Professional Development Welcomes Two New Instructors Meet Melissa Schulte and Danyel Burgett

Melissa Schulte and Danyel Burgett,
who collectively have more than 40
years of experience in early care and
education. Melissa will primarily have
professional development
responsibilities in New Castle County
with Danyel supporting Kent and
Sussex counties. Be sure to look for

Provider Spotlight: Wilmington Head Start, West 3rd Street Center
Learning and Love Team Up for Success
You can't help but smile when you visit the Wilmington Head
Start Child Care Center located on West 3rd Street.
In classroom 4, a four-year old wanders up to his teacher,
Miss Jennifer and says with all sincerity, "I love you with all
my heart." Miss Jennifer Wynn and Miss Elizabeth Burton are
just one of the center's team of teachers, all whom have

of experience in
the early child
care field. She
began her career
as a teacher
before transitioning to roles in
administration for Early Child Care
Learning Centers.
In addition to working at a center,
Melissa spent part of her career as an
adjunct professor for Delaware
Technical Community College and as
an educator with Poly Tech Adult
Education. She is a graduate of the
University of Delaware
Danyel Burgett
joins Joy Rowe
and will have
professional
development
responsibilities
in Kent and
Sussex Counties. Danyel has close to
15 years of experience in education.
Most recently, she spent seven years
living abroad supporting her
husband's military career while there
she held various roles in education
including working as a teacher and
principal. Prior to her family's
deployment, Danyel taught in Texas.
Danyel has an undergraduate degree
in communication design and a
master's degree in education.
created a safe, secure and loving atmosphere where learning
thrives.
This sentiment is a reflection of the very strong relationships
between children and teachers at this center.
"It all starts with engaged teachers," said Cindy Gibbs, the
education specialist and curriculum coordinator that has
been working with Wilmington Head Start programs for more
than 25 years. "We have devoted teachers and a supportive
staff which results in our teachers having confidence;
therefore, they are willing to try new things and grow in the
classroom."
"Here, the teachers support each other and encourage each
other," added Cherise Moore, center manager. "We are a big
family."
In addition to the strong teaching staff, both Cherise and
Cindy credit their program's success to PATHS®. The
PATHS curriculum is a comprehensive program for
promoting emotional and social competencies and reducing
aggression and behavior problems in young children while
simultaneously enhancing the educational process in the
classroom.
This is the center's second year working with the curriculum
and according to Cindy, "We are already seeing positive
outcomes. The activities we do from PATHS quickly bonds
the teacher and the child."
Finally, their work with Delaware Stars is another component
of what makes this center effective. "Working with Stars
holds us accountable," said Cindy. "Stars helps us implement
and attain that teacher and child interaction."
"Stars has taught us that there is always room for
improvement," added Cherise. "Because of Stars, we are
always striving to better take care of children and their
needs."

Curriculum & Assessment (C&A) Support
"Making a Difference" Presentation - "Screening Tool vs. Formative Assessment: What is the Difference"
The "Making a Difference Conference" is quickly
approaching. This year's program will feature several
presentations from Delaware Stars Curriculum and
Assessment (C&A) team.
A C&A Technical Assistant will address the distinction
between a screening tool and formative assessment in the
session "Screening Tool vs. Formative Assessment: What's the
Difference." This professional development delves into how
these two resources are used simultaneously in programs and
how they can support each other.
Additionally the conference will include options to learn more
about how to intentionally use curriculum and assessment
together as an ongoing system. The sessions are:
"Interpreting and Utilizing TS GOLD Data" - This
workshop will look at utilizing the GOLD Class Profile
Report and the Individual Report to plan for children.
"Using Assessment Data to Inform": Family Child Care
participants will look at a variety of assessment
resources, Teaching Strategies GOLD, Redleaf FCC
Curriculum Development Assessment, and FunShine
Express Child Progress Reports, to learn how to be
purposeful in planning for children's learning
experiences.
"Using the Project Approach in a Multi-Age Setting" -
This workshop will support Family Child Care
providers to create engaging experiences using
opportunities for children to investigate topics.

News from Delaware First Online Application Update
As you know, in November, Delaware First transitioned to an
online application. This was done to improve efficiency in
application processing and put you in control of your
qualifications documents. While paper applications are
currently still being accepted, this will change very soon.
As of August 1, 2019, paper applications for Delaware First
certificates will no longer be accepted by the Department of
Education. All educators must apply online after this date.
To assist you with this transition, please take the necessary
steps now to establish an online account and apply. This
link includes the process for applying online for qualification.

