DUBURI

1. Plant Site:

The proposed plant will be located at Duburi, Jajpur district of Orissa, about 120

kms from the state capital, Bhubaneswar. The site is situated by the side of National

Highway 200 and is 17 kms from the nearest railway station, Jajpur Road.

The Government of Orissa had acquired about 13000 Acres in 1992 to develop an

Industrial Complex at Duburi, in the district of Jajpur. The Government of Orissa has

entered into a memorandum of understanding with Tata Steel Limited on the 17th of

November 2004 and has agreed to provide land to Tata Steel at Kalinga Nagar

Industrial Complex at Duburi for the plant, township etc.

The Orissa Industrial Development Corporation (IDCO) has already allotted 2400

acres of land in the Kalinga Nagar Industrial Complex and is under the process of

allotting another 860 acres adjoining land, totaling to 3260 Acres, for construction of

the proposed 6mtpa integrated steel plant.

The other industrial projects in various stages of completion in Kalinga Nagar

Industrial Complex are M/s Nilachal Ispat Nigam Ltd., M/s Mid-East, M/s Jindal

Stainless Steel Limited, M/s VISA Steel Ltd., M/s KJ Industries, M/s Maithon Alloys

Ltd., M/s Rohit Ferro Tech, M/s Dinabandhu Steel, M/s Uttam Galva Ltd., etc

The proposed plant site land of 3260 acres is a part of six revenue villages, namely,

Gobaraghati, Chandia, Gadapur, Nuagaon, Khurunti & Baragadia, of the Sukinda

Tehesil, District Jajpur.

82% of the allotted plant site land belong to private owners and 18% is government

land. The entire private land was acquired through the L.A. Act in the year 1992 and

the payment for the same was disbursed during 1992-95. Almost 60% of the

government land is encroached by the SC / ST population.

In addition to the land compensation as per the LA Act, the house & other structure

assessments, an exgratia amount of Rs. 15,000 per Acre has also been disbursed

during 1996-97.

Subsequently in May’06, as the land owners were agitating for increase in the land

compensations the government has increased the exgratia amount, to Rs. 50,000

per acre, with a view that the land owners get a value of at least Rs. 1 Lakh per acre.

2. Socio-Economic Conditions & Demographic Profile:

The Jajpur district has a total population of about 17 lakhs with 7.8% of the

population being Schedule Tribes. The district has an average literacy rate of 61.8%

and a sex ratio being 872 Females per 1000 Males.

The total population of the revenue villages affected due to the project is about 3327.

The demography of the affected area of the revenue villages is as below:

The tribal populations belong to the ‘HO’ tribe and speak the ‘HO’ language which is

similar to the ‘Munda’ language. About 2% of the tribal populations have adopted

Christianity. The rest of the tribal population believe in the ‘Sarana Dharma’ and pray

to the ‘Nature-God’. The priest is called ‘Deuri’, who performs the pujas for the

nature god. The ‘Magha Parab’ is celebrated in the month of ‘Magha’ from Jan 15 –

Feb 15. The other tribal festivals are ‘Ba’ & ‘Hera’ parab. ‘Bhagwan Birsa Munda’ is

revered as God by the tribal population here. The Mahantas & other castes mostly

pray in ‘Shiva temples’. Dewali and other hindu festivals are also celebrated in the

community. The popular languages spoken are ‘ho’ and ‘oriya’. The population

understands ‘hindi’ but are a little hesitant in speaking. They do understand spoken

English, particularly, the population that has attended secondary school.

The population is hard working and laborious. The youth are quite interested in

sports. Archery is practiced by most of the tribal youth. Athletics and Football are

very popular in these villages.

Alcoholism is high in the society. ‘Handia’ is consumed almost daily. ‘RASI’ a purified

form of ‘handia’ is offered to the Gods during festival offerings.

52 % of the working population is engaged as marginal workers in the nearby mines,

industries and construction projects and 48% earn their lively hood through

agriculture. Paddy is the only major crop grown during the khariff-season since the

land is rain-fed. The agriculture practices are primitive, with no modern agricultural

techniques, resulting in very low yield.

The demographic and socio-economic studies of the affected area have been

conducted by the District Action Group of Jajpur District under the guidance of Xavier

Institute of Management, Bhubaneswar.

3. Proposed Benefits for the Displaced Families

a) Analysis of the Families to be Displaced:

There are nine hamlets / settlements in the proposed area for the project namely,

Chandia, Baligotha, Biduburi, Sana-Chandia, Kalamatia, Champakoila, Bamiagotha,

Gobaraghati and Gadapur. The displaced population has a literacy rate of only 37%

and sex ratio of 963 female per 1000 male.

Only 52% of the male & 21% of the female is literate. Only 6.6% (i.e. 221) of the

population are matriculates & above.

Observations:

The 679 families to be displaced, as enumerated in 1996, would be expanded to

1300 – 1400 extended families for the purpose of extending rehabilitation benefits as

per the provisions of the revised R&R policy. Extended family, in the context of this

Rehabilitation & Resettlement would mean that each major son of the family,

unmarried sister or daughter over 30 years of age, father, mother along with minor

children and other members would be considered as a separate family for the

purpose of the rehabilitation & resettlement benefits. There are about 250 house-

holds on the plant site land. On an average, each of the original family would be

eligible to get rehabilitation benefits of 4-5 extended families.

