1. This issuance is the localization of the policy guidelines and procedures of DepEd

Order No. 35, s. 2016 known as “The Learning Action Cell (LAC) as K to 12 Basic

Education Program School-Based Continuing Professional Development Strategy for the

Improvement of Teaching and Learning” and other relevant policies by expanding it even

to a more comprehensive mechanism by designing a framework that would address the

needs of school, School Division Offices (SDOs), and the Regional Office to uphold

human resource development strategic directions of the region through the

operationalization of the Professional Learning Community (PLC) Framework at all

governance levels.

2. This policy is aligned to the mandate of the Regional Office particularly embedded

as one of the Key Result Areas (KRAs) of the Policy, Planning & Research Division (PPRD)

which is to “facilitate the development of a regional educational policy framework to

reflect the needs and aspirations of the region accurately and responsively.” It is also

fosters the region’s ISO deliverable on “providing localized research-based policy

GUIDELINES IN THE ADOPTION OF POLICY ON THE INSTITUIONALIZATION

OF EFFECTIVE IMPLEMENTATION OF DEPED 12 PROFESSIONAL LEARNING

COMMUNITY (PLC) OPERATIONALIZATION FRAMEWORK

I. Rationale

Republic Act (RA) 9155, otherwise known as the “Governance of Basic Education

Act of 2001,” mandates the Regional Office (RO) to “define a regional educational policy

framework which reflects the values, needs and expectations of the community it

serves.”

Primarily, this has challenged DepEd Regional Office 12 to continuously set up

mechanisms to ensure that localization and formulation of relevant policies shall be

strengthened as a means for the attainment of its ONE SOCCSKSARGEN Framework

geared towards attaining a “Quality, Accessible, Relevant, and Liberating Basic

Education for All” learners of DepEd RO 12.

Based on the major findings of the research conducted entitled, “Initial Gain Evaluation in the Implementation of Learning & Development System in Deped

12: Basis for Policy Directions on Professional Learning Community (PLC) Framework Formulation,” the following serves as the L&D Strategic Directions geared

towards attaining a “Quality, Accessible, Relevant, and Liberating Basic Education for

All” learners of DepEd RO 12:

Institutionalization of effective Professional Learning;

Community (PLC) Policy Framework;

PRC Accreditation of LAC at all levels;

Alignment of LAC at all governance levels;

Monitoring & Evaluation (M&E) System institutionalization through multi-

stakeholders’ participation;

RFDs mandated for HRD to fully institutionalize LAC at all levels; and

Integration of M&E Result of LAC at all levels in MEPA.

In view of the above justification and evidences gathered, this Regional

Memorandum aims to establish an integrative localized Professional Learning

Community (PLC) Framework which localizes DO No. 35 s, 2016 known as “The Learning Action Cell (LAC) as K to 12 Basic Education Program School-Based

Continuing Professional Development Strategy for the Improvement of Teaching and Learning” and other relevant policies, such as:

• DepEd Memorandum No. 198, s. 2017 known as “Designation of NEAP as OIC

of Continuing Professional Development Activities for Teachers”; • DepEd Order No. 42, s. 2017, known as “National Adoption and Implementation

of Philippine Professional Standards for Teachers”;

• Unnumbered Memorandum OM_PDDNEAP-2018, known as “DepEd Regional Office as NEAP Extensions of CPD Provider.”

• Republic Act No. 10912 or the “CPD Act of 2016” lapsed into law on July 21, 2016 and took effect on August 16, 2016; and

• PRC Resolution No. 1032, series of 2017 or the “Implementing Rules and Regulations of RA No. 10912”, which took effect on March 15, 2017.

Finally, this PLC Framework provides clear mechanisms, guidelines and

procedures on how to effectively implement Learning Action Cell (LAC) for continuous

professional development of all employees of DepEd Regional Office 12 at all governance

levels.

II. Scope of the Policy

This Regional Memorandum provides the guidelines in the institutionalization of

effective Implementation of the Professional Learning Community (PLC) Framework at

all governance levels in the Regional Office, School Division Offices, and schools of

DepEd Region 12. The localized policy guideline and procedure includes the PLC

Frameworks at all levels, Terms of Reference (TOR), guidelines and procedures, and

mechanisms to fully institutionalize it.

