Zeliang's appeal to the Na- galand Tribal Action Com- mittee (NTAC), which is spearheading the agitation demanding the resignation of the Chief Minister, came after 42 of the 49 NPF legisla- tors "unanimously supported" supremo Liezietsu to take over from Zeliang as the new leg- islature party leader. In a letter to NTAC Conve- nor, KT Vilie, Zeliang stated, "In order to ensure smooth transition of office, and in larger interest of the state, I appeal to you to wait for 2-3 more days. Please be re-as- sured that this appeal is be- ing made not in my personal interest but in the greater interest of Nagaland and my dear fellow citizens." "I am seized of the matter regarding the demands for my stepping down as Chief Min- ister. You will appreciate that all decisions so far have been taken collectively and likewise all future decision will also have to be taken collectively," Zeliang stated. Earlier, Nagaland's lone Rajya Sabha member KG Kenye said: "Majority of the NPF legislators have unani- mously elected Shurhozelie as their new legislature party leader to break the deadlock between the agitating groups and the government. We have tried our best to persuade the groups but they refused to climb down." "Shurhozelie has accepted the offer of the legislators to lead the NPF-led Democratic Alliance of Nagaland (DAN) government to restore nor- malcy and prevent the im- position of President's rule in the state," Kenye said. Shurhozelie is also the Chairman of the DAN gov- ernment. In the 60-member House, the ruling Democratic Alli- ance of Nagaland coalition government, comprises of 48 NPF legislators including suspended legislator Imkong Imchen, four Bharatiya Janata Party (BJP) and eight Inde- pendents. Earlier on ursday, Gov- ernor PB Acharya and Zeliang left for New Delhi from Di- mapur. j Continue on page 8 T R Zeliang seeks time to step down Liezietsu to be new Nagaland CM IMPHAL: Election Commission of India (ECI) is of the view that the ongoing economic blockade imposed by Naga groups in Manipur, which looked set to upset the coming assembly election, will not make any impact on the poll process. ECI's high level of con- fidence emanates from the fact that the protesting Naga groups and not even the state's numerous mili- tant groups, have called for a boycott of the election to the 60 assembly seats, which will be held in two phases on March 4 and 8. e commis- sion, however, does not want to be overconfident and has in place a contingency plan. e Naga groups under United Naga Council, who are protesting against the creation of new districts by the Okram Ibobi Singh gov- ernment without consulting them, laid siege of the two National Highways, 2 and 37, which serve as the life- lines to the state, from No- vember 1 last yesr. e two highways traverse through Naga-dominated hills to reach the Meitei-dominated Imphal valley. e biggest impact of the blockade has been on movement of people due to acute shortage of fuel, which has triggered rise in its prices. e blockade entered 107th day on Wednesday and there are no signs of any respite. e Hindu and Muslim constitute about 62 per cent of the state's population and are concentrated in the valley while the tribal inhabitants of the hills, Nagas account for 20 per cent and the Kukis about 15 per cent. A full team of ECI on Tues- day reviewed the situation via video conference with the state chief electoral officer, police chief, chief secretary, additional chief secretary, home and officials of Indian Oil Corporation. "We are right on track and the EC is satisfied that the economic blockade will not affect the poll pro- cess," state chief electoral of- ficer Vivek Kumar Dewangan told TOI. The commission views the UNC-sponsored block- ade over the creation of new districts by the state govern- ment as a political issue which has got nothing against the conduct of electoral process. Contrary to initial fears that the commission may be the first one to face resistance from the protestors in the Naga-inhabited areas while setting the election process rolling, the present response has been more than encour- aging. e state CEO said, "People are coming in big numbers to participate in the whole process. ere has been more than 80% turnout of people for the training on polling duty as polling officials. We have a