ISLE OF WIGHT CRICKET BOARD LIMITEDSTANDARD COMPETITION RULES AND PLAYING REGULATIONSAll matches will be played under the ECB Code of Conductand Spirit of Cricket.

The following will apply to both League and Cup Competitions. Further Rules andPlaying Conditions that specifically apply to League OR Cup are detailedimmediately after these Standard Rules. Rules AND Regulations amended March2013

1.Eligibility to EnterCompetitions shall be open to all clubs affiliated to the Isle of Wight Cricket BoardLimited (IWCB). The control and administration of all competitions shall be by theIsle of Wight Cricket Board Clubs Executive Committee (IWCBCC) and alldecisions of that Committee shall be final.

2.Matches will be played under the laws of cricket code 2009 disregarding anyspecial regulations for Test and First Class matches, with the following exceptions:

EXCEPTIONS: DIVISION 2

Penalty Runs:Law: 2.6.(iii) Player returning to the field without permission.Law 17.1.(d) Practice on the field.Law:18.5.(a)(iii) Deliberate short running.Law:42.4.(i) Deliberate attempt to distract striker.Law 42.9.(b)(i) Time wasting by the fielding side.Law 42.10.(b)(i) Time wasting by the batsman.Law 42.13.(b)(i) Fielder damaging the pitch.Law 42.14.(c)(i) Batsman damaging the pitchLaw 42.16.(iii) Batsman stealing a run.

3.Entering the LeagueClubs participating in any given season will automatically be included in thatcompetition the following season unless the IWCBCC Competition Secretary isnotified in writing to the contrary before 30th September of the year preceding theCompetition. Clubs that are eligible, and wish to participate in a competition buthave not done so in the previous season, must advise the IWCBCC CompetitionSecretary by 30th September of the year preceding the competition.

4.Entry FeeAn entry fee per team per season, as agreed at the Annual General Meeting will becharged and must be paid to the IWCB before the 30th April of each year of thecompetition.

5.FixturesFixtures will be arranged by the IWCBCC Competition Secretary and Club FixtureSecretaries at a meeting held for that purpose, prior to the season. Oncearranged, matches will be played on the dates published in the IWCB fixture listand may only be varied with the consent of both Clubs and prior approval of theIWCBCC Competition Secretary.

6.Under 18 PlayersA player aged 18 years or over on 1st September prior to the start of the seasonmay play for one Club in each competition only during the season, except inDivision 2 where players can play league games for other division 2 sides if notselected by there club. No player shall be eligible for selection unless he is a bonafide member of the Club for which he is playing. Players aged 17 years or underon 1st September prior to the season may play for more than one Club in acompetition during the season and DO NOT have to be bona fide members of thatClub. It is the responsibility of that Club to ensure adequate insurancearrangements are in place to cover such players mentioned above in the event ofaccident or injury to them or any third party arising from their action(s).

7.TEAM SHEETSA team sheet, nominating his players, must be submitted by each Captain andgiven to each Umpire prior to the toss for innings. These team sheets must list theage of all players under the age of 18. Team sheets will be retained by the umpiresuntil the end of the season.

8.OVERSEAS / CONTRACTED PLAYERS

DefinitionThe definition of “Overseas Player” for the purposes of the IWCB is set out in theflow chart below.

A “Contracted Player” for the purposes of the IWCB is a player who receivesremuneration for playing cricket.

Registration of Overseas/Contracted PlayersAll players who may fall into the category of Overseas Players must be registeredwith the IWCBCC Competition Secretary at least seven (7) days prior to the firstmatch played by that player. A player may be registered by telephoneconversation with the IWCBCC Competition Secretary to be followed by writtenconfirmation within six daysIt is the duty of the Club to satisfy itself that any player who may be considered tobe an Overseas Player is registered in such a way. Failure to do so will result insanctions (see “Penalty for breach of Rule 8” below).

