A. FasTracks Public Information and Outreach

Telephone Town Halls

All 15 Telephone Town Hall Meetings have now been held. The “wireside chats” provided

an opportunity for the public to learn about RTD service, the FasTracks program and other

RTD projects. More than 45,000 participated in the town halls.

Northwest Rail Groundbreaking The groundbreaking for the first segment of the Northwest Rail Line was held Thursday,

June 28 at the site of the future Westminster Station. The theme for the event was

“Planting Progress: Local Jobs…Local Business…Local People.”

Sheridan Parking Garage Groundbreaking

The final construction phase of the West Rail Line got underway Friday, June 29 with a

groundbreaking ceremony for the Sheridan parking structure. This marks the “beginning of

the end” of construction on the West Line.

Key Messages Manual

The PI Team will be distributing the annual FasTracks Key Messages Manual. This is an

updated version of various RTD and FasTracks topic areas to provide the Board and

internal team with information and consistent messages.

B. Eagle Project –Districts B, C, J, L and M (Directors Hoy, Malpiede, Deadwyler, Anderson

and Cohen)

Utility relocations, demolition, and grading activities continue to be the focus of

construction. Bridge work is progressing with the completion of the Broadway Bridge,

progress at Sand Creek, Peña Bridge, Quebec and the Jersey cut-off bridge. Construction

work is expected to continue to become more visible during the summer.

A meeting was held with DTP and all the major suppliers of the Hyundai-Rotem commuter

rail vehicles on June 19. The quarterly meeting with Hyundai-Rotem was held on June 20.

Gold Line—Districts C, J, L and M (Directors Malpiede, Hoy, Anderson and Cohen)

DTP and RTD are currently addressing comments made by Adam’s County on the 100%

design plans. Several of the outstanding issues include changes to the Federal Station, the

Clay Street Pedestrian Trail and drainage box, and updated traffic studies to determine

whether additional traffic signals are needed before opening day near the CRT stations.

DTP and RTD are working with BNSF on the placement of the overhead catenary system

(OCS) poles on RTD right-of-way. BNSF has requested that no poles be placed between

RTD and BNSF tracks due to safety concerns in the event of a derailment. DTP has

prepared a technical memorandum addressing BNSF concerns on the NWES and based on

feedback from this correspondence DTP will address this issue on the Gold Line

East Corridor – District B (Director Deadwyler)

RTD and DTP are working to address the remaining CCD issues including: Smith Road

improvements (from Kearney to Quebec), Havana intersection pavement type, and

drainage conditions from 31st to 35th street. Progress is being made at DIA with approval

of the MSE aesthetic panels, and conditional approval for the Peña Boulevard Bridge. The

Federal Aviation Administration (FAA) has provided approval for work at the airport.

The Peoria grade-separation project, being managed by CCD/Aurora, interfaces with the

East Corridor. The stated preferred alternative (PA) is to have Peoria over the rail and to

the west of the existing roadway to expedite construction. The two teams are currently

working through scheduling details related to placement of the overpass superstructure in

conjunction with systems work being performed by DTP. Additionally the overpass needs

to be substantially complete in order to accommodate closure of the at-grade existing

Peoria Street prior to section proving and pre-revenue testing currently scheduled for

December 2014. These issues are expected to be finalized after the design/build

contractor is selected late this summer.

Commuter Rail Maintenance Facility - (All RTD Director Districts)

Design of the maintenance facility has commenced along with the acquisition of the

required properties. RTD has reviewed the 100% design submittal for the yard area and

DTP has addressed all of RTD’s comments. DTP has submitted CRMF site drawings to the

City and County of Denver for review and has moved past the concept review stage and a

formal review will now take place. DTP has started demolition and grading work for four of

the five properties of the CRMF site. DTP, with sub-contractor PCL and architect Gannett

Fleming, continue to hold Technical Working Group meetings to further the design of the

Commuter Rail Maintenance Facility.

The design has reached the 90% milestone for the CRMF. This package is being put on

hold while the possibility of adding an additional section of the building is being reviewed

for the North Metro commuter rail line. This in depth review will take about 3-4 weeks and

will address all scope issues with the additional work. RTD will re-evaluate the possibility

of doing a full buildout of the CRMF now, and give DTP further direction from there. A

30% Design Package for the separate wash bay building will be coming soon as well.

