Regional Plans

Project Background

• Plan 2050 recommends expanding active transportation planning as a priority strategy for addressing multiple regional goals

• The Active Transportation Plan (ATP) will clarify the region’s approach to active transportation planning by establishing a shared vision and outlining the steps to achieve that vision

The NJTPA is seeking consultant support to develop a regional ATP. This will include:

• Research best practices

• Outreach and engagement

• Data collection and analysis

• Technical planning assistance for select locations

Current RFP

• Develop an Active Transportation Plan (ATP) that establishes strategies to facilitate development of a highly functioning, regional network of infrastructure for biking and walking in northern New Jersey.

Project Goal

• Address critical gaps in the network

• Develop a unifying vision

• Enhance coordination to prioritize AT

• Engage the public and stakeholders

• Map the existing and proposed network

• Advance planning for select locations

Project Objectives

• The consultant effort is expected to be started in January 2022.

• Project to be completed within 18 months of commencement.

Project Schedule

Scope of Work

Review and draw upon AT plans and resources to identify best practices for inclusive AT planning, data-driven analysis, implementation and funding strategies applicable to the region.

Identify the current inventory of active

transportation facilities and examine the

network’s gaps in terms of safety, equity,

connectivity, and other needs of communities.

Task 2: Existing Conditions, Data Collection and Mapping

Deliverables for Task 2• GIS database of existing and planned AT

facilities in the region; County-level maps and summaries

• Summary of AT network gaps and barriers in terms of safety, equity and infrastructure

Task 2: Existing Conditions Data Collection and Mapping

Develop a multi-faceted approach for obtaining

input from the general public and AT experts

and stakeholders

Task 3: Conduct Public and Stakeholder Outreach and Visioning

outreach plan, including: interactive mapping and visioning; focus groups; stakeholder meetings

Analyze findings from data collection and

outreach tasks to develop a conceptual, regional

active transportation network. Develop

strategies for prioritizing and implementing AT

facilities. Conduct planning assessments for

select priority locations.

Task 4: Active Transportation Planning Analysis and Technical Assistance

Produce a final report that captures all project components including methodologies and findings.

Technical Proposal Submission Requirements

• Cost reimbursement contract subject to Federal and State Laws, Policies and Procedures

• Cost plus fixed fee contract, up to an agreed ceiling• Summary budget and detailed budget forms for each firm

on the project team using NJTPA’s Sample Budget Form– Budget Period– Salary/wages, staff-hours by tasks – Overhead– Direct Expenses– Subconsultant Fees– Fixed Fee (or profit)
