EXECUTIVE SUMMARY

This report is presented by the DoD in accordance with Title 10 of the United States Code, section 2249c.

The Regional Defense Counterterrorism Fellowship Program (hereafter cited CTFP) is a Department of Defense security cooperation tool that provides functionally-focused education and training to international security personnel at strategic locations in our global effort to fight the war on terrorism.

The goals of the CTFP are 1) to build or reinforce the counterterrorism capabilities and capacities of partner nations, and 2) to build and strengthen a global network of combating terrorism experts and practitioners committed to fight with us against terrorists and terrorist organizations.

To achieve these goals, the CTFP provides combatant commanders with resources to foster regional cooperation and professionalize foreign counterterrorism capabilities. It provides targeted counterterrorism assistance focusing on key senior and mid-level military officials, ministry of defense civilians, and other foreign security officials. Personnel recommended for the CTFP by the regional combatant commands are those who will have a positive impact on their country's ability to cooperate with us in the war on terrorism.

The program is managed by the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict (SO/LIC), and implemented by the Director of the Defense Security Cooperation Agency (DSCA).

This report accounts for the expenditure of appropriated funds during fiscal year 2004 for the CTFP, including the countries of the foreign officers and officials, by country, for whom costs were paid; the total amount of the costs paid for each such country; and the training courses attended by the foreign officers and officials. It also provides an assessment of the effectiveness ofthe Program, and discusses action being taken to improve the program.

As detailed in the report, during fiscal year 2004 the CTFP sponsored more than 780 counterterrorism training and education events throughout the world, involving well over 1,000 security personnel from 66 countries. This included over 200 individual training events in 53 foreign countries to best meet the unique needs of the regional combatant commanders.

The contents of this report are unclassified, and reflect data gathered from multiple sources, to include Security Assistance Organizations, Combatant Commanders and other DoD agencies.

A. OVERVIEW

The Regional Defense Counterterrorism Fellowship Program (CTFP), Department of Defense, is a security cooperation tool employed in the Global War on Terrorism (GWOT). It provides functionally-focused education and training to international military, ministry of defense and security officials.

CTFP goals are 1) to build or reinforce the counterterrorism capabilities and capacities of partner nations, and 2) to build and strengthen a global network of combating terrorism experts and practitioners committed to fight with us against terrorists and terrorist organizations.

The CTFP provides combatant commanders with resources to foster regional cooperation and professionalize foreign counterterrorism capabilities to assist in the GWOT. It provides targeted counterterrorism assistance. Regional combatant commands recommend participants in the program to the Office of the Secretary of Defense for approval. Key senior and mid-level military officials, ministry of defense civilians, and other foreign security officials who have an impact, directly or indirectly, on their country's ability to cooperate with us in the war on terrorism are then provided the tools to effectively build, manage, and sustain counterterrorism programs. All personnel are thoroughly vetted regarding human rights compliance.

The program is managed by the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict (SO/LIC), and implemented by the Director of the Defense Security Cooperation Agency (DSCA).

B. BACKGROUND

CTFP education and training is a mixture of existing, traditional programs and newly­developed educational activities designed to strengthen individual, country, and regional combating terrorism capabilities and capacities. Education, by its nature, is a long-term investment in the future. Through the CTFP, the U.S. is developing long-term potential in the capabilities of our international partners. Through these capabilities, countries will be better able to engage terrorism within their borders and more able to support U.S. and coalition efforts to defeat terrorism regionally and around the globe.

The CTFP has directly supported United States Government (USG) efforts to build cooperation in the war on terrorism, and has been instrumental in opening and strengthening bilateral counterterrorism relationships with key countries. CTFP support to coalition partners has directly impacted operations aimed at disrupting terrorist operations and eliminating support for terrorist organizations. CTFP support has also

helped countries recognize the importance of fighting terrorism, and has been a component in USG efforts to help those countries take responsibility for terrorist activities within their borders and in their regions.

The CTFP is building an international network of individuals who share a common understanding of the terrorist threat, and who are linked together through common association and technological means. This network, as it grows, will be decreasingly dependent upon the U.S. for support for independent activities targeted at terrorism.

