EETS – European Electronic Toll Services
Purpose of EETS:Citizen should have to cope with only 1 toll device, 1 provider all over EU
Directive 2004/52/EC of 29 April 2004 - On the interoperability of electronic road toll systems in the community- General conditions - Toll Committee
Commission Decision on EETS entered into force on 8 October 2009
Planning: 3 years for heavy vehicles, start in 2012(?)5 years for passenger vehicles , start in 2014(?)
EETS – Introduction
13
2009 CITA Conference
Practical implementation EETS has just begun Every country has to develop a Toll Domain Statement with requirements for
national service providers how to connect on a European Level Several issues
- Technical specifications not ready yet- Cost Recovery Model and Business Case for service providers not clear yet- Enforcement unclear - Definitions - Language problems - New countries opportunities- Old countries threads and difficulties Practical implementation therefore very difficult within current time schedule
For countries like FR, DE, PL, BE developments important For NL less important at the moment
Registration authorities involved because of vehicle data registration

ERRU, TACHO, RESPER > Contact your national delegates
> Indicate as a Member State at the Commission your preference for using the technology of EUCARIS (quod non)
PTI > Contact your national delegate > Express your concerns about a central European database, the possible starting point of a Central European Vehicle registration (?) > Indicate (if so) your preference of re-using EUCARIS technology (already or nearly installed in every Member State at least because of “Prum”)
EETS > Contact your national delegate > Indicate possibilities of re-using the technology of EUCARIS