Northwest Electrified Segment – Districts C, I, and K (Directors Malpiede, Hoy, and

Williams) – no change to previous report

Staff updated the Board on these IGAs at the December 6 FasTracks Monitoring

Committee meeting. On May 22, the Board approved right-of-way acquisition for this

segment. Right of way acquisition is proceeding. A groundbreaking event was held in

Westminster on June 28.

C. FasTracks Project Reports

North Metro – Districts B, C, I and K (Directors Deadwyler, Malpiede, Kemp and Williams)

The North Metro Team has selected AECOM for final design of Segment 1, from Denver

Union Station to National Western Stock Show with an option for design to 72nd Avenue.

The parties will now enter into negotiations. An anticipated Notice to Proceed is likely in

August. Talks continue with Denver and CDOT toward reaching consensus on an IGA in

the next few months.

I-225 Corridor – Districts B, E and F (Directors Deadwyler, McMullen, and Tobiassen)

The FasTracks staff is continuing the evaluation process of the two proposals for the I-225

Rail Line Request for Proposals (RFP), which were received on June 14, 2012. The

competing teams are Balfour Beatty Ames Joint Venture and Kiewit Infrastructure Co.

The FasTracks staff will conclude the evaluation process on July 2 and present the

recommendation to the RTD FasTracks Monitoring Committee on July 3, 2012.

The Joint RTD/CDOT Construction Project continues to progress. SEMA is working on the

Yale Bridge center pier caisson caps and is scheduled to complete the abutments and piers

over the next couple of weeks.

The RTD FasTracks staff met with the City of Aurora staff to discuss the implementation

of a parking structure at the Iliff Station as an alternative to the current design for a

surface Park-n-Ride. The RTD Staff have agreed with the current conceptual plan for the

revised plan and will provide the City of Aurora Staff with deal points. The deal points will

be the basis for an IGA between RTD and Aurora and would identify scope and

responsibilities. Funding for the structure including design, construction and maintenance

will also have to be addressed in the IGA.

West Corridor – Districts A, C, L and M (Directors James, Malpiede, Anderson and Cohen)

Area 1 – Jeffco to Denver Federal Center

Work on Ulysses Street is ongoing, requiring a full closure from 6th Avenue to

Mount Vernon Road. This closure will be in place for four weeks.

Crews are installing stairs on the Colfax Bridge.

Final road and shoulder work is ongoing along Union Boulevard from 6th Avenue to

4th Avenue.

Begin Fiber Comm house splicing at Jeffco and moving West.

Final wrap up at TPSS 60 and 61.

Area 2 – Federal Center to Sheridan

Punchlist and landscaping work at Oak Station is ongoing.

Rework of the shelter platforms at Garrison Station continues.

Pierce Street will be closed on Friday to elevate the track panels.

Road construction on Harlan Street continues, requiring the closure of Harlan Street

between 11th Avenue and 13th Avenue. 13th Avenue at Harlan Street is also closed.

Impedance Bonds Lamar, Knox, Decatur.

Crossing Gate assembly at Knox.

Station CCTV Camera installation at Oak and Wadsworth.

Lakewood-Wadsworth Parking Structure

Work coming up next week includes:

Crews closed 13th Avenue just west of Umatilla Street to complete utility and road

work in the area.

Regulate OCS at Fed/Decatur.

Sheridan Parking Structure

Swinerton Builders awarded the earthwork and site utility contracts to Gilbert

Contracting, Inc.—an SBE Contractor.

The project is scheduled to receive the building permit the week of July 9.

Utility improvements, caisson drilling and formation, as well as establishment of the

building pad will begin shortly thereafter.

Grading will continue through the week of July 16.

General

A bike event is planned for September 8, 2012.

The project is on schedule and within budget.

Lakewood-Wadsworth Garage Jeffco Bike Path

Northwest Rail Corridor – Districts C, I, J, L and O (Directors Malpiede, Kemp, Hoy,

Anderson, Williams, and Tayer) – no change to previous report

I will be addressing 36 Commuting Solutions on Tuesday, July 10, 2012 to discuss next

steps for the US 36 and Northwest Rail Corridor, especially with regard to the DRCOG RTP

Amendment and the BNSF cost estimates for the rail extension to Church Ranch.