Encroachment on Government land:

About 350 extended families are presently staying on encroached land, working as

farm labourers or farming on encroached government land of about 300 acres.

These families have been staying on the land before 1992. Some of these people

have also encroached on the land belonging to other private owners.

Availing of the Employment Opportunities:

Of the 1300 – 1400 extended families enumerated 1000 – 1100 would seek

employment and 200 – 300 would seek self-employment assistance or cash-in-lieu

of employment. However, people are apprehensive of the kind of industrial jobs they

would be able to do, owing to their literacy levels.

Concerns of the Women Folk:

The women folk who are primarily farm labourers or do house hold work are

concerned about their engagement in an industrial atmosphere. The educated

women are interested for availing employment opportunities and would like to

undergo suitable training. The women folk also want to get engaged in income

generation activities.

Rehabilitation Colony & Self Rehabilitation:

Most of the displaced families would opt for taking plots in the rehabilitation colony,

as most of them believe that staying near the mega-plant would provide them access

to a better quality of life and opportunities. The members of the family would like to

get adjoining plots as each original family would be getting 4-5 plots in the

rehabilitation colony.

The members of the displaced families are worried of the provisions of water supply

in the rehabilitation colonies. Access to potable water would be a delighting factor in

the colony. They are also insistent about access to proper medical facilities and

provisions of schools for providing education to their children.

As the house building assistance has been revised to Rs. 1.5 Lakhs, most of the

families would like to build their houses as per their own plans. They are also aware

that each original family would get more than Rs. 6 lakhs towards house building

assistance.

b) Rehabilitation & Resettlement Policy for the plant at Kalinga Nagar

1. Definition of family for the purpose of rehabilitation:

The family in relation to a displaced person would mean:

a) Husband and wife, as the case may be, and their unmarried children bet does not include a major son (s) who have been separated from the family on or before the date of notification under section 4(1) of the Land Acquisition Act, 1894 in respect of area/village. In such a case, the major son(s) shall be treated as a separate family.

b) The unmarried daughter above 30 years of age will be treated as separate

family for the purpose of rehabilitation benefits.

c) An identity card to each displaced family shall be issued by the Collector, Jajpur under joint signature of the Collector, Jajpur and the Head of the family concerned indicating all detailed particulars as per the format given below:

I. Name of the Village/G.P./P.S. II. Name, Father’s name and address of the Head of the

family. III. Name of other member in the family with indication of the

nominee who may be offered a job in the project. IV. Whether S.C./S.T./S.E.B.C. V. Passport size photograph to be affixed herewith attested

be Collector or his authorized officer.

2. Determination of number of displaced families: - A Committee consisting of the representatives of the Steel Plants, IDCO and State Government (Collector of the District or his representative) shall conduct joint enquiry to determine the number of displaced persons following the eligibility criteria laid down in para 4 of this Policy. For such determination, the cut off date shall be 1.1.2005. 3. Eligibility Criteria for determining displaced families: - A family/person shall be considered to have been displaced and will be eligible for rehabilitation benefits if: -

(a) All the land of the family has been acquired, (b) More than 1/3rd of the land along with homestead land has been acquired, (c) Only homestead land has been acquired, (d) Homestead less persons and landless persons residing in the village who

have been/are likely to be displaced. 4. Procedure for providing employment /self-employment: - A. Permanent residents of Orissa shall be given preference by the Company for employment/Self-employment. The Companies setting up the industrial projects at Kalinganagar will have to give preference to the nominated one member of each

displaced family in providing employment either in the industry or in its ancillary units in the following order of preference: -

(a) Displaced families losing all lands including homestead land. (b) Displaced families losing more than 2/3rd of land and homestead land. (c) Displaced families losing more than 1/3rd of land and homestead land. (d) Other displaced families.

B. For nominated members of displaced families not provided with employment

in the manner indicated above, the companies will assist in their self-employment through allotment of shops, service premises and other activities in the company’s township or otherwise.

C. The Company shall provide appropriate training facilities to the nominated

persons of the displaced families to acquire skill as required for such employment.

5. Procedure for providing cash assistance in lieu of employment/self-employment:- The Companies setting up their industrial projects at Kalinganagar shall provide one –time cash assistance in lieu of employment to the families who do not want to avail such employment or self-employment as mentioned in items A and B of para 4 above. This one time cash assistance will be available in the following manner:-

(a) Displaced families losing more than 2/3rd of their agricultural land

and entire homestead land shall receive Rs.2.00 Lakh per family; (b) Displaced families losing more than 1/3rd but less than 2/3rd of

their agricultural land and entire homestead land shall receive Rs.1.00 Lakh per family;

(c) All other displaced families will get cash assistance of Rs.50,000

per family.

Provided that where employment/self-employment could not be provided to such displaced families who opted for the same, the reasons thereof should be recorded in writing and the same should be placed before the RAC in their next meeting whose decision in this regard shall be final and binding. 6. Homestead land for displaced families:

Each displaced family will be given 1/10th acre of land for homestead purpose, free of cost, with developed infrastructure in the rehabilitation.

7. Rehabilitation Colony:

Roads, Community centers, school building; water supply facilities, electrical facilities, dispensary and other facilities of a model colony have to be provided as a part of infrastructure development.

8. Self-rehabilitation: Each of the displaced families, which opts to make its own rehabilitation elsewhere than in the rehabilitation colony, will be given cash grant of Rs.50,000 (Rupees Fifty thousand) only towards self-rehabilitation.