At the Regional Office, aside from the Office of Regional Director (ORD), it covers

the following Regional Functional Divisions (RFDs), such as: Finance Division (FD);

Administrative Division (AD); Quality Assurance Division (QAD); Policy, Planning &

Research Division (PPRD); Education Support Services Division (ESSD); Field Technical

Assistance Division (FTAD); Human Resource Development Division (HRDD); and

Curriculum & Learning Management Division (CLMD).

At the School Division Offices (SDO), it caters the needs of all employees under

Office of the SDO, Curriculum and Instruction Division (CID), and School Governance

Operation Division (SGOD). Finally, it provides detailed ways on how school would fully

implement it.

Hence, this Memorandum shall be implemented at the Regional Office, to be

cascaded region-wide in all nine (9) School Division Offices (SDOs), and shall cover all

public school organizations, learning centers and partners in the full institutionalization

of localized Professional Learning Community (PLC) Operationalization Framework.

III. Definition of Terms

For clarity and consistency, the following major terms frequently used in this

document shall be defined as follows:

1. Continuing Professional Development (CPD) is a part of the Strategic Human

Resource Systems Framework specifically under Developing Talent. As one of the

four strategies of the HR System, CPD falls in the Learning and Development

(L&D).

2. Learning Action Cell (LAC) is a group of professional who engage in collaborative

learning sessions to solve shared challenges encountered in the school, division

offices and regional office facilitated by head of office or a designated LAC Leader.

LACs will become the school-based or office-based communities of practice that

are positive, caring, and safe spaces. At the school level, it shall be called School

Learning Action Cell (SLAC); at the Division Offices, it shall be called Division

Learning Action cell (DLAC); and at the Regional Office, it shall be called Regional

Learning Action Cell (RLAC).

3. Learning Development System (LDS) is a systematic process of acquiring

and developing knowledge, skills, capabilities, behaviors and attitudes

through learning or developmental experiences. It has five (5) subsystems:

Learning Needs Assessment (LDNA); Learning and Development Planning (DLP);

Learning and Development Designing and Resource Package Development

(LDDRPD); Learning and Delivery (LDD); and Quality Assurance Technical

Assistance Monitoring and Evaluation (QATAME).

4. Professional Learning Community (PLC) is a method to foster collaborative

learning among colleagues within a particular work environment or field which

is often used in an organization as a way to organize teachers into working groups

of practice-based professional learning.

IV. Policy Statement

In its quest to realize its mandate, DepEd RO 12 is continuously embarking

effective mechanisms by localizing policy guidelines and procedures that would be

responsive and relevant to the needs of decision-makers and program implementers in

the region, division and school level to fully institutionalize continuous professional

development among all employees.

Hence, this localized policy guidelines and procedures encompasses aspects

towards efficient and effective implementation of DepEd Order No. 35, s. 2016, known

as “The Learning Action Cell (LAC) as K to 12 Basic Education Program School-Based

Continuing Professional Development Strategy for the Improvement of Teaching and

Learning” and other relevant policies on Human Resource Development (HRD) including

that of School Division Offices (SDOs) and Regional Offices (ROs) vis-à-vis aligned to the

implementation of the localized policy guidelines and procedures of DO No. 13 s, 2015

known as “Establishment of a Policy Development Process at the Department of

Education” in the context of DepEd SOCCSKASARGEN.

V. DepEd XII Professional Learning Community (PLC) Operationalization

Framework

To fully institutionalize the Professional Learning Community (PLC) as a

mechanism for continuous human resource development of all DepEd personnel at all

levels, the following serves as the framework as a blue print to operationalize it:

At the school level, training needs of personnel shall be identified based on the

inputs coming from Classroom Observation Tool (COT) results; Electronic Self-

Assessment Tool (ESAT) results; and Individual Development Plan (IDP). At the SDO

and Ro levels, it shall be based on the following: Instructional Supervision (IS) reports

for SDOs; research findings; MEPA results: innovations on curriculum management &

implementation, and agreements on issues & concerns; and IPCRF Development Plans

of all employees.