C. REPORT REQUIREMENTS

Pursuant to the requirement of the National Defense Authorization Act for Fiscal Year 2002 as amended, section 1221 (10 U.S.C 2249), "not later than December 1 of each year, the Secretary of Defense shall submit to Congress a report on the administration of this section during the fiscal year ended in such year."

This report is presented by the DoD in accordance with Title 10 of the United States, Code section 2249c:

1) A complete accounting of the expenditure of appropriated funds for purposes authorized under subsection (a) [Subchapter I of chapter 134 of title 10, United States Code], including:

a) the countries of the foreign officers and officials for whom costs were paid; and

b) for each such country, the total amount of the costs paid.

2) The training courses attended by the foreign officers and officials, including a specification of which, if any, courses were conducted in foreign countries.

3) An assessment of the effectiveness of the Regional Defense Counterterrorism Fellowship Program in increasing the cooperation of the governments of foreign countries with the United States in the global war on terrorism.

4) A discussion of any actions being taken to improve the program.

D. SUMMARY OF EXPENDITURES AND TRAINING EVENTS

The following table details CTFP expenditures, by country, within respective areas of responsibilities of the combatant commanders. It also provides the number of different CTFP training events conducted, by country, including those events conducted in foreign countries, as well as total training events for each category.

E. PROGRAM ASSESSMENT AND ACCOMPLISHMENTS

The Regional Defense Counterterrorism Fellowship Program has provided an important capability to the Department of Defense in the global war on terrorism. The CTFP enables the department to better implement the President's National Strategy for Combating Terrorism by providing resources that can be targeted to the integration of the seven elements of national power: military, informational, diplomatic, law enforcement, intelligence, financial and economic.

To establish a baseline by which to assess CTFP effectiveness, SO/LIC conducted an inventory of DoD academic programs relevant to international students of counterterrorism, and found very few pertinent courses. Consequently, with the help of the Joint Special Operations University (JSOU), regional educational centers, and other supporting academic institutions, SO/LIC expanded functionally-specific academic offerings across DoD and internationally to support CTFP objectives. Additionally, SO/LIC has provided direct support to the DoD Regional Centers to create programs focused on counterterrorism, and is fostering the development of similar programs at international regional education centers to support USG GWOT efforts (These centers are: the Asia-Pacific Center for Security Studies (APCSS) Honolulu, Hawaii, the George C. Marshall European Center for Security Studies (Marshall Center) Garmisch, Germany,

the Center for Hemispheric Defense Studies (CHDS)Washington, DC, the Near East South Asia Center for Strategic Studies (NESA Center)Washington, DC, and the Africa Center for Strategic Studies (ACSS) JSOU Washington, DC). JSOU, with SO/LIC support, is leading an effort to create an international consortium of academic experts and institutions devoted to developing counterterrorism potential through educational programs.

The CTFP has moved beyond traditional educational relationships, often a legacy of Cold War ideology, to address terrorism from a regional, vice bilateral, perspective. The CTFP stresses the importance of a holistic national approach to fighting terrorism and that success depends on a coordinated interagency effort within each country and between regional partners. The CTFP allows the USG to bring together different departments and countries in ways that DoD has not been able to do in the past.

The CTFP is one of the few USG programs that can effectively cross agency boundaries, (e.g., military, national police, gendarmerie, internal security, border security, and other security officials) to address counterterrorism from an integrated perspective in a common, synergistic venue to optimize results. As well, the CTFP can include legislators and their staffs, and in some cases, quasi-official organizations, such as "think tanks," in education and training opportunities. Where CT responsibilities reside outside a country's ministry of defense, the CTFP has been able to focus on that institution, facilitating the opportunity to train and educate functional partners.

During fiscal year 2004 the CTFP provided quality training and education for approximately 1,000 foreign military and security officials, and brought key international special operations forces and CT personnel to training and education programs to build relationships, improve interoperability among forces, and enhance CT effectiveness. The CTFP also provided effective, innovative "target of opportunity" training and education opportunities based on flexible authorities.