9. Maintenance Allowance: In order to ensure timely evacuation, an allowance of Rs. 2000 per month per displaced family shall be provided on vacation of land/house for a period of one year from the date of vacation as determined by the collector concerned.

10. Assistance for setting up of temporary shed: An assistance of Rs.10,000/-(Rupees Ten thousand) only shall be provided for each displaced family.

11. Transportation Allowance: Transportation allowance of Rs. 2000 or free transportation to the resettlement habitat or their new place of inhabitance, shall be provided to each displaced family by the project authorities.

It is clarified that the benefits extended in Item serial no. 9, 10 & 11 are applicable in respect of persons where land acquisition proceeding have already been initiated under section 4(1) of L.A. Act, but they have not yet physically shifted from the village. The concerned industries will bear the expenses towards such assistance to be provided to the displaced families.

12. House Building Assistance to Displaced Families:

All the Companies setting up their industrial projects in Kalinganagar shall provide House Building Assistance of Rs.1,50,000/-(Rupees One Lakh Fifty thousand) only to each of the displaced families, the number of which will be updated based on the cut-off date 01-01-2005. Such assistance shall be over and above all other rehabilitation assistance provided to such displaced families.

13. Benefits to eligible encroachers:

It has come to the notice of Government that encroachments are subsisting on lands proposed to be transferred for the Kalinganagar Integrated Industrial Complex and some of these encroachers have erected structures over the encroached land. According to the provisions of the O.P.L.E Act. 1972, if an encroachment is un-objectionable, then an extent of one standard acre can be settled for agriculture purpose with the landless encroachers. However, the extent of such land shall be reduced in proportion to the extent of land already held by such encroachers or by other members of his family. Besides, homestead less encroacher is also eligible for settlement up to 1/10th of acre for homestead purpose, if the encroachment is found un-objectionable under the provisions of O.P.L.E. Act, 1972.

Taking the above aspects into consideration and in order to provide relief to the encroachers who have to face displacement from Government lands on account of the execution of the Kalinganagar Integrated Industrial Complex Government have been pleased to decide as follows:

(a) Encroachers who are landless (as defined in O.P.L.E. Act, 1972) will get ex-gratia/one time solatium equal to compensation admissible under L.A. Act, 1894 for a similar category of rayati land for a maximum of one standard acre if the encroachment in un-objectionable irrespective of the fact whether encroachment is pre-1980 and/ or post-1980.

(b) Encroachers who are homestead-less (as defined in O.P.L.E. Act,

1972) will get ex-gratia equal to compensation in respect of 1/10th of an acre of un-objectionable encroached land as admissible under L.A. Act, 1894 for a similar category of rayati land and in addition a payment of Rs.10, 000/-(Rupees Ten thousand) only or actual value of the structure which is more. Besides they will get 1/10th of an acre per family for homestead purpose in the rehabilitation colony.

(c) The families who have put up dwelling houses on encroached

Government land recorded as forest, will also be paid ex-gratia amount for the land encroached by them as ‘Gharabari’ to the extent of maximum area of 1/10th of an acre. For this purpose, the enumeration list prepared in 1996 shall be referred to.

(d) Eligibility for exgratia payment from (a) to (c) will be determined by

Collector, Jajpur under the supervision of R.D.C. (C.D), Cuttack. 14. Payment of Exgratia to displaced families

I. Each such family who has lost land due to acquisition of land for development projects in Kalinganagar Integrated Industrial Complex at Duburi in the district of Jajpur shall get overall exgratia amounting to Rs.50,000/-(Rupees Fifty thousand) per acre only including exgratia amount already received, if any. It is clarified that at the time of payment the above exgratia, the amount shall be reduced by the amount of exgratia already received by a family under the earlier orders issued by Government from time to time.

II. The exgratia amount shall be disbursed in such manner that the total amount

of money received by a family including the amount of compensation received by them under Land Acquisition Act,1894 and exgratia paid to them together shall not be leas than Rs.1,00,000/-(Rupees One Lakh) per acre. In other words, the minimum compensation per acre of land including the exgratia amounts earlier announced and the additional exgratia of Rs.25,000/- currently sanctioned, shall be at least Rs.1,00,000/-(Rupees One lakh) per acre.

III. The exgratia amount paid shall be over and above the compensation and all

other resettlement and rehabilitation benefits as admissible and extended to the families concerned.

c.) TATA STEEL PARIVAR : ������������� �� �����

The basic concept of ‘Tata Steel Parivar’ originates from the century old Corporate

Social Responsibility of the Company, which is aptly defined, is in its policy:

“Tata Steel believes that the primary purpose of a business is to improve the

quality of life of people.

Tata Steel will volunteer its resources, to the extent it can reasonably afford, to

sustain and improve a healthy and prosperous environment and to improve the

quality of life of the people in the areas in which it operates.”

Relocation of people has an enormous socio-economical & psychological impact as

it threatens the very existence of the person and family. At such vulnerable times,

the ‘reassurance’ that life would not only be the same, but much better, is of utmost

importance for the families to be displaced, for its steel project at Kalinganagar

Industrial complex at Duburi. Further, this reassurance from Tata Steel has become

necessary owing to the carelessness shown by other industrial houses in the vicinity.