contingency plan ready." j Continue on page 8 Blockade not to impact Manipur polls: EC CEO: We Have A Contingency Plan Ready EC DG to visit state on Feb 19 IMPHAL: Ahead of 11th Manipur Legislative Assembly election, which is scheduled to be held on March 4 and 8 in two phases, Director General of Election Commission of India Sudeep Jain would be arriving at Imphal on February 19 on a four-day visit to review poll preparedness and law and order situation. After his arrival at Imphal on February 19, the ECI DG would leave for Tamenglong district HQ on February 20 morning in a helicopter and then to Ukhrul district HQ, Senapati district HQ and Chandel district HQ. During his tour in the district HQs, Sudeep Jain will meet DCs, SPs and top officials of Assam Rifles, Indian Army and CPMFs to discuss poll preparedness re- view law and order situation. He is also scheduled to visit other district HQs to conduct similar meetings while meetings for valley districts are likely to be convened at Imphal jointly. e Chief Electoral Officer (CEO) Manipur has instructed DCs and SPs of Chandel, Teng- noupal, Ukhrul, Kamjong, Sen- apati, Kangpokpi, Tamenglong and Noney districts to take up necessary arrangements for the visit of ECI DG and the proposed meetings. j Continue on page 8 IRB CO Dr Ak Jhaljit gets anticipatory bail STAFF REPORTER IMPHAL: e District & Sessions Judge, Imphal West on urs- day granted anticipatory bail to Commanding Officer of 2nd IRB Dr Akoijam Jhaljit (53) s/o Ak Udhop Singh of ou- bal Wangmataba, presently a resident of Moirangkhom Chingakham Leirak. Dr Jhaljit furnished PR bond of Rs 70,000 with surety while seeking the anticipatory bail. In his anticipatory bail peti- tion filed to the court through his counsel, the police officer submitted that there is ap- prehension of his arrest by the CBI in connection with probe agency launching fresh investigation into the killing of Chungkham Sanjit by state forces in an alleged fake en- counter on July 23, 2009 at BT Road. e petitioner mentioned that as an IPS officer he has been serving with respon- sibility. Granting the anticipato- ry bail, the Judge further ordered that the petitioner should make himself available before the CBI and the Court as and when required along with directing Dr Jhaljit that he shall not directly or indi- rectly make any inducement/ threat to anybody or leave the state without permission of the court. e court also sought ob- jection report, if any, with the case by March 2. j Continue on page 8 Protesters bid to storm CBI Imphal office IMPHAL: A large number of pro- testers ursday tried to storm the Imphal branch office of Central Bureau of Investigation (CBI) at Lamphelpat to demand speedy investigation and submission of charge sheets in cases related to fake encounter killings and drug smuggling in order to facilitate speedy delivery of justice. e protesters shouted slogans demanding those involved in fake encounters and drug smuggling cases to be brought to justice. Speaking on the occasion, Chaoba pointed out that Congress has ignored the cries of the people during its long rule. "Even if agitated people im- posed bandhs and blockades, it does not pay any heed. ey are not aware of people's suf- fering," Chaoba said, adding the government continues to do as it pleases. If the Congress govern- ment led by Ibobi, which is oblivious to people's suffer- ing, returns to power, it will pile more miseries upon the people, Chaoba said, while al- leging that instead of govern- ing people it is taking bribes from people by promising jobs without providing them any. It has made a lot of people suffer, he further alleged, and added that a lot of people who sold off their properties to get jobs have been put under immense suffering. j Continue on page 8 ‘Creation of 7 districts an overnight development’ CORRESPONDENT CCPUR: Former Congress Min- ister Phungzathang Tonsing, who is now all set to contest the ensuing state assembly election from Churachan- dpur assembly constituen- cy (ST) on NPP ticket, has clarified that creation of seven new districts was an overnight development and he had no prior information about the cabinet decision. Phungzathang quitted Congress party on Feb- ruary 10 few days after he was officially named as INC candidate for the upcoming election to 11th