The real estate industry offers many career choices. The selection of careers available is dependent on the type of real estate activity in a given area. Some of the occupations that exist in the real estate industry are:

With the development and adoption of national competency standards by the real estate industry, there are now opportunities to articulate from one level to another through structured training and recognition. For instance, someone commencing their real estate career as a property management trainee could progress into property management and then towards becoming a licensed real estate agent.

The REIQ is committed to providing our industry with the most up to date and practical training to promote credibility and professionalism in real estate. As the state’s largest real estate training provider, the REIQ offers courses ranging from traineeship level through to licensing and specialist management subjects.

Real estate traineeshipsTraineeships are available in our industry in six streams:

• Sales

• Property management

Traineeships are similar to apprenticeships, only for a shorter period. A real estate traineeship is for a maximum of 24 months during which time the trainee and employer agree to a structured training plan to be delivered by a registered training organisation such as the REIQ.

The REIQ offers specialist real estate training for people starting out in the industry through to experienced practitioners who wish to acquire new skills or brush up on old ones.To ensure that training meets the needs of our industry, the REIQ offers courses with as much flexibility as possible without compromising on quality. This means that the majority of our courses can also be accessed through distance education (correspondence) to meet the needs of busy practitioners or rural clients who may have difficulty accessing contact classes.

To further ensure access and equity for all potential students, the REIQ has set up a number of regional training centres to cater for the needs of students. Permanent facilities are now available in:

Courses are scheduled on a regular basis throughout the year.

The REIQ is committed to operate within the Standards for NVR Registered Training Organisations. This means that all training stakeholders using the services of the REIQ as their registered training organisation can be guaranteed a high level of service and training product.

3 REIQ Traineeship

How do I become a salesperson?To sell real estate in Queensland, you must be registered as a salesperson with Fair Trading. It is unlawful under the Property Agents and Motor Dealers Act 2000 to work for a real estate agency as a salesperson and not be registered.

To become registered you will need to complete seven units of competency stipulated by Fair Trading.

The REIQ registration course contains the compulsory seven competencies required for registration, namely CPPDSM4080A, CPPDSM4009B, CPPDSM4008A, CPPDSM4012A, CPPDSM4022A, CPPDSM4010A and CPPDSM4015B.

To be eligible for this registration you must be at least 18 years of age. You do not have to be employed in the real estate industry in order to undertake the REIQ registration course. You can enrol and complete your training, then apply for your registration certificate from Fair Trading and be job-ready before applying for work.

The REIQ registration course is a four day course encompassing all of the above competencies. Successful completion of this program will entitle you to apply for your registration certificate. A full course outline on this program can be obtained from Professional Development or your local REIQ training centre.

If you don’t have experience in real estate, but wish to pursue a career

in sales, you may like to consider undertaking a sales traineeship. Many agencies use this scheme to employ people new to the industry as it provides them financial incentives as well as a structured and tailored training plan for their new recruits. Information on traineeships is also available from REIQ Professional Development.

Please note that if you have previously completed PRDRE units from the Property Development and Management Training Package (PRD01), these units are still accepted for registration and licensing purposes.

Future career progressionThe REIQ registration course will give you seven credits towards a full real estate agent’s Licence. A full licence is required if you want to own or manage a real estate agency.

Salespeople may choose to specialise in either residential sales, commercial and industrial property sales or leasing, property development sales or business broking.

The REIQ offers courses and traineeships in these specialised areas.

How to become registered The Property Agents and Motor Dealers Act 2000 requires that all people undertaking the functions of a salesperson or property manager in Queensland have a registration certificate. To obtain a registration certificate:

• complete the Registration course of seven units of competencies and obtain a statement of attainment from REIQ: and

• complete and submit your registration certificate application (a PAMD Form 3) to Fair Trading

EligibilityYou do not have to be employed in the real estate industry in order to undertake the REIQ course. You can enrol and complete your training, then apply for your registration certificate and be job-ready before applying for work. To be eligible for a

registration certificate, you must:

• be 18 years or over;

• be a suitable person as defined under the Property Agents and Motor Dealers Act (PAMD). People affected by bankruptcy or criminal convictions may not be eligible. Refer to www.fairtrading.qld.gov.au for more information;

• have completed the required training units.

