MEETING NOTES
The following is a summary of the key points discussed at the meeting. The comments have been
organized by agenda topic. Underlined text highlights deadlines/schedules/and motions.
I. Call to Order
Wilson Fernandez called the meeting to order.
II. October 8, 2014 Meeting Notes
The October 8, 2014 meeting notes were approved. Nick Uhren asked Jessica Josselyn if a
transit-related glossary of terms was going to be produced and generated to the group for
review. Jessica stated she would prepare that and send it to the group for review as part
of the RTP.
III. RTTAC/SEFTC 2015 Calendar
Nick Uhren noted he had two conflicts with the RTTAC calendar – one on April 1st and
the other on July 1st. After discussion, the group agreed to March 25th for the next RTTAC
meeting and July 8th as a tentative date for the summer RTTAC meeting. Nick motioned
the revised calendar for approval and it was seconded by Steve Braun.
IV. 2040 Regional Transportation Plan (RTP)
The RTP agenda items were rearranged to accommodate attendee schedules. The
reordering and discussion outcomes are summarized below.
A. Regional Transportation System Management and Operations (TSM&O)
Jessica Josselyn gave an overview to the group regarding the RTP’s regional TSM&O
chapter. As a refresher, she first described what the congestion management process was
and how TSM&O fits into that structure. She then gave a brief summary of a literature
review Kittelson conducted regarding current and on-going TSM&O related activities
throughout the three-county area. She also walked through a value-added element
related to the FDOT Central Office Mobility Performance Measures work being tested in
the South Florida region. She noted that a TSM&O technical memorandum was being
produced that summarized known activities and that also developed recommendations
for future consideration across the region. The following comments were made by the
RTTAC in response to the presentation:
Omar Meitin described the FDOT District 6’s efforts to focus on TSM&O
improvements, expanding to arterial roadways. Currently there is a pilot project
on SW 8th Street for adaptive signal timing control. He noted the City of Miami
Beach is also considering a $3.5 million pilot project for adaptive signal timing
control systems. Omar also reminded the group that autonomous
vehicles/connected vehicles is an on-going hot topic. He also shared that
maintenance of traffic plans were now being modeling in order to better predict
effectiveness and impact. Overall, he offered his department’s assistance in

providing relevant information and review for the TSM&O technical
memorandum and RTP chapter.
Arlene Davis inquired as to the incorporation of freight considerations in the
TSM&O work. Greg Stuart responded that there is a TSM&O section in the
Regional Freight Plan.
Wilson Fernandez commented that TSM&O is an add-on to the RTP effort and
that projects in the RTP should not and will not modify or question MPO level
congestion management priorities. He added that part of the motivation to do
regional congestion management is to showcase the region’s progressive planning
practices prior to MPO certification, scheduled for early 2015.
Arlene commented that the process can be presented to FHWA as part of the
certification process, without necessarily having completed documentation of the
process. Lois Bush added that a tri-county presentation to the FHWA would be a
way to showcase the regional coordination that has and is occurring in Southeast
Florida.
B. Regional Cost Feasible (CF) Plan Update
Jessica Josselyn gave an overview of the final Regional Cost Feasible Plan results –
including major projects and performance statistics. Shi-Chiang Li reminded the
committee about the deadline, which was 45 days after the last of the 3 MPOs LRTP
adoptions. Wilson Fernandez clarified that the 45-day deadline was for internal “release”
of the model for internal QA/QC review prior to releasing the model to the modeling
community-at-large. Shi-Chiang replied that production work schedules dependent on
the model release will be delayed if the model is not released by the end of January.
Wilson agreed only to an internal release at that time and that another couple weeks
would be necessary for internal review prior to the official release.
C. Regional Project Prioritization
Franco Saraceno presented the revised prioritization methodology and initial application
results using the Palm Beach 2040 LRTP unfunded needs project list as the pilot test. The
overview provided by Franco resulted in the following comments/discussion:
Arlene Davis suggested that a regional hub earn the points of a 3-countywide
level impact. She also noted that the safety and security component seemed to not
address security, but that it more focused on safety.
Nick Uhren suggested that the benefit/cost ratio numerical results be removed
from the analysis. Arlene Davis agreed with this recommendation.
Steve Anderson noted that the TAZ data used for the accessibility measure may
not be accurately assessing low income areas. He noted the Lake Worth and
Lantana Tri-Rail station areas as examples to investigate his thought.