2.Matches will be played under the laws of cricket code 2009 disregarding anyspecial regulations for Test and First Class matches, with the following exceptions:

3.Entering the LeagueClubs participating in any given season will automatically be included in thatcompetition the following season unless the IWCBCC Competition Secretary isnotified in writing to the contrary before 30th September of the year preceding theCompetition. Clubs that are eligible, and wish to participate in a competition buthave not done so in the previous season, must advise the IWCBCC CompetitionSecretary by 30th September of the year preceding the competition.

4.Entry FeeAn entry fee per team per season, as agreed at the Annual General Meeting will becharged and must be paid to the IWCB before the 30th April of each year of thecompetition.

5.FixturesFixtures will be arranged by the IWCBCC Competition Secretary and Club FixtureSecretaries at a meeting held for that purpose, prior to the season. Oncearranged, matches will be played on the dates published in the IWCB fixture listand may only be varied with the consent of both Clubs and prior approval of theIWCBCC Competition Secretary.

6.Under 18 PlayersA player aged 18 years or over on 1st September prior to the start of the seasonmay play for one Club in each competition only during the season, except inDivision 2 where players can play league games for other division 2 sides if notselected by there club. No player shall be eligible for selection unless he is a bonafide member of the Club for which he is playing. Players aged 17 years or underon 1st September prior to the season may play for more than one Club in acompetition during the season and DO NOT have to be bona fide members of thatClub. It is the responsibility of that Club to ensure adequate insurancearrangements are in place to cover such players mentioned above in the event ofaccident or injury to them or any third party arising from their action(s).

7.TEAM SHEETSA team sheet, nominating his players, must be submitted by each Captain andgiven to each Umpire prior to the toss for innings. These team sheets must list theage of all players under the age of 18. Team sheets will be retained by the umpiresuntil the end of the season.

8.OVERSEAS / CONTRACTED PLAYERS

DefinitionThe definition of “Overseas Player” for the purposes of the IWCB is set out in theflow chart below.

A “Contracted Player” for the purposes of the IWCB is a player who receivesremuneration for playing cricket.

Registration of Overseas/Contracted PlayersAll players who may fall into the category of Overseas Players must be registeredwith the IWCBCC Competition Secretary at least seven (7) days prior to the firstmatch played by that player. A player may be registered by telephoneconversation with the IWCBCC Competition Secretary to be followed by writtenconfirmation within six daysIt is the duty of the Club to satisfy itself that any player who may be considered tobe an Overseas Player is registered in such a way. Failure to do so will result insanctions (see “Penalty for breach of Rule 8” below).

10.MATCH RESULT REPORTING(a) The Home Club in any match shall be responsible for ensuring the result iscorrectly recorded onto the IWCB website via the scorecard section within 48hours of the completion of the game. Should the match be abandoned withoutplay being commenced this must be recorded on the scorecard in the resultsection via the website. Both team lists and umpires should still be inputted alongwith the result of abandoned. In the event of failure to comply with this rule theHOME Club will be subject to a £10 fine paid within 14 days of notification fromthe league secretary.

11.UMPIRES(a) In all Division One fixtures, Umpires will be appointed from an Umpires Panel.In all other Divisions, each team will be responsible for providing, in every Leaguematch, an Umpire approved by the relevant committee of the IWCB. In the eventthat a team fails to provide an approved Umpire, any person officiating in thatcapacity, in substitution, shall do so only at the striker's end and the team may, atthe discretion of the IWCBCC Competition Secretary, be subject to a deduction offive points. Each team will also be responsible for providing a Scorer.If no approved umpire is available, the game may be played on the agreement ofthe two clubs. Any one umpiring in such a match must assume the full role andresponsibilities of an umpire.(b)In all Senior Cup matches, and the Fred Winter Cup Final, Umpires will beappointed. Each team will also be responsible for providing a Scorer.(c) Umpires are instructed to apply a very strict and consistent interpretation whenjudging a wide ball in order to prevent negative bowling wide of the wicket or overthe batsman's head, when the penalty shall be a 'no ball'. The following criteriashould be adopted as a guide to Umpires: if a ball passes either side of the wicketsufficiently wide to make it impossible for the striker to play a 'normal cricketstroke' from where he is standing and from where he should normally be standingat the crease, the Umpire should call and signal 'WIDE BALL'

12.MATCH BALLSThe make and standard of match balls to be used in competitions will beapproved by the IWCB.

