Strategy of RAW management

• was adopted in 2009

• was approved by Government edict

• looked for 50 years (2010 – 2059 )

• Strategy realization will be performed

• in three stages:

• 1 stage 2010 – 2017

• 2 stage 2018 – 2048

• 3 stage 2049 – 2059

National RAW management Programme

Was adopted in September 2008

• Programme status – Law of Ukraine

• Looked for 10 years (2008-2017)

First Straategy stage

• legislation improvement;

• national organization on RAW management creation;

• improvement of funding vehicle of RAW management;

• provision of safe NPP RAW storage operationо;

• extraction and conditioning of operational RAW from NPP’s storages;

• building of installation on RAW processing, conditioning and

packaging;

• creation of necessary container park and transportation means for

RAW carrying;

• assessment of special enterprises’ storages safety, and also storages of

RAW formed from implementation of military USSR programmes;

• creation of storages for disposal of short-lived low-level and medium

active RAW, and also storages for high-active long-living and low-level

and medium-active RAW

Improvement of legislation and

Depending on classification and aims of classification, all RAWs are divided into modifications, groups, categories and types (СПУ-2005, НРБУ-97/Д-2000)

Criteria of classification (ОСПУ-2005):- Disposal possibility – modifications: КС и ДС (п.15.1.5)- Levels of extraction – groups: 1-4 (п.15.1.6)- Volume activity or dose level – categories: НАО,САО и ВАО (п.п.15.1.7 и 15.1.8)- On aggregative state – types: solid and liquid- On half-life period of radionuclides – КС, СС и ДС (п.15.1.9)

On practice are used requirements of different documents and, as a rule, the most simple radiative properties: dose level, levels of surface contamination.

PROJECT INSC – U4.01/08-CIt is suggested to separate the following categories:

• released wastes,

• NORM – wastes (naturally occurring radioactive material),

• very low active RAW,

•low active RAW,

• medium active RAW,

• high active RAW,

• were used closed sources

Must be developed preliminary criteria of waste reception for all expected means

of RAW disposal into:

а) surface storages (range of domestic waste type)

б) subsurface storages with the system of engineer barriers

в) underground storages on intermediate depth

Cost advantages

Creation of national organization on RAW

management

Such organization must :

• belong to national ownership

• have exclusive right for RAW disposal

• bear responsibility for safe operation, closing objects of RAW

disposal and their long term safety

• provide work of the national RAW recording system

• execute scientific-technical works aimed to develop new

technologies

• site selection, designing and building of new objects for RAW

disposal, and also for RAW processing and storage

• 2008 – adoption of Fund generation principles (Law

of Ukraine, 17 September 2008 № 515-VI

«Concerning introduction of amendments to some

• 2009 – was developed and accepted Fund allocation

money mechanism and funds application mechanism

(confirmed by Governmental act, later was shifted to

the Ukrainian TAX Code )