Manipur Leg- islative Assembly in Chura- chandpur AC. Addressing media persons at his residence on ursday, Phungzathang Tonsing said NPP would be fielding 21 candidates in the ensuing polls and the party would do well in the election. People in Churachandpur have a com- mon issue of interest about the three ILP Bills and they have called for zero toler- ance, the former minister said, adding that there is no need to quarrel on the three Bills during election period. NPP leader James Sang- ma, who also attended the press conference, categori- cally stated that NPP never endorses the demand raised by Meetei/Meiteis for tribal status in Manipur. JCILPS sets deadline for Tamang's pull-out STAFF REPORTER IMPHAL: e Joint Committee on Inner Line Permit System (JCILPS) has asked KB Tamang, who filed nomination paper for the ensuing state assembly election as Independent candi- date from Kangpokpi assembly constituency, to withdraw his candidature within February 18. If Tamang fails to withdraw his candidature within the stipulated time, he might be declared as anti-people, JCILPS convener BK Moirangcha told media persons at its office on ursday. Terming Tamang’s decision to contest the polls amidst movement for safeguarding indigenous people as unfor- tunate, Moirangcha reiterated that JCILPS do not recognise non-locals entering into Ma- nipur after 1951 as indigenous people and they would not be allowed to contest election till the bill for the same becomes an Act. Asserting that JCILPS had repeatedly informed about the matter through media and personally to Tamang, he said Tamang is yet to withdraw his nomination or comment on the matter. Tamang would be treated as a person trying to sow hatred among Nepali and indigenous people of Manipur if he fails to withdraw candi- dature, he said and appealed Nepali community to pressurize Tamang to withdraw his can- didature. SSUM seeks withdrawal of non-local’s candidature IMPHAL : Amid agitations for protecting indigenous people of Manipur, a non-local who filed nomination paper for the 11th Manipur Assembly elections must withdraw candidature, demand- ed Socialist Students' Union of Manipur (SSUM) spokesperson Tanoranjan on ursday. Briefing media persons at Ma- nipur Press Club on ursday, Ta- noranjan said the unbridled influx of non-locals into the state has gravely affected the demography. People are concerned that the unbridled influx could lead to ex- tinction of native people, he said, adding various organisations are carrying out intense agitations for safeguarding indigenous people. BJP Manipur Pradesh is planning to hold an election rally on February 25 at the sacred Kangla which clearly violates guidelines of the Election Commission, PRJA said in a statement, while pointing out that there should be no appeal to caste or communal feelings for securing votes at Mosques, Churches, Temples or other places of worship as per ECI guidelines. “Kangla is a sacred site for the Ma- nipuris, especially the Meeteis and we will not tolerate a political slugfest inside the premises of sacred Kangla. We are outraged as Manipuris that the BJP will even plan something so insulting to us!” said PRJA convener Erendro Leichombam. He died on the spot. e mini truck was found carrying about 25 barrels filled with petroleum and other items from Myanmar. A police team from Moreh led by OC Premjit Singh and 12 Assam Rifles personnel rushed to the spot and ex- tended help in extricating Kayamuddiin’s body. Cong will win 2/3 majority: CM THOUBAL: Chief minister O Ibobi Singh has said that Congress will get two-thirds majority in the upcoming 11th Manipur Legis- lative assembly election. He was speaking as chief guest of the MU fresher's meet hosted by Manipur University Students' Union (MUSU) at the centenary hall of University. Pointing out that parents sent their children to universities with an objective, Prof Pandey said stu- dents also attend the varsity with certain objectives. "After achieving our goals, we could help the state progress. Students must also build their respective careers with great care," he stressed. Reiterating that the university's building does not indicate the uni- versity's quality but its successful candidates, he called for achieving 'our goals'. "Shurhozelie has accepted the offer of the legislators to

