G.S.R. 45. – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules further to amend the Post of Chief Engineer (Electrical and

Mechanical) in the Ministry of Road Transport and Highways, in the Border Roads Organization, namely

:-

1. Short title and commencement – (1) These rules may be called the Border Roads

Engineering Service Group ‘A’ (Chief Engineer (Electrical and Mechanical) ) Recruitment Rules, 2002.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay – The number of the said post, its

classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the

Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications etc – The method of recruitment to the said

post, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14

of the said Schedule.

4. Disqualification._ No person, _

(a) Who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person.

Shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under

the personal law applicable to such person and the other party to the marriage and that there are other

grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. _ Where the Central Government is of the opinion that it is necessary

or expedient so to do. It may, by order, for reasons to be recorded in writing, and in consultation with

the Union Public Service Commission relax any of the provisions of these rules with respect to any class

or category of persons.

6. 6. Saving. _ Nothing in these rules shall affect reservations, relaxation of age limit and

other concessions to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward

classes, Ex-serviceman and other special categories of persons in accordance with the orders issued by

the Central Government from time to time, in this regard.

G.S.R. 190(E). – In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Border Roads Engineering Service Group ‘A’ Rules, 1977, in-so-far as they relate to the posts of Executive Engineer (Civil) and Executive Engineer (Electrical & Mechanical) Non-Functional Selection Grade, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Executive Engineer (Civil) and Executive Engineer (Electrical & Mechanical) Non-Functional Selection Grade, in the General Reserve Engineer Force in the Border Roads Development Board in the Ministry of Road Transport and Highways, namely:-

1. Short title and commencement – (1) These rules may be called the Border Roads

Engineering Service Executive Engineer (Civil) and Executive Engineer (Electrical & Mechanical) Non-

Functional Selection Grade (Group ‘A’ posts) Recruitment Rules, 2004.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application – These rules shall apply to the posts of specified in column 1 of the Schedule

annexed to these rules.

3. Number of posts, classification and scale of pay – The number of the said post, their

classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the said

Schedule.

4. Method of recruitment, age limit, qualifications etc – The method of recruitment to the

said post, age limit, qualification and other matters relating thereto shall be as specified in columns 5 to

14 of the said Schedule.

5. Disqualification._ No person, _

(a) Who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person.

Shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under

the personal law applicable to such person and the other party to the marriage and that there are other

grounds for so doing, exempt any person from the operation of this rule.

6. Powers to relax. _ Where the Central Government is of the opinion that it is necessary or

expedient so to do. It may, by order, for reasons to be recorded in writing, and in consultation with the

Union Public Service Commission relax any of the provisions of these rules with respect to any class or

category of persons.

7. Saving. _ Nothing in these rules shall affect reservations, relaxation of age limit and other

concessions to be provided for the Scheduled Castes, the Scheduled Tribes, and other special

categories of persons in accordance with the orders issued by the Central Government from time to

time, in this regard.

G.S.R. 57. – In exercise of the powers conferred by the proviso to article 309 of the Constitution and in superse4ssion of the Border Roads (Medical Officers Group ‘A’) Recruitment Rules, 1988 except as respects things done or omitted top be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group ‘A’ posts in the General Reserve Engineer Force, namely:-

1. Short title and commencement – (1) These rules may be called the Border Roads (Medical Officers Group ‘A’) Recruitment Rules, 2003. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application – These rules shall apply to the posts specified in column 1 of the Schedules annexed to these rules. 3. Number of posts, classification and scale of pay – The number of the said post, its classification and the scale of pay attached thereto, shall be as specified in columns 2 to 4 of the Schedule.

4.. Method of recruitment, age limit, qualifications etc – The method of recruitment to the said post, age limit, qualification and other matters relating thereto shall be as specified in columns 5 to 14 of the aforesaid Schedule.

5. Disqualification._ No person, _ (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person.

Shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Special requirement regarding liability to serve – Any person appointed to the service shall, if so required, be liable to serve in any Defence Services or post connected with the Defence of India for a period of not less than four years including the period spent on training, if any :

Provided that such a person, - (a) Shall not be required to serve as aforesaid after the expiry of ten years from the date of

appointment; and (b) Shall not ordinarily be required to serve as aforesaid after attaining the age of forty years.

7. Powers to relax. _ Where the Central Government is of the opinion that it is necessary or expedient so to do, It may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.

8. Saving. _ Nothing in these rules shall affect reservations, relaxation of age limit and other concessions to be provided for the Scheduled Castes, the Scheduled Tribes, Other backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time, in this regard.

Specialist Medical Officer or equivalent posts.

Note : The period of deputation including the period of deputation in another ex-cadre post

held immediately preceding this appointment in the same or some other organization/

G.S.R. 157. – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Border Roads Organisation (Hindi Officer Group ‘B’ Central Civil Posts) Recruitment Rules, 1982, namely:

period for promotion to the next higher grade

along with their juniors, who have already

completed such qualifying or eligibility service.

Deputation:-

Officers under Central Government (a) (i) Holding analogous posts on regular basis in the parent cadre/department;

OR with 3 years service in the grade rendered after appointment thereto on a regular basis in the pay scale ofRs.5500-175-9000 or equivalent in the parent/department. OR

With six years service in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs.5000-150-8 or equivalent in the parent cadre/department; AND (b) Possessing the following educational qualifications and experience :- Essential :

(i) Master’s Degree of a recognized University in Hindi with English as a subject at the degree level.

OR

Master’s Degree of a recognized University in English with Hindi as a subject at the degree level.

OR

Master’s Degree of a recognized University in any subject with Hindi as a subject at the degree level.

OR

Master’s Degree of a recognized University in any subject with Hindi medium and English as a subject at the degree level.

OR

Master’s Degree of a recognized University in any subject with English medium and Hindi as a subject at the degree level.

(ii) Five years experience of terminological work in Hindi and/or translation work from

English to Hindi or vice versa, preferably of Technical or Scientific Literature.

OR

Five years experience of Teaching, Research, writing or journalism in Hindi.

Desirable : (i) Knowledge of Sanskrit and/or a modern Indian Language.

(ii) Administrative experience.

(iii)Experience of organizing Hindi Classes or Workshops for noting and drafting.

NOTE : The Departmental Officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation, Similarly, deputationists shall not be eligible for consideration for appointment by promotion. (Period of deputation including period of deputation spent on any other Central/State Government Department, shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall not exceed 56 years as on the closing date of receipt of application
