Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:

A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

A phase two environmental site assessment of the RSC property, which includes the evaluation of the information gathered from planning and conducting a site investigation, a report, and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

The information represents the site conditions at the sampling points at the time of sampling only and the conditions between and beyond the sampling points may vary.

As of 2013/10/21, in my opinion, based on the phase one environmental site assessment and the phase two environmental site assessment, and any confirmatory sampling, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that would interfere with the type of property use to which the RSC property will be put, as specified in the RSC.

Ground water sampling has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

As of 2013/10/21, in my opinion, based on the phase one and phase two environmental site assessments and any confirmatory sampling, the RSC property meets the applicable full depth generic site condition standards prescribed by section 36 of the regulation for all contaminants prescribed by the regulation in relation to the type of property use for which this RSC is filed, except for those contaminants (if any) specified in this RSC at Table 2, Maximum Contaminant Concentrations Compared to Standards Specified in a Risk Assessment.

As of 2013/10/21, the maximum known concentration of each contaminant in soil, sediment and ground water at the RSC property for which sampling and analysis has been performed is specified in this RSC at Table 1, Maximum Contaminant Concentrations Compared to Applicable Site Condition Standards.

I am a qualified person and have the qualifications required by section 5 of the regulation.

I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.

I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.

The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location.

I do not hold and have not held and my employer CHUNG & VANDER DOELEN ENGINEERING LTD.does not hold and has not held a direct or indirect interest in the RSC property or any property which includes the RSC property and was the subject of a phase one or two environmental site assessmentor risk assessment upon which this record of site condition is based

Phase Two Conceptual Site Model 102-110 Fountain Street South, Cambridge, Ontario (Site) 134 Fountain Street North, Cambridge, Ontario (Site) 144 Fountain Street North, Cambridge, Ontario (Site) 1.0 Introduction A Phase Two Conceptual Site Model (CSM) has been prepared in accordance with Schedule E, Part V, Table 1, S6(x) of Regulation 153/04 (as amended). The CSM is complete with several figures to assist with organizing, presenting and understanding the potential and/or actual environmental concerns related to the soil and ground water at the Site. Refer to Figures 1-7. Figure 1- Key Plan Figure 2- Conceptual Site Model Phase One, Phase Two and RSC Study Area Figure 3- Site Plan Figure 4- Cross Section Plan Figure 5 & 6- Cross Sections Figure 7- Shallow Ground Water Directional Flow Plan 2.0 Site Location and Description The Site is an irregular shaped property, 1.15 hectares in area located on the west side of Fountain Street South and Fountain Street North at the intersection with King Street West in Cambridge. The Site is improved with a five-storey former hotel/nursing home historically known as the Preston Springs Hotel and two (2) vacant residential houses. All services have been disconnected to all buildings on the Site. 3.0 Physical Setting A description of the physical setting of the Site is as follows. The following details were identified during the Phase One ESA and Phase Two ESA completed at the Site:

Based on the subsurface conditions encountered during the Phase Two Environmental

Site Assessment conducted on the Site, the soil profile generally consists of a layer of silty sand and gravel to a maximum depth of 2.44 metres below ground surface (mbgs). Alternating layers of native silty sand and clayey silt till over fractured limestone bedrock were then encountered to a maximum borehole termination depth of 12.20 mbgs. No imported fill material was identified on, in or under the Phase Two Property.

The Site is not an environmentally sensitive area as defined in Ontario Regulation 153/04 s. 41.

The Site does not include an area of natural significance and is not located within, adjacent to or within 30 m of an area of natural significance.

The soil pH at the Site is within the acceptable ranges. As a part of the

subsurface investigations completed at the property, soil samples have been submitted for laboratory analysis to determine soil pH. The pH results indicate that surface soil (0.0 – 1.5 mbgs) and subsurface soil (> 1.5 mbgs) chemistry on the Site is within the acceptable pH ranges of 5.0 to 9.0 for surface soils and 5.0 to 11.0 for subsurface soils.

The Site is not considered a shallow soil property as defined in Ontario

Regulation 153/04 s. 43.1. Soil across the entire Site is greater than two (2) metres in depth.

The Site is not located within 30 m of a water body.

