SHORT TERM TENDER NOTIFICATION

Bangalore Metro Rail Corporation Ltd. (BMRCL) a Joint Venture of Government of Karnataka and Government of India invites sealed tenders from eligible agencies for ‘Shifting of BESCOM High Tension / Low Tension, Under Ground / Overhead electricalutilities in the phase – 1 alignment of Bangalore Metro Rail Project from RajalaxmiKalyan Mantap to Sarakki Junction in Reach-4A.

Details of the Tender are as under:

Completion Period: 1. For Stretch.1 -90 Days.

2. For Stretch.2 -180 Days

Financial/Technical Eligibility Criteria for Bidders:

1. The Bidder should have a valid class-1 electrical license issued by the

Electrical Inspectorate, Govt. of Karnataka. Notarized copy of the License

shall be furnished. Original Document of the license will have to be produced

for verification by BMRCL after opening of the Technical bid as requested.

2. The bidder should have experience in creation of Transmission &

distribution networks of EHT, HT/ LT both Underground and Overhead andshould have completed similar works and fulfill the following to establish the

same:

a. The bidder should have executed at least one similar completed work

during the last five years ending 31.03.2009 of value not less than

Rs.3,04,00,000/- (Rupees Three Crores and Four Lakhs only). The Bidder

shall furnish clients’ certificates in support of the same.

b. The bidder should have executed at least two similar completed

works during the last five years ending 31.03.2009, each of value not

less than Rs.1,90,00,000/-(Rupees One Crore Ninety Lakhs only). The

Bidder shall furnish clients’ certificates in support of the same.

or

c. The bidder should have executed at least three similar completed works

during the last five years ending 31.03.2009 each of value not less thanRs.1,52,00,000/-(Rupees One Crore Fifty Two lakhs only). The Bidder

shall furnish client’s certificates in support of the same.

3. The bidder should have an average annual turnover during the last three

years ending 31.03.2009, of at least Rs.2,28,00,000/- (Rupees Two Crores

Twenty Eight lakhs only).

4. The Bidder shall furnish copies of audited and certified financial reports in

support of the same, for the financial years 2006-07, 2007-08 and 2008-09.

5. The Bidder should not have been black listed by any government department.The Bidder should furnish a declaration to that effect.

6. i) For Fresh Bidders.

The details of deployment of the following personnel should be furnished in

ii) For BMRCL Working Contractors

Contractors already working with BMRCL, who intend to participate in the

tender, shall possess the following additional requirements for qualifying in

the Bid.

a) Annual average turnover mentioned in clause (3) above, should be

equivalent to the sum of the turnover required for the works they are

already carrying out in BMRCL and the turnover required for tendered

works.

b) Separate team of personnel is required to be deployed for each works,

particularly the Project Engineers and the Site Engineers. The curriculum

Vitae of the personnel deployed / to be deployed shall be furnished as

detailed in Clause (c) below.

7. Joint venture or a consortium is not allowed.

Notwithstanding anything stated above or elsewhere in the tender specification,

BMRCL reserves the right to relax the qualifying requirements and assess the

capability/suitability of the Bidder to perform the overall contract should the

circumstances warrant such assessment in the overall interest of BMRCL.

Bidder shall have adequate erection facilities and capabilities. The Bidder shall

have quality assurance plan for procuring of materials, erection and

commissioning. The Bidder shall furnish documentary evidence in support of the

qualifying requirements stipulated as above.

Bid documents will be issued to Bidders on the strength of their claim in goodfaith. However such issue of Bid document will not automatically mean that

Bidders are considered qualified. Such qualification will be reviewed again at the

time of the evaluation of the bids. Intending parties who fulfill the qualifying

requirements are advised to visit the sites to familiarize themselves with the

nature and quantum of works & site conditions.

COMPLETION PERIOD:

A) Time is the essence of this contract. Period of completion from the date of

letter of award (LOA) for the entire work is 90 Days for Stretch1 and 180 Days

for Stretch2.

B) If an existing cable is damaged and to be provided with one/two numbers of

straight through joint/s without any additional cable/with small cable piece up to a

length of 10m, the same shall be completed within 2 to 3 days from the day the

cable is identified for jointing.

C) The contractor shall complete any specific work of cable shifting(less than

50m length) within 15 days from the date cable is identified and notice to start the

work is intimated orally/in writing by Engineer-in-Charge.

D) The contractor shall complete any specific work of cable shifting(more than 50

m length) within 30 days from the date cable is identified and notice to start the

work is intimated orally/in writing by Engineer-in-Charge.

E) The contractor shall complete pole mounted transformer shifting works/

providing new spun pole with structure materials within 30 days from the date

location is identified and notice to start the work is intimated orally/in writing byEngineer-in-Charge.

Tender documents can be obtained from 08.02.2010 to 22.02.2010 during the office

working days and hours on payment of the above mentioned tender document cost in

form of DD drawn in favor of Bangalore Metro Rail Corporation Limited payable at

Bangalore along with a requisition letter.

Date of submission of sealed tender documents is up to 24.02.2010 during office hours

between 11.00 hours and 15.00 hours (IST).

Tenders will be opened on the same day (i.e. on 24.02.2010) at 15.30 hours (IST) in

the presence of the available bidders/representatives of the bidders.

The tender opening shall be in two parts. The Technical Bid shall be opened on the

tender opening day as mentioned above. The Financial Bid of the technically qualified

bidders shall be opened on the notified day.

BMRCL reserves the right to reject or accept any or all offers without assigning any

reason whatsoever.