Denver Union Station – District C (Director Malpiede and all Directors)

The contract for the $5M FASTER grant between USA and RTD is now executed.

Construction of the East Bus Ramp is currently in progress with the projected finish

scheduled for June 2012.

USA is still pursuing their historic tax credits from the National Park Service.

The Design Builder is finalizing excavation of the future CRT area.

The north section of the 16th Street Mall between Wynkoop and Wewatta Street is

now operational.

Contractors for the north wing, south wing and USA are meeting weekly to

coordinate their respective construction to minimize phasing conflicts. The Cadence

Apartments (Zocalo) has mobilized and is beginning work between Chestnut and

Wewatta along 17th Street.

The north wing building (IMA) has begun excavation and their shoring wall has

begun.

The next DUSPA meeting will be August 2.

Forming wall for new East bus ramp Cadence Apts. at 17th and Wewatta

US 36 Corridor BRT/Managed Lanes Project with CDOT – Districts C, I, J, K, L, and O

(Directors Malpiede, Kemp, Hoy, Williams, Anderson and Tayer) – no change to previous

report

I will be addressing 36 Commuting Solutions on Tuesday, July 10, 2012 to discuss next

steps for the US 36 and Northwest Rail Corridor, especially with regard to the DRCOG RTP

Amendment and the BNSF cost estimates for the rail extension to Church Ranch.

As mentioned in previous Project Status Reports, HPTE has received four Statements of

Qualification (SOQ) from industry teams in response to the RFQ. HPTE is currently

undertaking an evaluation process to short list qualified teams that will be asked to submit

proposals for the project. The Phase 2 project has been listed as one of five candidates

nationwide for a potential TIFIA loan from USDOT.

16th Street Mall Transit Lanes Granite Paver Maintenance & Sustainability – Districts A

and B (Directors James and Deadwyler)

The contractor is starting work order #90 repairs and catching up on other open work

orders. The current remaining contract value for 2012 is $422,836.22. Work schedules

will continue to accommodate scheduled special events sponsored by CCD and the BID.

The “Granite Paver Pilot Test Program” monitoring/maintaining and reporting period is

ongoing and will continue through November 2013.

Park-n-Ride Concrete Repairs – District wide

Thornton park-n-Ride – Complete.

Mineral park-n-Ride– Complete.

Wagon Road park-n-Ride – Complete.

Front Range Community College (Longmont) – Complete.

Pricing for work at two new locations is being finalized. Work will be performed at the

Niwot Road and Hwy 287 park-n-Ride and Ward Road park-n-Ride. This additional work

will be scheduled for completion during mid-summer 2012.

Union Avenue Bridge and Elevator – District E (Director McMullen)

The new Union Avenue eastbound and westbound asphalt and striping work is complete

(see eastbound and westbound first two photos). A substantial completion walk through

of the roadway improvements was scheduled June 29. There is a skid resistant surface

material to be placed on the new elevator landings and stairs prior to commissioning for

pedestrian use (see third photo). The elevator “walk through” is scheduled for the week of

July 16, and a separate commissioning “walk through” will be performed by the end of

July. E-Phones and cameras are being installed. The contractor, EKS, is continuing to

manage traffic control and closure issues. The project will be completed by the end of

summer 2012.

The Madre Metro District has reconstructed Quebec Street and Layton Avenue up to

Monaco Parkway, is currently platting ROW, and desires to open it for transit use only.

Table Mesa Transit Improvement Project- District O (Director Tayer)

The contractor has constructed the intermediate landing slab for the south elevator tower

(see first photo). The existing stairs located at the parking structure have been demolished

(see second photo). Caissons for the bridge pier and landing support columns north of U.S.

36 are scheduled for the week of July 2. The temporary stairs are now accessible. The

pedestrian bridge erection and U.S. 36 closure is tentatively scheduled for the week of

August 20. One 500 ton crane will be used for the bridge placement. The project

completion date is on schedule for March 2013.