Property Managers please note:The units Fair Trading has stipulated for Registration provide salespeople a good basis of valuable knowledge to commence their careers in the industry. However, these units do not provide property managers a comparative level of knowledge about property management legislation and practice. For this reason, REIQ strongly recommends all students who intend to enter the property management field study an additional three units of competency, offered as the ‘Property Management Essentials’ two day course. “Property Management Essentials’ is run on a regular basis throughout REIQ’s training centres, and is also available by Distance Education. The course cost for ‘Property Management Essentials’ is $450 for members and $500 for non members.

How do I become a property manager?To act as a property manager in Queensland, you must be registered with Fair Trading. To be eligible for this registration you must be at least 18 years of age and working for a licensed real estate agent. It is unlawful under the Property Agents and Motor Dealers Act 2000 to work for a real estate agency as a property manager and not be registered. This is because people performing property management functions come within the definition of salespeople under the Act.

To become registered you will need to complete seven units of competency stipulated by Fair Trading.

The REIQ Registration course contains the compulsory seven competencies required for registration, namely CPPDSM4080A, CPPDSM4009B, CPPDSM4008A, CPPDSM4012A, CPPDSM4022A, CPPDSM4010A and CPPDSM4015B.

The REIQ Registration course is a four day program encompassing all of the above competencies. Successful completion of this course will entitle you to apply for your Registration certificate. A full course outline on this program can be obtained from Professional Development or your local REIQ Training Centre.

REIQ’s ‘Property management essentials’ and ‘Property management Block’ are two additional courses which are designed for those students wishing to enter the property management field. REIQ strongly recommends all property management students who enrol in the Registration Course also enrol in ‘Property Management Essentials’ in order to maximise their knowledge of legislation and practice relevant to property management.

If you don’t have experience in real estate, but wish to pursue a career in property management, you may like to consider undertaking a property management traineeship. 7 REIQ Traineeship

Why obtain a full licence?A real estate agent licence is a mandatory requirement under the Property Agents and Motor Dealers Act to own or manage a real estate agency in Queensland. However, many salespeople and resident unit managers also obtain a full licence for a number of valid reasons. Holding a full agent’s licence provides salespeople a substantial ‘point of difference’ in their marketplaces. Resident unit managers often seek to hold a full licence to provide further revenue producing opportunities to negotiate the sale of units as well as looking after the property management.

How do I become a licensed real estate agent?The Property Agents and Motor Dealers Act 2000 requires that a person wishing to obtain a full real estate agent’s licence complete recognised competency units of the Property Services Training Package CPP07, through a registered training organisation. The REIQ delivers this training throughout

Queensland. This course consists of the 19 competencies as listed on the PAMD Form 1.1 (the real estate agents licensing application form from The Department of Justice and Attorney-General). The application form and accompanying notes can be downloaded from the government website, www.fairtrading.qld.gov.au When in the site, hover over ‘Property agents and managers’ then click on ‘Property agent forms’. You will need a PAMD Form 1.1 for licensing purposes.

The course competencies are assessed using written assessments. Once competency is achieved for all 19 competencies, the REIQ will issue a transcript of results and statements of attainment. A copy of the transcript should be attached to your licensing application.

If you have completed any prior real estate training or if you have experience in the industry, you may be eligible to apply for RPL (Recognition of Prior Learning). If you would like more information on this option, please refer to the REIQ information sheet ‘Applying for RPL’ and the

‘Guide to completing the RPL application’ or contact Professional Development on 3249 7347 or your local REIQ training centre.

Future career progressionThe REIQ has partnered with Griffith University and is proud to be part of the delivery of the Bachelor of Business in Real Estate and Property Development.

Anyone completing their full real estate licensing course through the REIQ will automatically be given a credit against this subject as part of the degree program.

Property degrees are also offered by other universities but these do not offer a full licence as part of the degree. This means that anyone completing a property degree such as the Bachelor of Business - Property Studies or the Bachelor of Applied Science - Property Economics will still need to complete either a registration course or licensing course before being eligible to practice in the real estate industry in Queensland.

Property Services Training Package CPP07The 19 competencies in this course are derived from the Property Services Training Package. This program provided participants with the prescribed educational requirements for obtaining a Queensland real estate licence under the PAMD Act.

