A workshop on a Regional Immigration Alert System (RIAS) was held at the Policía de Investigaciones Academy in
Santiago, Chile, on 26 and 27 June 2003.
The workshop was chaired by Mr. José Castro, Police Commissioner and Head of Chile’s International Police, and was attended by experts and representatives from Australia,
Canada, Chile, México, Korea, Singapore and the United States of América.

Participants took note of their valuable technical inputs and current initiatives which aim to minimize
the threat posed by forged or stolen travel documents, illegal immigration and other related
offenses.

Experts contributed to the discussion by sharing their experiences with regards to the work that these
specialist organizations undertake in order to share databases and relevant information and thus, strive
to secure a safer travel environment and facilitate the movement of bonafide travelers.

Experts from Australia, Canada, Chile, Korea, México, Singapore and the United States of America,
also shared experiences and information on migration issues and the action that are on-going in order to effectively deal with the threat of terrorism
and irregular migration.

agencies were noted by the experts participating in the workshop.

The relevant experts agreed that RIAS could provide a valuable vehicle for enhanced cooperation, inter alia issues relating to migration, including the
exchange of up-to-date information on forged or stolen travel and identification documents;illegal activities such as illegal immigration; activities
by clandestine immigration networks specialized in dealing with drug and human trafficking as well as other issues that are vital for the establishment
of a safe travel environment within the APEC Region.

directly responsible for the processing of information affecting travelers and immigration.

such a central data base at a subsequent stage-as a preventive system – were also considered.

This proposal may be expanded through the discussion at IEGBM in Phuket, Thailand. Furthermore, the Workshop
participants agreed to recommend that the establishment of a Central Database System receive further consideration,
taking into account issues such as administrative, technical and financing sources such as IFI´s and/or specialized
agencies related to its operation.

Mobility positively consider a second Workshop dealing with technical and financial issues related to the implementing