People of the region have lost faith in the Industrial houses because of bad

experiences in the recent past.

The Commitment of Tata Steel for improving the quality of life of the displaced

families has led to the creation of the ‘Tata Steel Parivar’ concept and each

displaced family will be a member of the Tata Steel Parivar, which gives a

commitment of a ‘New Life’ with a ‘New Hope’. The ‘Tata Parivar’ concept is a

structured and committed approach to enhance the quality of life of the displaced

families through focused interventions.

Tata Steel stands committed to take care of the displaced families, much beyond the

stipulations of the R&R policy, to ensure improvement in their Quality of Life.

Each displaced family, who will be a member of “Tata Steel Parivar” will be given a

specifically designed smart identity card, which would contain all relevant

information about the family members and would help to track each displaced family

and render necessary support to enable them to improve their quality of life.

A committed team of Tata Steel employees have been put in place to monitor and

facilitate the well-being of the displaced families. The team will also solicit help from

the members of the displaced families to facilitate the process. The team at Kalinga

Nagar also consists of Ho speaking tribal employees to facilitate the efforts and

make effective communications.

The team apart from ensuring that each member of the ‘Parivar’ receives its due

compensation and Rehabilitation and Resettlement benefits, is focusing on following

activities for ushering in a new sunshine to the lives of each member of Tata Steel

Parivar:

a) Increase in income levels of the family

b) Improvement in their quality of life

c) Strengthening of cultural fibre of the community

Increase in Income Levels

� Training and engagement of one nominated member of each extended family

during the construction of the plant itself.

� Training and engagement of one nominated member of each extended family

during the operation of the plant.

� Special training for women for improving their employability

� Customized Income generation schemes for women

� Development of entrepreneurship skills to avail the upcoming business

opportunities.

Improvement in quality of life

� Development of a model traditional rehabilitation colony in consultation with

villagers

� Rehabilitation colony will have facilities for education, health & hygiene, water,

electrification, playground and community centre.

� Tree plantation in rehabilitation colony

� Facilitation of construction of temporary shelter within the allowance

� Facilitation of construction of the permanent house with the house building

Strengthening of cultural fibre of the community

� Model rehabilitation colony will address cultural and religious concerns like

community living, open spaces for festivals, burial ground etc

The members of the displaced families would be tracked at regular intervals for a

period of five years to ensure proper rehabilitation and improvement in the quality of

their lives.

Tata Steel will also subject the process to an annual Social Audit by independent

agencies to report on the status of socio-economic development achieved.

Definition of Families for the purpose of rehabilitation & resettlement benefits

The family in relation to a displaced person would mean: a) Husband and wife, as the case may be,

and their unmarried children b) All major son(s), irrespective of the

marital status shall be treated as a separate family.

c) The unmarried daughter above 30 years of age will be treated as separate family for the purpose of rehabilitation benefits.

As per the GoO policy, the major sons separated before the date of 4(1) notification would be considered as separate family. But for the Tata Steel policy, every major son is considered as a separate family, to improve the rehabilitation benefits including employment opportunities to the displaced families. As per the GoO policy, employment is to be provided to one nominated person from each original family but in the Tata Steel policy one employment will be provided to each extended family. Thus employment would be provided to about 1400 displaced persons instead of 679 families.

2 Cut-off date for the purpose of enumerating the displaced families

The cut-off date for the purpose of enumeration would be taken as 01-01-2005

As per the GoO policy, the cut-off date is taken as the date of 4(1) notification. The land was acquired in 1992 & the compensations were disbursed by 1994. But as a humanitarian measure, in order to deliver the R&R benefits to the majority of the population the cut-off date is taken as 01-01-2005

3 Land Compensation & Payment of Exgratia

In additional to the land compensations received an exgratia would be paid @ Rs. 50,000 per acre. In case the total compensation + exgratia is lower than Rs. 1 Lakh per acre the difference amount will also be paid to make the minimum compensation as Rs. 1 lakh per acre.

The land was acquired in 1992 & the compensation was disbursed by 1994. A gracious compensation was disbursed at that time almost 2-3 times the existing cost. But as the people are still residing in the villages, this additional exgratia has been declared to offer a suitable replacement cost on a present day valuation to the affected people.

4 House Building Assistance

A House Building Assistance of Rs. 1.5 Lakhs per extended family will be given by the Company

In addition to the house & structure valuations of the original family, each extended family in the original family will get a house building assistance of Rs. 1.5 Lakhs. This has been announced in order to ensure that the displaced families put up appropriate dwelling houses as a first step to improve their quality of life. Moreover, people with different income group would like to have different types of houses to their choice. Thus a house building assistance of Rs. 1.5 lakhs per extended family would help the original family to build a house of their means & dreams. (On an average each original family would get about Rs. 3.5 lakhs to 11 lakhs depending on their family definitions)

5 Rehabilitation Colony

Tata Steel will develop basic civic amenities like roads, drains, water supply, Electrical infrastructure, schools, dispensaries, community centers, plantations, etc in the rehabilitation colonies.

The rehabilitation colonies would be developed to have all modern day basic civic amenities to provide an improved quality of life for the displaced families. The colony infrastructures are being developed in consultation with the displaced people to incorporate their social & religious needs & requirement.

6 Plots in the Rehabilitation Colony

Each extended family will be given a 1/10th acre plot in the re-habilitation colony. In case, an extended family is desirous, they may opt for Rs. 50,000 in lieu of the plot.