Greg Stuart asked to have the opportunity to review Broward’s prioritized list.
Franco noted that a list was being developed for the entire region for review at the
next RTTAC meeting.
D. Documentation Schedule and Review Process
Jessica Josselyn went over the documentation schedule and review process. She stated
they were aiming for the end of February for a first draft of the 2040 RTP document and
technical memorandums with the exception of the prioritization element. She noted that
the RTTAC would have one month’s time to review the deliverables.
V. Southeast Florida Regional Planning Model (SERPM) Activities Memorandum of
Understanding (MOU)
Wilson Fernandez provided an overview of the MOU. He noted the MOU was approved
by the SEFTC in October 2014 and that it had been approved independently by the Palm
Beach and Miami-Dade MPO Boards. Greg Stuart stated that the MOU would be on his
February Board Meeting agenda.
Wilson stated that next steps included developing a draft travel survey scope in
coordination with the RTTAC Modeling Subcommittee. He reminded the group that the
comments received from FHWA as part of the Peer Review Group activity would be
incorporated into the scope. He also highlighted that the scope will be kept broad so that
the industry can determine what approach is most suitable.
Shi-Chiang Li stated that negotiations can be done once the scope is written. He also
stated he would like a schedule and notice-to-proceed date. Wilson stated that a schedule
will be prepared after the February RTTAC Modeling Subcommittee meeting.
VI. Federal Highway Administration (FHWA) Modeling Peer Review Group
Greg Stuart stated that the 2nd or 3rd week of February was the target timeline for the peer
review. He noted that this will be the first activity-based model peer review FHWA has
conducted. The FHWA review panel includes representatives from FHWA, FTA, Puget
Sound and USDOT.
VII. Climate Change Vulnerability Assessment Pilot Study Update
Greg Stuart stated that the pilot study received an extension from FHWA. The draft
report will be released to the study partners for review at the end of January. The study
will be finalized the end of February. He noted a second phase may be conducted for the
Broward County area.
VIII. Subcommittee Reports
For the Modeling Subcommittee report back, it was shared that the next meeting is
February 18th. The agenda will focus on next steps related to the MOU and travel survey.
In addition, the official release of the model will be discussed.

For the Freight Subcommittee report back, it was shared that the funding partners
received a draft version of the final plan for review. A meeting was planned for mid-
February and a presentation is going to be given to the Miami-Dade FTAC.
For the Public Participation Subcommittee, it was shared that the next meeting is
February 17th.
IX. Other Business
Jessica Josselyn brought up the topic to the group on the Transportation Regional
Incentive Program (TRIP). She noted that the FDOT recently alerted the MPOs that TRIP
funding was available for FY 16/17 through 19/20. She also noted that the FDOT was
seeking an endorsed prioritized list by March 13, 2015, but that they were amenable to
receiving the list after the RTTAC and SEFTC meeting planned for March 25th and April
10th, respectively.

In January 2015, the Florida Department of Transportation, Districts 4 and 6, notified the MPOs that TRIP funding was available for FY 16/17 through 19/20. The FDOT originally requested that a prioritized list of projects be submitted to them by March 13, 2015; however, due to the RTTAC and SEFTC schedule structure, they agreed to a revised schedule of March 25th for RTTAC recommendation and April 10th for SEFTC endorsement. The anticipated TRIP funding availability summary is shown in the table below:

Since the last RTTAC meeting, the Palm Beach, Broward and Miami-Dade MPOs have coordinated with their respective transportation partners to identify potential projects. In addition, the three MPOs collaboratively went through a ranking process to develop the draft prioritized list of TRIP projects covering FY 16/17 through FY 19/20. Attached herein is the list of projects for RTTAC discussion that will be taken to SEFTC for approval at the April 10, 2015 meeting.