13.TEASTea shall be taken between innings where practical. If the Captains and Umpiresagree that this is not practical, then the second innings can only begin providedthat a minimum of ten overs is bowled at the team batting second before tea istaken.

14.PROTECTED AREA MARKINGOn a grass pitch, to mark the protected area, a small white mark will be placed oneither side of the pitch five feet from the popping crease. Further white marks willbe placed on the bowling crease one foot either side of the centre stump. Themarks will be placed at both ends of the pitch.

LEAGUE - ADDITIONAL RULES

1.In Division 1, each Club will play each other twice in a season on a Home andAway basis. In all other Divisions the IWCB Clubs Committee will determine thefixtures annually.

In Division 2 each team will play each other once.

2 In Division 1, the Home Club shall be responsible for providing 2(TWO) newballs of the approved make and standard. A new ball will be used from the start ofeach innings. In ALL OTHER DIVISIONS, the Home Club shall be responsible forthe provision of 1(ONE) new ball of the approved make and standard. The new ballwill be used from the start of the first innings.

At the end of each season, promotion and relegation will take place. If a second XIteam wins Division 2 then the highest place non- second XI team shall bepromoted. For the 2012 season there will be no relegation from Division 1.

LEAGUE - ADDITIONAL PLAYING REGULATIONS

1. In DIVISION ONE, all matches will commence at 13:30 with the toss to becompleted no later than 30 minutes before the scheduled start of play. If in theopinion of the Umpires, a team is responsible for a late start they will be deducted2 points. In ALL OTHER DIVISIONS all matches will commence at 14:00. TeamCaptains and Umpires must agree before play commences, the latest time atwhich play can finish, to allow subsequent changes in the number of overs shouldplay be interrupted by bad weather or any other unavoidable condition. In theevent of an agreement not being reached, close of play will be 19.30. If the start isdelayed or time is lost during the innings of the team batting first, one over perteam is deducted for every 7 minutes lost.

2. In DIVISION ONE, a side is required to bowl its 45 overs to the opposing side(or alternatively, close the opposition innings) within 2 hours 45minutes of thecommencement of the innings. For every complete over not bowled at the cut-offpoint of 2 hours 45 minutes from the commencement of the innings, the fieldingside shall be penalized as in the table below. However, the full 45 overs shall stillbe bowled (barring weather interruptions or any other unavoidable condition). Incalculating the cut-off point of 2 hours 45 minutes for the purposes of this rule, theUmpires shall have an absolute discretion to allow additional time to the fieldingside in the event of, for example, injuries, lost balls and other incidents that in theview of the Umpires would be inequitable to disregard when considering theamount of actual playing time available to the fielding side

3. In the event of a suspension of play during an over of the innings of the teambatting first, and the innings is not resumed, the over shall be considered to havebeen completed for calculation purposes

4. In the event of time being lost during the innings of the team batting second, arevised target score shall be determined based on the average run rate over thefirst innings. The revised target will be calculated on the basis of the amount oftime still available up to 19.20; one over for every 3.5 minutes of playing timeremaining.

5. In the event of a team batting first being all out in less than their full quota ofovers, the calculation of their average run-rate shall be based on the full quota ofovers to which they would have been entitled and not on the numbers of overs inwhich they were dismissed.

6. In the event of an overs reduction at the start of the match, the allocation toeach bowler shall be reduced proportionately.

7. In the event of a bowler becoming incapacitated and unable to complete anover, or a bowler inadvertently exceeding his permitted number of deliveries, theremaining balls will be bowled by another player who has not completed his totalallocation of overs. Such part of an over will count as an over only insofar as eachbowler's allocation is concerned. This provision shall also apply if a bowler istaken off under Law 42 (Unfair Play).