Model Rehabilitation Colonies are being developed at Gobaraghati & Trijanga to facilitate resettlement of the displaced families. The members of the original families, on their options, would be allotted adjoining plots in order to keep the social fabric intact.

7 Temporary Accommodation Assistance

An assistance of Rs. 10,000 per extended family would be given to each displaced family to build a temporary accommodation.

This assistance is being given to each extended family to construct a temporary accommodation for the family at the rehabilitation colony on their allotted plots. This will help them to settle their families immediately and then plan & build their houses. However, Tata Steel is also providing immediate shelter to the family members during the construction of their temporary accommodations in the rehabilitation colonies.

8 Assistance for Transportation of the household materials

Transportation allowance of Rs. 2000 per family or free transportation of their household materials to the rehabilitation colonies or to their new place of inhabitance.

This will help the families to transport their belongings to their new place of habitation.

9 Employment of nominated members of the displaced families

Each nominated member of the enumerated extended family will be provided a suitable employment with the company or its associated companies. On the option of the nominated member a cash option varying from Rs. 2 lakhs to Rs. 50,000 would be given in lieu of employment or self employment on the following criteria: - Displaced families losing more than 2/3rd of their agricultural land and entire homestead land shall receive Rs.2.00 Lakh per family; - Displaced families losing more than 1/3rd but less than 2/3rd of their agricultural land and entire homestead land shall receive Rs.1.00 Lakh per family; - All other displaced families will get cash assistance of Rs.50,000 per family.

Although the GoO Policy 2006 stipulates employment for one member from each original family, in order to provide alternate lively hood at the earliest employment is being offered to each member of the extended family. On an average 3-5 employment is being offered to each original family. A total of about 1400 employments are being offered in the company and its associates. As the literacy levels are low in the displaced families, specially designed skill up-gradation training programs have been designed for the displaced families. The training for the nominated members has already commenced, even before their displacement.

10 Maintenance Allowance

A maintenance allowance of Rs. 2000 per month per displaced family will be provided for a period of one year from the date of vacation of their houses as certified by the collector

This to encourage people to vacate their houses at the earliest and also to assist the family to sustain during the lively hood transition.

11 Training & Employment of the displaced persons

In order to rehabilitate the displaced families, at the earliest, Tata Steel has started training of the displaced persons in various construction skills so that the displaced persons can be gainfully employed during the construction of the plant also.

In the recent past, many industrial houses, who are putting up units in the Kalinga Nagar Industrial Complex, have not been able to provide employment, in an appropriate manner, to the displaced persons. This has brought about a feeling of mistrust among the people. This effort would be able to win back the confidence of the displaced people and would help them to quickly adapt to the changing environment.

Improving the employability of the project affected & displaced persons

Tata Steel will conduct a market scan to identify the entry level job opportunities that would arise out of the economic development in and around the area and arrange to link up appropriate employability improvement interventions.

This would help the project affected persons to derive the benefits of the economic development.

13 Improving the status of the women

Tata Steel will link up specially designed employability programs for the rural women and develop customized income generation & livelihood schemes.

This would enable the women to improve their status in the society and would create appropriate opportunities for development

14 Improvement in Health & Hygiene

Tata Steel will commence appropriate interventions to eradicate existing chronic diseases and create access to proper health care for the displaced families and the surrounding areas.

Tata Steel has been pioneering interventions in health care and access systems through the Tata Steel Rural Development Society.

The company will give preference to the displaced & affected families in the various activities that would be required for the plant , township, transportation etc.

The preference will help the displaced & affected families to reap benefits of the forecasted growth.

17 Strengthening of the Cultural fibre of the society

Tata Steel will facilitate cultural development of the affected population through various interventions.

The Tata Steel promoted Tribal Culture Centre at Jamshedpur has been managing similar interventions.

18 Ensuring proper Rehabilitation

Tata Steel has put in place a systematic structure to monitor & manage the rehabilitation process. Mechanisms have been created to address the various rehabilitation issues effectively by providing access mechanisms for the affected & displaced people. Village welfare managers will ensure resolution & management of the issues. Tata Steel will track the displaced persons at regular intervals & monitor for a period 5 years to ensure proper rehabilitation and improvement in their quality of life.

A structured organization has been put in place to ensure efficient rehabilitation. Each displaced families will be given a smart identity card with all relevant details, in order to monitor them effectively.

19 Social Audit Tata Steel will institute an annual social audit to ensure proper rehabilitation and institute improvement programs

The social audit will be conducted by independent authorities and will report the socio-economic progress of the displaced families.

IV. Rehabilitation Plan for the Displaced

a) Skill Development & Employment:

Special training programs have been designed to up grade the skill levels of the

nominated members of the displaced families to improve their employability such

that they are capable of earning skilled labor force wages.

Keeping in view the inputs on the population and the skill requirement during the

construction phase the following training modules have been developed:

� Welding & Fitting � Masonry & Brick Laying � Wire / Bar Bending (Steel Re-enforcement) � Scaffolding & Rigging � Industrial Electrics � Vocational Training on IT Enabled Services

The training modules will also include the following in addition to theoretical &

practical inputs in the above mentioned trades:

� Attitude & Personality development inputs � Construction Safety � Health & Hygiene � Awareness on Labor Laws � Communication English

The 8 week training program is designed to upgrade the skill to beginner or

practitioner levels so as to help them to earn higher skilled labour wages. In addition

the training program will orient them towards acquiring skills of multi-skilled

technicians.

