Liz Ritchieco-CEO, Regional Australia Institute
In February 2019, Liz Ritchie became the co-CEO of the Regional Australia Institute, after joining in 2018 as the General Manager Strategy and Partnerships. For almost 20 years, Liz has worked across the corporate, government and the not for profit sector, and she specialises in leading organisational transformation to build a sustainable future. Liz is a change agent, a researcher, a Director and an extremely passionate advocate for regional Australia.
Professor Andrew BeerDean of Research and Innovation from University of South Australia Business School
Professor Andrew Beer is Dean, Research and Innovation at the University of South Australia Business School. He previously worked at the University of Adelaide and the Flinders University of South Australia, and holds a Bachelor of Arts from the University of Adelaide and a PhD from the Australian National University.
Professor Beer has served as a Research Fellow at the University of Plymouth, a Leverhulme Fellow at the University of Ulster and a Visiting Professor at the University of North Texas. Andrew’s research interests include housing, regional leadership, the functioning of economic development agencies and the changing pattern of urban settlement in Australia.
Jack ArcherPast CEO, Regional Australia Institute
Jack Archer was CEO of the Regional Australia Institute (RAI) from July 2015 until January 2019. Jack also led the establishment of the RAI in 2011 and developed the RAI’s policy and research program. In previous roles Jack contributed to major regional reforms in water, climate change, indigenous issues and industry. Originally from Paterson in the lower Hunter Valley of NSW, he now lives in the hills west of Canberra.

Stewart WebsterExecutive Director Economics, Commercial and Economics Group, NSW Department of Premier and Cabinet
Stewart has previously held executive positions in the Department of Primary industries, Trade & Investment, Industry & Investment and the Department of Industry. Earlier in his career he was Director of a NSW Parliamentary Committee, an agricultural economic researcher and a public policy analyst. More recent projects include work on large infrastructure business cases, such as the Art Gallery of NSW extension and the Broken Hill Pipeline, implementation of cluster-wide program evaluation processes, reform of cost-benefit analysis methodologies and evidence-based approaches to regional development.
James FlintoftChief Executive, Regional Development Victoria
James has substantial leadership experience in the Victorian and Australian Governments and in the private sector. He was previously Deputy Secretary, Agriculture with the Department of Economic Development, Jobs, Transport and Resources, responsible for agriculture and rural policy; agriculture research and development; and trade and investment. He worked in the federal Department of Prime Minister and Cabinet as First Assistant Secretary, Cabinet Implementation Division; was Chair of the Commonwealth’s emergency task force on live cattle exports; and Deputy Secretary at the federal Department of Agriculture, Fisheries and Forestry. He helped establish the Department of Regional Australia in 2011.
Matt LinnegarCEO, Australian Rural Leadership Foundation
It is the first time in the 25-year history of the Foundation that a member of its alumni has stepped into the Chief Executive’s role. Matt’s prior leadership roles include CEO of the National Farmers’ Federation, General Manager, Corporate and Customer Operations with Murrumbidgee Irrigation Limited and Executive Director of the Ricegrowers’ Association of Australia. Matt is a director of the Telstra Foundation and a member of the Strategic Advisory Committee for Charles Sturt University.
Grahame MorrisManaging Director, Barton Deakin; Board Director, Regional Australia Institute
Grahame is the Chairman and Federal Director of Barton Deakin Government Relations based in Canberra. Grahame’s career has focused on shaping public policy; notable roles include Chief of Staff to former Prime Minister John Howard, Partner at PricewaterhouseCoopers, CEO of leading issues management firm Jackson Wells Morris and Strategy Policy Director for News Ltd. He has previously worked as a journalist at The Australian and regional newspapers The Daily Advertiser and The Irrigator.
Simon BanksManaging Director, Hawker Britton
Simon Banks is Manager Director at Hawker Britton understands the corporate world, having worked in public affairs and strategic policy roles for Telstra and Toll Holdings and as a consultant. His understanding of the government relations strategy needs of business, public policy and politics in Australia is unrivalled in the Canberra lobbying market. A lawyer by training, Simon has extensive campaign experience. He managed the high-profile online Kevin07 campaign during the 2007 Federal election and ran the uniquely successful ACT campaigns for the Constitutional Convention election and the Republic Referendum.
Dr Nicholas GruenCEO, Lateral Economics
Described by the London Financial Times’ Chief Economic Writer Martin Wolf as “a brilliant man who deserves to be better known”, Lateral Economics CEO Nicholas Gruen is an economist, entrepreneur and commentator on our economy, society and innovation. He has Visiting/Adjunct Professorships at Kings College London and UTS, chairs global software provider Health Metrics and is patron of the Australian Digital Alliance.

Dr Kim Houghtonco-CEO, Regional Australia Institute
Dr Kim Houghton is the co-CEO of the Regional Australia Institute and leads the think tank’s policy and research work. Kim was previously the Institute’s General Manager Policy and Research, and in both these roles works to ensure the Institute’s work has practical application and supports a better policy environment and more vibrant regional economies. Having worked on regional economic development in Australia for almost 20 years, Kim has a passion for engaging, motivating, informing and connecting regional leaders from business, community and government.
Dr Kylie BourneLead Researcher, Regional Australia Institute
Dr Kylie Bourne is a researcher with extensive experience in knowledge brokering and research communication. She has worked in the policy space across the public, not-for-profit and higher education sectors. Kylie has published academic research and media commentary on a variety of social and public policy related issues. Kylie is passionate about regional issues. She lives in regional Australia and volunteers as an Ethics teacher and coordinator in NSW schools in the Yass Valley region.
Dr Angela LehmannLead Researcher, Regional Australia Institute
Dr Angela Lehmann is a Lead Researcher at Regional Australia Institute. Angela has worked as a journalist, sociologist and consultant on three continents. She gained her PhD in sociology from the Australian National University in 2010 and has a specialised interest in skilled migration and identity. She has published two books with Palgrave MacMillan: ‘Destination China: Immigration to China in the Post-Reform Era’ (2018) (edited volume with Prof. Pauline Leonard) and “Transnational Lives in China: Expatriates in a Globalizing City” (2014).