8. All Saturday league matches shall be of one innings per side. In Division 1maximum duration shall be 45 overs per side, in all other Divisions 40 overs per

It is the responsibility of the Club to ensure compliance with Rule 5. Any breach ofthis rule will result in the Club being disqualified. A player who has played in theFred Winter Cup during that particular season may play subsequently in the SeniorCup.

6. Rule 5 above does not apply to players aged under 18 years.

FRED WINTER CUP - ADDITIONAL PLAYING REGULATIONS

1.All matches will commence at 14.00 with the toss to be completed no later than30 minutes before the scheduled start of play. Team Captains and Umpires mustagree before play commences the latest time at which play can finish to allowsubsequent changes in the number of overs should play be interrupted by badweather or any other unavoidable condition. In the event of an agreement notbeing reached, close of play will be 19.30. If the start is delayed or time is lostduring the team batting first, one over per team is deducted for every 7 minuteslost.

a) In the event of a suspension of play during an over of the innings of the teambatting first, and the innings is not resumed, the over shall be considered to havebeen completed for calculation purposes.b) In the event of time being lost during the innings of the team batting second, arevised target score shall be determined based on the average run rate over thefirst innings. The revised target will be calculated on the basis of the amount oftime still available up to 19.30; one over for every 3.5 minutes of playing timeremaining.c) In the event of a team batting first being all out in less than their full quota ofovers, the calculation of their average run-rate shall be based on the full quota ofovers to which they would have been entitled and not on the numbers of overs inwhich they were dismissed.d) In the event of an overs reduction at the start of the match, the allocation toeach bowler shall be reduced proportionately.e) In the event of a bowler becoming incapacitated and unable to complete anover, or a bowler inadvertently exceeds his permitted number of deliveries, theremaining balls will be bowled by another player who has not completed histotal allocation of overs. Such part of an over will count as an over only insofar aseach bowler's allocation is concerned.

f) This provision shall also apply if a bowler is taken off under Law 42 (Unfair Play).

2 Matches will be played on a Saturday on a 40 over basis, unless a different dayis agreed by the IWCBCC Competition Secretary

3. In any match, no bowler may bowl more than 8 overs.

8. The team scoring the most runs is the winner. In the event of the scores beingequal, the result shall be a tie.

In Under 13 Competitions the player must be aged 12 years orunder on the 31st August of the year preceding the season of play.In Under-15 Competitions the player must be aged 14 years or under on 31stAugust of the year preceding the season of play.10. The Home Club in any match shall be responsible for ensuring that the result isrecorded on the Isle of Wight Cricket Board’s Website within 48hr of the game.Failure to input the scorecard within the time frame or if a scorecard is submittedincomplete the club will fined £10 each time.11. Under 11 League matches will be played on a Sunday morning starting at10.30 and finishing by 12.30. All Under 13 and 15 League Matches will be playedon a Monday night. In the event of a game being cancelled because of theweather, matches will not be rearranged and points will be shared12. Each season will have a start and finish date sufficient to ensure as far aspossible all scheduled matches are played.13. Friendly games can be arranged and played at any time.14. Clubs unable to for fill their fixture because of the state of their pitch can playat another venue if both teams are in agreement.15. Clubs may mutually bring forward games with the agreement of the fixturessecretary, as long as this is decided before the start of the season.16. U13 & U15 Cup games will be played on a Tuesday and U11 Cup games willbe on Sundays, but all cup games must be played before the next round date.