The plan is to involve the target group in the construction activities of the plant in the

beginning and subsequently involve them in plant operation and maintenance of the

steel plant and its associated companies. The trainees are to be made capable of

day to day maintenance activities of the plant and operate various equipments and

controls systems. In order to this an extensive training involving the following

modules is to be imparted to them.

Training Program Details: � Rope-in program: 2 Weeks - Impart Bridge or Induction training program mainly

focusing on attitude, personality development, health and hygiene and

communication. This will orient, enable & motivate the trainees to learn.

Psychometric test would be conducted to test for trainability and counseling of the

trainees. Based on the test results, their educational qualification and aptitude,

the trainees would be assigned to various trades.

� Skill Development program: 4-5 weeks – Theoretical & practical inputs specific to

the skills would be provided to upgrade the skills of the trainees for construction

related skills. Extensive practical training would be provided with state of the art

equipments. In addition to inputs on skill related training, inputs on construction

safety, awareness of labor laws, communication-english, etc., would also be

provided.

� Rope-out program: 1 Week – The trainees would be given inputs on industrial

conduct, steel plant processes, behavioral aspects, career planning etc. They will

be provided access to interact with the prospective employers, i.e., the package

contractors etc. Plans would be rolled out for their engagement in the

construction activities.

b) Employability Improvement Training Program:

In addition to the direct employment opportunities several indirect opportunities like

hospitals, schools, hotels, gardening & horticulture, dairy farming, poultry, security

services, marketing malls, etc., would open up in the region. Employability

Improvement Program is targeted at making the affected population aware of their

potential vis-à-vis the job market. Tata Steel is getting a market scan study done by

a reputed Hyderabad based NGO, Heritage Foundation, who specializes on the

subject. The basic objective of Employability Improvement Training Program would

be to make people aware of the job opportunities and train them in the requisite

skills.

Various training modules for health workers, nursing, dairy farming, horticulture, farm

based production, IT services, etc would be rolled out. The above mentioned training

is to be imparted by various local or national level tie-ups with various non-profit

organizations.

c) Entrepreneurship Development Training & Self Employment Assistance

The basic idea of the program is to help individuals understand what it takes to run a

small enterprise and community based enterprises. The training programs are

designed to teach entrepreneurial techniques to run a business in a healthy

productive manner.

Training Plan Phase I: Data Collection: Data is being collected on the affected people wanting to

engage in their own entrepreneurial ventures and the kind of entrepreneurship they

would like to take up based on their knowledge & skills.

Phase II: Counseling: Affected people would be counseled on the type of

entrepreneurial opportunities that would emerge. They would also be counseled on

the risks involved and the facilitation which would be provided.

Phase III: Imparting Training: The training program would mainly cover the following

areas: Planning & Comprehension, Financing, Basic Management Concepts,

Marketing Linkages, Communication and Creative Execution

Tata Steel will give preference to the members of the displaced and affected families

in various opportunities of services arising out of its operations, township etc.

d) Investment Counseling Program

The Displaced Families of the project would be receiving huge amount of money as

compensation and rehabilitation & resettlement benefits. The payments would range

from Rs. 4 lakhs to Rs. 75 lakhs. Unless people are counseled on investment

opportunities these amount might be mis-utilized and lead to dysfunctional social

behaviour. In order to provide appropriate knowledge on investing gainfully, Tata

Steel in collaboration of various banks will arrange for counseling of the displaced

families on the investment opportunities.

The program will consist of the following:

• Basic Counseling on Investment their surpluses based on the families liabilities,

annual house-hold expenses, income levels, future expenses etc.

• Investment in self employment avenues including agriculture, livestock

management, Trucks / taxies / tractors, Trade ( retail shops ) and services,

Construction labour and material supply, etc.

• Opening and operation of Bank Accounts.

• Life insurance and other insurance schemes.

The investment counseling would be aimed at ensuring the following:

• The monthly income of the family should at least match or exceed the monthly

maintenance expenses under the changed lifestyle.

• Provision for securing perennial income for non-earning members ( includes

members beyond earning age, minors and persons with disability)

• Savings for Minor members till they attain major-hood

• Provision for securing financial assistance for pursuing education of minors’ etc.

• Provision for meeting expenses relating to marriage on attaining marriageable

age for the unmarried members of the family

• Provision for health care

• Security of the earning members to cover life related uncertainties for the family

• Equity for self-employment ventures

Special consideration for uneducated, unemployable displaced people without

having support of a larger family (widows, orphans, neglected old parents – not

supported by children).

5. Rehabilitation Colony Infrastructure

The approximate number of plot of 1/10th acre that would be required for relocating

and rehabilitating in this case would be about 1200-1300. About 240 acres of land

will be required for the purpose. About 210 acres have already been earmarked

developed for the rehabilitation colony at Gobaraghati, near the proposed plant site.

Another 30 acre plot is being developed at Trijanga.

Design Concept: In order to cater to the requirement of providing the families with a natural habitat

they are used to live in, the location of the plots are so selected that they are situated

at locations not very near to the modern habitations but also not removed from the

amenities of modern life. The plots are so designed to provide ample living space,

with distinct roads, facility to provide piped water, electricity, schools, community

centre, welfare office, ponds, large football grounds, spaces for religious activities

like the ‘Johar stan’, temples and ample green belts.