The inputs shall then be analyzed and firm up to develop training programs

through the following major systems and processes: (1) Learning Development System

- Subsystem 1: L&D Needs Assessment (LDNA); Subsystem 2: L&D Planning;

Subsystem 3: L&D Designing and Resource Package Development; Subsystem 4: L&D

VI. DepEd XII Localized Learning Action Cell (LAC) Composition Framework at All

Levels

A. Composition of School Learning Action Cell

This SLAC Composition Framework is adopted from DO No. 35, s. 2016, to reiterate

that at the school level all guidelines and procedures stipulated in such DepEd Order

shall be fully enforced.

VIII. Continuing Professional Development (CPD) Application for PRC

Accreditation

To accredit any LAC intervention programs for PRC Accreditation, the following

phases shall be observed:

Phase 1: Preparation of the Requirements for Accreditation of Programs for

NEAP-CO Approval

1. Before conducting the training, the proponent shall submit to NEAP-CO the following

requirements for approval:

a. Sample Resume of Resource Trainer and/or Facilitator: Basic Profile, Work

Experiences, Trainings Conducted as Facilitator and Trainers,

Seminars/Trainings Attended for the Last Three Years, and Latest scanned

PRC ID of all Trainers & Facilitators

b. Form No. 1: PRC Instructional Design

c. Form 2: PRC Application Form for Accreditation of Programs

d. Form 6: Specific Objectives – Assessment Program of Activities (If available,

indicate the link of online program evaluation tool)

e. Breakdown of Expenses

f. Training Tools to be Used

2. Email the Instructional Design at [email protected] for initial

evaluation before submitting all documents.

Phase 2: Submission of Requirements to NEAP-PDD of DepEd Central Office for

Endorsement to PRC

The NEAP-CO has 15-day timeline as to the evaluation of the submitted

requirements before endorsing it to PRC for application. In submitting the requirements,

the proponent shall observe the following:

1. Submit all documents for final evaluation after complying all the corrections and

recommendations of DepEd NEAP-CO:

2. Together with the pertinent requirements, include the following: 1 Brown short

envelope and two (2) documentary stamps.

Phase 3: PRC Evaluation

The PRC has a maximum of 45 days for the evaluation of the training programs

and its pertinent documents. After which, it shall be forwarded to the proponent for

implementation.

In case there are changes as to the schedule and lists of resource

trainers/facilitators, the proponent shall write to NEAP-CO necessary changes in terms

of schedule adjustment and list of trainers; otherwise, the credit units for the training

program shall not be awarded.

Phase 4: Submission of Completion Reports (Maximum of 30 days after the

conduct of the Training)

The proponent shall submit the following completion reports on or before 30 days

after the conduct of the training program:

a. Notarized Completion Report Form (PRC Form 3: Completion Report) with 2

documentary stamps

b. 1 Short Brown Envelope

c. PRC Form 4: Attendance Sheet

d. List of Resource Persons (Trainers/Facilitators with PRC License Numbers)

e. Actual Program of Activities

f. Summary of Evaluation of Trainers in Tabular Form

g. Soft copy in rewritable CD all documents

X. Monitoring & Evaluation

In the process of the implementation of this policy guidelines at the SDO Level, the

SGOD-Division Human Resource Development-SEPS shall continuously gather

feedback from all concerned implementers in the school and SDO levels to be submitted

to the CLMD-LAC Coordinator; while it shall be undertaken by HRDD at the RO level.

Progress monitoring evaluation results shall be presented during MEPA at all levels to

capture innovative practices and to address issues and concerns. The PPRD shall

conduct a periodic review of this policy to further enhance its provisions and

effectiveness.

XI. Effectivity/Transitory Provision

This Regional Memorandum shall immediately take effect upon issuance and

shall be reviewed annually to be relevant with the demands of time vis-à-vis alignment

to new DepEd Orders and Memoranda regarding continuous professional development

policy guidelines and procedures.