Pine Junction park-n-Ride Relocation Project- District N (Director Daly)

RTD engineering will issue bid package documents to RTD procurement for IFB issuance

by the end of June if CDOT receives certain required documentation. RTD engineering and

construction completed geotechnical testing & evaluation of borrow fill material. The fill

material appears to be technically acceptable. RTD met with the owner of the fill material

on June 6. The owner is willing to donate 10,000 cubic yards of fill material from a site

conveniently close to the proposed pnR and also willing to sell the balance of the project

needs from another site at a very favorable cost. RTD engineering submitted the Driver

Relief Station plans to Jefferson County Building Department for obtaining a building

permit. It is very probable that the contractor will begin work on the site during

September 2012. Therefore, monitoring of nesting activities by migratory birds is now

complete, as the construction activities are planned to be outside the nesting season.

RTD Light Rail Traffic Safety Improvements - District C (Director Malpiede)

Sturgeon has finished all civil elements as well as the installation of new traffic signals,

traffic signal poles and mast arms, static and dynamic blank-out signs. The City and

County of Denver Traffic Engineering department is working with the contractor and RTD

MOW to synchronize the programmable signs. A project “walk-through” is being

scheduled; participants will include representatives from CDOT, CCD and RTD (LRT MOW,

Safety, Security and FM).

Southeast Corridor Extension – Districts G, H (Directors O’Boyle, Bagley)

The project team has completed all tasks associated with the Environmental Evaluation

(EE) and Basic Engineering (BE). RTD in-house engineering staff is working on Advanced

Basic Engineering and is coordinating project scope with stakeholders. The environmental

and planning group is working on completing the tasks necessary to make the first

submittal to the FTA required for entry into the New Starts program for federal funding.

This submittal is part of the advanced environmental process.

Southwest Corridor Extension – District H (Director Bagley) - no change to previous report

The project team has completed all tasks associated with the Environmental Evaluation

(EE) and Basic Engineering (BE). The cost estimate for the corridor has been updated for

the 2012 Annual Program Evaluation. Design work for the relocation of the UP Railroad is

scheduled to begin in early 2013.

Central Corridor Extension- Districts B and C (Directors Deadwyler and Malpiede) – no

change to previous report

The project team has completed all tasks associated with the Environmental Evaluation

(EE) and Advanced Basic Engineering. The project team is moving forward with two

studies related to the Central Extension. The first is an analysis of streetcar from an

engineering standpoint from 30th and Downing to 38th and Blake, which is funded as part

of the FasTracks program. The second is a technical analysis from an operations

standpoint on the feasibility of extending streetcar from 30th and Downing to the

downtown loop, which is not currently funded. No action will be taken with regard to

streetcar technology until these studies are completed.

Boulder Junction – District O (Director Tayer)

The Boulder Junction mixed-use development includes a 6-bay, below-grade bus transfer

facility similar to Market Street Station; a new access road, Junction Place, that connects

the RTD transit facility to Pearl Parkway; a 5-story, 390-space parking garage with 90

RTD parking spaces; a public plaza connecting the project elements to each other and the

surrounding community; a 5-story, 140-room hotel with associated retail; and 71 units of

affordable housing. Staff presented final property conveyance details for Board

authorization at the May 1 FasTracks Monitoring Committee meeting and it was approved

at the Board meeting on May 22. The project is scheduled to break ground in July 2012

and be completed within 18 months.

Transit Oriented Development Pilot Program

Alameda Station Pilot: Staff continues to work with CCD and the development team to

generate the next set of action items, including further environmental analysis data,

parking management plan details, and public information activities.

Olde Town Arvada Pilot: RTD staff continues to work with the City of Arvada and the

Arvada Urban Renewal Authority (AURA) to identify opening day parking solutions that

will facilitate TOD by integrating parking with mixed-use development.

Federal Center Pilot: RTD staff continues to work with the City of Lakewood and the

Federal General Services Administration to jointly plan for development in conjunction with

the federal disposal process. Items under discussion include the GSA disposition

procedures/timing, potential vehicles for land transfer or sale, zoning, and establishing a

specific shared vision for future redevelopment. All three agencies meet on a bi-weekly

basis to develop ongoing action items for proceeding and have finalized June 25 for a day-

long working group session.

Welton Pilot: Staff continues to coordinate with the Five Points Business District Office to

identify whether applying the financial model developed for the ULI economic framework

exercise to other parcels in the corridor may, in conjunction with our parcel, provide more

of a catalyst for development. The Farmer’s Market, a temporary use of the 25th/Welton

parking lot, occurs on the first and third Saturdays July through October.