Outpost, Transformer rooms, Pump house with bore wells with facility for supply of

piped water to each of the residential plots, tube wells, roads and drains etc.

The approximate cost envisaged for developing and setting up of these areas is

estimated to Rs. 50.00 Crores (including cost of land). The acquisition and

construction of these facilities are in different stages of completion with an overall

Building of Houses in the Allotted Plots: The developed plots would be allotted to the members of the displaced families so as to

ensure that adjoining plots are allotted to the members of the original family. Each

original family would be getting 4-5 (more in some cases) X Rs. 1.5 lakhs as house

building assistance along with their house-structure assessments; each family would

have different aspirations on the type of houses. So, the displaced families have been

given the option to build their own houses. In case some families require the houses to

be built by the company in their allotted plots the same will be considered.

6. Community Development

“We dedicate ourselves to the community we exist in.” - J.N.Tata The community which comes under displacement requires an adequate development strategy to cope with the changing environment and to lead a life with dignity in harmony with the mainstream. Tata steel will emphasize on the following aspects to make the community a self sufficient one. a) Health & Hygiene To ensure the quality of life, adequate facilities for health will be a major indicator. The family ad women are the target population who will be given primary attention through the following means: Mobile Clinics:

• Mobile clinics will visit the community in every 15 days. • These clinics will have a team of doctor, paramedics, and Lab technicians. • The services will include general health check ups, antenatal & post natal

checkups, and regular immunization. • Reproductive Health. • The services and medicines will be provided free of cost.

Health Camps: To provide services in a wider range bimonthly health camps will be organized by the company in the community. The camps will include -

• Health checkup camps • Eye cure camps (For Cataract Operation) • Family planning camps • Camps to deal with disability

Immunization Drive: • To give a life of safety and security to every child of the community

immunization drive will be conducted under the Health & Hygiene section. • Weekly immunization clinic for six vaccine preventable disease.

Provision of Safe Drinking Water

• Tata Steel will make safe drinking water a priority for the community. The company will drill tube wells with support of voluntary labors from the community.

• One tube well will be installed for every 150 population.. • The team will equally make important effort to orient the community about how

to use the water.

b) Building Capacities for Sustainability

Tata steel will facilitate opportunities for livelihood for the project affected people in a sustainable way so that thee community will make the optimum utilization of the available resources to meet their present need as well as ensure their availability for the future generation. The company will take up the following steps to shape lives through updated capacity building strategy. i) Education:

“Education for all” will be ensured. The pattern of education for children and adult will be different. Adult Education:

• To literate the adult population evening classes will be organized in the community hall.

• Electricity, sitting arrangements, reading materials will be provided by the company.

• An educated volunteer of the community will be trained and will be appointed with an honorarium to take the evening classes.

• The education pattern will follow the Non formal Education pattern. Balwadi:

• To create interest in the children and to start with basic education a “Balwadi”/ECE (Early Child Education) will be established in the community.

• This will have an independent infrastructure and the room will be well decorated with the games and posters to make the study enjoyable for the kids.

• The children up to 5 years of age will be give education here. • An educated volunteer of the community will be trained and will be appointed

with an honorarium to take care of the center. • Subsequently this programme may handed over to community where the parents

will take ownership. Linkage with the Local Schools:

• The company will liaison with the local schools for admission of the children of the Project Affected People (PAP).

• The schools will be given donations for development of adequate infrastructure and organize personal development activities for the students.

• 40 hours literacy model developed by Tata Consultancy services may be tried also.

Mobile Education Van:

• A mobile education van will be provided by the company, which will visit the community every week or it may be taken up in collaboration that is other agencies.

• The van will have video facility, a small library and a trained person who will provide various information.

• The van will organize film shows on different developmental issues, and books will be issued through this van to the interested children.

• Documentary films related to self employment, tribal cultures will be the major area of focus.

Scholarships: Scholarships will be provided to the needy students by Tata steel for higher education. Criteria will be made for scholarships of different level. ii) Skill Development: To ensure quality, skill development is essential and unavoidable aspect. A “Rural Entrepreneur development center” will be set up for the community. “Rural Entrepreneur Development Center”

• The center will be well equipped with training materials and specialists. • Need based training will be provided in this centers with nominal charges. • The center will provide opportunity to the community people to teach in the center

about their traditional art & craft and food preparation. The training will cover the following sections: a) Industrial & Mechanical Training

This will help the community people to get into industrial work. Training on cycle repairing, radio repairing, plumbing will add to livelihood skills.

b) Art & Craft Training As a major portion of the displaced population belongs to tribal and rural artisan they will be provided training on bamboo work, cane work, carpentry, broom making, leaf plate making, sewing etc.

c) Food & Beverage: Training will be providing to preserve the food and beverage prepared by the community. The pickles, dry foods and soup powders prepared by the ethnic community will be encouraged through this center and they will be given orientation to preserve it in a better way.