The City of Cambridge relies on ground water as a source of potable water. In accordance with Ontario Regulation 153/04 s. 43.1, the analytical soil and ground water results were compared to the Ministry of the Environment (MOE) Table 2, Full Depth Generic Site Condition Standards in a Potable Ground Water Condition. The proposed use of the property is residential and therefore, the soil and ground water results were compared to the residential / parkland / institutional property use for a coarse textured soil (herein referred to as the “applicable regulatory standard”).

Topography in the vicinity of the Site slopes towards the Speed River located 85 m southeast of the Site. Based on ground water data collected as part of the Site assessment work, the inferred shallow ground water flow direction is generally in a southeasterly direction, as shown in Figure 7.

A comprehensive ground water elevation survey was completed. Ground water was

measured in the monitoring wells between 2.55 and 4.36 mbgs, corresponding to ground surface elevations 98.35 and 99.66 m respectively.

The horizontal hydraulic gradient in a southeasterly direction is calculated to be 0.191 m/m, based on a 21.02 m fall of the water table over a 110 m horizontal distance. The ground water level is below the depth of local utilities and therefore flow is not expected to be influenced by these features. The hydraulic conductivity in the saturated sand layer where groundwater was primarily found is estimated to be 1 x 10-4 cm/s, based on observations of soil conditions at the Site and supported by information from other sites with similar stratigraphy in the proximate area.

Subsurface structures and utilities on, in or under the Phase Two property that may affect contaminant distribution and transport include underground natural gas, municipal water, and sanitary sewer service to all three (3) buildings on the Site. An underground storm sewer line is located at the south side of the property. Hydro electric, Bell telephone and Rogers cable service is provided by overhead lines. The locations of the underground services are shown on Figure 3. Locations of future development have not yet been determined.

Native limestone bedrock was encountered in all boreholes between depths of 3.96 to

12.20 mbgs. In accordance with the Ministry of Environment amended Ontario Regulation 153/04 (regulation) Part IX section 43.1, the property is not considered a shallow soil property. A shallow soil property is defined in the regulation as a property of which 1/3 or more of the area consists of soil equal to or less than two (2) metres in depth beneath the soil surface, excluding any non-soil surface treatment such as asphalt, concrete or aggregate. pH samples were obtained at several locations across the subject site. pH levels ranged from 7.88 to 7.91 and are within normal range.

4.0 Phase One ESA Summary The Phase One ESA evaluated the environmental conditions of the Site and adjacent properties to identify actual or potential sources of contamination associated with the Site and surrounding properties. Based on the result of this investigation, potentially contaminating activities (PCAs) associated with the Site and surrounding properties were identified. The PCAs are illustrated in Figure 2. The identified PCAs are summarized as follows:

Furnace oil was historically stored in aboveground storage tanks (ASTs) in the former hotel/nursing home.

A former gasoline service station was located opposite Fountain Street South at 250

King Street West.

As per the above PCAs, areas of potential environmental concern (APECs) were identified on the Site. Therefore, conducting a subsurface investigation (Phase Two ESA) was recommended to assess the environmental quality of the soil and ground water on the Site in the APECs.

5.0 Phase Two ESA Summary A total of three (3) boreholes (BH1 to BH3) were advanced on the Site to characterize the underlying soil and ground water conditions. All three (3) of the boreholes were installed with monitoring wells. Soil and ground water samples were submitted to ALS Laboratory Group (CAEAL accredited laboratory) in Waterloo, Ontario, for chemical analyses which included pH, metals, VOCs, BTEX, petroleum hydrocarbons (PHCs) in the F1-F4 fraction. Contaminant present at the Site:

No soil chemicals are considered to be chemicals of concern (COCs) at the Site, as all soil samples submitted for laboratory analysis reported all analyzed parameters were either not detected or were below the applicable Table 2 regulatory standard.

No ground water chemicals are considered to be COCs at the Site, as all ground water

samples submitted for laboratory analysis reported all analyzed parameters were either not detected or were below the applicable Table 2 regulatory standard.

Climatic and meteorological conditions, such as seasonal fluctuations in ground water elevations are not a concern at the Phase Two property. Soil vapour intrusion is also not a concern at the Phase Two property.