News From Purchase of Care (POC) CoPay Changes
As you may know, due to changes in federal regulations the
state was required to recalculate the parent co-payment in
an effort to eliminate barriers to employment and/or access
to childcare. The monthly co-payment will now be
determined based on a percentage of the family's gross
income and household size.
The rates are attached to this publication. For a better
understanding of the new structure and how to administer,
see Frequently Asked Questions attached to this publication.

Delaware Approved Comprehensive Curricula for Early Care and Education Updated December 2018
The published curricula listed below have been approved by the Delaware Department of Education, Office of Early Learning’s Curriculum and Assessment Approval Committee, for use by Delaware Stars early learning programs. Each meets the requirements of Delaware’s Curriculum Rubric (http://www.delawarestars.udel.edu/curriculum-child-assessment/) and may be used as the basis for meeting the Delaware Stars Essential Standard LC1. In addition, published curricula specific to corporate early learning programs that have previously been approved continue to be approved. Publishers of a curriculum that is not currently on this list, including published curricula specific to individual early learning programs, may request a review of their tool by contacting the Office of Early Learning at [email protected].

Previously Approved Curricula
The Delaware Department of Education, Office of Early Learning recognizes that curriculum developers release new editions to incorporate the most up-to-date research, processes, and standards to support whole child development. For this reason, starting January 1, 2021, early learning programs will need to verify Star level using a curriculum edition on the Delaware Approved Comprehensive Curricula for Early Care and Education List (Updated December 2018). Editions and curricula that are no longer on the approved list will continue to be accepted through December 31, 2020. The following curricula have been updated and the editions listed below will not be accepted after December 31, 2020.

Process for Applying Online for Qualification
The following is the process for requesting a review of qualifications for either an Early Care & Education Certificate or a School Age Certificate via the online application:
Step 1: Review PowerPoint Tutorial: Learn all about the Online Application, including how to apply, documentation to upload, printing certificates, etc.
Step 2: Request an IMS Account by going to: https://pubapps.doe.k12.de.us/sso/petitionacctdpec.aspx – once established you will automatically receive the Delaware First application
Step 3: Log in to your newly established IMS account at https://www.doe.k12.de.us; click on the Delaware First icon
Step 4: Complete the Profile, Education, and Professional Development (PD) Training Pages
Step 5: Complete the Experience Page - Print Verification of Experience form - applicant signs, administrator must verify and sign
Step 6: Upload your documents (documents must be in .pdf format) – we suggest using a flash drive
Step 7: Apply for qualification certificate
Step 8: Check the status of your qualifications application at any time
Step 9: Print certificate once it has been issued
Helpful Tips: Please make sure you are using Chrome, Firefox, Edge, or Safari as your browser application. Educators are not permitted to share their Sign On ID or password to their IMS account with another individual. College transcripts cannot be uploaded. They must be officially submitted via U.S. mail or electronically. If you need access to a computer, the Internet, or a scanner, please visit your local library. They can help you get started. Have general questions about documents, required coursework to qualify for a Delaware First certificate, please visit the Delaware First page at https://www.doe.k12.de.us/delawarefirst. If you get stuck along the way, talk with your program director, as they may be able to assist you. NOTE: In order to calculate the new Purchase of Care reimbursement rates, researchers reviewed a total number of providers per provider type (child care centers versus family child care) and county serving each age category. For childcare centers, researchers identified age categories served by each provider from the data provided by Children and Families First and from age-category information obtained from the Delaware Market Rate Study. For Family childcare, researchers estimated the number of providers that served the various age categories based on the outcome of the Delaware Market Rate Study.

