Who we are

High level summary
• Directorate functioning well • New senior management, but many staff
retained (continuity ensured); – DVC-BL given added responsibilities for tactical
liaison with CGHQ RBS personnel – ANACO-RB to handle liaison with NASBLA
• Key missions continue (e.g., liaison with partners, intelligence, communication), but there are also exciting new opportunities

Key priorities
• Work to enhance relationship between Auxiliary and CG RBS personnel to support strategic vision to be the key RBS partner
• Maintain/enhance communications with field and partners
• Gather and share information on CG and partner activities with other directorates
• Work with V to develop and implement pilot program on measuring wear rates for life jackets

• Support Coast Guard and Auxiliary Strategic Plans for RBS
• Provide analytical assistance to CG RBS and NASBLA ERAC in support of developing and improving data and analysis of boating accidents
• Maintain effective liaison with states – Develop/expand programs with
NASBLA and other state agencies – State liaison staff to provide statistical
information to agencies 5
Key priorities
• Maintain effective liaison with our valued partners including: – USPS/AUX joint programs – American Canoe Association – Publication Partners (Bonnier, Southern Boating
and others) – American Sailing Association – Boy Scouts of America, Sea Cadets, and related – Army Corps of Engineers joint projects – NSBC/NWSC – Orion and other safety partner, and – Boat U.S.

New opportunity
• CG RBS efforts and those of its partners are keyed to increasing life jacket wear rates
• Accurate measurements of actual wear rates are important in judging the success of these programs
• The CG has funded a contractor, JSI, to do annual surveys of life jacket wear rates for the past several years

Valuable, but costly
• Survey costs vary year by year, but are expensive nonetheless
• Cost of 2011 report; $675,000
• CG RBS budgets under strain and there is considerable incentive to reduce the cost of this survey

Pilot program
• Measure 2013 wear rates in two states in parallel with JSI to ensure comparability of results
• To do this we need to: – Develop training materials – Recruit and train personnel for pilot program – Work with JSI to validate survey results – Make decision on future of pilot program

Next 90 days
• Continue analytical support to CG RBS (via ERAC): – Improvements to Boating Statistics – Analysis of data from National Boating Survey – Selection of human factors descriptors for
BARD
• Develop plan for wear rate pilot program, including development of training materials

• Enhance directorate web site, including links to partners
• Continue publication and improvement of directorate outreach materials
• Resolve pending issues on MOUs
• Continue support of other RBS Directorates

• Continued search for potential new partners – Need to develop screening and selection
procedure and possible levels of engagement (tiered system)
– Several candidates identified
• SLOs work with district leadership and partner with other DSOs to meet RBS goals – Assist in developing goals with SLO – Work together on National Safe Boating week and
other opportunities with the SLO and state representatives