Sports: The ethnic groups believe more I muscle power and always have a motive to win. The company will promote sports talents by the following steps: a)Spot Talent: Talent search camps will be held in the community and the efficient youths will be selected in various streams like athlete, archery, football, hockey, kabadi etc. This camp will hold every year. b) Coaching : The spotted talents will be given free coaching in Tata sports Center or in the state sports academy as per the convenience .The total expenditure will be provided by the

company. The efficient candidates will be supported y the company to participate in state and national level game. Competitive events: Tata steel will organize rural sports meet every year for the youths.

c) Creating Opportunities for Self Help

iii) Creating Opportunities for Self Help: To make the displaced people economically self reliant following aspects will be emphasized by the company: Live Stock Management Training: This will include training on – • Piggery • Goatery • Sheep Rearing • Poultry • Diary Others: • Silk worm rearing • Bee Keeping • Mushroom production Market Linkage Of their products: A selling out let will be opened by the company in the nearest township for the marketing of art & crafts of the rural people with proper price. Shelf Help Groups (SHGs) • A community based worker will be appointed by the community to mobilize both

women and men of the community to form SGH. • Each group will include 10-12 members and the groups will follow the general SHG

guideline. • They will be facilitated to create a saving fund and after that they will be linked with

the Govt schemes like SGSY and others for income generation in a group activity. • These groups will also facilitate for participation in community development

activities. • These groups will be provided financial assistance in the beginning to start any

income generation activity.

7. Preservation of Ethic Identity

The majority of the Project Affected Population (PAP) is tribal. The tribal are known for their ethnic culture and practices. Tata steel will support the displaced tribal community to preserve their old age practices .For these following strategies will be planned out:

a) Creating Platform for network of Grass Root organizations engaged in Tribal development:

• A forum of the grass root level NGOs working in the project are will be formed

.Tata Steel will take all the initiative for forming the forum. • Seminars and workshops will be conducted for the NGOs for dissemination of

knowledge on tribal development. • This forum will advocate in Govt.level for tribal development. • Bimonthly meetings will be conducted by the company to know the status of

the activities undertaken by the forum. • The NGOs will be provided assistance to conduct cultural events for the tribal

population. • The events will be organized on the occasion of their festivals. • Tribal dance competition and song competition will be the main components

b) Documentation: • The company will publish a quarterly news letter on tribal culture, tradition,

festivals and practices. • The news letter will be supported by the NGO forum. • Video grapy will be done on the occasion of Melas and festivals . • Documentary films will be made on their social institutions like marriage, etc

c) Adim Akhara • To provide a platform to the tribal to preserve their practices a “Tribal Culture

Center” will be set up and this can be called as “Adim Akhara”. • This will be own by the community and will be maintained by the company. • Every tribal will be its member. • The center will have the following components:

Museum: This museum will display all the traditionally used articles by the tribes like, house hold articles, crafts, dresses, ornaments, utensils etc.

Am phi theatre It will be a large open theatre where they can organize dance and songs during different occasions.

“Karma Sala “-Creative Corner There will be a place which will be a open place for all the community people to prove their skills in art and culture .It will have no formal barriers.

Haat: Every month a Haat will be facilitated, where only tribal can sell there goods .this can be forest products, foods, and crafts, house hold articles or anything.

9. Social Audit & Reporting Tata Steel will monitor the socio-economic progress of the displaced families at regular

intervals on the basic human development indicators and the effectiveness of the

interventions. Relevant indicators for effectiveness of the initiatives will be developed

and monitored periodically.

Tata Steel will also institute a Social Audit of the Socio-Economic progress annual to be

conducted by independent members of the civil society to monitor the progress and will

report the findings in the lines of the Global Reporting Initiatives. The audit findings

would be presented to the civil society and will form a basis of the improvement

initiatives to be taken up.

10. Summing up

The 6 million tonnes integrated steel plant of Tata Steel is proposed to be setup at Integrated Industrial Complex, Kalinga Nagar, Duburi, in the district of Jajpur, in Orissa. Setting up the steel plant will necessitate displacement of about 679 families of three villages, namely, Gobaraghati, Chandia and Gadapur.

Although the entire land was acquired and compensation was paid during 1992 to 1994, the villagers were not displaced. As the villagers were demanding higher land compensations and additional rehabilitation benefits, the rehabilitation and resettlement policy was revised compassionately by declaring an additional ex-gratia to increase the land price to Rs. 1 lakh an acre, rehabilitation benefits like, house building assistance, temporary shed allowance, maintenance allowance, transportation allowance etc. In addition, the cut-off date for enumeration of the families was revised to 1st January 2005. This enabled the present generation of the displaced population to benefit appropriately and get compensated adequately as the 679 families would be expanded to about 1200 families for the rehabilitation benefits.

Tata Steel has already started providing state of the art training for the members of the displaced families and would provide employment to one member of each extended family.

Tata Steel is building model rehabilitation colonies for the resettlement of the displaced population so as to provide modern basic amenities and improved living conditions.

Tata Steel believes that the primary purpose of the business is to improve the quality of life of people. Each of the displaced families will be a part of the ‘Tata Steel Parivar’ which is a committed and structured approach to ensure a better quality of life for the displaced families through focused interventions. Tata Steel will facilitate the well-being of the displaced families in order to ensure proper rehabilitation. The displaced families will be tracked at regular intervals for a period of five years.

Tata Steel will also subject the process to an annual social audit by independent agencies to report on the status of socio-economic development achieved.

In consonance with it’s Corporate Social Responsibility Policy, Tata Steel will volunteer

its resources, to the extent it can reasonably afford, to sustain and improve a healthy

and prosperous environment and to improve the quality of life of the people in the areas

in which it operates.
