The workforce system and the UI system are one single comprehensive, integrated workforce system with UI as one of the core critical elements.

UI claimants are customers of the integrated workforce system and are inherently job seekers needing access to the full array of services.

A call to states and local areas to innovate!


Four Transformational ElementsFour Transformational Elements

The comprehensive system has a “common front door” supported by integrated registration/customer records.

Real Time Triage – Integrated information driving service delivery at all points in the service delivery cycle.

Focus on Skills Transferability.

Social Media Used for Outreach & Service Delivery.

States and local areas are asked to innovate around the vision & transformational elements.

Focus on the two goals of reducing benefit payments and reducing overpayments through early intervention

Enhance linkages with service providers and share outcome data to foster joint efforts to improve the program


New REA Requirements New REA Requirements

All REA participants must receive one-on-one service for eligibility reviews and development of an individualized reemployment plan

REA participants must be contacted no later than 5th week of the claim to schedule REA

Subsequent REAs may be conducted by phone

Maximum 3 REAs per claimant


Changes to Funding ModelChanges to Funding Model

Initial and subsequent REAs will be funded at the appropriate cost

Processing costs will be allowed for REAs for which the claimant fails to report

Grants will be extended until the number of REAs proposed has been achieved

Secure information to better understand state models and share with state partners


MOUs: New Content/ProcessMOUs: New Content/Process

REA plan must include description of collaborative process among program partners at the state and local levels to develop the states REA processes

MOUs must include:

– Parties to the agreement;

– Identify who will do what (roles/responsibilities), and

– Communication processes to support eligibility processes.

MOUs must be provided to DOL

Routine conference calls with states focusing on implementation challenges/solutions– Reporting