Leveraging its ability to cross international agency boundaries, the CTFP facilitated multi-agency participation to effectively address operational deconfliction and interagency cooperation in CTFP educational programs. The CTFP also provided CT training and education support to emerging regional and sub-regional organizations, alliances, and countries with developing sovereign status, most notably Iraq and Afghanistan.

The following accomplishments represent the significant CTFP successes across fiscal year 2004 in the crucial areas of 1) curriculum development, 2) regional- and country­specific activities, and 3) regional center initiatives.

1. CURRICULUM DEVELOPMENT

• Created the nine month "CT Fellows" program at the National Defense University, an executive level graduate program focused on the strategic aspects of combating terrorism. • Expanded by 50% the U.S. Special Operations Command (USSOCOM) sponsored SO/LIC program for international students at the Naval Postgraduate School Department of Defense Analysis. • Expanded international participation at the Naval School Explosive Ordnance Disposal, and the development of a new improvised explosive disruption device and guided missile training modules for international students. • Supported the development of an antiterrorism module for the Navy's International Shipyard Management course. • Funded development of a terrorist operational support/terrorist financing track in the Department of Defense Analysis' masters program for U.S. and international students. • Developed a program, Legal Aspects of Combating Terrorism, through the Defense Institute for International Legal Studies that has served as an "ice breaker" for establishing a relationship with countries where security cooperation efforts are in their infancy . • Provided assistance to the NATO School (SHAPE) to develop and execute a new counterterrorism course. • Developed a consortium of academic institutions focused on international CT education and training sponsored by the Joint Special Operations University.

2. REGIONAL AND COUNTRY-SPECIFIC ACTIVITIES

• Supported regional mobile education teams (METs) that provided focused combating terrorism training tailored for respective regions. Regional METs have been conducted in Malta (Mediterranean region), Chad (Sahelian region), Romania (Eastern Europe), Georgia (Caucasus), Paraguay (South America), Hawaii (Southeast Asia region), and Tampa (USCENTCOM area of responsibility). • Affirmed Paraguay's role as a regional leader in combating terrorism cooperation by sponsoring focused CT events and training in cooperation with the Paraguayan government.

• Brought Thai Special Forces leadership to the U.S. to meet with U.S. counterparts, policy leadership, and educational institutions to help them develop and refine training and education programs. A follow-on visit focused on Military Operations on Urbanized Terrain (MOUT) training that will help the Thai Special Forces develop a MOUT training program and facility for police and special operations forces. U.S. special operations forces (SOF) will be able to use these MOUT facilities during future training and exercises in Thailand. • Developed an intensive program to build English language capabilities in the Indonesian military, significantly enhancing our relationship with that country. • Assisted numerous countries, including Malaysia and Indonesia, to assess and develop port and maritime security capabilities. • Brought foreign senior officers and officials to the U.S. for tailored distinguished visitor tours, which lead to the establishment of a successful training relationship, enhanced SOF capabilities, or defense restructuring as it relates to combating terrorism capabilities. • Provided FBI hostage negotiation training to Kyrgyzstan. • The CTFP was the first security cooperation program to bring Iraqi military officers to the U.S. for professional military education. • Funded Greek participation in highly successful planning exercises for the Olympics, conducted by EUCOM.

3. REGIONAL CENTER INITIATIVES

• Developed a new combating terrorism program at the George C. Marshall European Center for Strategic Studies: Program on Terrorism and Security Studies (PTSS). This five-week program brings world experts in counterterrorism into the classroom and includes a week of study in the United States. • Developed a new combating terrorism program at the Asia-Pacific Center for Security Studies: Comprehensive Security Responses to Terrorism (CSRT). A three-week program offered twice a year, the CSRT has proven a vital tool for developing regional cooperation in combating terrorism, promoting military-to-military dialogue on terrorism, and providing a conduit for contact with U.S. counterparts. • Facilitated collaboration between the Asia-Pacific Center and the Southeast Asia Regional Center for Counterterrorism (SEARC-CT), Malaysia, to develop a synergistic regional approach to combating terrorism. • Developed a new combating terrorism program at the Center for Hemispheric Defense Studies: Interagency Coordination and

Counterterrorism (ICCT). This three-week executive level program is conducted in Washington D.C. and tailored to Latin America's unique political geography. • Sponsored an Africa Center for Strategic Studies initiative to develop collaborative strategies for combating terrorism among regional and sub-regional organizations. • Supported the development of Turkey's NATO Center of Excellence in the Defense Against Terrorism.

