COMMERCIALIZATION BY OUTSOURCING• It is the intent of the Government to increase commercialization through

outsourcing work not identified as MSFC’s manufacturing core capability• Outsourcing is defined as work performed outside Redstone Arsenal and

outside the contract.• Core capability is defined as R&D hardware products and manufacturing

processes for MSFC in-house designs that require close and continual collaboration with design personnel, development of manufacturing processes, or are schedule critical.

• The Government estimates that the work on 35 percent of historical

Customer Orders is outside MSFC’s manufacturing core capability and could be outsourced.• A substantial portion of outsourced work will include routine machine shop

work and plating.

QUESTION 1: PWS PAGE J-1-5 PARA 1.2 QUALITY MANAGEMENT - For a Subcontract from the Prime: Does the sub have to be approved by MSFC Quality Assurance (QA)?

ANSWER: No. The prime contractor shall establish a vendor auditing system per Performance Work Statement (PWS), page J-1-11, paragraph 1.5(a) prior to any subcontracting effort.

QUESTION 4: Does the prime or any of the team members have to have full approval from MSFC QA?

ANSWER: The prime and all team members must be compliant to ISO 9001:2000. This requirement can be satisfied by 3rd party registration or MSFC audit; however, an MSFC audit team will make the final determination of their quality system being compliant. See PWS, page J-1-5, paragraph 1.2(a).

QUESTION 5: DRAFT RFP ATTACHMENT J-4, “INSTALLATION PROVIDED PROPERTY” - Will MSFC ship some or all of the heavy equipment to the winner?

ANSWER: No. See paragraph G.5, INSTALLATION-ACCOUNTABLE GOVERNMENT PROPERTY (NFS 1852.245-71). This property shall be utilized only within the physical confines of the NASA installation that provided the property.

ANSWER: We do not understand the question in relation to the referenced paragraph and page number. However, there are no commercial equivalents to any documents listed in Attachment J-5.

QUESTION 10: Section B.1.1 - What is the intention of the statement “capacity to perform 65% of historical customer orders”? Does this mean that the prospective bidders are to propose a staff, at contract start, that is prepared to perform 65% of the historical customer orders?

ANSWER: This contract will only involve work defined as MSFC’s manufacturing core capability. The Government estimates that this will result in a staff that can perform 65% of the historical customer orders.

QUESTION 11: Does the government intend for the current staff to be reduced to the required levels to do 65% of historical customer, those of which are in the core capability, at contract start, or at some later date as directed by the government? Will the contractor or the government handle procurement of the referenced 35% outsourced services?

ANSWER: The Government procurement process will handle outsourcing these acquisitions. See provision L-14, page L-8; and the answers to Question 10 and Question 15.

QUESTION 12: Section L-14 - Is the use of outsourcing only to apply to work that is not identified as core manufacturing capability, or may it apply to work that includes core capability?

ANSWER: The word “outsourcing” as it applies to this RFP deals only with the work outside the manufacturing core capability and will be procured by the Government utilizing other contract mechanisms (outside Redstone Arsenal and outside this contract). This is not to be confused with subcontracting as discussed in the PWS at paragraph 1.5, page J-1-11.

QUESTION 13: Please explain what is meant by obtaining outsourcing via simplified acquisition or similar contractual instruments. Is this the responsibility of the contractor or the Government?

ANSWER: Simplified Acquisition Procedures are procurement procedures in accordance with FAR Part 13 utilized by the Government to obtain supplies or services $100,000 or under. The exact procedures utilized for outsourcing will be determined by the Government. Outsourcing is the responsibility of the Government.

ANSWER: Not Applicable. Outsourcing is the responsibility of the Government and is work covered outside this contract. However, partnering and teaming is at the discretion of the prime contractor with respect to subcontracting (See PWS 1.5, page J-1-11).

QUESTION 15: Does the government anticipate an immediate drop of 35% of customer orders on the mission schedule from contract start or will the reduction be phased in over a specific period of time?

ANSWER: The Government anticipates an immediate drop in the number of Customer Orders. The resultant contract will only involve work defined as manufacturing core capability, and the 35 percent reduction of historical customer orders is an estimate only.

ANSWER: The previous contract was service based (see provision L.16, page L-25, second paragraph.) This contract will be product-based and includes manufacturing or furnishing of materials, articles, and equipment in accordance with Walsh Healy Public Contracts Act.