lead the NPF-led Democratic Alliance of Nagaland (DAN) government to restore nor-malcy and prevent the im-position of President's rule in the state," Kenye said.

Shurhozelie is also the Chairman of the DAN gov-ernment.

In the 60-member House, the ruling Democratic Alli-ance of Nagaland coalition government, comprises of 48 NPF legislators including suspended legislator Imkong Imchen, four Bharatiya Janata Party (BJP) and eight Inde-pendents.

IMPHAL: Election Commission of India (ECI) is of the view that the ongoing economic blockade imposed by Naga groups in Manipur, which looked set to upset the coming assembly election, will not make any impact on the poll process.

ECI's high level of con-fidence emanates from the fact that the protesting Naga groups and not even the state's numerous mili-tant groups, have called for a boycott of the election to the 60 assembly seats, which will be held in two phases on March 4 and 8. The commis-sion, however, does not want to be overconfident and has in place a contingency plan.

The Naga groups under United Naga Council, who are protesting against the creation of new districts by the Okram Ibobi Singh gov-ernment without consulting them, laid siege of the two National Highways, 2 and

37, which serve as the life-lines to the state, from No-vember 1 last yesr. The two highways traverse through Naga-dominated hills to reach the Meitei-dominated Imphal valley. The biggest impact of the blockade has been on movement of people due to acute shortage of fuel, which has triggered rise in its prices. The blockade entered 107th day on Wednesday and there

are no signs of any respite.The Hindu and Muslim

constitute about 62 per cent of the state's population and are concentrated in the valley while the tribal inhabitants of the hills, Nagas account for 20 per cent and the Kukis about 15 per cent.

A full team of ECI on Tues-day reviewed the situation via video conference with the state chief electoral officer,

police chief, chief secretary, additional chief secretary, home and officials of Indian Oil Corporation. "We are right on track and the EC is satisfied that the economic blockade will not affect the poll pro-cess," state chief electoral of-ficer Vivek Kumar Dewangan told TOI.

The commission views the UNC-sponsored block-ade over the creation of new districts by the state govern-ment as a political issue which has got nothing against the conduct of electoral process.

Contrary to initial fears that the commission may be the first one to face resistance from the protestors in the Naga-inhabited areas while setting the election process rolling, the present response has been more than encour-aging.

The state CEO said, "People are coming in big numbers to participate in the whole process. There has been more than 80% turnout of people for the training on polling duty as polling officials. We have a contingency plan ready."

EC DG to visit state on Feb 19IMPHAL: Ahead of 11th Manipur Legislative Assembly election, which is scheduled to be held on March 4 and 8 in two phases, Director General of Election Commission of India Sudeep Jain would be arriving at Imphal on February 19 on a four-day visit to review poll preparedness and law and order situation.

After his arrival at Imphal on February 19, the ECI DG would leave for Tamenglong district HQ on February 20 morning in a helicopter and then to Ukhrul district HQ, Senapati district HQ and Chandel district HQ. During his tour in the district HQs, Sudeep Jain will meet DCs,

SPs and top officials of Assam Rifles, Indian Army and CPMFs to discuss poll preparedness re-view law and order situation. He is also scheduled to visit other district HQs to conduct similar meetings while meetings for valley districts are likely to be convened at Imphal jointly.

The Chief Electoral Officer (CEO) Manipur has instructed DCs and SPs of Chandel, Teng-noupal, Ukhrul, Kamjong, Sen-apati, Kangpokpi, Tamenglong and Noney districts to take up necessary arrangements for the visit of ECI DG and the proposed meetings.

Dr Jhaljit furnished PR bond of Rs 70,000 with surety while seeking the anticipatory bail.

In his anticipatory bail peti-tion filed to the court through his counsel, the police officer submitted that there is ap-prehension of his arrest by the CBI in connection with probe agency launching fresh investigation into the killing of Chungkham Sanjit by state forces in an alleged fake en-

counter on July 23, 2009 at BT Road.

The petitioner mentioned that as an IPS officer he has been serving with respon-sibility.

Granting the anticipato-ry bail, the Judge further ordered that the petitioner should make himself available before the CBI and the Court

It has made a lot of people suffer, he further alleged, and added that a lot of people who sold off their properties to get jobs have been put under immense suffering.

‘Creation of 7 districts an overnight development’

CCPUR: Former Congress Min-ister Phungzathang Tonsing, who is now all set to contest the ensuing state assembly election from Churachan-dpur assembly constituen-cy (ST) on NPP ticket, has clarified that creation of seven new districts was an overnight development and he had no prior information about the cabinet decision.