PLAYING REGULATIONSMatches will be played under the Laws of Cricket 2003, disregarding any SpecialRegulations for Test and First Class Matches, with the exception of:

Under-11 Competitions Regulations1. A team can only use 8 players when fielding, however a team can consist ofmore than 8 players but only 8 can bat. The extra players may bowl and fieldencouraging more players at clubs to be involved in the match.2. A match shall consist of 2 innings, each of 16 overs with each team startingwith a score of 200.3. The batting side is divided into 4 pairs of batsmen with each pair batting for 4overs.4. Each time a batsmen is given out, the loss of the wicket is recorded on thescore sheet and that team loses 5 runs off their score. The batsmen change endsand continue batting as a pair for the rest of the 4 overs. All runs scored during the4 overs are credited to the pair. Sundries are scored in the bowlers boxes.5. No extra balls are given for wides or no balls and they will count as 2 runsexcept for the last over when extra balls plus runs will be used.6. 7 members of the fielding side must bowl at least 1 over each, and no playermay bowl more than 3 overs. There will be a nominated wicket keeper who doesnot have to bowl but can if required.7. The maximum boundary is 40 metres.8. If 16 overs cannot be played, the managers need to decide before the gamestarts how many overs per side are to be bowled. If bad weather delays the startof the first innings or suspends the length of either innings, the number of overswill be arranged so that each side bats for the same number of overs as follows: 8overs minimum per side = 2 overs a pair, pro rata.(a) In the event of a suspension, or suspensions of play, during the innings of theteam batting first, the quota of overs per team will be reduced by such a numberthat will result when the total number of overs in a match is reduced by dividingthe minutes lost by three.(b) In the event of a suspension of play during an over in the innings of the teambatting first, and the innings is not resumed, the over shall be considered to havebeen completed for calculation purposes.(c) In the event of a suspension, or suspensions of play, during the innings of theteam batting second, the quota of overs for their innings will be reduced by thesame calculation as in paragraph (a) above.

Batter will retire when they reach a personal total of 25 but can return to thecrease if 6 wickets have fallen, but in the order they retired.5. An innings will be over when 16 overs have been bowled or when 7 wicketshave fallen.6. 1. BASIC PROCEDURES & GUIDELINES

The Isle of Wight Cricket Board and participating teams shall operate aDisciplinary Policy in accordance with the current Disciplinary Rules operatingwithin the jurisdiction of the England & Wales Cricket Board. (The E.C.B “Code ofConduct and Spirit of Cricket” statement).

These rules shall apply to all League, Cup, Representative, Intermediate, Juniorand indoor matches played under the auspices of the Isle of Wight Cricket Boardand any functions organised by the Board (Any reference to clubs shall includerepresentative matches)

Any Under 18 involved in the process will be accompanied by an adult and theissue passed onto the County Welfare Officer.

2. MAINTENANCE OF DISCIPLINEThe IW Cricket Board is the authoritative body in respect of discipline and shalltake whatever measures are required to maintain an acceptably high standard ofbehaviour and inflict appropriate penalties.The Board shall appoint a Disciplinary Procedure panel, which, together with theBoard Disciplinary Chairman, will be responsible for the overall management ofdisciplinary matters and deal promptly with any complaint or incident.

In the event of Disciplinary Hearing being required, the Disciplinary Chairman shallappoint an impartial Disciplinary Panel, which will consider the details of thealleged misconduct and the response of the alleged offender.

Upon conclusion of the Hearing, the Panel shall reach a verdict, via a simplemajority, and impose such penalties as are appropriate within the Guidelines setout in the Schedule of Disciplinary Penalties.

3. CODE OF CONDUCTAll member clubs and their players, officials and supporters are bound by theDisciplinary Rules and shall conduct themselves accordingly.

Unsatisfactory conduct shall include, but not be limited to• Dissent at an umpire’s decision or reaction in a provocative or disapprovingmanner, whether verbal or written.• Physical abuse, intimidation, assault or attempt to intimidate or assault anumpire, official, player or spectator.