Who is the course designed for?There are no entry requirements for doing this course. It is specifically designed for people working, or wishing to work in the real estate industry and who wish to manage or operate a real estate agency. It is also suitable for property managers, developers, resident unit managers, business brokers or others who want to sell property on behalf of a third party or operate independently in the industry.

DurationThe 4 blocks of units that make up the Full licence course can be studied by attending 12 days in class or you may choose to study and complete the course by distance education.

• Registration block: 4 days

• Sales block: 3 days

• Property management block: 3 days

• Finance block: 2 days

Time frame for course completionThe Full licence program has been designed to provide maximum flexibility for students. Students may commence the course at any time by attending Full licence blocks that run regularly throughtout the year, or by undertaking the competencies through our Distance Education program. You can complete the course in as short a time as possible, or study the course in the 12 months allocated. The REIQ Professional Development team will be happy to provide you with advice and assistance in designing a study timetable to suit your work and lifestyle requirements.

Learning OutcomeThe Full Licence program fulfils the educational requirements of the Property Agents and Motor Dealers Act 2000 for real estate licence holders.

A Queensland real estate licence will entitle you to own or manage a real estate agency in Queensland. In addition, this program will enhance and progress career development for all real estate professionals.

Course Delivery ModeThe competencies are available through contact training in the classroom, online (Registration component only) and through distance education

(correspondence). You may choose to receive either hard copy materials or a CD containing your course materials if you are studying by distance education.

Distance education students are assigned a tutor who specialises in your subject area.

Distance education students receive the same resource materials and assessments as classroom based students. Once the assessments have been completed, these are posted to the REIQ where they are marked by your tutor and returned to you.

If you decide to attend classes all resources will be supplied in class. Assessments are completed by students in their own time after class, and mailed to the REIQ for your tutor to assess.

Please be aware that you can use a combination of study methods to suit your needs. Students are also able to swap between delivery methods. Please contact REIQ Professional Development as there may be additional charges for changing delivery methods.

TrainersAll REIQ trainers are fully qualified and selected for their industry experience and expertise. Regular assessments are conducted on all trainers to ensure that the REIQ’s high standard of delivery is maintained.

9 REIQ Traineeship

Course FeesThe Licence program fee is set at $2500 for non members and $2200 for members and REIQ accredited agencies. This fee reflects a substantial discount off the individual competency prices.

The VET Quality Framework requires that student fees, paid in advance, are protected. REIQ complies with this requirement by not accepting more than $1,000 prior to the commencement of studies and not more than $1,500 in advance from students at any point in the duration of their studies. This applies to students who are paying as individuals, not companies. Please note that this does not apply to courses paid for by employers.

For individuals, payment for the Full licence course must be made in 2 instalments of $1000 and $1500 (non members) or $1000 and $1200 (members). If you have any question regarding the instalment plan please contact the Professional Development department and they will be able to advise you. Your instalment plan will ensure that at no time during your study will the amount you have paid in advance of services provided exceed $1500.

The first payment is due and payable prior to commencement, and the subsequent second payment is due prior to accessing your second set of units (either in contact classes or by DE). The REIQ reserves the right to suspend training or distance education service if payments are not made in accordance with the agreed payment plan.

Recognition of Prior Learning (RPL)The REIQ has a structured process for providing RPL to students participating in the Full Licence program. An information sheet on RPL is available that describes the process and includes an RPL application form. An application fee of $100 plus $50 per competency is required for RPL with any remaining units charged at the individual competency price. However, in some circumstances, it may be cheaper to pay the full discounted Full Licence fee rather than the RPL fee plus the balance of competencies on the per competency price list. The REIQ undertakes to charge students the lower of the two fees to ensure that the most you will be required to pay is the full course fee.

Cross CreditIf you have previously completed any of the competencies listed in the Full Licence program through the REIQ or any other registered training organisation, then the REIQ may provide you a cross credit, or credit transfer against these units. In some circumstances, real estate units undertaken in other states will also attract cross credit, depending of legislative content. The Professional Development team will assist you to identify these competencies where applicable. There is no cost associated with obtaining cross credit if the full course is being undertaken. It is the student’s responsibility to supply the REIQ with full evidence of any prior qualification or statements of attainment.