Phungzathang quitted Congress party on Feb-ruary 10 few days after he was officially named as INC candidate for the upcoming election to 11th Manipur Leg-islative Assembly in Chura-chandpur AC.

Addressing media persons at his residence on Thursday, Phungzathang Tonsing said NPP would be fielding 21 candidates in the ensuing polls and the party would do well in the election. People in Churachandpur have a com-mon issue of interest about the three ILP Bills and they have called for zero toler-ance, the former minister said, adding that there is no need to quarrel on the three Bills during election period.

IMPHAL: The Joint Committee on Inner Line Permit System (JCILPS) has asked KB Tamang, who filed nomination paper for the ensuing state assembly election as Independent candi-date from Kangpokpi assembly constituency, to withdraw his candidature within February 18.

If Tamang fails to withdraw his candidature within the stipulated time, he might be declared as anti-people, JCILPS convener BK Moirangcha told media persons at its office on Thursday.

Terming Tamang’s decision to contest the polls amidst movement for safeguarding indigenous people as unfor-tunate, Moirangcha reiterated that JCILPS do not recognise non-locals entering into Ma-

IMPHAL: The Irom Sharmila Chanu-led Peoples Resurgence and Justice Al-liance (PRJA) has filed a complaint to the Election Commission of India against the decision of BJP Manipur Pradesh to hold an election rally, to be attended by Prime Minister Narendra Modi, at Kangla Fort.

BJP Manipur Pradesh is planning to hold an election rally on February 25 at the sacred Kangla which clearly violates guidelines of the Election Commission, PRJA said in a statement, while pointing out that there should be no appeal to caste or communal feelings for securing votes at Mosques, Churches, Temples or other places of worship as per ECI guidelines.

“Kangla is a sacred site for the Ma-nipuris, especially the Meeteis and we will not tolerate a political slugfest inside the premises of sacred Kangla. We are outraged as Manipuris that

the BJP will even plan something so insulting to us!” said PRJA convener Erendro Leichombam.

In a complaint to ECI, PRJA said that no political activities should be conducted in any religious places and BJP Manipur Pradesh’s plan to hold a rally inside Kangla Fort would be a blatant violation of EC norms.

Man dies as vehicle crushes him

MOREH: A man was crushed to death when a Tata DI mini truck coming from Moreh side towards Imphal skidded off the road and turned turtle near Khu-dengthabi along Imphal-Moreh road on Thursday morning.

The deceased has been identified as Md Kayamud-diin, 48, son of Tomba of Kwakta, Bishnupur district. He died on the spot.

The mini truck was found carrying about 25 barrels filled with petroleum and other items from Myanmar.

A police team from Moreh led by OC Premjit Singh and 12 Assam Rifles personnel rushed to the spot and ex-tended help in extricating Kayamuddiin’s body.

Cong will win 2/3 majority: CM

THOUBAL: Chief minister O Ibobi Singh has said that Congress will get two-thirds majority in the upcoming 11th Manipur Legis-lative assembly election.

After filing nomination pa-per on Thursday at DC Thoubal office complex, the chief minis-ter told media persons that the Congress will retain power with two-thirds majority.

The party expects to get some 10 seats out of 20 seats in the hills, he said but admitted that the state polls would be a tough fight for the party and there would not be large margin wins in all the 60 assembly constituencies.

IMPHAL: The quality of a university is defined by the students and not by its building, stated Manipur Uni-versity vice-chancellor Prof Adya Prasad Pandey on Thursday. He was speaking as chief guest of the MU fresher's meet hosted by Manipur University Students' Union (MUSU) at the centenary hall of University.

Pointing out that parents sent their children to universities with an objective, Prof Pandey said stu-dents also attend the varsity with certain objectives. "After achieving our goals, we could help the state progress. Students must also build their respective careers with great care," he stressed.

Reiterating that the university's building does not indicate the uni-versity's quality but its successful candidates, he called for achieving 'our goals'. As part of the fresher's
