EXECUTIVE SUMMARY The Tetra Tech (Tt) Engineering Support Program (ESP) has continued to provide oversight of the design and construction of canals in Badakhshan, Baghlan, Balkh, Jawzjan, and Samangan provinces. Of the seventeen canals in the Strengthening Watershed and Irrigation Management (SWIM) program, eight canals have been completed. As of the end of this reporting period, the construction activities resumed at all canals. The list below provides a summary of key activities performed and issues that were observed during this reporting period:
On March 24, 2021, Tt ESP reported non-compliant works and critical issues regarding Quality Assurance (QA) and Health, Safety and Environmental (HSE) as compared to the approved technical specification, Rehabilitation Quality Assurance Quality Control Plan (RQAQCP), approved Implementation Plan, and submittals for the Batash Canal to USAID via email.
On April 4, 2021, Tt ESP submitted Letter-A-007-0009, through which the invoice review process was described with sufficient details. As of the end of this reporting period, Tt ESP has not received feedback from USAID for acceptance of the stated process in the submitted letter.
On April 5, 2021, Tt ESP submitted a Non-Conformance Report (NCR)-0010-Health and Safety (HS) for the personal protective equipment not being provided at the Batash Canal to USAID for review and approval. The NCR was approved by USAID and issued to the SWIM contractor.
On April 6, 2021, Tt ESP attended the Joy-e-Zendan Canal Substantial Completion Inspection (SCI), in coordination with the SWIM contractor.
On April 14, 2021, Tt ESP submitted the SCI report for the Joy-e-Zendan Canal to USAID.
On April 19, 2021, Tt ESP attended the Asyabad Canal SCI in coordination with the SWIM contractor.
During the reporing period, Tt ESP’s inspectors were not deployed to a Mohammad Salabeg Canal in Baghlan Province. Tt ESP’s Risk Management Consultant recommended not deploying site inspectors to this canal due to security incidents along the highway to the project site.
During the reporting period, construction work continues at all canals that Tt ESP can access. Tt ESP’s inspectors were on-site and performed construction oversight of the ongoing activities at the Balkh Main and Qadeem canals in Balkh Province, Batash Canal in Badakhshan Province, and Asya Abad, Choghai, Joy-e-Kariz, Joy-e-Zendan, Kohna Aybak, and Qushpara canals in Samangan Province.
During the reporting period, Tt ESP estimated the overall canal program to be approximately 89 percent complete, while the SWIM contractor reported 88 percent complete as per the latest SWIM weekly report for April 2, 2021, to April 8, 2021.
During this reporting period, Tt ESP site inspectors were unable to visit the Qadeem Canal project site due to security incidents along the Sholgara District highway between March 20, 2021, to March 25, 2021. Tt ESP’s Risk Management Consultant reported insurgent security threats along the highway from Mazar-e-Sharif to Sholgara District in Balkh Province. Except for the dates of April 2, 2021, April 7, 2021, and April 11, 2021, the rest of the reporting period, Tt ESP’s site inspectors conducted oversight inspections of ongoing activities at the Qadeem Canal.