Child Care Co-Pay Redesign Frequently Asked Questions and Answers
1. Q: All my families that now have a parent co-payment are also receiving the max
amount from the state. I am afraid that these are all incorrect State Fees. We need the correct state fee amount to determine a families POC + portion and to know what we will be receiving for all children. A: Example- I have an 18-month-old child who had a $19.92 parent fee with a state fee of $8.79. The new monthly Co-Pay is $246 and a state fee of $28.70. Copay is $246 per month State rate is $28.70 per day Authorized 5 full days per week Take $28.70 per day x 5 days per week = $143.50 Multiply $143.50 x 4.33 = $621.35; this is the monthly authorization value If there are 20 billable days in the month then the max a provider can receive is $28.70 x 20 = $574 Since the family co-pay is $246, subtract this amount from the max a provider can receive: $574-$246 = $328 to be paid by the state for that month To collect the fee on a weekly basis, divide $246 by the number of weeks in the month:
$246/4 = $61.50 per week $246/5 = $49.20 per week
2. Q: I have multiple families that previously had no parent fee and now have a significant
Monthly Co-Payment. Have these parents been notified of these changes? I feel that it is going to be difficult for these families to now pay for their childcare. A: Copay is now based on household size and income. DSS is no longer considering expenses as a deduction. There was also a change in how we determine if a family has a waived fee. Parents were notified via written correspondence on February 28th informing them of the upcoming change to parent copays. DSS sent notices to parents on March 16th informing them of their new copayment amounts.
3. Q: I have multiple families that were approved for an extended period and now are showing as expiring after March 31st and don’t have Parent Co-Pays for the months thereafter.
A: A new authorization should be in place for the remaining period of the original authorization. If a new authorization is not in place, it is possible that something else is going on with the case(s) and it would be helpful to have examples. 4. Q. We currently have multiple families that are enrolled in our school age program. Previously we would cut that child’s parent fee in half and charge them that amount daily. If the child attended the whole day for extended care we would charge the other half of their parent fee for Do we charge the parent co-payment regardless of part-time or full time? If we are supposed to cut the co-payment to reflect a part-day then how do, we determine that amount that is specifically for that child (As the co-payment isn’t child specific and most families have more than 1 child, not all attending part-day)? A: The parent is responsible for the entire monthly copay. The fee is no longer based on the type of care. It is based on household size and family income.
5. Q. Will there be a new POC + Worksheet provided to centers or should we continue to use old form? A: Yes, the POC Unit updated the worksheet and we will send an electronic version to OCCL on or before 3/29/2019 for dissemination to providers.
6. Q. Currently we are required to have each parent sign a POC worksheet to show what their current parent fee and state fee is. Should this be changed to reflect a family now? A: Yes, everything is based on family, so there should be one worksheet. It should not exceed the POC+ old amount.
7. Q: What if more than one child is approved for POC on our portal but not all children attend? Do you we still charge the whole co-payment? A: Yes, the whole co-payment is still charged.
8. Q. Currently only one child has the co-payment, how will this be reflected in our payment
summary from POC? Will it be broken down per child or by family? A: The copay is broken down by child, and in some cases, the whole co-payment will be satisfied by charging it to one child. In other cases, the fee will be spread over all enrolled children.
9. Q. Will there be any type of training or specific guidance that is put out to programs to help with the transition to this system? A: The POC Unit will have a Provider Meeting in April to discuss questions and concerns. In the interim, we are gathering questions, have created this FAQ document, and will be amending the document based on new scenarios on a weekly basis.
10. Q: Are we to move our parent billing from weekly to a monthly basis?
A: There is no requirement that providers charge this fee monthly, and it can be considered with respect to individual program’s cash flow needs and the ease of administration. Additionally, since April is the first month of implementation, we understand that the system programs create for April may need to be modified in future months based on program and family needs. You will not be penalized for making those changes. For those who would like to continue to charge the fees on a weekly basis, please see the example in question one.
11. Q: If we are a POC + Center, do we still charge the additional fee? A: Yes, you are still permitted to charge POC + fees.
12. Q: The portal also went from per child to per family - again with multiple children in the household how are we determining per child rates considering we have to bill per child.
A: If a family has a co-pay, it will be assigned to the youngest child. If the co-pay is maxed out on the youngest child, the other children will not have a co-pay. The state would be responsible for paying the full daily rate for each of the other children.
13. Q: I do have a few children in the portal still on the daily rate instead of the monthly A: You may have to clear your cache to refresh the system for the update to occur. In addition, if the families were approved prior to April 1, the changes would not show at this time because the family’s parent fees are under the old rules. The new co-pay fees should be visible on or after April 1st. We were also advised that Google Chrome works best as a browser and the use of other internet browsers may impact the system updates. If you are still seeing the old daily fee after April 1, please send the MCI number and the names of the children to the POC resource mailbox so that we can research the issue.
14. Q: Is the monthly co-pay pro-rated for months where we are partially opened? A: No. The family co-pay is based on the family size and family income. Fees will not be prorated.