Please note that there is no automatic credit transfer between the ABH curriculum and the Property Development and Management Training Package PRD01 competencies and the Property Services Training Package CPP07 competencies. However, if you have previously studied PRDRE units, these are still accepted by Fair Trading for licensing purposes, however we advise you check with Fair Trading, www.fairtrading.qld.gov.au, as there will be a cut off date for you to apply for your licence using the PRDRE competencies.

13 REIQ Traineeship

What is a resident letting agent?Resident letting agents are ‘on-site’ property managers/letting agents who manage residential lots in a Community Titles Scheme. Resident letting agents generally manage high-rise buildings and unit and townhouse complexes. They act on behalf of the owners of the units in their letting pool and for the bodies corporate, usually in a caretaking capacity. They:

• must have a Service Contract with the body corporate for management and caretaking

• must have a Letting Agreement with the body corporate

• may have a combined Service Contract and Letting Agreement

How do I become a resident letting agent?To act as a resident letting agent in Queensland, you must hold a resident letting agent licence. The prescribed educational qualifications for this licence category are the successful completion or assessment of competency by a registered training organisation of six competencies from the Property Services Training Package CPP07. These are:

You will need to attach the statements of attainment or a transcript of competencies gained from your chosen Registered Training Organisation to your application, along with details of the specific management rights you are purchasing or will be managing.

The REIQ’s resident letting agent’s licensing courseThe REIQ is a registered training organisation and the largest provider of real estate training in the state of Queensland. The REIQ offers all of the six competencies

in order for people to successfully apply for their resident letting agent’s licence as individual units on our course calendar.

Future career progressionSome resident letting agents wish to increase the scope of their business and be active in selling units. In order to do this they will require a full real estate licence that allows them to own or manage a real estate agency and sell properties in their own complexes. Having a full licence broadens a resident letting agent’s ability to service the needs of lot owners and increase earning capacity.

The six competencies undertaken as part of the resident letting agent licence will be credited against a full real estate licence. The REIQ offers full real estate agent’s licensing courses in class and by distance education.

15 REIQ Traineeship

How do I become an auctioneer?To become an auctioneer you will need to first be registered as a trainee auctioneer with Fair Trading. In order to become registered as a trainee auctioneer you must have successfully completed two competencies from the Property Services Training Package (CPP07). These are:

• CPPDSM4004A Conduct auction

• CPPDSM4014A Market property for sale

Once you have Statements of Attainment for the above units, you will need to complete an application with Fair Trading. More information on this application process can be obtained from their website www.fairtrading.qld.gov.au.

To obtain an auctioneer licence, you will need to complete three further competencies whilst a trainee auctioneer:

• CPPDSM4019A Prepare for auction and complete sale

• CPPDSM4006A Establish and manage agency trust accounts

• BSMSMB406A Manage small business finances

In addition to this, you will also be required to undertake and provide evidence that you have conducted five auctions under the supervision of a licensed auctioneer whilst you were a registered trainee auctioneer.

If you are involved in any pre or post auction activity you must either hold a real estate agent licence or be registered as a salesperson.

Please note that if you have previously completed PRDRE units from the Property Development and Management Training Package (PRD01), these units are still accepted for registration and licensing purposes.

If you have completed any prior real estate training or if you have experience in the industry, you may be eligible to apply for RPL (Recognition of Prior Learning). Benefits for employers and traineesWhat are traineeships?Traineeships are structured training programs that allow new entrants and existing staff in the industry to undertake a combination of work and study in order to gain the skills and knowledge required to have a successful career in the industry. Real estate traineeships are 24 months in duration and require the employer and trainee to sign a training contract through an Australian Apprenticeship Centre.

The only exception to this is where a trainee has achieved this qualification as part of a school-based vocational program. The Australian Apprenticeships Centre that you deal with will be able to assess your trainee’s suitability and provide further information on incentives. The REIQ does not provide advice on incentive payment eligibility.

Opportunities for completed traineesREIQ professional development offers completed trainees the opportunity to continue their professional development and attain their full real estate licence by undertaking the REIQ Real Estate Agent licence course.

Trainees who have completed their Property Services (CPPDSM) traineeships through the REIQ (i.e. commenced after 1 January 2009) will already have achieved credit towards the educational requirements to apply for a real estate licence.

The licence course is a 19 unit program, incorporating units of competency from the Property Services Training Package.
