-operation and partnership.”Here in the Okanagan, First

Nations have been active in forging a new path for themselves, building relationships with the surrounding communities and business partners.That’s not to say these

communities don’t face many problems: substance abuse, health and education are ongoing battles, which Sinclair said the commission’s finding show are rooted, directly or indirectly, in years of government efforts to “assimilate, acculturate, indoctrinate and destroy.”Co-operation has already led

to great gains in the Okanagan. Imagine what might be achieved when we fully embrace the other three key factors Trudeau cited: recognition, rights and respect.

Two reports were released this week that touch on the lives of Aboriginal children and youth. One was writ-ten by a Justice and will transform Canada’s rela-tionship with Aboriginal peoples. The other by a government insider, flip-pantly dismisses the value of reports written by Justices, and similarly dis-misses Aboriginal peoples, taking as its incompre-hensible premise that kids will die, and that this is just the collateral damage we should expect in a sys-tem that the government has starved and ignored.

The problem is, that the kids who die in care every year, like the 90 deaths already reported this year have critical common-alities: they are mostly Aboriginal and they have

bounced through child welfare without anyone hearing their stories or finding the time to listen or tell these in a way that builds change.

They are tough stories, like Paige Gauthier and Alex Gervais, which sent shockwaves across the Province as people di-gested the instability and professional indifference our children experience while in government care, but these stories have to come out if we want change.

The final report of the Truth and Reconciliation Commission is among the most important, far-reaching, and profound documents ever produced about Aboriginal Peoples. Driven by the leadership of Justice Murray Sin-clair, it documents one of the darkest episodes in Canadian history that saw thousands of our chil-dren seized, abused, and

killed. As Prime Minister Trudeau observed, the re-port will change Canada - both through the compre-hensive implementation of all of its 94 calls to action, and by transforming how we learn, talk, and relate to one another.

We note that the first five calls to action ad-dress child welfare, and importantly, that the first recommendation calls upon the federal, pro-vincial, territorial, and Aboriginal governments to commit to reducing the number of Aboriginal children in care and sets out clear steps for this to take place. The other report - Plecas Review, Part One: Decision Time, commissioned by the Christy Clark government and written by a former provincial bureaucrat - is the polar opposite of the Truth and Reconciliation Commission report.

duced and in its content, it harkens to another era when our children were forcibly removed from their homes and put into the residential school sys-tem, and where our land was taken and our culture was outlawed, with our well-being a distant thought.

Decision Time proposes sweeping changes to child welfare in this province, including ending vital independent oversight. These recommendations were developed with no engagement of First Na-tions, despite the fact that fully 60 per cent of the children in care in British Columbia are Aborigi-nal. Through the Truth and Reconciliation Com-mission report, we are all collectively saying “never again” regarding harm and risk to children, and the federal government under Prime Minister Trudeau, is hearing us and

has committed to action. In contrast, at the same time, the Christy Clark government appears through Decision Time to instead say ‘it will always be.’

We cannot overstress that not a single one of our children is disposable, and we take great offense at the casual suggestion by Mr. Plecas that we must simply accept and normalize the deaths of any of our children. Deci-sion time appears to us as a cynical political effort by the Christy Clark government to move the disturbing truth con-cerning the condition of Aboriginal children back into the shadows.

Through the efforts of our communities, as well as the Representative for Children and Youth, the reality our Peoples face has entered the minds of the public and resulted in growing calls for action.

Having a government insider write a report that tries to end oversight and hinder the growth of a desperately needed culture of accountability is abso-lutely unacceptable. It is 2015. Reports such as De-cision Time speak to a by-gone era that the federal government and growing numbers of Canadians and British Columbians reject. The Christy Clark government needs to show that it stands up for Aboriginal children and youth and shelve Decision Time. Further, we call on the premier to implement all of the Representative for Children and Youth’s outstanding recommen-dations, including her recommendations for increased funding and supports to the child wel-fare system.

The residential garbage pickup day will change during the Holiday Season on FRIDAYS only:

In the simplest of terms, Christmas is a birthday

celebration. Even though we receive presents and there usually is no birthday cake, Christmas is a birthday party for Je-sus. But we celebrate it differently than we do other birthdays, don’t we?

When we celebrate a birthday, we usually focus on the age of a person. Even when acknowledging the birth of a histori-cal figure we usually reflect upon their life as a whole. We rarely dwell on the person as a newborn, year after year. But this is what we do at Christ-mas. We celebrate the birth of baby Jesus.

It is fitting that we reflect upon Jesus as an infant at Christ-mas. Jesus’ birth in and of itself was re-markable. He did not descend from heaven as a powerful man,

but rather entered the world in the messy act of human birth. God himself came to Earth as a crying, pooping, helpless babe. Let us never hesitate to celebrate this baby at Christ-mas, to marvel at His incarnation, because there is mystery and majesty wrapped up in this moment.