• The use of crude, foul or abusive language or the making of offensive gesturesor hand signals whether directed at an individual or otherwise.• Sledging or deliberate distraction of an opponent and persisting appealing inorder to pressurise an umpire or opponent.• Any form of abuse or discrimination, relating to race, religion, creed, or of anyother nature.• Willful damage to property, equipment or playing surface.• The use or distribution of illegal drugs or substances.• Un-gentlemanly conduct or any other action that is likely to bring the League,Club or Game of Cricket into disrepute or prejudice its good name or interests.• Repeated infringements of the Spirit of the Game either by an individual or ateam, where each Infringement, in itself, does not warrant any disciplinary action.(Such instances will result in a Disciplinary Hearing and the captain will be heldresponsible for the conduct of his team).• The falsification of documents.• Providing false or misleading information or otherwise perverting the course ofany investigation by the League.• Unacceptable behavior, by word or action, at any function organised by theLeague.• The publication, public display or inclusion in a website, facebook, twitter orblog of unsuitable or derogatory literature either by a club or by an individual.

4. RESPONSIBILITY FOR MAINTAINING DISCIPLINE

a. Member Clubsi. The Club has overall responsibility for the behaviour of its members andmaintaining discipline and, if it fails to properly control or discipline any personassociated with the club with regard to misconduct: it shall be answerable to acharge of ‘Unsatisfactory Conduct’

ii. Clubs are required to establish and operate their own Disciplinary Rules andProcedure, in a pro-active manner, in accordance with E.C.B. DisciplinaryGuidelines and to ensure that they have the power and machinery to deal with anymisconduct by their players or members. Clubs should ensure that they areadequately protected in situations where disciplinary action is required.

b. CaptainsThe Captain is also responsible at all times for the behaviour of his players andmust ensure that play is conducted within the spirit of the game as well as withinthe Laws of Cricket. Failure to take suitable action against an offender will renderthe captain liable to a charge of ‘Unsatisfactory Conduct’

5. REPORTING AN INCIDENTIn order to maintain a high standard of behaviour it is important that any incidentof misconduct or improper behaviour is reported to the League DisciplinaryChairman with the utmost urgency.

a. Any complaint relating to incidents of misconduct or improper behaviour shouldbe notified to the Disciplinary Panel Chairman within three days, following theincident, by telephone and be confirmed in writing. Any incident coming to theattention of the Disciplinary Committee outside this time, will in any event, beinvestigated by the Disciplinary Chairman and appropriate action taken.

b. Complaints or protests of a non-disciplinary nature, such as a breach of theLeague Rules, shall be submitted to the league or county secretary, to be dealtwith by other means.

c. Upon becoming aware of an incident as per paragraph (a) hereof, theDisciplinary Chairman and Committee shall determine whether:

i. Adequate action has been taken by the Clubii. The incident be recorded on fileiii. A written warning be issuediv. A Summary Penalty be imposedv. A Disciplinary Inquiry / Hearing be convened

6. COURSES OF ACTION TO BE TAKEN FOLLOWING AN INCIDENTIn order that disciplinary incidents can be dealt with speedily it is essential thatboth Clubs and the Board Disciplinary Panel work closely to ensure that anypenalties imposed against an offender are both appropriate and effective.

a. Club Disciplinary Hearing

In the event of an incident involving one of their players, members or supportersoccurring, clubs are required to instigate their own investigation and takeappropriate action against offenders, irrespective of whether the incident has been

The Chairman will close the meeting and will not allow any further submissionsor comments either about the decision, penalties imposed or any other matter.

11. APPEAL PROCEDUREIn the interest of justice any club, player, official, spectator or individual who hasbeen handed a penalty in respect of a disciplinary issue shall have a Right ofAppeal. Such appeals will be heard by an entirely new panel whose decision shallbe final and binding on all parties.In order to be valid, an appeal against the findings of a Disciplinary Hearing mustbe received, in writing, by the Board Chairman within two days of the originalhearing or imposition of a penalty.The appeal must specify the grounds for the appeal and in relation to findings andpenalties.Any appeal must be accompanied by a deposit of £50 which will be retained,either wholly or partially if the appeal is not totally successful.Any appeal following the imposition of a Summary Penalty must be lodged withintwo days. The offender shall be entitled to request a Disciplinary Hearing inconnection with the decision and/or penalty imposed. Should such a request bemade, a Disciplinary Hearing will be arranged to take place no later than 7 daysfrom that date, Such hearing to be conducted by the Disciplinary Appeal Panel,

