Wellingborough Homes is a not for profit housing

association.

Mission and Objectives

Wellingborough Homes will work successfully with its customers and communities to provide great services and high-quality living environments.

To deliver our mission, we adopted a five-year corporate plan in 2015 which is underpinned

by four strategic objectives:

Some of our key achievements are:

Strategy Development - we met our corporate strategic objective of delivering six strategies.

Developing - between April 2015 and March 2016 we built 40 homes, and have 60 in development.

Refurbishment - we continued our refurbishment programme completing 35 major refurbishments.

Efficiency - we have a better understanding of what we need to spend to meet our legal and regulatory obligations, and the money we need to spend elsewhere. We are working hard to deliver further savings and generate income and improve efficiency. Our operating surplus in 2015/16 will be £546k (13.5%) higher than budget. In 2016/17 our costs (excluding interest) are budgeted to be £1m (8.2%) lower than forecast for 2015/16.

2. The Job Advert

Head of I.T & Business Improvement

Salary Range: £65K + Car Allowance

Wellingborough Homes is a provider of affordable housing and support services in the East Midlands. We own and manage around 4,600 homes with a £22 million turnover and our mission is to “work successfully with our customers and communities to provide great services and high quality living environments.” The Association has recently reviewed its structure, which has created a new Business Improvement team and invested more resource within the IT team and we are now looking for an individual to take these departments to the next level. As the Head of IT and Business Improvement, you will lead and shape these teams, in providing an excellent service across the Organisation. Your responsibilities will include;

Provide strong leadership and direction to deliver a high performing, customer focused service.

Ensure that Wellingborough Homes ICT systems, Customer Insight and communication strategy are developed, maintained, and continuously improved to ensure that they meet the users’ and business requirements.

Support and embed a programme and project management culture within Wellingborough

Homes.

We are looking for someone with enthusiasm and self motivation, with the ability to achieve

operational objectives and motivate newly established teams through strong leadership skills.

To be considered for this post, you must be able to demonstrate in your application form:

• Experience of managing and developing IT services with a track record of achievement.

• Experience of establishing project and performance management within an organisation

• A proven track record of delivering on targets, on time, to a high standard, with a clear

customer focus.

Post Title: Head of IT and Business Improvement

Main purposes of the Job:

Provide strong leadership and direction to deliver a high performing, customer focused service.

Ensure that Wellingborough Homes ICT systems, Customer Insight and communication strategy are developed, maintained, implemented and continuously improved to ensure that they meet the organisation’s objectives and users’ requirements both efficiently and cost-effectively.

To anticipate the changing needs of the business and propose initiatives for exploitation of advances in technology and business practices.

Promote ICT within the business in a non-technical manner.

Support and embed a programme and project management culture within the business ensuring that dependencies and resources are managed and co-ordinated.

Ensure that the company makes best possible use of IT and gets Value for Money through the delivery of services to its customers.

Be an active member of the Senior Management Team, participating in the decision making process in relation to business risk, corporate budget setting, corporate policy, the approval of new developments and services and other operational aspects of the business.

Deliver our Strategic Corporate Objectives as defined with the organisation’s Corporate Plan, and contributes to the annual review of the plan.

Staff Management

Provide strong leadership and effective people management to all those employed within the IT Services Team to ensure that it provides professional and high quality customer service.

Demonstrate effective, high-profile leadership that promotes the vision and values of Wellingborough Homes.

Develop the skills of the IT and Business Improvement Team and mentor them in their careers, setting SMART objectives and appraising progress regularly.

Ensure that all staff reporting to the post are recruited, trained, managed, appraised and developed in accordance with the internal and statutory procedures, in an effective and sensitive manner.

Ensure the IT Services and Business Improvement team takes full responsibility for implementing the Wellingborough Homes service planning and performance management systems so that they are effectively embedded at all levels.

Communication

Maintain a dialogue with Leadership team and other stakeholders to find out their requirements and to advise them objectively on where ICT and Business Improvement can support and facilitate improvements in the business.

Keep management and other stakeholders updated on strategies, new initiatives and on- going delivery of Corporate Projects.

Establish, develop and maintain effective internal and external communications to ensure an integrated contribution to Wellingborough Homes’ objectives.

Strategy

Develop, implement and lead on the delivery of the organisation’s ICT strategy, ensuring that IT is an enabler of service delivery improvements, provides flexibility to staff by supporting mobile and agile working as well as meeting customer requirements by driving the digital agenda.

In collaboration with service users, design a disaster recovery plan and establish an on-going review of disaster recovery processes and procedures.

Lead and develop a culture of continuous improvement through the adoption of “lean” service review techniques combined with customer journey mapping.

Lead and develop customer insight using innovative ways to cross-reference “big data” including structured, open and geospatial data.

Lead the delivery performance data and analysis, determine recommendations and feed these into the continuous improvement framework to drive improvement in delivering efficiencies across the business.

Contribute to the overall development of strategies and business plans for Wellingborough Homes and add personal value to the process. Contribute to the fundamental review and benchmarking of company services and implementation of service improvement plans to achieve continuous improvement on internal and external measures.

Contribute to the development of vision, strategies and plans for Wellingborough Homes and ensure that targets to support these are delivered within the post holders area of responsibility.

Operations

Agree budgets, timescales and standards to be met and monitor these throughout the course of day-to-day operations or projects.

Measure the performance of the service and benchmark with other similar organisations.

Ensure that the company’s information and communication systems meet service managers’ and customers’ current needs, and that they provide a flexible platform for future development.

Achieve optimum use of resources by ensuring cost effective procurement of all ICT services.

Ensure that security and effective backup and recovery processes are in place.

Responsible for the timely and accurate submission of the Statistical Data Return (SDR) to the regulator.

Projects

Ensure the successful implementation of all new systems and system modifications to budget, timescale and user requirement.

Manage all ICT and Business Improvement projects so they are adequately resourced and that training or procedure manuals are available to users at all levels.

Programme manage the Corporate projects ensuring that projects are aligned in regards to resourcing and support of the business plan delivery.

Governance

Develop robust policies and procedures and ensure these, along with systems, communications methods and assets are documented.

Ensure that information needs are clearly and unambiguously specified.

Implement an effective system of internal governance to comply with the Housing Corporation’s Regulatory Code and other audit requirements.

Develop, monitor and evaluate the effective operation of ICT Service Level Agreements or contracts with external providers as required.

Develop, test and continually monitor ICT and Business Improvement policies and procedures, ensuring that Wellingborough Homes complies with legislation, including the Data Protection Act and software copyright laws.

Lead on our activity relating to Data Protection ensuring compliance with legislation and act as Data Protection Officer on behalf of Wellingborough Homes.

Prepare, monitor and control budgets relating to areas of responsibility and make a meaningful contribution to the business planning process as appropriate.

Provide business assurance across a range of systems, including responsibility for corporate and operational risks within ICT, Business Improvement and ensuring robustness of internal controls.

Provide a wide range of reports for the Board, Committees, Executive Team and the Senior Management Team.

Work closely with the other leaders across the business to ensure a strong partnership approach
