What We doClean urban public transport is essential formeeting the EU’s goal to reducecarbon emissions. loW-CARb buildsthe capacities of officials tocoordinate joint public investmentin low-carbon mass transit throughmobility planning in functional urbanareas. over three years, loW-CARb’spartners will develop strategies, launchaction plans and conduct pilotprojects in seven towns and cities,helping them to reduce theirregions’ Co2 emissions by almost60,000 tons while raisingawareness, increasing knowledge andinfluencing attitudes and behaviour.

our ViSionloW-CARb aims to enhance capacities forintegrated low-carbon mobility planning infunctional urban areas in Central Europe, in viewof the potential for public transport in functionalurban areas to contribute to achieving the EU’sWhite Paper goals of cutting transport emissionsby 60 percent by 2050 and halving the use ofconventionally fuelled cars in urban transport by 2030.

Who fundS uSour project is funded by the interreg CEntRAlEURoPE Programme that encourages cooperationon shared challenges in Central Europe. Withfunds of EUR 246 million from the EuropeanRegional Development Fund, the programmesupports institutions to work together beyondborders to improve cities and regions in Austria,Croatia, the Czech Republic, germany, Hungary,italy, Poland, Slovakia and Slovenia.

LoW-Carb Capacity building for integrated low-Carbon mobility Planning in Functional Urban Areas loW-CARb is one of nine cooperation projectscurrently funded by the interreg CEntRAl EURoPEProgramme that encourages cooperation on low-carbon strategies in functional urban areas tolower Co2 emissions. the goal of the project is toincrease investment in low-carbon mass transit.

outputS loW-CARb’s strategies, action plans, tools, pilotactions and trainings are expected to reduce Co2 emissions by almost 60,000 tons by 2020 byspotlighting public transport services andsponsoring innovative pilot actions.

the pilot actions and corresponding strategies willreflect new trends such as open data–basedmobility planning, integrated mobility platformsand low-carbon smart technologies, including anelectric public transport feeder service and solar-powered e-bike charging stations to link publictransport and shared mobility. local stakeholderinvolvement will be key, as we link up with theEURoPEAnmobilitYWEEk campaign.

loW-CARb will co-finance and build capacities forintegrated low-carbon mobility planning forfunctional urban areas both within and beyondthe project beneficiaries. it will address burningissues such as institutional cooperation and actionplan implementation, including joint financingand public investments in low-carbon mobilitysystems in times of austerity.

Project achievements will be available via theCentral Europe Sustainable Urban mobilityPlanning (SUmP) Competence Centre.

tooLSloW-CARb’s dedicated focus on integrated low-carbon mobility planning for functional urbanareas will result in the development of thefollowing tools:

■ a framework for the monitoring and evaluationof the impact of low-carbon sustainable urbanmobility plans (SUmPs), tested by the city ofbrno; and

■ an innovative instrument that allows regions toself-check the compliance of their regionalSUmP processes with the EU SUmP guidelines.

A hallmark of the project is its unique focus onfunctional urban areas, which, according to theinterreg CEntRAl EURoPE Programme brochure“European territorial Cooperation 2014–2020”, are “functional economic units characterisedby densely inhabited ‘urban cores’ and‘hinterlands’, whose labour market is highlyintegrated with the cores”.

StrategieS and aCtion pLanSloW-CARb will play an integral role in thedevelopment of sustainable regional mobilityplans in partner cities.

the urban centres and outlying areas of brno,koprivnica, leipzig and Szeged will develop SUmPsfor integrated low-carbon public transport in theirpilot areas, while Parma will also develop an actionplan for multipurpose charging infrastructure formultimodal public transport e-services.

the project will also propose three strategies thataddress (i) low-carbon mobility planning; (ii) theintroduction of innovative public transport services;and (iii) open data–based mobility planning.

loW-CARb will invite 18 “follower” cities, via anopen call, to join the project in 2018. these citieswill be expected to prepare SUmPs for theirrespective functional urban areas.

Project achievements will be available via theCentral Europe SUmP Competence Centre.

trainingtwo training sessions per partner country will beheld across Central Europe in the local language.

Four transnational events will also be organised:

■ one in 2018 and another in 2019 on low-carbonmobility planning and innovative mobility offers (including how to involve companies asstakeholders and target groups in integratedlow-carbon mobility planning).

■ A policy workshop at a significant internationallocation (December 2019).

■ An exploitation workshop with financers, politicalstakeholders and potential users (march 2020).

piLot aCtionSFive pilot actions, each related to multimodalpublic transport planning and innovative low-carbon technologies, will be implemented withinthe functional urban areas of the partner cities:

■ in Salzburg and koprivnica, mobility offers suchas bike- and ride-sharing schemes supported bysolar-powered e-bike charging stations will beintegrated into the public transport system.

■ leipzig will employ multimodal informationservices such as a mobility as a Service mobileapp to encourage shared mobility.

■ Szeged will offer a Co2 trip calculator.

■ the municipality of Skawina will test an electric public transport feeder service.

our demonstration cities’ pilot experiences willbe summarised in a transnational handbook,available by may 2020, and presented at a finalconference due to be held in leipzig or Viennathat will integrate an accompanying marketplace.the event will also showcase the project’sexploitation plans.