whose decision shall be final.No notice of appeal will be accepted in the event of failure to give such notice inaccordance with this rule, save that the Disciplinary Appeal Panel shall have thepower to accept an appeal out of time only in exceptional circumstances.Methods of appeal are as follows:a. Re. Club HearingAn appeal against a decision made, and penalty imposed, at a club disciplinaryhearing will, usually, be considered within the appeal arrangements specifiedwithin the club’s Disciplinary Rules. However the appeal may be conducted by theBoard Disciplinary Appeal Panel if:

Upon receipt of the Appeal, which must be lodgedwithin 2 days of the original decision, the Secretary shall convene a meeting of theDisciplinary Appeal Committee and give no less than 5 days notice.

The Appeals Committee shall comprise a Chairman, Secretary and threeappointed persons who have no affiliation to either Club or individual involved inthe complaints situation. Panel members shall each have one vote. Additionally,the Chairman shall have an extra casting vote in the event of a deadlock situation.

d. DecisionThe Disciplinary Appeals Panel shall have the power to vary the penalties imposedby the Disciplinary Committee, either by upholding, reducing or increasing thesame, in accordance with the tariff of penalties.

The decision shall be given to the offending individual(s) and Club at theconclusion of the Appeal Hearing, to be confirmed in writing within 14 days.The decision of the Appeals panel shall be final and binding on all parties.

12. NOTIFICATION AND RECORDING OF OFFENCES

As indicated above, any disciplinary action taken by a club against one of itsmembers must be fully reported to the Board Disciplinary Chairman. Allinformation relating to Disciplinary matters will be retained by the Board and beavailable to all Officers of all Clubs and Leagues affiliated to the ECB.Details of penalties imposed on clubs and individuals will be displayed on theleague’s website

ECB Safety Guidance on the Wearing of Cricket Helmetsby Young Players

In February 2000 the England and Wales Cricket Board (ECB) issued safetyguidance on the wearing of helmets by young players up to the age of 18. In brief,the guidance recommends that:• helmets with a faceguard or grille should be worn when batting against a hardcricket ball in matches and in practice sessions• young players should regard a helmet with a faceguard as a normal item ofprotective equipment when batting, together with pads, gloves and, for boys, anabdominal protector (box)• young wicket keepers should wear a helmet with a faceguard, or a wicketkeeperface protector when standing up to the stumps.With the assistance of schools, cricket clubs and leagues, the wearing of helmetsby young players is now standard practice in cricket throughout England andWales. Helmets are widely available and are covered by a British Standard(BS7928:1998). A face protector represents an alternative head protection systemforyoung wicket keepers. Face protectors are, at the time of publication of thisguidance, a relatively new innovation. Wicketkeeper Face Protectors are coveredby a newBritish Standard (BS 7928 – 2 :2009).The original guidance allowed parents or guardians to give their written consent toallow a young player not to wear a helmet. However now parental consent not towear a helmet should not be accepted in any form of cricket.This guidance applies to all players up to the age of 18, both in adult cricket and inall junior cricket played with a hard cricket ball.The guidance also applies during all practice sessions.Any individual taking responsibility for players shouldtake all reasonable steps to ensure that this guidance isfollowed at all times.The ECB asks that the guidance is communicated to the parents or guardians ofall young players through clubs and schools, and that young players are notallowed to bat or stand up to the stumps when keeping wicket against a hard ballwithout wearing appropriateprotection.