F. PROGRAM IMPROVEMENT INITIATIVES

As the CTFP matures and evolves, a variety of opportunities to improve and enhance the program have been identified. SO/LIC, in coordination with DoD and interagency partners, is pursuing a number of these initiatives:

1. Process and Procedure: Many of the incumbent post-Cold War processes and procedures for DoD education and training need improvement to better support the CTFP and its international customer base.

Initiative: SO/LIC, DSCA, and JSOU are convening workshops to evaluate processes and procedures to ensure that these systems are in direct support of either program policies or legal requirements. SO/LIC is working with DSCA to streamline processes to ensure that the policy objectives ofthe program are supported by administrative processes. SO/LIC will eliminate unnecessary administrative activities, information reporting, or other process and procedure related efforts that do not directly support the CTFP.

2. Participant Database: CTFP candidate and student databases need to be improved to allow timely input, evaluation, processing and reporting.

Initiative: The CTFP has taken a number of steps toward building a network of counterterrorism experts and practitioners through the use of technology and technological outreach. As part of this effort, the CTFP has developed an on-line nomination form to accelerate evaluation and reduce complications in the student nomination process. This on-line form allows all participants in the process (i.e., the Security Affairs Officer located overseas, the Combatant Command CTFP point of contact, and the SO/LIC point of contact) to track the nomination in a timely and comprehensive manner, from submission to final approval ofthe candidate. From the information gathered on the nomination form, the CTFP has created a student/funding database that allows the rapid retrieval of a variety of information about the students being trained, the types of courses and

programs they are attending, as well as Combatant Command and other program initiatives.

Currently, SO/LIC is working with potential users and information contributors to develop the framework of a database that could better support efforts to grow and nurture CTFP participants. Information on individual and country participation will be available to support contingencies and will improve our ability to coordinate USG activities and DoD security cooperation efforts.

3. New Academic Programs: SO/LIC and JSOU will continue to evaluate existing programs, and provide recommendations and support for establishing new programs that best support our efforts to enhance cooperation with our international partners and their effectiveness in the GWOT.

Initiative: Building on recent CTFP success stories (e.g., the National Defense University CTFP program), similar initiatives including a Terrorist Operations and Terrorist Financing masters degree program at the Naval Postgraduate School are being pursued.

D. SUMMARY

Consistent with its charter from Congress, the CTFP has become a valuable tool in our nation 's GWOT and fills a crucial void in U.S. efforts to provide targeted international counterterrorism assistance. Building on previous efforts, during fiscal year 2004 the CTFP made significant strides to further build and reinforce the counterterrorism capabilities of our partner nations, and to strengthen a global network of combating terrorism experts committed to fight with us against terrorists and terrorist organizations. Counterterrorism training and education has proven to be a strategic tool in the GWOT that effectively supplements the efforts of regional combatant commanders in accomplishing their missions.

II. COUNTRY TRAINING ACTIVITIES The following tables present a breakout of individual CTFP-funded training and education activities assembled in alphabetical order, by country, for respective combatant command regions. The information is further sub-categorized by training activity (Army, Air Force, Maritime, and non-Military Department Activities), and medical expenses.

1. READING THE DATA

• All activities are listed by the fiscal year (FY) in which the training occurred, not by the FY in which the funding for the training was provided.

• Most data in the report are "as of' October 1, 2004.

• Contains the summary data for all training conducted under the CT Fellowship during the fiscal year ended in such year.

• This report does not include number of students trained. This information is provided in the Foreign Military Training Report, Joint Department of Defense and Department of State annual report to Congress.