South Florida MPOs address the projected growth and consequential increase in travel demand through the identification of a myriad of strategies in their Long Range Transportation Plans which emphasize roadway, mass transit, pedestrian and bicycle improvements and investments in Intelligent Transportation Systems (ITS). One aspect that has not been traditionally integrated into the planning process has been operational considerations as to how to manage increased demand on the transportation system. As such, the Florida Department of Transportation (FDOT) has requested that the RTTAC consider the creation of a Regional Transportation System Management & Operations (TSM&O) Subcommittee.
The purpose of the TSM&O Subcommittee would be to coordinate TSM&O projects so that they are included in the region’s planning process/documents and promote program resources to be available to support these projects. Potential members include representatives from FDOT Traffic Operations, FDOT Planning, FDOT Design, representatives from the region’s Traffic Engineering and Transit agency and departments, and members of the RTTAC with an interest in TSM&O. It is expected that this group will have to meet monthly in order to develop and refine the technical memos and presentations. The RTTAC will oversee this Subcommittee and bring their findings to the SEFTC for their consideration and approval.

FHWA through its Travel Model Improvement Program (TMIP) provides agencies with an opportunity to have their travel demand models reviewed by peer agencies from around the country. This peer review is an objective assessment of the travel model with respect to best practices and our region’s modeling goals. On behalf of the region, the Broward MPO prepared and submitted the application for this peer review assessment. The peer review is scheduled for April 28, 2015 at the Broward MPO. A status update on this effort will be provided at the RTTAC meeting.

Every four years the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) conduct a Federal Certification Review of the Miami-Dade, Broward, Palm Beach MPOs. The main purpose of the review is to certify that the each MPO is satisfactorily meeting the planning requirements as defined in Federal laws and regulations. This process also provides FHWA and FTA the opportunity to add value to the MPO's planning process through the sharing of best practices, techniques, and/or technology. The Miami-Dade, Broward, and Palm Beach MPOs are going through the Federal Certification process throughout the spring of 2015. A status update will be given by each MPO regarding the status and approach to their respective Federal Certification process.

At the last meeting, the Regional Cost Feasible Plan, an initial testing of the regional project prioritization process and the TSM&O element was presented to the RTTAC. At this meeting, the following topics will be covered:
A. Regional Project Prioritization – The regional project prioritization process relates
directly back to the RTP Goals and Objectives in a way that is objective, quantifiable, and multimodal in nature. Only those regional needs projects that are not included in the MPO’s Cost Feasible Plans will be evaluated as part of the regional project prioritization process. The purpose of this prioritization is to identify regional projects that may be eligible for new revenue streams that could result from legislative action or could be eligible for existing regional revenue streams like TRIP or others. The regional prioritization process could provide a basis for future prioritization efforts as opportunities arise, but could also influence project development or conceptualization in a way that is consistent with the RTP Goals and Objectives. This prioritization process does not impact the County-wide LRTP’s priorities, but rather compliments it.
The consultant team will provide a results summary presentation of the regional prioritization process at the RTTAC meeting. Attached please find the completed regional prioritized list of projects.
B. Documentation Schedule and Review Process – At the meeting, the revised delivery schedule for the RTP final documentation and supporting technical memoranda will be discussed.

A. RTTAC Modeling Subcommittee
The RTTAC Modeling Subcommittee last met on February 18th at the Miami-Dade MPO. The agenda covered several items including an update on the SERPM 7.0 model, the SERPM Activities MOU next steps, the final 2040 Regional Transportation Plan modeling efforts, and mobility performance measurement efforts. A brief overview of the meeting outcomes and next steps will be summarized at the meeting. The next Subcommittee meeting is scheduled for April 20th at the Broward MPO.
B. RTTAC Freight Advisory Subcommittee
The Regional Freight Plan document has been submitted to the subcommittee for review. A status update will be provided at the meeting on the Freight Plan and next steps.
C. RTTAC Public Participation Subcommittee (PPS)
A subcommittee meeting was held on February 17th at the Palm Beach MPO. The agenda focused on the public involvement evaluation process. A brief overview of the meeting outcomes and next steps will be summarized at the meeting. The next subcommittee meeting is being held June 2nd at the Broward MPO.