ECB Fast Bowling Match Directives

Issued October 2009. For any subsequent changes visit www.play-cricket.comAge Max. overs Max. overs per spell per dayUp to 13 5 10 U14, U15 6 12 U16, U17, U18, U19 7 18For the purpose of these Directives a fast bowler is defined as a bowler to whom awicket keeper in the same age group would in normal circumstances stand backto take the ball. Having completed a spell the bowler cannot bowl again,from either end, until the equivalent number of overs to the length of his* spellhave been bowled from the same end. A bowler can change ends without endinghis current spell provided that he bowls the next over that he legally can from theother end. If this does not happen his spell is deemed to be concluded. If play isinterrupted, for any reason, for less than 40 minutes any spell in progress at thetime of the interruption can be continued after the interruption up to the maximumnumber of overs per spell for the appropriate age group. If the spell is notcontinued after the interruption the bowler cannot bowl again, from either end,until the equivalent number of overs to the length of his spell before theinterruption have been bowled from the same end. If the interruption is of 40minutes or more, whether scheduled or not, the bowler can commence a newspell immediately.

Once a bowler covered by these Directives has bowled in a match he cannotexceed the maximum number overs per day for his age group even if hesubsequently bowls spin. He can exceed the maximum overs per spell if bowlingspin, but cannot then revert to bowling fast until an equivalent number of overs tothe length of his spell have been bowled from the same end. If he bowls spinwithout exceeding the maximum number of overs in a spell the maximum willapply as soon as he reverts to bowling fast. Captains, Team Managers andUmpires are asked to ensure that these Directives are followed at all times. Forguidance it is recommended that in any 7 day period a fast bowler should notbowl more than 4 days in that period and for a maximum of 2 days in a row. Agegroups are based on the age of the player at midnight on 31st August in the yearpreceding the current season.

Wicketkeeper Face Protectors are coveredby a newBritish Standard (BS 7928 – 2 :2009).The original guidance allowed parents or guardians to give their written consent toallow a young player not to wear a helmet. However now parental consent not towear a helmet should not be accepted in any form of cricket.This guidance applies to all players up to the age of 18, both in adult cricket and inall junior cricket played with a hard cricket ball.The guidance also applies during all practice sessions.Any individual taking responsibility for players shouldtake all reasonable steps to ensure that this guidance isfollowed at all times.The ECB asks that the guidance is communicated to the parents or guardians ofall young players through clubs and schools, and that young players are notallowed to bat or stand up to the stumps when keeping wicket against a hard ballwithout wearing appropriateprotection.

ECB Fast Bowling Match Directives

For any subsequent changes visit www.play-cricket.comAge Max. overs Max. overs per spell per dayUp to 13 5 10 U14, U15 6 12 U16, U17, U18, U19 7 18For the purpose of these Directives a fast bowler is defined as a bowler to whom awicket keeper in the same age group would in normal circumstances stand backto take the ball. Having completed a spell the bowler cannot bowl again,from either end, until the equivalent number of overs to the length of his* spellhave been bowled from the same end. A bowler can change ends without endinghis current spell provided that he bowls the next over that he legally can from theother end. If this does not happen his spell is deemed to be concluded. If play isinterrupted, for any reason, for less than 40 minutes any spell in progress at thetime of the interruption can be continued after the interruption up to the maximumnumber of overs per spell for the appropriate age group. If the spell is notcontinued after the interruption the bowler cannot bowl again, from either end,until the equivalent number of overs to the length of his spell before theinterruption have been bowled from the same end. If the interruption is of 40minutes or more, whether scheduled or not, the bowler can commence a newspell immediately.

Once a bowler covered by these Directives has bowled in a match he cannotexceed the maximum number overs per day for his age group even if hesubsequently bowls spin. He can exceed the maximum overs per spell if bowlingspin, but cannot then revert to bowling fast until an equivalent number of overs tothe length of his spell have been bowled from the same end. If he bowls spinwithout exceeding the maximum number of overs in a spell the maximum willapply as soon as he reverts to bowling fast. Captains, Team Managers andUmpires are asked to ensure that these Directives are followed at all times. Forguidance it is recommended that in any 7 day period a fast bowler should notbowl more than 4 days in that period and for a maximum of 2 days in a row. Agegroups are based on the age of the player at midnight on 31st August in the yearpreceding the current season.