Denver Union Station - Historic Building Re-use - District C (Malpiede) – no change to

previous report

RTD and USA staffs continue to meet in various working groups: Construction/Civil

Design, Building interior/Programming, Master Lease, Amtrak, Public Outreach,

Schedule/Milestones. Completing contract negotiations is anticipated this summer.

Competitive Grants Update – no change to previous report

Staff is researching the recent Innovative Transit Workforce Development 2012 Notice of

Funding Availability (NOFA) release and will be submitting a grant application due July 6.

As previously noted, RTD has submitted two Congestion Mitigation/Air Quality (CMAQ)

Transportation Improvement Program (TIP) grant applications for consideration. They are

as follows:

1. Funding for the Downtown Circulator; and

2. Funding for the new Route 89 which would run from the Stapleton park-n-Ride to

the Fitzsimons Campus.

Notice of award for the TIP grants is expected in August.

Also, staff previously completed the submission of six federal grant applications totaling

over $68 million in funds requests:

1. Civic Center Rehabilitation Project

2. Deferred Maintenance Projects

3. 16th Street Mall Reconstruction Project (under Livability and State of Good Repair)

4. Transit Bus Procurement Project

5. Mall shuttle replacement

6. Electric Buses

Notice of award for these grants is anticipated sometime in July.

Staff was notified on June 19 that the Transportation Investments Generating Economic

Recovery (TIGER) grant for the 16th Street Mall Reconstruction Project was unsuccessful in

receiving any Federal funds. However, the North I-25 HOV lanes project submitted by

CDOT and supported by RTD was awarded $15 million in TIGER funds.

Colfax Corridor Connection (East Colfax Transit AA/EA) – no change to previous report

The City/County of Denver received an Alternatives Analysis (AA) grant to study and

evaluate transit options to meet the growing travel demand in the East Colfax Corridor

(between I-25 near the Auraria campus to Anschutz/Fitzsimons medical campus) over the

next 25 years. RTD is taking an active role in the study by participating in project

management team meetings and providing input to the process and outcomes. RTD is also

acting as the FTA grantee and, thus, is a pass-through for FTA grant money to the City.

The project received Notice to Proceed (NTP) on June 6, 2012, and is anticipated to take

16 months to complete. The project team is currently drafting a management plan and

schedule for the study.

II. CONTRACT AWARDS/CURRENT SOLICITATONS/SOLICATION IN PROCESS

Information on contracts and solicitations are provided below:

Contracts Awarded/Pending Award:

Request for Proposal (RFP) No. 11DY001 is seeking proposals from qualified firms

to provide Transit Priority Study for Colfax Avenue/ RTD Route 15 Ltd and was

issued Feb. 01, 2012. A pre-proposal briefing was held at RTD administrative

Offices, 1600 Blake St., Denver, CO 80202, 2:00 p.m. Monday Feb. 13, 2012.

Proposals were received by Contracts and Procurement, RTD, 1600 Blake St.,

Denver Colorado 80202 until 2:00 p.m. prevailing local time on March 9, 2012.

Five Proposals were received from the following: Apex Design, Fehr & Peers,

Felsburg Holt & Ullevig, Inc., IBI Group and Navjoy Consulting Services, Inc. Award

to Apex Design has been recommended pending successful negotiations and

approval of the General Manager.

Request for Proposal RFP No. 12DO001 is seeking proposals from qualified firms to

provide call-n-Ride Service for the Evergreen Area and was issued Feb. 14, 2012.

Proposals were received by Contracts and Procurement, RTD, 1600 Blake St.,

Denver Colorado 80202 until 2:00 p.m. prevailing local time on March 28, 2012.

One proposal was received from Seniors’ Resource Center, Inc. (SRC). Award was

made to SRC effective May 24, 2012.

Request for Proposal (RFP) No.12DR001 is seeking proposals from qualified firms to

provide North Metro Rail Line Segment 1 Final Design and was issued March 15,

2012. For this contract, the RTD has specified a SBE goal of twenty percent (20%)

for the work to be performed. Proposals were received by Contracts and

Procurement, RTD, 1600 Blake St., Denver Colorado 80202 until 3:00 p.m.

prevailing local time on April 19, 2012. Seven proposals were received: AECOM,
