RECAPTURE! Some useful information:

Date: May 10, 2014

Time: 9:00 AM (possible meeting the night before, TBA)

Place: Blanding, Utah - 255 North Hwy 191.

Purpose: Assert local jurisdiction and challenge the overreach of federal agencies.

Who is invited: This is not being formally sponsored or organized. It was deemed necessary at a town hallmeeting in Blanding on February 27, 2014, and we welcome ALL supporters.

Here are a couple of maps of the area. On the 10th We will have some introductions, some instructions, andI will explain the topography including what trails have been "closed" by the BLM and which ones remainopen. We will also have a flag ceremony and will hear from some dignitaries.

I have included a BLM Map of the Closure Area. This area is open for walking, biking, running, and possiblyskipping. It is also open to horses, cows, mules, dogs, etc. It is only motorized machines that are deemedunfit (by the BLM) for these trails. I for one plan to be riding an ATV, carefully and respectfully, on these wellestablished trails which have existed in this canyon for many many years.

There is a likelihood that BLM will have some type of enforcement action planned. If you choose to stay offthe closed part of the trail, there will be plenty of riding to do in the name of access.

San Juan County applied for a Right Of Way apparently before the emergency closure which took place inSeptember 2007. In hindsight, applying for the ROW was a mistake; we should have strongly resisted theclosure and asserted our jurisdiction over the existing road. The ROW just put this trail into the BLM"process" which gives them control over the timeline.

I have said a number of times, this protest is not about Recapture, or about ATVs, it is about thejurisdictional creep of the federal government. I hear elected officials say that we need to find the "right"issue and then really jump on it. From my perspective, we have a chance every day to defend our localjurisdiction from the overreaching hand of the BLM and other federal agencies.

I appreciate the overwhelming support and attention that this has received. There are some angry andhateful people on the opposite side of this contest, but I assure you that my motivation comes from genuineaffinity for the culture, customs, and history of the people of this area.

Maps:1. Attached is a map that shows the outer boundary of the Recapture closure. The full closure is approximately 6.5 mileslong, rim to rim. (Recapture Emergency Closure map 2007). 2. I have attached a map that shows the applied-for routes all in one color so that the different colors don't confuse theissue. The current County application for an ATV system is 14 miles in length with about 3.5 miles of that "within the canyon"in the northern end of the closure. (Recapture Routes Map per application). 3. I have attached a map that shows a green highlighted route presumed for the May 10 ride. This is just a guess, but Iwould assume they would stage at the gravel pit shown on some of the maps as Brown's Canyon Trailhead, travel north andenter the closure drop down to the Recapture Creek, cross it and jog south then head north for about three miles, exit thecanyon heading west (I am not sure that this is passible by ATV antmore. I won't know till next Tuesday). (Recapture RoutesMap per application-May 10 ride). 4. Ideally it would be good to put the applied-for routes, the "trailheads" and county road numbers, and the closure area onthe same map, but I don't have access to GIS.

Additional information:1. Actions to deal with future rides - During my last discussion with Phil Lyman he was talking about the ride, and in his mostelevated voice during the meeting he said they would ride it "not just once, but again and again". Coincidentally, today whenI was bringing our local LEOs up to speed of the general status and overview (no details about the Four Pronged approach),Ranger Stoner suggested that if they do ride on May 10, we should take action to put up physical closures to prevent futureriding in the closure areas.

2. Media still showing May 8 as date - In talking with Rose Chilcoat, with Great Old Broads, she mentioned that numerousnewspapers are picking up on the original stories and still are listing May 8 as the date for the ride. Durango Herald is themost recent.(Note: the call was to cancel a trip that was scheduled for GOB and other environmental group representatives on Map 29 tosee the proposed routes on the west rim of Recapture).I know I mentioned this may 8 date and the likely protest at the Monticello office as options to consider in out LE plan, butI said I would pass on Bill's comments.

3. Presence of BLM employees on May 10 - Today's call was the first I had heard the suggestion to have the Field Manageronsite on May 10. Again, during my briefing of local LEOs Bill suggested that this was similar to the Grand Staircasesituation, and he recommended not having any BLM staff on site.

Lance, Juan and Jenna, 1. Phil also mentioned the "discretionary supervisor closure" when I met with him yesterday. I told him I had not heard thatterm but wrote it down to check. I didn't have any time to check before I got Lance's message early this morning so did nofurther checking.

The way he said it questioningly I presumed that he wasn't sure what it meant, but guessed that he thought it was only a"local decision" that can be overridden easily.

3. In an email message from Phil this morning he asked if we could have Laird Naylor, (Monticello Archaeologist) go with himand show Phil where the arch sites are that are on the route. He wanted to photo-document the condition of the sitesbefore the ride. I thought it would be fine. Brian and I discussed this to see if Laird had the time and if he was comfortablewith the idea (Laird is out of work Wednesday through Friday this week). Laird says knows Phil personally and had noproblem with it. I also wanted to make sure my thinking wasn't in left field if I approved Laird. Brian and I thought itwouldn't be any different than any other member of the consulting parties process that we have taken down in the canyon tosee the trail and proposed re-routes.