Of course, Jesus did grow to be an adult. Jesus did ac-complish great things as a grown man. He performed miracles like healing cripples, multiplying food and raising people from the dead. He taught thousands of

people who travelled far distances to hear him speak. And then he willingly died a criminal’s death on a cross, despite having lived without sin, to pay the price for your sins and mine, before rising again.

Oh there is much to celebrate if we were to look at Jesus’ adult life.

But for now, during the Christmas season, let us instead continue to focus on the baby lying in the manger. This is how God chose to come.

He chose to humble himself to the lowliest of positions so that He could experience life as we know it. That God chose to come to Earth as a

baby points to His strong desire to be with us – Emmanuel, God with us. So celebrate the baby, but remember to trust the Savior. That’s how to make a Christmas birthday celebration complete.

The Quesnel Kan-garoos held their alumni game this past weekend at the Twin arenas.

This allowed fans a chance to see some former Kangaroos players lace up the skates and play along-side current players.

Quesnel has a long tradition of great hockey and bring-ing former players

back allowed fans to remember those achievements.

The players were di-vided into two teams, a red and a white team.

The red team won, defeating white 9-7.

The Kangaroos currently sit second in the east division and will return to league action Jan. 2, 2016 when they play the Lac La Hache Tomahawks in Lac La Hache.

The Quesnel Sponsor League continued their action last week with Child Development Care defeating Billy Barker Casino 7-6. It was a close contest with CDC getting the edge after Billy Barker fought back with three in the seventh end, but CDC Skip, Ben Ruether delivered the shot of the night giving them the lead and securing victory.

Karin’s Deli and Health Foods defeated Gamache Construc-tion 7-3, grabbing an early lead.

Gamache attempted to get back in the game with a strong push in the fourth end, but couldn’t break through as Karin’s Deli and Health Foods took home the vic-tory.

Quesnel Lawn Care defeated Sky-Hi Scaffolding 6-4 in a back and forth game with QLC break-ing through with a last shot take out to earn the win.

Essential Business Service took home the win in the final match, defeating Service Electric 8-2. EBS took four in the fifth end to break a 2-2 tie and then stole one in the sixth end to cruise to victory.

This traditional festive cookie incorporates whole wheat flour to

provide a fibre boost with-out compromising flavour or texture.

Whole wheat gingerbread cookies

Prep time: 30 minutesChill time: 1 hourBake time: 9 minutesYields: approximately 6 dozen

(72) cookiesIngredients:• 1 cup (250 mL) unsalted

butter, softened

• 1 cup (250 mL) packed golden yellow sugar

• 1/4 cup (60 mL) 100% pure fancy molasses

• 1 large egg, lightly beaten• 1 tsp (5 mL) artificial vanilla

extract• 1/2 tsp (2 mL) iodized sea

salt• 1 1/2 cups (275 mL) whole

wheat flour• 1 1/2 cups (275 mL) all pur-

pose white flour• 2 tsp (10 mL) ground ginger• 2 tsp (10 mL) ground cin-

namon• 2 tsp (10 mL) baking cocoa• 2 tsp (10 mL) baking soda

Directions:1. In a large bowl, beat to-

gether butter and sugar until light and fluffy. Beat in molas-ses, egg, vanilla, and salt until combined.

2. In a separate bowl, whisk together dry ingredients; add to wet ingredients and mix until well blended and dough forms. Cover with plastic wrap and refrigerate for at least 1 hour before handling. If chilled over-night, allow the dough to warm up slightly or it may crack when it is rolled out.

3. Preheat oven to 350F (175C.) Line two baking trays

with parchment paper, set aside. Divide dough into four pieces; roll out one at a time keeping the remaining dough refriger-ated.

4. Roll dough to ¼ inch (½ cm) thickness on a lightly floured surface. Cut into desired shapes using floured cookie cutters. Carefully transfer to prepared baking trays.

5. Bake for 7 – 9 minutes, rotating trays top to bottom halfway through, or until cook-ies are set. Cool 1 – 2 minutes on the tray then transfer to a wire rack to cool completely before decorating.

Tips:Make a simple Royal Icing to

decorate. It will harden over-night, making the cookies stack-able for storage.

Lightly whisk together 1 egg white and ¼ tsp (1 mL) lemon juice. Gradually beat in 1 ½ - 2 ½ cups (375-625 mL) of icing sugar to desired consistency.

Tint using food colouring, then pipe onto cookies using a zipper storage bag with the corner snipped off.

Allow the icing to dry over-night before storing in an airtight container.
